A cartografia é a arte de transformar o espaço numa versão reduzida da realidade, numa proporção capaz de ser apropriada e transportada através dos mapas. Pesquisá-los é viajar quilômetros em um segundo e poder retornar no mesmo instante. Os mapas são capazes de guardar consigo uma parte importante da história social do espaço, na medida em que traduzem em uma imagem o contexto social da época em que foram elaborados. No entanto, sendo os mapas o resultado de um processo histórico e social, eles adquirem uma grande carga de subjetividade. No ato de comunicar sobre o espaço os mapas transmitem discursos carregados de ideologias, muitas vezes relacionadas com o poder e a apropriação do espaço. O objetivo desta pesquisa de doutoramento foi analisar os discursos emitidos por uma série de mapas turísticos sobre a cidade de João Pessoa. A análise foi feita através de uma leitura que buscou ultrapassar o sentido literal e propondo uma compreensão da realidade sob a perspectiva da Cartografia Histórica. Para tanto foi necessária uma compreensão da história inicial da produção do espaço da cidade e de seu desenvolvimento mais recente, levando em conta também o atual contexto do turismo na cidade. Os mapas foram analisados sob o ponto de vista crítico, buscando identificar as contradições e conflitos através dos descuidos, exageros e omissões contidos nas suas informações. / Cartography is the art of turning the space into a reduced version of reality, in a proportion that can be appropriated and transported through the maps. Researching them means being able to travel miles in a second and to return at the same moment. The maps are able to keep an important part of the space social history since they reflect the social context of the time they are made. However, the maps are the result of a historical and social process, they acquire a great deal of subjectivity. On their communication about space, the maps convey information laden with ideologies often related to authorities and the space appropriation. The aim of this doctoral research was to analyze the discourse issued by touristic maps of João Pessoa city. The analysis was carried out by performing a reading of the maps aiming to go beyond the literal meaning of information and by proposing an understanding of reality from the perspective of Historical Cartography. For this purpose it was required an understanding of the early history of the space city formation and its latest development as well as considering the current tourism context in the city. The maps were analyzed from a critical point of view, seeking to identify the contradictions and conflicts through the negligences, exaggerations and omissions contained in their information.

Esta tese é uma investigação sobre um conjunto de mapas e diagramas produzidos por artistas e ativistas entre as décadas de 1960 e 2010, a partir de diferentes contextos de transformação social, política e econômica em momentos de crise, de conflito e de formas potenciais de resistência. Através de documentos como catálogos, manifestos, artigos, fotografias, documentários, obras de arte, reproduções de mapas e entrevistas, a pesquisa realiza uma análise sobre esse conjunto de mapeamentos desenvolvidos por três gerações de artistas. No primeiro capítulo, este trabalho examina os jogos e mapas realizados nos anos 1960 e 1970 pelo sueco-brasileiro Öyvind Fahlström (1928-1976) durante as tensões geopolíticas da Guerra Fria (1947-1991) e as mudanças estruturais e organizacionais do capitalismo global na década de 1970. No segundo capítulo, a tese discute a obra do norte-americano Mark Lombardi (1951- 2000), artista que, durante a década de 1990, procurou mapear com suas estruturas narrativas redes internacionais de poder e transações financeiras obscuras envolvendo bancos, governos e elites dominantes da sociedade neoliberal. O terceiro capítulo trata das práticas de contracartografia conduzidas entre os anos 1990 e 2010 pelos coletivos de arte ativista Bureau dÉtudes (França), Counter-Cartographies Collective (Estados Unidos) e Iconoclasistas (Argentina). Com base nas articulações entre arte contemporânea, ativismo político e cartografia crítica, a tese considera que os mapeamentos realizados por esses artistas-ativistas trazem experiências importantes de produção de conhecimento e contribuem para a visualização das relações de poder no mundo contemporâneo, opondo-se também aos mapas supostamente imparciais, objetivos e naturalizantes do mundo guiados por interesses corporativos, militares e governamentais. / This thesis is an investigation on a series of maps and diagrams produced by artists and activists between the 1960s and the 2010s, in different social, political and economical contexts of change and crisis, conflict and potential forms of resistance. Through the analysis of documents, catalogs, manifestos, articles, photographs, documentaries, art works, reproductions of maps and interviews, the research approaches mappings developed by three generations of artists. The first chapter examines the games and maps created in the 1960s and 70s by the Swedish- Brazilian artist Öyvind Fahlström (1928-1976), during the geopolitical tensions of the Cold War (1947-1991) and the structural and organizational changes in global capitalism in the 1970s. The second chapter discusses the works of the American artist Mark Lombardi (1951-2000), who, during the 1990s, has tried to map international power networks and obscure financial transactions involving banks, governments, and neoliberal elites, using narrative structures. The third chapter addresses counter-cartography practices developed between the 1990s and 2010s by activist art collectives Bureau dÉtudes (France), Counter-Cartographies Collective (United States) and Iconoclasistas (Argentina). Based on the interrelations between contemporary art, political activism and critical cartography, the thesis considers that the mappings produced by this activists-artists are important experiences of producing knowledge and visualizing power relations in the contemporary world, creating an opposition to supposedly neutral and objective maps created according to corporate, governmental and military interests.

This work had as objective to map the agrarian structure in the São Francisco basin, through the use of mapping as a methodological tool of analysis. A retrospective of the
development of cartography and cartographic production around the basin was made. To answer the questions of the study, maps were made by using different variables, which
helped to explana the agrarian issue in San Francisco. The starting point was the cataloging and analysis of the data in SIDRA, the Dataluta Network, in addition to other
data in the INCRA. Maps of the environmental framework of the basin, of the socioeconomic issues, of the land structure, of the rural violence, of the mobilizations, the main crops. A map of the agricultural production space was elaborated, a resource
that explains the formation of the different territories, and in them, the advancement of the agrohidronegócio in the basin responsable for generating conflicts over land and
water. The data and maps have demonstrated how critical cartography, assist in the preparation of maps that explain the agrarian question in essence, became a consisted tool
against the forces of capital in the countryside, in other words, when mapping ia usaed as a language tool it is capable of clarifying the essence of relationships. It can be shown, as
in this study, the appropriation of natural resources and labor commodified by the processes of separation of man from the means of production in the São Francisco basin,
ensure the profitability of capital in agrohidroterritórios there. Meanwhile, was possible to realize that the new territorialities made by agrohidronegócio at the time promoted the
concentration and centralization of capital, ultimately strengthening movements that struggle for land and water. / O presente trabalho teve como objetivo o mapeamento da estrutura agrária na bacia do rio São Francisco, através do uso da cartografia como instrumento metodológico de análise.
Foi realizada uma retrospectiva do desenvolvimento da cartografia e da produção cartográfica em torno da bacia. Para responder as questões do trabalho, foram elaborados
mapas a partir de diferentes variáveis, que corroboraram para a explicação da questão agrária no São Francisco. Partiu-se da catalogação e análise dos dados no SIDRA, da Rede
Dataluta, além de outros no INCRA. Foram elaborados mapas do quadro ambiental da bacia, das questões socioeconômicas, da estrutura fundiária, da violência no campo, das mobilizações, dos principais cultivos. Elaborou-se ainda o mapa da produção do espaço agrário, um recurso que expõe a formação dos diferentes territórios, e neles, o avanço do agrohidronegócio na bacia responsável pela geração de conflitos por terra e água. Os
dados e os mapas permitiram demonstrar como a cartografia, ao auxiliar na elaboração de mapas que explicitam a questão agrária na sua essência, constituiu-se instrumento contra
as forças do capital no campo, ou seja, ao se conceber a cartografia como uma linguagem capaz de elucidar a essência das relações. Pode-se mostrar, como nesse estudo, a
apropriação dos recursos naturais e do trabalho transformado em mercadoria pelos processos de separação do homem em relação aos meios de produção na área da bacia do
São Francisco, asseguram a lucratividade do capital nos agrohidroterritórios ali conformados. Por sua vez, foi possível perceber que as novas territorialidades formuladas
pelo agrohidronegócio, ao tempo em que promoveram concentração e centralização de capital, acabaram por fortalecer movimentos de luta por água e terra.

Angesichts der Herausforderungen von Klimawandel und Biodiversitätskrise werden städtische Grünräume immer wichtiger. Insbesondere den Stadtbäumen kommt eine Schlüsselrolle zu. Sie erbringen essenzielle Ökosystemleistungen und haben einen wesentlichen Einfluss auf das menschliche Wohlbefinden (Davies et. al. 2017; Blaser et. al. 2016). Zudem sind sie von zentraler Bedeutung für die städtische Biodiversität (Gloor & Göldi 2018). Während ihr Stellenwert von wissenschaftlicher Seite immer differenzierter erkannt wird, haben sich diese Erkenntnisse in den Kartengrundlagen zur Planung und Kommunikation noch nicht
etabliert: Wesentliche Eigenschaften von Stadtbäumen, darunter insbesondere die ökologischen Leistungen und die artspezifischen Anforderungen, werden in den Kartengrundlagen kaum repräsentiert. Eine Unter- bzw. Nichtrepräsentation in Karten kann jedoch negative Folgen haben, denn sowohl Karteninhalt als auch -design haben Einfluss darauf, wie Informationen und Botschaften verstanden werden. Sie tragen somit massgeblich dazu bei, welche Entscheidungen getroffen werden.

En 2007, lors du Grenelle de l’environnement, la France décide de mettre en place la Trame Verte et Bleue (TVB). L’approche réticulaire retenue pour cette politique environnementale d’un genre nouveau doit faciliter la lutte contre « l’érosion de la biodiversité » (loi n°2009-967 août 2009). Le déploiement de la TVB sur le territoire français passe par l’identification des continuités écologiques dans les documents d’urbanismes. Leur intégration dans les documents d’urbanisme suscite de nombreuses interrogations et nous permet de renouveler les questionnements dialectiques associant cartographie et participation. Alors que ces deux termes peuvent a priori sembler inconciliables, nous proposons dans cette étude un cheminement qui permet de les articuler. Nous formulons une proposition méthodologique permettant de pluraliser les sources de connaissance au sein d’une démarche de conception participative. Cette dernière se caractérise par une démarche qualitative, exploratoire et inductive qui s’appuie sur le cadre méthodologique de la théorie ancrée. L’itinéraire méthodologique emprunté amène progressivement les participants aux ateliers à produire et à travailler à partir de photographies et de cartes, décontextualisées ou classiques. Ces changements de support traduisent une bascule de la vue tangentielle à la vue zénithale. Le travail en groupe ne constitue pas de fait un collectif. Alors pour faciliter le passage de l’individuel au collectif, nous avons permis aux participants d’élaborer et de tester leur argumentaire avant leur entrée dans l’arène publique. Le terrain d’étude mobilisé est la région Poitou-Charentes, où nous avons observé la mise en place du Schéma Régional de Cohérence Écologique (SRCE). Nos observations nous ont permis de proposer et de mettre en application une démarche participative innovante associant une pluralisation des sources de connaissance pour l’identification des continuités écologiques dans le bocage bressuirais. Les différents ateliers de conception participative nous ont permis, non pas la production d’une carte de synthèse, mais la production d’une série de cartes qui viennent enrichir les représentations spatiales des continuités écologiques. / In the wake of 2007’s “Environment conference of Grenelle”,French authorities decided to instate the Green and Blue Ecological Framework (Trame Verte et Bleue - TVB). This new type of environmental policy is design like a network and aims at reducing “biodiversity erosion” (law nr 2009-967, aug 2009). Deploying such frameworks on the national French territory requir to identify ecological continuities within urban planning documents. Integrating such new operational concepts inside urbanism documents triggers plenty of interrogations. Specifically, it calls into question the unlikely couple cartography and participation. While these terms may seem incompatible on a first sight, we argue that the two practices can be articulated, following a set methodology. By being rooted in a participative approach, our methodological proposal allows to pluralize knowledge sources. It is characterized by a scientific posture that is qualitative, exploratory and inductive. The methodological setting is based on the grounded theory. Through implementing our methodology, workshop participants were progressively led to produce and work on the basis of photograph and maps, both decontextualized and regular. Changing media implied a shift from a “tangential” point of view to a “zenithal” perspective. We understood a qualitative difference between “group work” on the one hand and “collective work” on the other hand. In order to facilitate the shift from individual- to collective–grade work, we allowed the participants to conceive and test their argumentative narrative prior to entering the public arena. Our field of study was the region “Poitou-Charentes”, where we observed the deployment of the Regional Ecological Coherence Framework (SRCE in French - Schéma Régional de Cohérence Écologique). Our observations led us to conceive an innovative and participative approach merging plurality of knowledge sources, to identify the ecological continuities in the Bressuire hedgerow. Hinging on participative conception, the various workshops organized resulted in producing a series of maps that expand the scope of spatial representations of ecological continuities, instead of producing a single synthetic map.

Représentations spatiales et Processus de Gestion Intégrées des Zones Côtières (GIZC) : application à deux territoires côtiers bretons / Spatial representations and ICZM processes : the case of two Breton coastal territoriesRitschard, Lucille 27 February 2017 (has links)
La thèse interroge les usages des représentations spatiales (cartes, simulations, représentations 3D…), considérés par la littérature comme étant indispensables à tout processus de Gestion intégrée des Zones côtières (GIZC). L’objectif de ce travail est donc de comprendre comment ces supports participent à la mise en oeuvre et à l’organisation de cette politique publique à l’échelle locale.Pour cela, deux cas d’études ont été retenus (Pays de Brest et Pays de Lorient). Une méthodologie ethnographique a été mise en place afin d’observer les représentations spatiales en situation d’usage. Ainsi, les circonstances, les objectifs et les modalités d’usages des représentations spatiales sont analysés tout comme les interactions qu’elles provoquent chez les acteurs, facilitant (ou non) le passage d’une étape du processus à une autre étape. Prenant appui sur la sociologie de la traduction, le corpus analysé est constitué de 15 observations non participantes, de 24 entretiens semi-directifs réalisés avec chaque catégorie d’acteurs impliqués dans les démarches ainsi que d'un recueil de 300 documents (comptes rendus, diaporamas …), dont 115 représentations spatiales.Les résultats révèlent que les parties prenantes engagées dans les deux processus de GIZC prennent peu appui sur les potentialités offertes par les Technologies de l’Information Géographique (TIG). En outre, il est observé que les usages des représentations spatiales sont principalement destinés à construire et à stabiliser le jeu d’acteurs, plus qu’à organiser le territoire ainsi que la littérature les décrit. Enfin, les statuts des représentations spatiales (inscriptions, objets intermédiaires, actants) sont peu diversifiés, puisque les représentations spatiales ayant le statut d’objets intermédiaires sont prédominantes. / This thesis investigates the usages of spatial representations (maps, simulations, 3D representations…) described in the literature as essential to any process of Integrated Coastal Zone Management (ICZM). The aim is to understand how spatial representations contribute to implementing and organising ICZM processes at a local scale.An ethnographic methodology is implemented in two case studies in France (Brest and Lorient) in order to observe spatial representations in concrete and tangible situations of uses. Circumstances, goals and uses conditions are analysed as well as interactions that they induce with stakeholders, contributing (or not) to move on the process to a next step. We used the actor network’s theory to analysed a corpus made of 15 non-participating observatories, 24 semi-structured interviews with the stakeholders and 300 documents (reports, slides show…) including 115 spatial representations.The results show that the ICZM’s stakeholders use only a few potentialities offered by the Geographic Information Technologies. Furthermore, spatial representation’s uses are mainly intended to construct and stabilise the actor’s network rather than to organise the territory as generally described in the literature.Finally, the spatial representation’s status (inscriptions, intermediary objects, actants) vary slightly. Indeed, spatial representations are mainly used as intermediary objects, helping stakeholders to collaborate.

Objectivity and neutrality of current makers of online maps is hampered by the fact that the most important of them who form the public opinion are largely commercial giants. Sensitivity of approaches is desirable especially in specific situations involving territorial disputes. The textual part of the thesis brings theoretical insights to the problematics of map makers policies and their preservation or violation. At the same time is describes critical cartography as a current opposition against governmental and cooperative mapping, of which counter-mapping processes are regularly used in art, too. Practical outcome attempts to reflect specific approaches of map makers depending on particular territorial disputes. It takes place mostly in online environment, using the functions of Google Street View or Google Earth and forms of counter-mapping on the OSM platform. The goal is to bring alternative realities complicating map makers policies and governing apparatus to map projects with the international coverage.
