Abstract With regard to the Bayer transnational siting in Taichung during the 1990s, at least 20 theses and literatures are documented. However, due to the different research sects, ideologies, prejudices and/or lack of first hand information, these literatures are mostly with bias despite of the criticism or compliment to Bayer. In light of the biases, the writer as the person in charge of the project, would like to apply the ¡¨ learning history¡¨ case study by using the historical documents to review, explore and analyze the topics that impacted to the project, the analytical structure namely ¡§six structures¡¨- politics and lobbying, media ecology and communication, community ecology and communication, academic circle, decision making of MNC siting and crisis management. The purposes of this research are trying to provide a case study that may help Taiwan to shorten the learning curve under the globalization and the competition and corporation across the strait, at the same time to furnish MNC with an in depth siting project research to reduce the learning cost. Hoping that Taiwan could become the springboard for MNC to enter the biggest market in Asia- China. Conclusions: 1. The event started, dilated and ended because of misunderstanding. 2. Political dispute affected MNC siting project severely. 3. ¡§Anti-nuclear is to opposite autocracy¡¨- ¡§Anti-Bayer is to opposite government¡¨. 4. Bayer¡¦s final decision did not refer to the result of crisis management or local faction. 5. High flexibility of siting - MNCs¡¦ siting options are obviously higher then local enterprises. 6. It is not necessary a negative issue to Taiwan while Bayer abandoned its plan. The new ruling party has adjusted its policy to focus on economic issue is a positive impact. 7. The ¡§six structures¡¨ proved its value by helping researcher review; analyze the interactions among the six structures. 8. The project provides ways learning for both MNC and Taiwan.

<p>When a crisis hits a company, it is very important that the company communicate with its customers. Communication is important for a company in crisis because this is a way for the company to tell their side of the story and thereby try to get the customers to see things their way. Because mass media reaches a lot of people, it is a simple and fast way for companies in crisis to get their message out to the world. Mass media can be very useful for a company, but it can also be a problem. Mass media and companies in crisis may or may not have the same purpose with the communication. It is important for companies to be aware of this as well as the importance of the timing. To be successful in crisis communication companies need to know what, when and why to say it. For this thesis we have studied SJ and SL, which are two companies that has been having media exposed crisis recently. We also have chosen to study mass media through articles in two major Swedish newspapers, Dagens Nyheter and Expressen. We have made interviews with four persons at the companies that works with communication and with four journalists that wrote about the crisis in these newspapers. During this study we have found that both mass media and companies in crisis find communication to be very important for the outcome of the companies in crisis. It is hard to say exactly what information that is the most important in what stage of the crisis. Though, it can be said that some information seems to be more important in the beginning of a crisis and some information seems to be more important at the end of a crisis. Companies need to be aware of this before the crisis hits, to make sure that the communication is being handled in a way that is the best for the companies out coming of the crisis.</p>

<p>When the Tsunami occurred on Boxing Day 2004 it caused a major stress upon the governmental agencies in not only the affected areas but also in states that had a large number of citizens in the affected area. The governmental agencies were not prepared for the demands from the citizenry in these countries to deal with rescue and crisis management in areas situated halfway around the globe. This thesis main purpose is to research what the causal mechanisms of Sweden’s and Finland’s crisis management were through the method of process tracing. Taking its theoretical stance in Allison’s & Zelikow’s three models of decision making, the thesis compares the course of events of the first two critical days in Sweden and Finland to establish what mistakes were made during this critical period. The main findings of the essay show that none of the theories is on its own capable of explaining the chain of events, but a combination of the organisational model and the governmental politics model do prove the necessity of trained crisis personnel as decision-makers early on in crisis management as well as the need for an organisational structure with a linear and clear chain of command.</p>

Family support plan for Middle Eastern countries following aircraft accidents

Recent years have seen increasing acknowledgment that aircraft accidents affect not only those who are killed or injured, but also the families and friends of victims. Survivors, victims and their families require sensitive treatment in order to help them cope with what has occurred. Following high profile accidents including USAir 427 and TWA 800, the United State of America started a new program which they call it Family Assistance after Air Disaster. After that a several documents providing guidance for dealing with victims and their families were published in Australia, the UK and the EU. However, in the Middle East, there is no region-specific family assistance guidance for dealing with aircraft accidents. As such, operators tend to use plans which have been designed from a western perspective. This means that the impact of culture, ethical sensitivities and religion have not been addressed fully. This thesis explores the differences in dealing with the families of victims after an accident in the Middle East focusing on the Muslim population. Interviews were conducted with experts from airlines, family assistance providers, religious leaders and victim support groups. These were supplemented by a survey of passengers and family members in USA, Malaysia and Saudi Arabia to compare and contrast the expectations and needs of those who may be affected by an aircraft accident. Over 300 responses were received and the data were validated through further expert interviews. The results supported the findings of the literature review and matched with the bad experiences documented within case study accidents such as the mid-air collision involving Saudi Arabian Airlines flight 763. The study found that the three factors are inextricably linked, with religion being a strong factor in determining individual’s response to their loss; how they relate to others and the type of support they should be given. Suggestions are made regarding the design of a Family Assistance Centre, staff training, words that should / should not be used; and to explain how people may react.

Cooperation between authorities is of great importance for effective crisis management. A new crisis management system was introduced in Sweden in 2002 to enhance the ability of public authorities to manage accidents and extraordinary events. It expects authorities to cooperate with each other both before and while dealing with such situations. An important aspect of this cooperation is the exchange of information, which is hampered when authorities are obliged to observe secrecy rules even if this limits their ability to manage accidents and extraordinary events. It may be said, therefore, that the legislation governing the exchange of information by authorities, chiefly the Public Access to Information and Secrecy Act (2009:400), is essentially at variance with the rules that require cooperation. The thesis analyses legal requirements on authorities to cooperate and exchange information when dealing with accidents and extraordinary events and how these requirements relate to secrecy rules. The study does not merely examine the legal requirements placed on authorities to cooperate and exchange information and to observe secrecy rules when dealing with accidents and extraordinary events; it also undertakes a critical analysis of the current legislation, with the aim of identifying deficiencies and ambiguities, taking as its criteria that good legislation should be clear, coherent and well-balanced. Since the thesis shows that there are deficiencies in the legislation, it also suggests improvements and alternative forms of regulation.
