公立大學國際化指標建構之研究 / A Study on the Construction of Indicators for Internationalization of Public Universities in Taiwan

本研究旨在建構公立大學國際化指標。研究方法部分,先以文獻分析歸納出公立大學國際化初擬指標,再以專家適切性評估問卷及模糊德菲法問卷進行調查。模糊德菲法調查樣本為14 位學者專家,透過三角模糊數整合專家對指標重要性之看法並篩選指標,最後以歸一化法求得各指標之權重,完成公立大學國際化指標。根據研究之結果與分析,歸納主要結論 如下: 一、本研究建構之公立大學國際化指標,一級指標有5 項,二級指標 有35 項。 二、本研究建構之公立大學國際化一級指標,依權重排序依序為「研 究與學術成果」(20.70%)、「行政與環境支援」(20.34%)、「學生與教 師國際流動」(20.12%)、「學術交流與聯盟」(20.08%)及「課程與教 學」(18.76%)。 三、本研究建構之公立大學國際化二級指標,在研究與學術成果方面,以 國際合作之研究計畫案件數及金額重要性最高;在行政與環境支援方 面,以國際化業務行政人員具備外語專長之比例重要性最高;在學生 與教師國際流動方面,以攻讀學位之境外學生人數重要性最高;在學 術交流與聯盟方面,以教師擔任國際學術團體職位之數量重要性最高; 在課程與教學方面,以外語授課之課程數量重要性最高。 最後,依據研究結果分別對教育主管機關、公立大學及後續研究提出 建議。 / The purpose of this study is to construct the indicators for internationalization of public universities in Taiwan. The study is conducted by means of literature review, developeing the indicators of internationalization of public universities preliminarily, investigating the suggestion of 12 experts by questionnaire for research methods. It used Fuzzy Delphi Method. Moreover, it choosed 14 experts to show the importance of the indicators by questionnaire and qualitified the experts’ opinions and analyze the symmetric triangular fuzzy number. In the final stage, normalization of fuzzy number’s total score determined the weight of each indicator. Accordingly, the indicators for internationalization of public universities in Taiwan was constructed.The conclusions are listed below: 1. The indicators for internationalization of public universities consists 5 first level indicators and 35 second level indicators. 2. The 5 first level indicators are: research and academic achievement (20.70%), administrative and environmental support (20.34%), student and teacher mobility (20.12%), academic exchanges and alliances (20.08%), curriculum and teaching (18.76%). 3. The second level indicators are: “the number of cases and the amount of international cooperation research project”is the most important indicator in “research and academic”; “the proportion of international business staff with expertise in foreign languages”is the most important indicator in “administrative and environmental support”;“the number of foreign students enrolled in degree”is the most important indicator in “student and teacher mobility”; “teacher as positions of international academic communities”is the most important indicator in “academic exchanges and alliances”; “the number of courses taught in foreign languages”is the most important indicator in “curriculum and teaching”. To sum up, the suggestions for educational administrative institutions, public universities and future study are based on the findings and results.

Information technology audits in South African higher education institutions

The use of technology for competitive advantage has become a necessity, not only for corporate organisations, but for higher education institutions (HEIs) as well. Consequently, corporate organisations and HEIs alike must be equipped to protect against the pervasive nature of technology. To do this, they implement controls and undergo audits to ensure these controls are implemented correctly. Although HEIs are a different kind of entity to corporate organisations, HEI information technology (IT) audits are based on the same criteria as those for corporate organisations. The primary aim of this research, therefore, was to develop a set of IT control criteria that are relevant to be tested in IT audits for South African HEIs. The research method used was the Delphi technique. Data was collected, analysed, and used as feedback on which to progress to the next round of data collection. Two lists were obtained: a list of the top IT controls relevant to be tested at any organisation, and a list of the top IT controls relevant to be tested at a South African HEI. Comparison of the two lists shows that although there are some differences in the ranking of criteria used to audit corporate organisations as opposed to HEIs, the final two lists of criteria do not differ significantly. Therefore, it was shown that the same broad IT controls are required to be tested in an IT audit for a South African HEI. However, this research suggests that the risk weighting put on particular IT controls should possibly differ for HEIs, as HEIs face differing IT risks. If further studies can be established which cater for more specific controls, then the combined effect of this study and future ones will be a valuable contribution to knowledge for IT audits in a South African higher education context.

On evangelizing an avatar : an empirical exploration of the expression of faith in virtual reality

Mission is a central aspect of the Christian faith and much thought is given to the challenge of proclaiming the gospel in a new context or to a different people group (i.e. contextualization). In recent years, a new context has come to the forefront that has been and is being created through technology, namely virtual reality (VR). The purpose of this study is to explore how contextualization, with regards to evangelization, needs to be done in VR. The proposed thesis is that VR provides a new context in which the Christian faith is, or should be, shared in a contextualized way. Although much thought is given to the question of religion in VR, it mostly focuses on the nature of communities online. This study addresses the issue of online evangelization, which has so far received less attention. This doctoral thesis is structured after the empirical-theological praxis cycle of Faix (2007a), and the Policy Delphi Method (PDM) is the research technique used. Through the PDM, a panel of experts from different backgrounds (theologians, sociologists, and practitioners) discussed the various ways in which VR affects evangelization, the way people form their religious identity, and how contextualization could take place. It is known that the analysis of governance rests on the basis of the concept of SD therefore should be focused on the development of policy guidelines and standards aimed at all social actors in an attempt to mitigate and/or end social conflicts beyond to make conspicuous the active participation of people in decision making of the government. The World Bank considers governance as the government's ability to formulate and implement sound policies and effectively, then, propose s six principles for assessing Good Governance: Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness , Regulatory Quality, Rule of Law and Control of Corruption. In 2003, the Selo Municipio Verde Program of the State of Ceará (SMVP) was formulated and implemented in order to assign a public environmental certification that operationalizes the SD at the local level. Thus, the SMVP may hold instruments that enable a guarantee of Good Governance for sustainable development, promote the involvement of all stakeholders to mitigate conflicts of interest and enable the active participation of people in decision making of the government. In this context, the current research aims to analyze the level of implementation of the principles of Good Governance in public policies for sustainable development in Ceará with a view from the SMV P. Therefore, the research applied the Delphi method, and for better decision making to be pointed out, used the method of Multiple Criteria Decision Support –Analysis of Hierarchy Process to calculate the Evaluation Index of Good Governance for SMVP. The results showed that after 11 years of implementation, the SMVP can be considered a tool that enables Good Governance for sustainable development in Ceará territory because, according to respondents, fifty four indicators targeted to the six principles are being put into practice. However, the inter-relate them, the survey found that SMVP has a regular Good Governance level. Of all the principles discussed, which contributes least to this index was the Control of Corruption and contributed most positively was the principle Rule of Law, reflecting that there is a strong legal apparatus to exercise Good Governancein the state of Ceará but should promote ways of controlling and combating corruption in an attempt to make the government more democratic and transparent. It should be noted that no principle has been rated with a level of Good Governance. Hence for SMVP, all indicators are subject to investment to achieve Good Governance for sustainable development preached by the World Bank. Finally, it is suggested to continue being developed and implemented public policies that affect effective popular participation in all levels of decision making, seeking thus the sustainability of development with more equitable world and to promote world peace. / O Plano de Desenvolvimento Sustentável do estado do Ceará, elaborado e implementado em 1995, introduziu o conceito de Desenvolvimento Sustentável (DS) na seara das políticas públicas cearenses e propôs que a base de sua formação fosse de maneira participativa e democrática, constatando-se, assim, o despertar para a prática da governança. Sabe-se que a análise da governança apoia-se na base do conceito de DS, pois, está voltada para a elaboração de políticas com diretrizes e normas direcionadas a todos os atores sociais na tentativa de amenizar e/ou finalizar os conflitos sociais além de tornar bem visível a participação ativa da população nas tomadas de decisão do governo. O Banco Mundial considera governança como sendo a capacidade do governo de formular e implementar políticas públicas sólidas e com eficácia, para tanto, propõe seis princípios para avaliar a Boa Governança: Voz e responsabilização, Estabilidade Política e Ausência de Violência/Terrorismo, Eficácia Governamental, Qualidade Regulatória, Estado de Direito e Controle da Corrupção. Em 2003, o Programa Selo Município Verde do estado do Ceará (PSMV) foi formulado e implementado com a finalidade de atribuir uma certificação ambiental pública que operacionalizasse o DS em nível local. Dessa maneira, o PSMV pode deter instrumentos que possibilitem a garantia de uma Boa Governança para o DS, promover o envolvimento de todos os atores sociais além de possibilitar a participação ativa da população nas tomadas de decisão do governo. Nesse contexto, a atual pesquisa objetiva analisar o nível de implementação dos princípios da Boa Governança nas políticas públicas para o desenvolvimento sustentável no estado do Ceará com uma visão a partir do PSMV. Para tanto, aplicou o Método Delphi e, para a melhor tomada de decisão a ser apontada, utilizou o Método Multicritério de Apoio à Decisão – a Análise de Processos Hierárquicos para calcular o Índice de Avaliação da Boa Governança para o PSMV. Os resultados mostraram que, após 11 anos de implementação, o PSMV pode ser considerado uma ferramenta que possibilita a boa governança para o desenvolvimento sustentável no território cearense, pois, segundo os entrevistados, os cinquenta e quatro indicadores direcionados aos seis princípios estão sendo postos em prática. Porém, ao inter-relacioná-los, a pesquisa verificou que o PSMV possui um nível regular para a Boa Governança. Dentre os seis princípios analisados, o que menos contribuiu para esse índice foi o princípio Controle da Corrupção e o que mais contribuiu positivamente foi o princípio Estado de Direito, refletindo que existe um forte aparato legal para o exercício da Boa Governança no estado do Ceará, porém, devem-se promover formas de controle e combate da corrupção na intenção de tornar o governo mais democrático e transparente. Salienta-se que nenhum princípio foi classificado com um nível de Boa Governança, logo, para o PSMV, todos os indicadores são passíveis de investimentos para se alcançar a Boa Governança para o desenvolvimento sustentável pregada pelo Banco Mundial. Finalmente, sugere-se que continuem sendo elaboradas e implementadas políticas públicas que tenham a efetiva participação popular em todos os níveis de decisão, buscando, dessa maneira, a sustentabilidade do desenvolvimento com um mundo mais equânime e que promova a paz mundial.

Prospectiva tecnológica de la cadena productiva de viviendas de interés social construidas con maderas nacionales (Uruguay)

The construction of housing for low-income people, produced from domestic timber (VIS-M), is an important alternative to be included in the choice menu for solving the housing shortage. Uruguay is beginning to have an important amount of sawtimber, a material suitable and internationally used for housing, but that is not usually among the population preferences. Moreover, the supply chain responsible for producing that material is still incipient, and developing the necessary skills takes time. The main objective of this research work is to characterize the VIS-M Supply Chain, seeking to prospect the future behavior of its critical factors, as well as the demands for training and research, in order to improve its performance. The Delphi technique was used to obtain the perception of key people from of different supply chain members. Delphi may be characterized as a method for structuring a group communication process so that the process is effective in allowing a group of individuals, as a whole, to deal with a complex problem. The main conclusions of this study were: (a) the VIS-M supply chain will develop in the future, but slowly; (b) the level of acceptance of VIS-M will increase in the optimistic and realistic scenarios, but it is expected to be low in the pessimistic scenario; (c) the need for training was pointed out for all stakeholders, in particular the necessity of sharing the knowledge that already exists; (d) some demands were identified, including standardization, performance evaluation, protocols for use and maintenance, and for technology for processing wood (sawing and preservation), which will impact the durability of VIS-M. In turn, standardization and performance evaluation will impact heavily the supply chain, the availability of funding, and the defense of consumer rights; and the integration of the production chain will affect the optimization of resources, by a more efficient and rational use, with impacts on the cost of VIS-M. / La construcción de viviendas de interés social, producidas con maderas nacionales (VIS-M) resulta una opción importante a incluir en el menú de ofertas para atender al déficit habitacional. Uruguay empieza a disponer de gran cantidad de madera aserrable, un material apto e internacionalmente utilizado para la construcción de viviendas, pero que no figura en principio entre las preferencias de la población. Por otra parte, la cadena productiva encargada de producirlas, es aún incipiente, y desarrollar las capacidades necesarias demanda tiempo. El objetivo central de este trabajo, es caracterizar la Cadena Productiva de VIS-M, buscando identificar y prospectar el comportamiento futuro de sus factores críticos, así como las demandas de capacitación y de investigación destinadas al mejor desempeño de la misma. La prospección se realizó mediante el método Delphi, método que puede ser caracterizado como una técnica para estructurar un proceso de comunicación grupal, buscando identificar las convergencias de opiniones de especialistas y destacar consensos sobre cuestiones concretas, mediante cuestionarios interactivos sucesivos, que aseguran el anonimato de las respuestas. Las principales conclusiones del trabajo fueron: (a) que se espera el desarrollo futuro de la cadena productiva de VIS-M, aunque este será lento; (b) que en los escenarios optimista y tendencial, es esperable una mejora (de baja a media) en la aceptación por parte de la sociedad uruguaya de las VIS-M como una alternativa válida para sus hogares; c) se observó la necesidad de capacitación para todos los actores, en particular la necesidad de socializar los conocimientos que ya existen; (d) se identificaron demandas por normalización y evaluación de desempeño, por protocolos de uso y mantenimiento, y por tecnología para procesar maderas (aserrado y preservación) que impactarán en la durabilidad de las VIS-M. Por su parte, la normalización y evaluación de desempeño impactará fuertemente en el encadenamiento productivo, en la existencia de financiamiento y en la defensa de los derechos del consumidor; y la integración de la cadena productiva incidirá en la optimización de los recursos, mediante un uso más eficiente y racional, con su incidencia en el costo de la VIS-M.

Educação não-formal e divulgação de Astronomia no Brasil: O que pensam os especialistas e o que diz a literatura

Within this field, Astronomy constitutes a privileged area due to the existence of a network of institutions across the whole country, the specificities of the community of amateur astronomers and the fascination which the subjects provokes in audiences of all ages. Yet, although the community of academics and educators begins to recognize the unique potential of Astronomy in non-formal education and public communication of science, the area has only been growing slowly and in a disperse manner and still remains ill explored and little analyzed. For example: What are the research trends? What are the shortcomings of the existing literature? Driven by this need for exploration, this study sets out to consolidate and enhance the existing knowledge base on the practice of non-formal education and public communication of science in the context of Brazil being the main objectives to: i) systematize and map the scientific literature on non-formal education and public communication of Astronomy in Brazil; ii) identify trends, priorities, gaps and future directions of the field, based on the opinion of a panel of experts of different backgrounds related to the field of non-formal education and public communication of Astronomy in Brazil; iii) integrate the data obtained from the literature review and the outcome of the consultation of experts to outline a comprehensive picture of the area. In order to achieve these objectives we conducted a state-of-the art review and consulted 86 specialists using the Delphi methodology which consists in a series of successive questionnaires. In terms of methodology qualitative analysis in form of content analysis of the questionnaires and the literature and quantitative analysis in form of descriptive statistic were combined. As expected, the results of the state-of the art review confirmed that research in this area is still in its infancy; only 20 articles could be identified being the majority descriptions of activities. However, in terms of institutions, initiatives and activities the area appears to be very active and heterogeneous and people involved show enthusiasm and dedication. Meanwhile, our Delphi reveals the major problems and barriers which have to be overcome to unlock the full potential of Astronomy in the area of science education. It further provides a controlled discussion on possible solutions suggested by the specialists itself. A majority agrees that the creation of an overarching entity, which co-ordinates, supports and unites the community, would be beneficial to the development and spread of the area. The apparent desire to discuss, reflect and act on how to improve the area - as shown by the community - remains to be underlined. Seen the strong involvement in this study of people actively participating in non-formal education and public communication of science, it is argued that one of the major contribution of this study was to foster and nourish this joint reflection. We hope that our results can provide a starting point for further reflections and actions which result in a better understanding of the area. / A Educação Não-Formal (ENF) e a Divulgação Científica (DC) têm um enorme potencial no que toca à formação da cultura científica e educação em ciências. Consequentemente, têm ganhado importância e atenção da comunidade de pesquisadores e atores em educação. Nesse cenário, a Astronomia é um campo privilegiado devido, principalmente, à rede de instituições existentes por todo o país, à singularidade da comunidade de astrônomos amadores e ao fascínio que o tema provoca em públicos de todas as idades. Apesar disso, é uma área que tem crescido timidamente e de maneira dispersa, e que está ainda pouco explorada e analisada. Assim, com o intuito de aprofundar o conhecimento sobre a ENF e DC de Astronomia no contexto brasileiro, propusemos e desenvolvemos uma pesquisa cujos objetivos foram i) Sistematizar e mapear a literatura científica brasileira sobre a temática da ENF e DC de Astronomia; ii) Investigar quais as tendências, prioridades, lacunas e futuras direções do campo, na opinião de um painel de especialistas de diferentes perfis ligados ao campo da ENF e DC de Astronomia no Brasil; iii) Delinear um retrato da área, por meio da complementação entre a revisão bibliográfica e o resultado da consulta aos especialistas. Para isso desenvolvemos uma pesquisa do tipo estado da arte e consultamos 86 especialistas utilizando o método Delphi de questionários sucessivos não presenciais. Em termos metodológicos fizemos análises qualitativas (análise de conteúdo dos questionários e da literatura da área) e quantitativas (estatística descritiva). Os resultados do estado da arte mostram uma área de pesquisa ainda incipiente. Encontramos apenas 20 artigos, sendo a maioria da tipologia relato de experiência. No entanto, em termos de instituições, iniciativas e atividades, a área é ativa e heterogênea e os seus atores revelam entusiasmo e dedicação à mesma. Como resultado, nosso estudo Delphi destaca os problemas mais importantes que precisam ser enfrentados para desbloquear o potencial da Astronomia, assim como discute possíveis soluções para os mesmos, sempre partindo da opinião de um conjunto heterogêneo de especialistas da área. Destacamos que na opinião da maioria, a área beneficiaria com a criação de uma entidade que coordenasse, apoiasse e unisse a comunidade de educadores não-formais e divulgadores de Astronomia. Sublinhamos ainda o anseio que a comunidade de atores da área tem de dialogar, refletir e agir para melhorar a mesma. Tendo em vista que a comunidade de educação não-formal e divulgação de Astronomia esteve bastante representada nesta pesquisa, pode-se dizer que um dos grandes contributos dessa investigação foi promover essa reflexão conjunta de pesquisadores e agentes envolvidos na prática. Esperamos que os resultados encontrados possam ser um ponto de partida para outras reflexões e ações que resultem numa maior compreensão sobre a mesma.

The main conclusions of this study were: (a) the VIS-M supply chain will develop in the future, but slowly; (b) the level of acceptance of VIS-M will increase in the optimistic and realistic scenarios, but it is expected to be low in the pessimistic scenario; (c) the need for training was pointed out for all stakeholders, in particular the necessity of sharing the knowledge that already exists; (d) some demands were identified, including standardization, performance evaluation, protocols for use and maintenance, and for technology for processing wood (sawing and preservation), which will impact the durability of VIS-M. In turn, standardization and performance evaluation will impact heavily the supply chain, the availability of funding, and the defense of consumer rights; and the integration of the production chain will affect the optimization of resources, by a more efficient and rational use, with impacts on the cost of VIS-M. / La construcción de viviendas de interés social, producidas con maderas nacionales (VIS-M) resulta una opción importante a incluir en el menú de ofertas para atender al déficit habitacional. Uruguay empieza a disponer de gran cantidad de madera aserrable, un material apto e internacionalmente utilizado para la construcción de viviendas, pero que no figura en principio entre las preferencias de la población. Por otra parte, la cadena productiva encargada de producirlas, es aún incipiente, y desarrollar las capacidades necesarias demanda tiempo. El objetivo central de este trabajo, es caracterizar la Cadena Productiva de VIS-M, buscando identificar y prospectar el comportamiento futuro de sus factores críticos, así como las demandas de capacitación y de investigación destinadas al mejor desempeño de la misma. La prospección se realizó mediante el método Delphi, método que puede ser caracterizado como una técnica para estructurar un proceso de comunicación grupal, buscando identificar las convergencias de opiniones de especialistas y destacar consensos sobre cuestiones concretas, mediante cuestionarios interactivos sucesivos, que aseguran el anonimato de las respuestas. Las principales conclusiones del trabajo fueron: (a) que se espera el desarrollo futuro de la cadena productiva de VIS-M, aunque este será lento; (b) que en los escenarios optimista y tendencial, es esperable una mejora (de baja a media) en la aceptación por parte de la sociedad uruguaya de las VIS-M como una alternativa válida para sus hogares; c) se observó la necesidad de capacitación para todos los actores, en particular la necesidad de socializar los conocimientos que ya existen; (d) se identificaron demandas por normalización y evaluación de desempeño, por protocolos de uso y mantenimiento, y por tecnología para procesar maderas (aserrado y preservación) que impactarán en la durabilidad de las VIS-M. Por su parte, la normalización y evaluación de desempeño impactará fuertemente en el encadenamiento productivo, en la existencia de financiamiento y en la defensa de los derechos del consumidor; y la integración de la cadena productiva incidirá en la optimización de los recursos, mediante un uso más eficiente y racional, con su incidencia en el costo de la VIS-M.
