This bachelor thesis is the result of a minor field study which took place in Bosnia and Herzegovina (BiH). The purpose of this bachelor thesis is to contribute to the understanding and improvement of Security Sector Reform (SSR), which could be explained as a process of reformation applied in post-conflict scenarios aimed at the military, police and/or judicial sector which might be an element of insecurity, particularly the police, and very particularly in post conflict scenarios where conflict resolution resulted in a divided police force, by using the BiH as a case study. We have used the theoretical framework/process of SSR and more specifically the part of SSR which touches upon police reform. However, SSR entails reformation of the security sector including military-, police- and judicial sectors, as mentioned our focus will be the police sector. This serving as a foundation for the thesis, we asked the following questions; Taking the point of departure in the Dayton Accords and its complex power sharing structure, which are the underlying factors/reasons why the Security Sector Reformation of the police force has been so problematic and why is there such inability to reach an agreement on this issue, especially in terms of structure? In terms of methodology, this is a qualitative study based on semi-structured interviews in combination with previous research. Concluding remarks, progress has been made, however, the reformation of the police is to a large extent dependent on the political will not to do so, not much indicate a change related to this. The status of the BiH police force continues to be de-centralized in terms of structure due to the Dayton Accords which has still serves a fertile ground for the continuation of inefficiency, especially in terms of cooperation, information exchange, administrative issues, war-criminals within the police etc related to the different police forces.

This thesis is an endeavor to develop a more thorough and nuanced understanding of the relationship between international and local actors in the post-Dayton state-building process in Bosnia. While state-building in Bosnia has received a considerable amount of attention and study, apprehension and depiction of the relationship between the international community and Bosnian governing officials has remained relatively homogeneous. This dominant account of the relationship has been that it is a contentious and oppositional one. To criticize the approach I highlighted two of its problematic aspects. These were the conception of the state, in the abstract, as a highly unified and cohesive entity. And, the depiction of internal and external as isolated and fixed actor-identities. The central argument of this thesis is that the international community and the nationalist parties (representing respectively the external and internal state actors) have become united in a mutually advantageous and mutually-reinforcing process of sharing power, responsibility, and blame. This process has been apparently oppositional but effectively cooperative, so that the outcome of twelve years of state-building has been the continued relevance and effective entrenchment of both the international community and the nationalist parties in the Bosnian state.

Previous issue date: 2018-04-25 / Jacques Derrida tem sido um dos mais controvertidos filósofos do final do século XX e começo do século XXI. Ele foi assim rotulado não só por conta das suas ideias sobre os vários tópicos com os quais tem lidado em seu trabalho, mas também devido a sua abordagem geral face à filosofia. Sua abordagem crítica desenvolvida a partir da desconstrução tem sido tanto aclamada quanto criticada. Nesse sentido, algumas dessas críticas tem feito referência à incapacidade da teoria de Derrida de ser aplicada a problemas concretos. Contudo, essas alegações têm sido instigantes. A fim de confrontá-las, a presente pesquisa se baseou na ideia de aplicar o pensamento de Derrida a problemas concretos. Para esse fim, o contexto jurídico-político da Bósnia e Herzegovina foi escolhido como estudo de caso. Essa escolha se deu em função de diversos fatores, concernentes à complexidade dos temas, sua universalidade e atualidade. Ao longo do presente trabalho, a teoria foi associada a problemas concretos, tendo, em muitos casos, dado ensejo a questionamentos e hipóteses ainda mais profundos no que concerne a essa temática. No entanto, a principal contribuição deste trabalho foi demonstrar que as ideias e conceitos desenvolvidos por Jacques Derrida tem sido mais que úteis quando aplicados em questões relativas ao atual cenário jurídico-político da Bósnia e Herzegovina. / Jacques Derrida is one of the most controversial philosophers of late 20th and beginning of 21st century. He earned this title not only because of his views upon the various topics he dealt with in his work, but also due his general approach toward philosophy. Derrida’s critical approach developed within deconstruction, ideas which have been both praised and criticized. Some of various critical positions refer to the inability of Derrida’s theory to be applied upon concrete problems. These standings have been inspirational. In order to question them, this research is based upon idea of applying Derrida’s idea on concrete problems. Therefore, the politico-legal context of Bosnia and Herzegovina is chosen as a case study. This is done due to several factors, including the complexity of the issues, their universality and actuality. Throughout this work, theory is intertwined with concrete problems. In many cases it highlights some deeper issues and it is able to give some deeper inside upon the problems. However, the main characteristic this work is able to show is that ideas and concepts developed by Jacques Derrida are more than useful when they are applied upon the issues existing in Bosnia and Herzegovina’s political and legal reality.

A Liberal Peace? The Dayton Agreement and Democratization in Bosnia and Herzegovina 25 years laterElezovic, Amina January 2021 (has links)
Over time, hundreds of peace agreements have been signed in different parts of the world. Most of those peace agreements have not brought sustainable peace. Studies show that only 50% of the peace agreements survive for 5 years. After undergoing civil war between the ethnic groups, Bosnia and Herzegovina ended the bloodiest conflict in European history since the second world war with a peace agreement with the official name The General Framework Agreement for Peace in Bosnia and Herzegovina, also called the Dayton Peace Agreement. The main purpose of the Dayton Agreement was to bring peace and stability between the ethnic groups. Stability and peace would later democratize the country and bring it closer to the Western standards. 2020 marks the 25th anniversary of the Dayton Agreement. The Dayton peace agreement constitutes a big portion of the Bosnian constitution, outlining the structure of the new government and the division of power between the three ethnic groups in the country. Using the democratic pillar of the Liberal Peace concept as an analytical framework, this research investigates the impact of the Dayton peace agreement on the democratization process in Bosnia and Herzegovina and determines whether Liberal Peace has after all been achieved in Bosnia and Herzegovina, 25 years after the signing of the peace agreement. The study is conducted as a qualitative case study. The findings present that the Dayton agreement has been based on the liberal peace principles. The latest development in BiH show that the country has moved beyond the Dayton peace agreement to the European integration and European Union membership. The liberal peacebuilding has therefore taken another shift and the country’s main focus nowadays relies on resolving the needed reforms that will bring the country closer to the EU. The impact of the Dayton peace agreement is still present within the political sphere in the country, where many of the obstacles to becoming a European Union member state are caused by the Dayton agreement. There is thus high interest by the political elite in the country to move beyond what has happened 25-years ago and focus on the future of the country.
