Relações entre a TV digital e as novas mídias

The specific-funtional focus surpasses itself as a metatextual content or just a decoder of processes and conditions that involve the search for a digital language. The focus reaches the pratical object: directing what was identified, apprehended and even speculated (why not?) about New Medias, to the digitalized television media like it´s been considered: an eminent real transformation. With the Digital TV introduction, we ll go into changes in many espheres. At least potentially this seems to be the most revolutionary incoming technology, with consequences in a large number of social aspects. It s not that potential can necessarily operate; the machine is not an end itself, but just a way to produce language. We can t say that potential as just a possibility is applied only to the social realities in development. Although the Digital TV is already in operation in the USA, Europe, japan and Canada, it is still no longer explored, even if compared with other digital medias (that are far from being examples os language investigation). Massive world; what s default here, seems to have its correspondent long distance. Technological collateral effect. The logic of this research is in the search for more questions that we are, in fact, used to. More links and non linear conections, interdisciplinarity and networks that we ve been able to dare with. Paying attention to the comunication treatment in the fluid space: our biggest resistance may be the most greatful indication of this work. Maybe it won t arrive to any solution, but working with doubts seems to be the virtual most compatible to real solutions digital based. / O objetivo da pesquisa é analisar, em termos gerais, o ambiente digital em seus aspectos técnicos e culturais essenciais, para que, a partir de uma vista panorâmica, avaliem-se meios de viabilizar novas propostas de conteúdo, análogas ao uso potencializado da mídia virtualmente configurada. O foco específico-funcional da pesquisa extrapola-se como conteúdo metatextual investigativo, mero decodificador de processos e condicionais que envolvem a busca por uma linguagem digital, e alcança o objeto prático: direcionar o que foi constatado, apreendido e até especulado (por que não?) à mídia televisiva digitalizada em seu caráter de eminente transformação real. Via introdução da TV Digital, transitaremos por fluxos de mudanças em esferas diversas. Ao menos potencialmente, esse parece ser o porvir tecnológico mais revolucionário em termos de abrangência macro-social. Não que potencial necessariamente opere; a máquina não é fim em si mesma, mas meio de produzir linguagem. E potencial como possibilidade não se restringe às realidades sociais em desenvolvimento. Apesar de já implantada nos EUA, Europa, Japão e Canadá, a TV digital é ainda muito pouco explorada, mesmo em relação às demais mídias digitais (que estão longe de ser exemplo investigativo de linguagem). Universalizaram-se os padrões; o que é desfalque aqui, parece ter correspondente a distâncias. Refluxo tecnológico. A lógica da pesquisa reside na busca por mais incógnitas do que, de fato, estamos acostumados a digerir. Mais links e conexões não lineares, interdisciplinaridade e redes de ligação do que se tem dado conta. Prestar contas e atenção ao tratamento da comunicação em espaço fluido: nossa maior resistência parece ser a mais grata indicação da pesquisa. Talvez não chegue a contribuir com soluções, no entanto, operar dúvidas pode ser o caminho virtual mais compatível a soluções reais com base em dígitos.

Cette thèse porte sur la conduite du changement réalisé dans le cadre du passage à la TV numérique. Cette transition est un sujet complexe qui possède plusieurs dimensions : technique, règlementaire, économique, d’usage. Nous nous sommes particulièrement intéressés à la façon dont l’état pouvait mettre en place une stratégie de communication pour conduire ce changement à l’échelle d’une nation. Ce travail a été réalisé dans une perspective interculturelle et comparative. Il s’appuie tout d’abord sur un travail de terrain mené en France. Nos travaux interrogent sur la transposition possible de ces résultats au cas du Brésil. Pour répondre à cette question nous avons mis en œuvre un pluralisme méthodologique. Nous avons d’une part réalisé des entretiens auprès de différentes parties prenantes du processus du passage au numérique (usagers ; chercheurs ; professionnels ; experts). Nous avons également conditionné une étude sémio-pragmatique sur la campagne de spots TV « tous au numérique ! » réalisée en France. / This thesis focuses on changes made during the transition to digital TV. This transition is a complex subject that has several dimensions: technical, legal, economic, uses. We are particularly interested in how the state could implement a communication strategy to drive this change at the scale of a nation. This work was carried out in an intercultural and comparative perspective. It first based on a work conducted in France. Our work questions the possible transposition of these results to a Brazilian perspective. To answer this question we have implemented a methodological pluralism. We first have conducted interviews with various stakeholders in the switchover process (users, researchers, professionals, experts). We also did a semio-pragmatic study of the TV advert campaign "Tous au Numérique!" Made in France

Analysing the relevance of public service broadcasting in the South African television sector for the digital dispensation

A research report submitted to the Faculty of Humanities, of the University of Witwatersrand, in partial fulfilment of the requirements for the Degree of Master of Arts in ICT Policy and Regulation October 2016 / In the current era of the digital television (TV) broadcasting dispensation, the relevance of the Public Service Broadcasting (PSB) mandate in South Africa remains critical, to inform and build democracy in the public interest. Recent debates with regard to the relevance and retention of PSB in the digital era seem to suggest that there are divergent views in this regard. These debates gave rise to this study. The study aimed to assess and reconfigure the role of the South African Broadcasting Corporation (SABC) in carrying the public broadcasting mandate in the digital era. Furthermore, the study explored how the PSB remit can be repositioned to meet the needs of South African citizens in the 21st century. In addition, this study investigated the evolution of public service broadcasting policy and the role played by the Department of Communications (DoC), the policy maker in informing policy. The study seeks to ascertain whether the policy direction provided by the DoC is in actual fact in sync with the developments taking place in the TV broadcasting sector. This research followed a qualitative research approach, by exploring the relevance of PSB in the digital era and also by examining South Africa’s 3-tier broadcasting system, with a particular focus on the SABC. The research analysed the SABC (PSBs), MultiChoice (pay-TV licensee), e.tv (Free-to-Air commercial licensee) and Association of Community Television in South Africa (ACT-South Africa), a body representing Community TV licensees, in their attempts to discharge the PSB remit in the digital era. The qualitative paradigm aided in the process of describing and understanding the research topic. The main findings of this study revealed that the PSB mandate still has relevance in the digital era, however weak this may be. The multi-channel and the competitive TV broadcasting landscape will deplete the commercial advertising market share, on which the SABC heavily relies for revenue income. Secondly, the SABC’s mandate can never be upheld unless appropriate funding is secured by government. Lastly, the findings reveal that the DoC has regressed in providing policy and prescriptions and that there is thus a policy vacuum in the implementation of the PSB mandate. / MT2017

Design av en intelligent programguide i skalbar vektorgrafik för Internetbaserad högupplöst TV

<p> </p><p>De senaste åren har utbudet av TV-kanaler ökat och det är idag vanligt att man har tillgång till så pass många kanaler att det är svårt att överblicka dem på ett enkelt sätt. Det finns olika tekniker för att sortera fram önskvärd information till användaren, men ingen design är anpassad varken för att hantera den nya förbättrade upplösningen eller de nya intelligenta funktionerna. Detta arbete har formulerats för att få fram ett exempel på hur den förbättrade upplösningen kan utnyttjas i programguiden samt för att få ett gränssnitt mot de intelligenta funktionerna. Egenskaper för programguiden togs fram som stöd för de inledanden pappersskisserna, varefter en välgrundad och detaljerad datordesign gjordes. En implementation i skalbar vektorgrafik (SVG) gjordes i den slutgiltiga prototypen för att demonstrera animationer och användbarhet. Avslutningsvis diskuteras lärdomarna som kan tas från detta arbete.</p><p> </p> / <p><p>The number of available TV channels has increased the last couple of years and it is hard to get a good overview in a simple way. There are different techniques for sorting the information so that the user gets the required information, but no design is adapted neither to handle the new improved resolution nor the new intelligent functions. This thesis has been developed to get an example on how the new improved resolution can be used in the program guide and to get an interface with the intelligent functions. Desirable qualities for the program guide were stated for the sketching phase of the design, and the sketches were subsequently used as outlines for the computer-based design of the program guide. An implementation in scalable vector graphics (SVG) was made in a final prototype to demonstrate animations and usability. Finally there is a discussion about the contributions from this thesis.</p></p>

The Service Interaction Function enables end user interactivity related to a service, this could be a poll about the current television program or a chat where every message is presented to the users that are watching the same channel.</p><p>The specification is still of draft version and the scope of this thesis has been to investigate the Service Interaction Function and implement a PC prototype.</p>

PLANAR DIPOLE ANTENNAS FOR DTV SIGNAL RECEPTION

In this thesis, the study mainly focuses on the terrestrial DTV signal reception antenna. These antennas are designed based on the use of planar dipole antenna, but with different techniques in order to overcome the narrow-bandwidth problem of conventional dipole antenna. In ¡§Broadband Three-arm Dipole Planar Antenna for DTV Signal Reception,¡¨ a metal plate is added for achieving wideband operation. In ¡§End-fed Modified Dipole Antenna for DTV Signal Reception,¡¨ two arms of different lengths are extended in the same direction to wideband operation. In ¡§Internal DTV Antenna for Folder-Type Mobile Phone,¡¨ two system ground planes are regarded as the two arms of the dipole. With the use of an internal matching circuit, good impedance matching can be obtained for receiving DTV signal over a wide bandwidth.

Digital Television As A New Technology: The Adoption Of Digital Television In Turkey

Analog television systems are rapidly being replaced by digital television systems accross the world. Turkey is not an exception to this development since the government has recently decided to shut-down analog television transmission across the country by 2016. In this context, subject matter of this study is the adoption of digital television in Turkey. And the study&rsquo / s main aim is to understand and explain the economical and political rationale behind the conversion to digital television. In the switch process to digital television, digital television has been presented as a new &ldquo / revolutionary&rdquo / technology which is primarily to enhance the television &ldquo / service&rdquo / for viewers by the champions of the process and the governments. However, this study takes a critical position against this argument and argues that the adoption of digital television is primarily shaped by the commercial stakes of private broadcasting organisations and administrative concerns of governments. In this respect, this thesis argues that even though the digital television has technical superiorities to analog television systems which facilitates the introduction more television channels with higher audio-visual quality, the adoption of digital television does not include any project to improve the quality of television content, the equal access to information in the society and thus citizenship in a democratic society. Quite the contrary, since digital television facilitates and improves pay television implementations, digital television seems to deteriorate the imbalance in the society in accessing the information. It is therefore necessary to put &ldquo / reserve&rdquo / on the expectations from digital television. To articulate this thesis, different national contexts including USA and Britain as leading countries and Turkey in digital television conversion process are dealt with in the study. Firstly, the American and Britain experience of digital television which does not exclude the European context are examined in terms of common developments as well as the pecularities of the countries concerning to switch to digital television. Lastly, in the framework given above, the developments as to the digital television in Turkey are examined in detail. As well as the assessments about recent developments as to the issue, interviews carried out with the representatives of the broadcasting industry and regulatory authorities are also included in the analysis. Hence, this study should be considered as a descriptive research which aims to contribute the academic efforts to develop a conceptual framework to the digital television debate in Turkey.

<p>Digital television broadcasters use conditional access (CA) systems to protect some of their services from being viewed by people not subscribing for these services. A manufacturer of digital television receivers develops applications to handle the CA systems that the receiver shall support. A problem for the application developer is that a CA application developed for one specific CA system is usually not reusable for other CA systems because of the differences between CA systems. The CA systems are different in both their application programming interfaces (API) as well as the types of functionality that they support. </p><p>This master thesis presents a study of three APIs from different CA systems. The possibilities of defining a new CA API that supports all the functionality that is provided by existing CA APIs while still being as similar as possible to these existing APIs are investigated. The conclusion from the study is that it is not possible to define this new CA API because the studied CA systems are so different and only small parts of the provided functionality are shared between them.</p>
