As the last in practical part is update of Programme of the development of the town Nová Včelnice. Development priorities are link with funding.

The invisible director : an exploration of the role of power in intergovernmental communication on meaningful municipal integrated development planning

Over the last two decades the impact of power in communicative planning has gained prominence in discussions about meaningful planning, i.e. planning that achieves the goals as set out in the plan and also has wider socially desirable environmental, social and economic outcomes. This study aims to examine the influence of power on communication in the compilation of municipal Integrated Development Planning in South Africa, specifically as it affects intra- and intergovernmental relations in the IDP preparation process in local municipalities. This dissertation is the result of a historical study into the 2000/2001 and 2001/2002 Integrated Development Plan process in the local governments of Kungwini Local Municipality, and Klerksdorp Local Municipality as study areas. The time lapse between the events that took place in these municipalities and the completion of this study assists in providing a more objective view of the power relations at play. Throughout the study emphasis is placed on certain concepts that influence the outcome of planning processes and the planning processes itself, as summarised in the final chapter. They are: <ul> <li> The quality of inter- and intra-governmental relationships;</li> <li> The awareness and use of power in planning;</li> <li> The concept and nature of “meaningful communication”; and</li> <li> The role and impact of power on such communication.</li> </ul> As an exploratory historical study into the power interface in IDP, it provides an interesting perspective on the dynamics of compiling an IDP and opens up the opportunity for more such studies in other local governments in South Africa with the influence of power on communication in intergovernmental planning processes (specifically IDP in local municipalities) and general studies regarding the effect of power in communicative planning as focus. The efficacy of integrated development plan in enhancing service delivery in Lepelle-Nkumpi Local Municipality, Limpopo Province

(Planning and Management)) -- University of Limpopo, 2019 / The new democratic government has introduced integrated development planning as a strategy to enhance service delivery at the municipal level. This study intends to investigate the efficacy of IDP in enhancing service delivery in Lepelle-Nkumpi local municipality. This study adopted a normative and evaluative research design. Data was collected using households survey, interviews, observation and literature review. A total of 80 households and 6 key informants participated in the study. The finding revealed that Lepelle-Nkumpi local municipality has been implementing the IDP. The integrated development planning has several importance’s for the municipality in particular to addressing service delivery backlogs, promoting community participation towards determining the needs and priorities as well as improving integration and coordination. However, the implementation of the IDP encountered certain challenges including amongst other poor shortage of resources, incomplete projects poor community participation and political meddling. another finding shows that the municipality has increased the level of services to beneficiary households more especially the delivery of electricity while the provision of water, sanitation and refuse removal are still inadequate. However, due to water and electricity cut-off the households developed some coping strategies. Most households reported their dissatisfaction with the provision of water, sanitation and refuse removal. Regarding involvement of communities in service provision respondents highlighted that municipalities held consultation sessions, IDP forums and ward councillor meetings. However, communities are still dissatisfied about their level of involvement. Despite the overall achievements by the municipality in rendering basic services, there is still a service delivery backlog caused by corrupt practices, shortage of resources, lack of capacity and improper targeting. The finding further shows that the implementation of the IDP has contributed significantly to enhance service delivery in the municipality. It is evident that all the development planning and programmes of the municipality start with the IDP hence the municipality is able to plan and deliver in accordance with the intended needs of the people. The services viii and infrastructural projects implemented through has assisted the municipality to provide basic service such as water, electricity and sanitation. In addition, the municipality has also implemented infrastructure including roads to benefit the community. However, the municipality has not fully achieved the provision of basic services due to poor implementation of the IDP which was caused by lack of capacity, poor community participation and shortage of resources. As a remedy, the study recommend that the municipality should give priority to improve the provision of water, electricity particularly for new settlements, sanitation and refuse removal. It is further recommended that the municipality should pay attention to improve community participation, efficient use of MIG and building its capacity to strengthen the planning and implementation of the IDP. / National Research Foundation (NRF)

The evaluation of the imp act of interventions by a physiotherapist on intellectually imp aired and physically disabled children and their caregivers in two community groups in peri-urban Cape Town

>Magister Scientiae - MSc / Physiotherapy services for disabled children and their families have conventionally been received at a hospital or school for children with special educational needs in the main towns and cities of South Africa. Community-Based Rehabilitation (CBR) programmes were proposed and established as an additional approach to Institutional-Based Rehabilitation to address the need for accessible resources for these families. In this study the author evaluated two CBR programmes for disabled children and their main caregivers in two separate low socioeconomic peri-urban areas of Cape Town. The programme, a weekly group meeting, included physiotherapy interventions to assist the development and functional abilities of the children by means of activities that the caregivers could include in daily home care. They handled their own children following demonstrations and correction of handling skills by the author. The majority of the caregivers were mothers. Their children, less than 13 years old, were severely intellectually impaired. Some with concomitant physical disabilities. The author implemented the interventions of the CBR programme and she required to understand the impact on the particpants in a study using qualiative research methods. In the pilot programme the attendant members were individually interviewed, after her withdrawal, for their opinions of the outcomes. Evaluation documentation.ofjheir children and CBR programme records were related to the caregivers' responses. From the pilot study experiences the author felt that additional methods of data collection would result in a greater understanding of the impacts of the interventions. Expanded methods of research were utilised in the study of the second group. During the interventions at group meetings the author used field notes to record observations. Participant observation allowed the author to analysis the responses of the participants. Focus group interviews assisted in understanding external factors influencing the participants as well as their needs. Individual interviews, after the closure of the CBR programme, allowed the participants to express their views of the interventions. Documentation of the individual evaluation of each child was related to the views expressed by the caregivers. Common meanings and themes were explored in the analysis of the various data collected. Analysis revealed that interventions of education and training for the caregivers improved their knowledge and understanding of the impairments and disability of their children. The children benefited functionally from their families increased skills and knowledge. Through discussion with other families at group meetings, the caregivers had an understanding of other disabilities in children and developmental outcomes possible for their own child. The caregivers were more confident to address the negative perceptions of disability in their communities. It is recommended that physiotherapists implementing any interventions for disabled children should ensure that the caregivers are partners in planning and selection of interventions and that their needs are addressed. Community participation in Community-Based Rehabilitation programmes was required for the participants to become self-reliant and solve their own needs as well as for the programme to be sustainable. This was demonstrated in only one of the programmes.

The role of diplomacy in the delivery of regional public goods with specific reference to the Department of International Relations and Cooperation (DIRCO) in southern Africa

This study explores the role of a foreign ministry within the context of diplomacy and regional cooperation, focusing on the delivery of regional public goods. Diplomacy is described as a state of mind, an approach to the conduct and/or management of international relations that emphasises the timeous and pacific application of intelligence and tact in the making and implementation of foreign policy. As the custodian of diplomacy and diplomatic practice within a national government, the foreign ministry constitutes the primary grouping of expertise on international matters, responsible for the execution of foreign policy but also involved in the process of foreign policy making. Regional cooperation is defined as an issue-focused arrangement, in terms of which participating states may cooperate for a joint development project and facilitation of exchange of information or best practices. Within the context of regional cooperation, regional public goods are defined as any goods, commodities, services, system of rules or policy regimes that are public in nature, that generate shared benefits for the participating states and whose production is a result of collective action by the participating states. Arguably, the provision of regional public goods is considered the most effective way for regional economic communities to reduce poverty and to develop economies of scale. As an assumption, this study contends that, because of the need for regional public goods agenda-setting and policy prioritising, and based on the utility of diplomacy, the Department of International Relations and Cooperation (DIRCO) plays a central and catalytic role within the Southern African Development Community (SADC). This assumption is described and analysed at the regional strategic level, specifically related to the responsibility of SADC foreign ministries in terms of the management of regionalisation in Southern Africa; and at the national operational level, emphasising the role of DIRCO vis-à-vis the delivery of regional public goods. At the regional strategic level, it was found that diplomacy serves as an institution of regional relations; as an instrument of regional foreign policy; as an administrative function in SADC, specifically related to the responsibilities of foreign ministries; as an instrument in the formulation of regional foreign policy; and as a dialogue between regional actors. At the national operational level, it is evident that diplomacy serves as an institution in DIRCO‟s management of regional public goods delivery; as an instrument within DIRCO‟s participation in the execution of policies towards regional public goods delivery; as an administrative function within DIRCO; as an instrument in terms of DIRCO‟s role towards the formulation of policies towards regional public goods delivery; and as a dialogue between DIRCO and key regional actors in terms of regional public goods delivery. An investigation into citizens' trust in service delivery in Makhado Municipality, Limpopo Province, South Africa

Thesis (MPAM.) -- University of Limpopo, 2019 / The purpose of the study was to investigate citizens’ level of trust in service delivery in Makhado Municipality by assessing the relationship between the performance of local government and the level of trust of citizens in the Municipality. In addition, the study sought to establish whether citizens’ involvement in decision-making in local government has an effect on their level of trust; and to establish the approaches which are important to improve citizens’ trust in local government. Data was collected through a questionnaire which was administered to 100 residents of Makhado Municipality. The findings of the study revealed that the citizens of Makhado Municipality do not trust in the service delivery in the Municipality. Residents are dissatisfied with most of the services they are receiving from the Municipality. It was determined that water shortage is the biggest problem in the Municipality, and residents spend days without water which poses serious risks to their health. Housing provision is another area that residents are displeased with. There is no transparency in the allocation of RDP houses, nepotism and corruption are rife and the quality of these houses is also poor. The area of roads and storm water supply is also of concern. Roads and streets in the municipality are in a bad state with potholes everywhere. Some roads and streets that were tarred have been turned into gravel roads, gravel roads in villages are also in a bad state of disrepair because they are not consistently maintained. The findings further revealed that service delivery challenges in the Municipality are caused by a lack of consultation and leadership, as well as corruption and if these three factors are addressed, service delivery will improve and trust would be fostered amongst citizens. This study recommends that the Municipality should develop its own anti-corruption strategies; invest in research and form partnerships with tertiary institutions; improve public participation and consultation; and collaborate with other government departments. Unfortunately, the research findings cannot be generalised to other municipalities since they differ in terms of categories and responsibilities. Nonetheless, some ideologies of the recommendations can be applied to other municipalities.

The establishment of the documentsconnected to the detailed development plan –with focus on the aesthetic design program / Upprättande av detaljplanens dokument –med fokus på gestaltningsprogrammet

Aesthetic  design  programs  are  often  used  as  a  complimentary  document  to  detailed development plans in Sweden and they focus on the areas architecture and design. The content varies between programs because there are no requirements in the Swedish Planning and Building Act (plan- och bygglagen, PBL) of neither the establishment nor the content. The general development of the detailed development plans and the connected aesthetic design program is that they are getting more and more detailed early in the spatial planning process which violates the intentions of PBL by not using brief outlines in the beginning of the spatial planning process. Due to the lack of requirements of the establishment of the aesthetic design program there is also no clear or statutory way of linking the two documents together. How the linking is done is the municipalities own decision, which leads to many variants that affect the municipality in its work in different ways. The purpose of my master thesis is to create an understanding of why the spatial planning process  is  conducted  the  way  it  is  and  how  the  detailed  development  plans  become  so detailed. This by conducting an empirical qualitative spatial planning process description of 10 detailed development plans in Stockholm County, with emphasis on the aesthetic design program, and interviews with the plan architect of each detailed development plan. The study showed that the project leaders and the project group from the municipality have the  biggest  influence  on  the  spatial  planning  process.  They  decide  which  documents  to establish, when to establish them, they take care of all the mandatory parts of the process and they decide the content of the aesthetic design program after discussion with the developer and consultants. The developer produces the documents required by the municipality as a basis for decision making and the aesthetic design program with the help from its consultants. The developers probably establish the aesthetic design program due to lack of competence from the municipality but also out of practical reasons. Because the developers very often act as initiators to the process they already have made sketches of the area with the help from consultants which easily can produce the aesthetic design program because they are already so involved in the project. The politicians have not been involved in the making of the aesthetic design program, neither has the public used its opportunities of public influence (samråd, granskning) to get their point across regarding the aesthetic design program. / Gestaltningsprogram är idag ett vanligt kompletterande dokument till detaljplaner i Sverige för   att   beskriva   ett   områdes   utformning   med   fokus   på   estetik   och   arkitektur. Gestaltningsprogrammens innehåll varierar från program till program då det inte finns något krav på att ett gestaltningsprogram måste upprättas och kopplas till detaljplaner enligt PBL. Gestaltningsprogrammen kan beskriva områdena väldigt övergripande för att bara skapa en idé om hur de önskar att området skall upplevas. De kan även vara mer detaljerade och illustrera arkitekturen för området och vilka material som skall användas. Den generella utvecklingen av detaljplaner och tillhörande gestaltningsprogram är att de blir mer  och  mer  detaljerade  tidigt  i  processen  vilket  strider  mot  PBLs  intentioner  om översiktlighet i den inledande planprocessen. Då det inte finns något krav på upprättandet av gestaltningsprogram finns det inte heller lagstadgat hur kopplingen mellan detaljplan och gestaltningsprogram skall göras. Hur denna koppling löses är upp till kommunerna själva vilket leder till många olika varianter med olika konsekvenser för kommunen i dess arbete. Syftet med mitt arbete är att skapa förståelse för varför processen ser ut som den gör idag och hur det kommer sig att detaljplanerna blir så detaljerade. Detta genom en empirisk kvalitativ detaljplaneprocessbeskrivning av 10 stycken upprättade detaljplaner i Stockholms län, med fokus på gestaltningsprogrammet, och intervjuer med respektive planarkitekt. Det visade sig att det största inflytandet på detaljplaneprocessens gång har projektledarna och projektgruppen  från  kommunen.  De  beslutar  vilka  dokument  som  skall  upprättas,  när dokumenten skall upprättas, de handhar den formella hanteringen av ärendet, de upprättar de obligatoriska handlingarna till detaljplanen och bestämmer hur gestaltningsprogrammet skall utformas samt dess innehåll efter gemensamma diskussioner med representanter från både kommunen, exploatören och konsulterna. Exploatörerna i sin tur tar fram de dokument som kommunen kräver som beslutsunderlag och gestaltningsprogrammet med hjälp av konsulter. Exploatörerna  tar  förmodligen  fram  gestaltningsprogrammet  då  kommunen  inte  besitter tillräcklig kompetens för det, men även av praktiska skäl då exploatören väldigt ofta har agerat initiativtagare till detaljplaneprocessen och därmed redan har en arkitektkonsult som har tagit fram idéskisser för området och därmed är insatt i arbetet och enkelt kan fortsätta med det arbetet och handha upprättandet av gestaltningsprogrammet. Vidare  har  politikerna  inte  varit  inblandande  i  gestaltningsprogrammets  utformning,  inte heller har privatpersoner i kommunen använt sig av möjligheterna vid samråd och granskning för att lämna synpunkter på gestaltningsprogrammet.

Syftet med detta examensarbete är att komma underfund med hur introduktionen kan förbättras för nyanställda arbetsledare utan tidigare erfarenheter från arbetsområdet. Examensarbetet är en respons på Peabs interna enkät som under ett antal år belyst hur medarbetarna bland annat ser på trivseln och arbetsmiljön på sin arbetsplats. Denna enkät är till för att finna förbättringsområden. Flera anger att de anser att introduktionen är otillräcklig och behöver förbättras. Denna rapport använder sig av en kvalitativ metod med intervjuer av tio personer med koppling till yrkesrollen arbetsledare samt ytterligare tio kompletterande intervjuer. De huvudsakliga slutsatser och förbättringsförslag som dragits från intervjuerna är att nyanställda arbetsledare ska få tillgång till bättre arbetsbeskrivningar om hur Peabs arbetsmetoder och vad dess kärnvärden är och dessutom få klart för sig vad företaget har för förväntningar på de nyanställda. Större delen av intervjupersonerna ansåg att någon form av strukturerad utvecklingsplan var att föredra. Under rapportskrivandet upprättades följaktligen en sådan, som anger vilka moment och fördjupande kurser som är lämpliga för en nyanställd arbetsledare. Fokus riktas på både de praktiska och teoretiska avsnitten och innefattar samtliga arbetsmoment från grundläggning till färdigt hus. / The purpose of this graduate thesis is to figure out how to improve the introduction for newly employed work managers with no earlier experience within this field. This thesis came as a response to Peabs’ internal survey which for a couple of years has illuminated the coworkers´ view on their well-being and working environment at the workplace. The survey has been used for finding improvement areas and several respondents have reported that the introduction is inadequate and is in need of improvement, which thus has led to this thesis for the division Peab Bostad in Solna. This report uses a qualitative interview method of ten persons with connection to the work manager role and additional ten complementing interviews. The main conclusions and suggestions for improvement which were brought up from the interviews (for this thesis) are that all the interviewed believe that the newly employed work managers should be assigned with a significantly enhanced description of Peabs’ work methods, core values and the company’s expectations of the newly employed. The majority of the interviewed regarded some form of a structured development plan was to be obtained. Consequently a plan intended for a newly employed work manager was established, including phases and corresponding courses to be taken prior to each phase. The focus is on both the practical and the theoretical parts which include all the work phases from the start to the completed building. This report illuminates the importance of an increased co-operation between the experienced staff and the newly employed inexperience work managers. Accordingly they will receive support from several individuals and thus increase the feedback.

Influence of Succession Planning on Knowledge Transfer

The problem was the lack of effective succession planning strategies to facilitate the transfer of technical expertise from retiring employees to younger employees. A rebound of oil exploration activities in Nigeria would adversely affect the drilling sector due to lack of preparation and succession planning to meet the demand for technical expertise. The purpose of this case study was to explore how a succession planning program contributes to knowledge transfer and development of expertise for business continuity and prevents loss of knowledge in the oil-drilling sector in Nigeria. Twenty-four participants from one oil-drilling contractor in Nigeria participated in the study. The conceptual framework was guided by knowledge creation theory, succession planning concepts, and transformational leadership theory. Data collection included semistructured face-to-face interviews supplemented with document review. Data analysis involved a traditional text method where data coder pace each piece of data into various categories by hand. This study revealed 4 themes: individual development program, mentoring, on-the-job training, and 360-degree communication. Findings may affect oil-drilling practices by contributing to enhanced succession planning and knowledge transfer initiatives. The implication for positive social change may include the development of individuals for leadership roles and could add to the organization talent bench, and reduce knowledge gaps while ensuring business continuity.
