Divulga????o dos riscos associados ?? mudan??a clim??tica : uma an??lise no conte??do dos relat??rios de empresas que integram o ISE

To acomplish this objective a content analysis was performed in the Environmental or Sustainability Reports, Financial Statements, and in the Management Report of the year 2008, from companies that have remained members of ISE, for three consecutive years, in the period from 2006 to 2008. The level of disclosure was assessed on the basis of the types and characteristics of disclosure: (declarative, quantitative, monetary , monetary and quantitative). Understanding that is relevant not only to investigate the level of risk disclosure, other specific objectives were established related to risk management, mitigating actions and opportunities related to climate change disclosure. The results showed that in the sustainability reports, for the period under examination and, in the set of categories analysed, a total of 228 disclosures for a total maximum possible of 322, i.e. 65%. In the Management Report this percentage is reduced to 27% and in the explanatory notes to 6%. In the Sustainability reports, of 14 companies analysed, 4 have a disclosure index above 80%, 7 companies showed indexes between 50 and 80% and 3 between 30 to 48%. The category with the largest index of disclosure was the strategic analysis of climatic risks whose index reached 84%, the ISO 14000 certification subcategory was disclosed in 100% of the companies. Although most of the information disclosed be as declarative type, the category Mitigating Actions presented the largest monetary quantitative information index, the subcategory Environmental Investments had its values available for 100% of the companies. It was also found in the category Opportunities, a companies' concern to disseminate information on new products (57%), alternative energy sources (86%) and information about ecoefficiency (100%). / A presente pesquisa teve como objetivo verificar o n??vel de divulga????o dos riscos associados ??s mudan??as clim??ticas nos relat??rios das empresas integrantes do ??ndice de Sustentabilidade Empresarial (ISE) da Bolsa de Valores, Mercadorias e Futuros do Estado de S??o Paulo (BM&FBOVESPA). Nesse sentido, foram analisados os relat??rios ambientais ou de sustentabilidade, as demonstra????es cont??beis e os relat??rios da administra????o, do ano de 2008, das empresas que permaneceram integrantes do ISE, por tr??s anos consecutivos, no per??odo de 2006 a 2008. O n??vel de divulga????o foi avaliado com base nos tipos ou caracter??sticas da informa????o (declarativa, quantitativa n??o monet??ria, quantitativa monet??ria, quantitativa monet??ria e n??o monet??ria). Considerando relevante n??o somente investigar o n??vel da divulga????o dos riscos, foram estabelecidos objetivos espec??ficos relacionados ?? divulga????o da gest??o dos riscos, das a????es mitigadoras e das oportunidades relacionadas ?? mudan??a clim??tica. Os resultados demonstram que, nos relat??rios de sustentabilidade, no per??odo analisado e, no conjunto das categorias analisadas, o n??mero total evidenciado foi de 228 divulga????es para um total m??ximo poss??vel de 322, ou seja, 65%. No relat??rio da administra????o, esse percentual se reduz para 27% e nas notas explicativas para 6%. Nos relat??rios de sustentabilidade, das 14 empresas analisadas, 4 apresentaram ??ndice de divulga????o acima de 80%; 7 empresas apresentaram ??ndices entre 50 e 80% e 3 entre 30 a 48%. A categoria com maior ??ndice de divulga????o foi a de an??lise estrat??gica dos riscos clim??ticos, cujo ??ndice atingiu 84%, destacando-se a subcategoria certifica????o ISO 14000 divulgado em 100% das empresas. Embora a maior parte das informa????es divulgadas seja do tipo declarativa, a categoria a????es mitigadoras apresentou o maior ??ndice de informa????es quantitativo monet??rio, sendo que a subcategoria investimentos ambientais teve seus valores divulgados em 100% das empresas. Constatou-se, tamb??m, na categoria oportunidades, uma preocupa????o, por parte das empresas, em divulgar informa????es sobre novos produtos (57%), fontes alternativas de energia (86%) e informa????es sobre ecoefici??ncia (100%).

PUC Campinas / This study has evaluated the condition of the urban mobility in the city of Campinas, Paulo, Brazit. through the application of the tool Index of Sustainable Urban Mobi!?ty (I_SUM), enabling the identification of criticai indicators of urban mobility that should be prioritized by the public administration. Throughout the development of the study, the results of the application of the tool were cornplemented with the analysis of the urban expansion pattern to verify its influence on the city's travei behaviour in order to establ?sh a correlation between expansion and urban mobility. The definition of the urban mobility scenario for Campinas allowed to determine how the guidelines establ?shed until then influenced rnobitity, as well as to enable the identification of criticai indicators that more broadly address the guidelines regarding mobllity, complementing the guidelines defined by the public administration. It was to identify, in Campinas, an evident dependence on the use of cars, as a result of the settlement pattern, which requires the car for travelinq, since there is no prioritization of collective transportation, in addition to the incentive to acquire cars. The cross-checking of the data showed the dose relationship that urban planning and transportation system planning should have in order to harmonize the relationship between settlement patterns and travei behaviour, highlighting the role of prioritization of collective medes and non-rnotorized medes, in order to democratize access to urban space. / O estudo avaliou a condi??o da mobilidade urbana em Campinas atrav?s da aplica??o da ferramenta IMUS (?ndice de Mobilidade Urbana Sustent?vel), possibilitando a identifica??o dos indicadores cr?ticos da mobilidade urbana que devem ser priorizados pela administra??o p?blica. Ao longo do desenvolvimento do trabalho. os resultados da aplica??o da ferramenta foram complementados com a an?lise do padr?o de expans?o urbana de Campinas para verificar sua influ?ncia no padr?o de deslocamento da cidade, a fim de estabelecer uma correla??o entre expans?o e mobilidade urbana. A defini??o do panorama de mobilidade urbana para Campinas permitiu determinar como as diretrizes at? ent?o estabelecidas influenciaram na mobilidade, al?m de possibilitar a identifica??o de indicadores cr?ticos, que abordam de forma mais ampla as diretrizes em rela??o a mobilidade, complementando as diretrizes definidas pela administra??o p?blica. Foi poss?vel identificar, em Campinas, uma evidente depend?ncia do uso do autom?vel, tanto em decorr?ncia do padr?o de ocupa??o, que exige o autom?vel para deslocamentos, uma vez que n?o existe uma prioriza??o do transporte coletivo. tanto pelos incentivos para aquisi??o do autom?vel. O cruzamento dos dados permitiu evidenciar a estreita rela??o que o planejamento urbano e o planejamento do sistema de transporte devem ter para harmonizar a rela??o entre os padr?es de assentamento e os padr?es de deslocamento, democratizando o acesso ao espa?o urbano.

Thus, the economic intervention of the State prioritizes the formation of a joust economic order and in this context, it fulfills to us to define, to the long one of this work, the contours of the intervention of the State in the economic domain in the presence of the Federal Constitution of the Republic of 05 of October of 1988, and, more specifically, in the petroliferous economic sector by means of the interventive contribution instituted after the Constitutional amendment 33/2001, with Law 10.336/2001. With the creation of this institute, in Brazil, emerged innumerable quarrels concerning its constitutional legitimacy, directing uncurling of the research to the study of the state intervention through this contribution and its constitutional limits, in the purpose to demonstrate the parameters for its institution and application. In this way, the interventive contribution in the fuel sector (CIDE-Combust?veis) shows itself as an intervention instrument on the economic domain, acting in way to finance the indirect performance of the State, specially in what concerns to the promotion of the principle of sustainable development principle. Therefore, CIDE-Combust?veis is an able instrument to concretizes the mentioned constitutional principle. Thus, the division of its incomes promotes the consolidation of the principle of the cooperative federalism. In this direction, from premises of the environmental tax law, this intends to demonstrate the utility and constitutionality of this exaction tax, primordially with regard to the realization of the basic right to the balanced environment / A atua??o do Estado na ?rea econ?mica somente se legitima quando se realizar em virtude da prote??o dos princ?pios estabelecidos constitucionalmente. Assim, a interven??o econ?mica do Estado prioriza a forma??o de uma ordem econ?mica justa e, nesse contexto, cumpre-nos definir, ao longo deste trabalho, os contornos da interven??o do Estado no dom?nio econ?mico perante a Constitui??o Federal da Rep?blica de 05 de outubro de 1988, e, mais especificamente, no setor de combust?veis por meio da contribui??o interventiva institu?da ap?s a EC 33/2001, com a Lei 10.336/2001. Com a cria??o deste instituto, no Brasil, vieram ? baila inumer?veis discuss?es acerca de sua legitimidade constitucional, dirigindo-se o desenrolar da pesquisa ao estudo da interven??o estatal por meio desta contribui??o e seus limites constitucionais, no fito de demonstrar os par?metros para sua institui??o e aplica??o. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Serid?? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Serid?, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst / A realidade da gest?o dos recursos h?dricos em regi?es semi?ridas, como ? o caso da regi?o do Serid?, tem sido moldada por uma cadeia complexa envolvendo aspectos socioculturais, pol?ticos, econ?micos e ambientais, abrangendo diferentes esferas de atua??o do local ao federativo. Sendo a ?gua um elemento escasso, o caminho mais racional apontado pela nossa hist?ria recente tem sido o de caminhar no sentido de uma ?nfase cada vez maior na necessidade de uma gest?o verdadeiramente racional, integrada, sustent?vel e participativa dos recursos h?dricos, sustentada por uma legisla??o e por uma rede de institui??es que dessem materialidade a essa gest?o. Nesse sentido, apesar de todos os avan?os na parte de formula??o das pol?ticas p?blicas em recursos h?dricos, quais t?m sido, de fato, as mudan?as significativas que j? ocorreram ou est?o em marcha em regi?es semi?ridas como o Serid?? Quais fatores podem estar impedindo a realiza??o da desejada racionalidade embutida na inten??o dos formuladores das pol?ticas h?dricas? Como gerir adequadamente recursos h?dricos, sendo que os atuais atores que promovem a sua gest?o, os processos pol?ticos, humanos, culturais e institucionais que nesta gest?o interv?m, apresentam fortes tra?os de insustentabilidade? A metodologia de investiga??o adotada nesta disserta??o levou a uma ruptura da tradicional abordagem da gest?o de recursos h?dricos, para integr?-la a outras ?reas do conhecimento, notadamente ?s ci?ncias pol?ticas e ? administra??o p?blica, tendo como elemento agregador o conceito de desenvolvimento sustent?vel . A partir de uma ampla e interdisciplinar an?lise bibliogr?fica, de uma caracteriza??o exaustiva da bacia do rio Serid? e de um conjunto de entrevistas com pessoas-chave da administra??o p?blica atuantes na regi?o, chegou-se a uma s?rie de diagn?sticos e um conjunto de proposi??es para a corre??o de rumos das atuais pol?ticas p?blicas para a regi?o. Sob o ponto de vista das pol?ticas p?blicas, ? na fase de implanta??o, e n?o na de sua formula??o, que reside um dos principais problemas da falta de avan?o consider?vel na gest?o h?drica. A falta de articula??o entre programas governamentais est?o bem caracterizadas, bem como a falta de efici?ncia, efetividade e efic?cia de suas a??es. As causas desse modelo secular s?o tamb?m discutidas, abrangendo fatores pol?ticos e as rela??es sociais e de produ??o, que levaram a um impasse de dif?cil, mas poss?vel solu??o. Como pano de fundo, observa-se um cen?rio de progressiva deteriora??o dos recursos naturais do fr?gil ecossistema e uma rede de consequ?ncias ambientais e sociais dif?ceis de serem revertidas, fruto de uma cultura sociopol?tica persistente e inercial, cujos fatores principais refor?am a si mesma.
