The stakes of circulation in sustainable societies : logistics and functional economy / Les Enjeux de la circulation dans les sociétés durables : logistique et économie de fonctionnalité

Les économies circulaires et de fonctionnalité sont souvent présentées comme des stratégies prometteuses quant à leur capacité à résoudre les problèmes environnementaux associés aux systèmes de production et de consommation actuels. Cependant, malgré les consommations d’énergie et émissions croissantes associées à la mondialisation de nos systèmes modernes, la question de la circulation reste peu abordée. Le présent travail s’attache à combler ce manque en analysant les effets de la représentation des activités humaines et des processus de circulation sous le champ de la durabilité. En s’intéressant ainsi au triptyque durabilité/chaîne d’approvisionnement/ économies circulaires et de fonctionnalités, le présent travail montre notamment la barrière à la durabilité que constitue la représentation standardisée de l’espace et du temps associée à la convention économique actuellement dominante. Ainsi, l’approche en circuit fermé de l’économie circulaire et l’approche servicielle de co-production associée à l’économie de fonctionnalité ne s’avèrent être des stratégies efficacement durables que si une approche spécifique des ressources et de la demande y est associée. Ce point a notamment été développé à travers un modèle logistique qui montre par rapport à un scénario logistique de référence une augmentation de 5% des émissions de CO2 liés au transport de marchandises entre régions françaises pour une approche générique de l’économie de fonctionnalité contre une diminution de 3% des émissions dans le cas d’une approche spécifique / Functional and circular economies are often presented as promising strategies to address the environmental issues associated with our modern production/consumption systems. Within these systems, the circulation processes themselves are usually poorly addressed, in spite of the increasing energy consumption and emissions associated with logistics under the current trends of globalization. The present thesis aims at filling this gap by analyzing the relationship between the representation of human activities and circulation processes and the issue of sustainability. Dealing with the triptych sustainability/supply chain management/circular and functional economies, the thesis shows that the standardized representation of space and time in the current dominant economic conventions acts as a barrier to the development of truly sustainable circulation processes. It finds that the closing loop approach of the circular economy and the product/service approach of the functional economy require specific definitions and policy measures for resources and demand, so that they can be considered as real sustainable strategies. This necessity to develop specific new approaches was further supported with evidence from a new logistics and freight transportation model for France. The model indicates that a generic approach towards a functional economy would lead to 5% increase of CO2 emissions (associated with French interregional traded tons) while a targeted approach would lead to a 3% reduction in comparison to the reference logistics scenario

Public participation in environmental impact assessment : an effective tool for sustainable development a South African perspective (Gautrain)

The need for public participation in the development of policies, programmes or actions has been widely accepted by both government and private sectors because of the benefits of such involvement. Involving the public in the development of any policy, programme or action is, however, a daunting task. Public involvement in the development of a policy or action often leads to protest, legal litigation, criticism and delay in carrying out the project. The main objectives of this research are to examine the process of public participation in the Gautrain project and to interrogate how public involvement in the decision-making processes of environmental concerns can be improved. A quantitative study was conducted to describe and explore the process of public participation in the Gautrain environmental impact assessment procedure. The purposive sampling method was used. Thereafter, the data generated was analysed using statistical tools such as charts, tables and the Wilcoxon Mann Whitney U test to examine the similarities and differences in the response patterns of the public and the project proponent. Cronbach alpha statistical methodology was also used to test the reliability of the measurement. The findings are discussed in relation to the objectives of the study and research hypotheses. The results indicate that (1) the public were not involved early enough during the project planning and design phases; (2) adequate information was not provided to the public; and (3) public input does not have much impact on decisionmaking processes. The study does, however, indicate that the process has enhanced the participants’ learning and that the process of participation has improved in recent time as compared to the 2002-2003 periods. A responsabilidade socioeconômica e ambiental no processo de sustentabilidade e desenvolvimento local: estudo de caso das associações de catadores RESOL e AREPI

Durante as últimas cinco décadas um grande número de pessoas desempregadas tem encontrado na catação de materiais recicláveis uma forma de sobrevivência. Apesar do preconceito e da baixa valorização do trabalho dos Catadores por parte da sociedade, eles vem se organizando em Cooperativas e Associações visando melhores condições de vida e de trabalho. Em tais organizações eles vem se engajando em diversos projetos de reciclagem em parceria com administrações locais. O presente trabalho identifica e analisa duas associações de Catadores de materiais recicláveis, a Associação dos Recicladores de Pinhais – AREPI e a Associação dos Trabalhadores de Reciclagem de Resíduos de Colombo – RESOL, pertencentes a região metropolitana de Curitiba. O objetivo é analisar a gestão administrativa quanto ao desenvolvimento da sustentabilidade socioeconômica e ambiental desses empreendimentos. A pesquisa qualitativa foi utilizada como metodologia do presente estudo e engloba a realização de entrevistas semiestruturadas com as presidentes das associações, aplicação de questionários a todos os associados, observação durante dois anos e meio e diário de campo. O levantamento dos dados a partir dos questionários e entrevistas gerou informações que serviram de base para a análise da gestão administrativa dos empreendimentos. Foi possível constatar que as associações possuem condições semelhantes caracterizadas pela: inclusão social; geração de trabalho; conservação ambiental oriunda da reciclagem dos resíduos sólidos; legislação voltada à defesa dos direitos dos Catadores; Fórum Lixo e Cidadania e políticas públicas de apoio aos Catadores, que propiciaram o aumento da renda dos associados em 131%, a partir da vinda dos novos caminhões doados pela FBB e FUNASA. Além disso, a questão gênero é um fator preponderante, aonde 93% dos associados são mulheres. Este estudo permitiu concluir que existe a necessidade da adoção de um plano estratégico de negócios pelas associações, que garanta o desenvolvimento sustentável, mediante a concorrência no segmento da reciclagem. A partir do novo cenário estabelecido pela Política Nacional dos Resíduos Sólidos, o fortalecimento da infraestrutura e a comercialização dos materiais recicláveis em rede contribuirão para o processo do desenvolvimento da sustentabilidade dos empreendimentos de Catadores. / During the past five decades a large number of unemployed people has found in the activity of collecting recyclable waste a way to survive. Despite the low appreciation of the “Catadores” work by society, they have been organizing themselves into cooperatives and associations to obtain better conditions of life and work. Para responder a essa questão foram analisados 13 estudos de impacto ambiental de grandes projetos de infraestrutura em licenciamento ambiental na região. Através da construção de uma matriz de impacto integrada foram avaliados 7 atributos-chave (ambientais, sociais e econômicos) para a identificação e análise dos efeitos integrados dos Megaprojetos. As relações instituídas entre os empreendedores, o governo e a comunidade foram analisados à luz da Teoria da Modernização Ecológica, buscando verificar até que ponto a presença dos Megaprojetos poderia revelar o desenvolvimento de um novo modelo de crescimento econômico sem desequilíbrio ambiental, ou se a instalação e operação destes projetos apenas agravaria os atuais problemas da região. Os resultados indicam que a avaliação ambiental de projetos, conduzida de maneira segregada, compromete a identificação, bem como a devida mitigação dos impactos, gerando prejuízos ambientais e sociais. Além disso, indicam também uma possível mudança na vocação regional, atualmente de conservação e turismo para uma economia com participação cada vez mais relevante das atividades industriais, ligadas principalmente ao complexo da indústria do petróleo e gás. Por sua vez, essa nova vocação, apesar dos impactos sociais e ambientais negativos, revela indícios de um processo de Modernização Ecológica regionalizado, apresentando, em alguns aspectos, ganhos ambientais e econômicos simultâneos. (FAPESP processo - 08/581597) / Abstract: How Megaprojects' cumulative installation is related to social and environmental transformation in the Northern Coast of São Paulo state? To answer this question we analyzed 13 environmental impact studies of large infrastructure projects in environmental licensing process developed in the region. By building a matrix of integrated impact was evaluated 7 key attributes (environmental, social and economic) for the identification and analysis of the integrated effects of Megaprojects. The relationships established between entrepreneurs, government and the community were analyzed according to the Theory of Ecological Modernization, in order to verify in what extent the presence of Megaprojects could reveal the development of a new model in the relationship between economic growth and environmental conservation, or if the installation and operation of these projects only aggravate the current environmental and social problems. The results indicate that the environmental assessment of projects, conducted in a segregated way, undertakes the identification and mitigation of impacts, generating environmental and social damage to the region. Moreover, they suggest a possible change in regional vocation, currently of conservation and tourism to an economy with increasing participation of relevant industrial activities. In turn, this new vocation reveals evidence of a process of Ecological Modernization regionalized, with, in some aspects, environmental and economic benefits simultaneously. The use of environmental impact assessments (EIAs) in promoting sustainable development

The overall aim of the case study was to investigate the effectiveness of EIAs in NMB and to determine whether EIA legislation and implementation can lead to the promotion of sustainable development practices. The research made use of the qualitative research methodology and followed the inductive approach by critically evaluating the EIA process in the NMBM using the case study approach. This was supported by a survey which was administered to willing participants chosen at random whose extensive experience is relevant to this research topic. Interviews involved direct personal contact with participants who were asked to respond to questions relating to the research study. The research sample consisted of eight participants. The local authority was represented by two participants, the Environmental Assessment Practitioners were represented by five participants and the Non-Governmental Organization was represented by 1 participant. The first objective of the study was to evaluate the role of government during the EIA process. The results showed that EAPs in NMB municipality are relatively satisfied with how the municipality is handling the EIA process with regards to commenting on both internal and external applications. There was however a view that most municipalities lack sufficient capacity to be able to comment on EIA applications as required by legislation and that human resource issues were one of the contributing factors where skills are concerned. The second objective of the study was to examine and evaluate the role of civil society and NGOs during the EIA process. The results showed that NGOs are quite vocal and very much involved in driving the sustainable development agenda and that in South Africa NGOs are usually the ones that are responsible for getting the message across in the form of environmental education and awareness through the translation of environmental knowledge into practical on the ground conservation. 4 The third objective of the study was to analyze the responsibilities of Environmental Assessment Practitioners (EAPs) in the EIA process. The EAPs had a very good knowledge of the EIA process and what was required of them in terms of the process. The fourth objective was to evaluate compliance to the Environmental Management Plan (EMP) by the applicant once Environmental Authorisation (EA) has been granted by the responsible authority. The results showed that all the participants were in agreement in terms of the need for EMPs but their lack of enforcement was highlighted as a very serious problem which is in need of urgent attention sooner rather than later. It was also highlighted that EMPs were generally not adhered to due to their lack of legal status and that many developers viewed EMPs as guideline documents rather than something that has legally enforceable provisions. The study concluded that EIAs are not effective in meeting the requirements of NEMA and promoting sustainable development agenda. The IEM planning process which has largely been focused on EIAs as a tool to support decision-making by specialists and hence promote sustainable development has its weaknesses and has not been successful in driving the sustainable development agenda in Nelson Mandela Bay

An investigation of the role of community development workers: Bitou municipality

This treatise investigates the role of Community DevelopmentWorkers, with reference to the Bitou Municipality. The treatise comprises five chapters. The concept of Community Development Programme is fairly new in South Africa; therefore, further research is needed on the subject. A literature review was done to establish the concept and the background of the CDWP. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following: (a) CDWs clearly understand their role and responsibility, but there is a need for roles and functions to be clearly defined, with detailed terms of reference, to ensure a common understanding with other stakeholders, e.g. Ward Committees, Councillors, Non-governmental organisations, Communitybased organisations, and members of the community. (b) living conditions in the wards improved following the introduction of the CDWP. (c) there is a good relationship between CDWs, Ward Committees and Ward Councillors, but there is also a perception that Ward Committees and Community Development Workers constantly clash or compete in the wards in which they serve. (d) CDWs should not be affiliated to the ruling or any political party. (e) CDWs are confused regarding who is responsible for their remuneration (the Municipality or the Provincial Department of Local Government).

The impact of mining on infrastructure development and poverty reduction in mining communities

There is a growing concern from government, communities, civil society and mining companies on the sustained development of the impact of mining on communities and the benefits of mineral development. Communities are more vocal in expressing their expectations for benefits and on the other hand mines are concerned about profits and maintaining a social licence to operate. This study critically evaluates the impact mining has on socio-economic development in mining communities. The focus area of the study is the West Rand District Municipality in Gauteng Province, South Africa. The ‘impact’ refers to the mine’s contribution to infrastructure development and poverty reduction projects in areas where the mine is operating and sourcing labour from. Forecasts for better performance in the future will be assessed. Issues such as community consultation, identification of projects, development forums, the Integrated Development Plan (IDP) and partnerships are addressed. The literature was reviewed from existing national and international research on the topic. The study starts from two assumptions. The first is that minerals are potentially a great resource of wealth for poor countries. The second assumption is that minerals have the potential to benefit the local population through the creation of indirect employment, skills transfer, enhancing the capacity of health and education services, improved infrastructure and small and medium business opportunities. Poverty levels are viewed on a national and international scale. The study reveals problems, with existing approaches, on mine community development. It concludes that the impact of mining on infrastructure development and poverty reduction projects can be huge, but only if a variety of demanding preconditions are met. The study concludes that the reality of mineral led development in mine communities has not lived up to a roaring promise.

Sustainability and hydro development in the Columbia River Basin

This thesis examines the concept of sustainability and the implications of large-scale hydroelectric development for the sustainability of communities in the Canadian portion of the Columbia River Basin. A literature review of sustainability provides a background for discussion and a working definition of sustainability is proposed for consideration throughout the study. An overview of the Canadian experience with hydro development and its ecological, social and economic impacts provides a context within which to consider issues related to sustainability. The Columbia River Basin is the setting of a case study of sustainability and hydro development in British Columbia. The Kootenay region has been affected by extensive hydro projects since the early 1900s on the Kootenay River and most significantly by large dams built on the Columbia system as a result of the Columbia River Treaty. Communities in the Kootenays have borne a large share of the impacts of these dams. The resulting degradation of fisheries, wildlife and forests has jeopardized the integrity of the region’s resource base and its capability to enhance the quality of life of those living within the Columbia River drainage basin. Future hydroelectric planning should address the sustainability of the ecological, social and economic systems affected by this land use change and ensure that local communities are included in project decision-making.
