An exploratory study of the attitudes and perceptions of correctional officers towards their role in contributing to the offender rehabilitation at Pollsmoor Prison, in Cape Town.

Crime in the developing South African context presents a major sociopolitical challenge that goes beyond offender rehabilitation. Correctional services based rehabilitation programmes however represent an important component of a multi-dimensional strategy for impacting on crime and recidivism. Reports of the Correctional Service Department highlight the lack of resources and specialised personnel needed for rehabilitation programme delivery. The rehabilitation needs of the growing offender population are not being met and the need for personnel to facilitate the process is critical. The aim of this study was to explore the attitudes and perceptions of correctional officers towards their role in contributing to the offender rehabilitation process. The aims and objectives were to assess the self reported abilities, potential and willingness of these correctional officers towards contributing to the offender rehabilitation process. In part, this study hopes that the Department of Correctional Services might take note of the attitude and perceptions of these correctional officers concerning their role in rehabilitating offenders in order to construct an appropriate role for them in the rehabilitation process. The sample consisted of 117 correctional officers, 81 males and 36 females, of different age, sex, race, ranks, level of education and length of service. A questionnaire was designed, made up of rating scales to measure knowledge of rehabilitation models and services, attitudes and perceptions towards contributing to offender rehabilitation process and perceptions of personal and prison environment conditions. Even though the results show that correctional officers have a limited understanding and knowledge of the principles of the Programme-Developed Model of offender rehabilitation, they perceived offender rehabilitation within the framework of this model as a growth and development programme that will benefit offenders to cope with their life stresses. It is difficult however to tease out whether they have changed from a conceptually punitive to a rehabilitative way of conceptualising, relating to and treating the offenders. More research in this topic might clarify the attitude and perception of correctional officers towards offender rehabilitation because this will in part lay the basis for the success of the rehabilitation process. Better-educated correctional officers perceive themselves as motivated, skillful and willing to be trained further in order to partake in offender rehabilitation processes. Correctional officers perceived social work and education and training rehabilitation services as more useful and would like to do further training in these services in order to contribute towards facilitating offender rehabilitation programmes. Important differences in respect of gender, level of education and length of service were found which qualify this general finding. Stress, burnout and environmental conditions were found to impact negatively on correctional service officers' willingness and capacity to contribute to the rehabilitation process. Female correctional officers appear to experience prison conditions more negatively compared to males. These findings are discussed in terms of developing recommendations for the effective and rational use of correctional service officers as skilled members of a rehabilitation orientated team of professionals. / Thesis (M.A.)- University of Natal, Pietermaritzburg, 2001.

Le paradoxe de la politique canadienne visant l'impunité des criminels de guerre

Cette étude a pour but de démontrer l'attitude paradoxale du gouvernement canadien relativement à sa politique visant l'impunité dans le traitement des criminels de guerre. Dans les faits, il appert qu'il s'abstient de punir ces criminels en vertu du droit criminel et les soumet plutôt aux procédures d'immigration et de citoyenneté qui permettent leur déportation et leur dénaturalisation. Cette étude propose une revue de l'historique menant à l'adoption par le gouvernement fédéral de la politique d'impunité des criminels de guerre. Elle comprendra l'état de la politique à la suite de la Seconde Guerre mondiale, le rapport de la Commission Deschênes, de même que le changement de stratégie adoptée par le gouvernement à la suite de la décision dans l'affaire Finta. Par la suite, une étude comparée du droit de l'immigration, de la citoyenneté et du droit criminel sera de mise afin de cibler les différences dans les processus de traitement des criminels de guerre. Nous constaterons alors pourquoi il est plus facile pour le gouvernement de traiter les criminels de guerre en vertu du droit de l'immigration et de la citoyenneté, et nous serons alors en mesure d'évaluer les consternantes conséquences de ce choix. / The main goal of this study is to demonstrate the paradoxal behavior of the Canadian government regarding its impunity policy towards the treatment of war criminals. In reality, it appears that the Canadian government does not choose to punish them using criminal law processes but uses the immigration and citizenship laws instead, therefore enabling deportation and denaturalization of these criminals. This study proposes an historical review that leads to the Canadian government's choice of using impunity as a general policy towards war criminals. The review will present the state of this policy in the aftermath of World War II, the Deschênes Commission report, and final1y, the strategy change made by the federal govemment fol1owing the juridical decision made in the Finta case. For the last part, it seems appropriate to present a comparative study between immigration, citizenship and criminallaws. This comparative exercice will target the main differences between those different processes of war criminal treatments. En jämförande studie om identitetsskapandet, sociala band och självkänsla hos brottsoffer och f.d. kriminella / A comparative study of identity creation, social connections and self-esteem of victims and former criminals

Denna studie avser att jämföra brottsoffer och f.d. kriminellas upplevelser av hur individens identitet har formats. Undersökningen bygger på kvalitativa intervjuer med tio informanter som söker besvara frågan om hur individerna upplever att deras sociala band och självkänsla har förändrats av att vara kriminell respektive brottsoffer. Dessa frågor besvaras med de teoretiska utgångspunkter som valts där fokus ligger på Jenkins sociala identitetsteori. Vidare används Scheffs teori om sociala band som är associerad med känslor av skam och stolthet, samt Johnsons teori om självkänsla används som reglerar individens välmående. I resultatet framgår markanta skillnader mellan brottsoffer och f.d. kriminellas upplevelser av brott.  Den sociala omgivningen anses ha en betydande roll för deras olika upplevelser men framförallt för individernas identitetsskapande. Det kan även konstateras att sociala band utgör en viktig faktor för individens välbefinnande och har en inverkan på individens självkänsla. / This study intends to compare victims' and the former criminal’s experiences of how the individual's identity has been shaped. The study is based on qualitative interviews with ten informants and intends to answer the question of how individuals perceive that their social ties and self-esteem has changed from being a criminal and victim. These questions are answered with the selected theoretical starting points that focus on Jenkins social identity theory. Further, Scheff's theory of social ties that are associated with feelings of shame and pride, even Johnson's theory of self-esteem is used that regulate the individual's well-being. The results show obvious differences between the victims' and former criminals experiences of crime. The social environment is considered to have a significant role in their different experiences and has particularly an impact on the individuals' identity. It may even be noted that the social ties are an important factor in an individual's well-being and has an impact on the individual's self-esteem.

Josef Mengele : the controversy surrounding his apparent death

The purpose of this study was to examine the controversial personage of Dr. Josef Mengele, who was the chief physician of the Third Reich's Polish extermination camp, Auschwitz-Birkenau. Until very nearly the completion of this project, virtually no scholarly research had been conducted pertaining to Mengele's life, and therefore, the value of this inquiry is easily discernable. After forty years of eluding Israeli assassins and Nazi hunters, principally in several South American countries, Mengele's alleged remains were discovered, and subsequently exhumed for forensic analysis, near Sao Paulo, Brazil, in early June 1985. In the aftermath of intensive forensic examination, performed by an international team of experts, which included American, West German, and Brazilian scientists, the skeletal remains were pronounced to be those of Mengele within a reasonable scientific certainty. Skeptics not only had misgivings about the initial reports of Mengele's death, but also questioned the veracity of the preliminary medical report, pointing to both errors of omission and commission contained in the report's findings. Despite additional dental evidence discovered nearly one year after the disinterment of the Brazilian remains, which incidentally provided positive identification of the remains as those of Mengele, skeptics continued to discount the expert's opinions and resumed the search for Mengele with renewed vigor. It was concluded that the Brazilian remains were indeed those of Mengele. While the uncertainty over Mengele's apparent death has been resolved, it is recommended that further research be conducted into Mengele's pre-war life, as well as his clandestine post-war existence.
