The Dallas Transit Company: Transition from Private to Public Ownership

Dallas, Texas, faces transportation problems common to all metropolitan areas. This thesis will examine the effort of the City of Dallas to find a solution to a particular transportation problem, that of public transit. Events leading to the city's purchase of a privately owned transit company and problems encountered during the year after the purchase will be primarily considered in this thesis. The basic methodology consisted of interviews with persons directly connected with the transit operation, including city administrators, City Council members, and transit board members. A newspaper reporter, closely associated with the problem from beginning to end, gave an objective, eye-witness account of the situation. Additionally, newspaper accounts of the transition from private to public transit ownership provided a useful chronology, and letters and public documents supplied other information. City leaders realized that a good transit system was a vital part of a balanced Metropolitan program of transportation. Because the privately owned transit company was not providing adequate bus service, the city found it desirable to assume public ownership of the transit operation through purchase of the Dallas Transit Company in January, 1964.

An Exploratory Study of Victim Reactions to Two Disasters

The following chapters report an exploratory study of reactions to two disasters, a tornado and floods, which struck Dallas, Texas, in the spring of 1957. Although the findings and discussion are presented in the context of a somewhat shortened version of the time sequence described above, the major emphasis is on the differential impact of the two types of disaster agents and on the reactions of victims to disaster situations.Two disasters had occurred in the Dallas area, both having a major effect upon Negro areas of residence in that city. Furthermore, a rapid, impressionistic survey of the two areas made by Doctor Harry E. Moore of the Department of Sociology of the University of Texas and Doctor H. J. Friedsam of the Department of Sociology of North Texas State University, suggested that the two areas were also homogeneous in income level and. possibly in other ways. 5 Hence, the situation presented an opportunity to study and compare the residents' reactions to two different disaster agents. More specifically, it was felt that an exploratory study to determine whether or not there was Qadifference in the responses of tho victims to the tornado and floods could be undertaken.

"It has been the purpose of this study to make an analysis of the recreational program at the Dallas County Juvenile Home...certain conclusions concerning the recreational program have been reached. 1. The principles upon which the recreational program is based are in line with the recommendations of the National Recreation Association. 2. In practice, recreation in the Dallas County Juvenile Home has not reached maximum efficiency. 3. The program is built largely to fill the needs of the majority of the boys who are detained at the home. 4. The program has been modified in some cases to meet the needs of the individual groups. 5. The recreation program serves as a means for the boys to express themselves; therefore, the supervisors and the case workers are able to establish better rapport with each boy. 5. The better rapport with each boy enables the case worker to determine the proper placement of the boy. 7. Through the efforts of recreation many personality adjustments have been made. 8. The study shows that the majority or 51 percent of the boys chose yard play as a first choice of activities offered at the home. 9. Because of the maintained interest of the entire staff to find and improve the defects of the program, recreation facilities have been expanded. 10. The R. Jan LeCroy Center for Educational Telecommunications of the Dallas County Community College District is a leading producer of telecourses for credit at the college level. In addition, the center is becoming involved with other kinds of electronic communication for educational purposes, including the Community College Satellite Network (CCSN), the State of Texas Academic Resources Link (STARLINK), and Instructional Television Fixed Service (ITFS). This study chronicles the DCCCD's progress in electronic distance learning from the time of its first telecourse in 1972 to the present time. This study also describes the center's purposes, the reasons for its growth, the problems that have been encountered, the people who provided its leadership, and the telecourses that have been offered and produced by the DCCCD.

The History of the Bill J. Priest Institute for Economic Development of the Dallas County Community College District

The Bill J. Priest Institute for Economic Development is an entity created in the Dallas County Community College District to serve the community in workforce and economic development. The history of the Priest Institute over the last ten years parallels and illustrates the commitment of community colleges nationally to workforce and economic development. The history also reflects similar goals and trends within the state of Texas and, particularly, in the city of Dallas. The Priest Institute is made up of three distinct entities. One entity is the Edmund J. Kahn Job Training Center; another is the Business and Professional Institute, which provides consulting and training services to business clients. The final service area is the complex made up of the regional North Texas Small Business Development Center and its several related local service operations. This study provides an analytical history of each of these components and the process by which they came together in a model facility in Dallas. This study also describes perceptions of persons within the Institute regarding its present mission and purposes and the efficacy of the current organizational structure both internally and within the district operation as an appropriate structure enabling the Institute to meet its goals.
