From policy to practice: an evaluation of the Unisa National Professional Diploma in Education from the perspective of social critical theory

The National Professional Diploma in Education is an in-service programme for classroom-based educators who have less than three years of professional training. The programme seeks to create a pathway to qualified teacher status in ways that will impact positively on classroom practice, prepare teacher-learners for the implementation of the new curriculum and provide a sufficiently rigorous foundation for further study. This evaluation adopted a fourth generation evaluation approach characterised by extensive engagement with programme stakeholders. Chapter 2 outlines an epistemological and philosophical framework of reference whilst Chapters 3 and 4 explore learning and teaching strategies and management and costing issues. The findings of these investigations lead to the recommendations made in Chapter 5. It is felt that the Unisa NPDE meets many of the goals of the programme, but further research is needed into the impact on classroom practice and into the management of the decentralised learner support. / Educational Studies / M.Ed. Teachers' Perceptions of Cultural Change in a Challenged High School During the Implementation of the International Baccalaureate Diploma Programme

Academically failing schools are under scrutiny from government education administrators, policymakers, and the general public, due to chronic inabilities to lower dropout rates and to educate students who can pass high-stakes graduation assessments. States’ efforts to adhere to the No Child Left Behind (NCLB) Act have led to the development of accountability systems to determine adequate yearly progress (AYP) and to assign schools grades, as well as wholesale reassessment of current educational programs, which are often replaced with more rigorous curricula. Among curricular programs that have been sought as reform measures for academically failing schools is the International Baccalaureate Program (IBP). The IBP’s exacting curriculum has attracted many schools to adopt it as an alternative course of study for advanced students, as well as a rigorous option to build academic capacity among students who have failed to make AYP. This case study examined teachers’ perceptions of the effect the International Baccalaureate Diploma Programme (IBDP) had on the culture of an academically underperforming high school in Valdosta, Georgia. Teacher volunteers from within the IBDP, in addition to teachers who taught standard classes, participated in a series of three semistructured interviews over 1.5 years, during which time the school made its initial application to the International Baccalaureate Organisation and subsequently began implementing the program with the school’s first cohort of students. Additionally, documents relating to the IB application process were examined, and observations of the IBDP teachers with students in their classrooms were conducted. Data analysis utilized the frameworks of educational criticism and narrative analysis. Teachers within the IBDP reported feelings of increased self-efficacy resulting from their work with both students and community stakeholders. Participant teachers in both IB courses and other programs described an overall improvement in the school’s culture.

La Procédure d'Autorisation d'Exercice est un dispositif qui concerne l'ensemble des praticiens à diplôme hors Union Européenne. Elle a été instaurée en 2007 par la loi CMU du 27 juillet 1999, complétée par la Loi de Financement de la Sécurité Sociale du 21 décembre 2008, modifiée par la loi 2012-157 du 1er février 2012. La dernière loi concernée, la loi n°2016-1888 du 28 décembre 2016 de modernisation, de développement et de protection des territoires de montagne, met fin à la régularisation de ces praticiens. Depuis l'exécution de la loi 2012-157 du 1er février 2012 jusqu'à la fin de l'année 2016, la Procédure d'Autorisation d'Exercice compte 26562 inscriptions et 14647 présentations dont 4866 reçus aux Epreuves de Vérification des Connaissances à la Procédure d'Autorisation d'Exercice. Nous avons étudié les résultats des Epreuves de Vérification des Connaissances avec des analyses approfondies. Entre 2012 et 2016, la liste A a reçu le plus grand nombre de candidats aux Epreuves de Vérification des Connaissances, soit 21123 inscriptions, 10007 présentations. Le taux de réussite de la liste A varie entre 15% et 19%, sachant que la liste A est une liste qui recueille tous les nouveaux arrivants, les Epreuves de Vérification des Connaissances pour cette liste est un concours. La liste B a reçu 562 inscriptions, dont 413 présentations entre 2012 et 2016 avec un taux de réussite de 24% à 41%. Les épreuves pour cette liste sont sous forme d'examen. La liste C a reçu 4877 inscriptions, dont 4227 présentations entre 2012 et 2016 et le taux de réussite est de 56% à 80%. La liste C est aussi un examen qui recueille tous les praticiens à diplôme hors Union Européenne qui sont déjà installés en France. Nous avons observé que la disparition de la liste C est en partie due au dispositif de la Procédure d'Autorisation d'Exercice qui permet la régularisation des praticiens à diplôme hors Union Européenne. La loi 2012-157 du 1er février 2012 qui modifie les conditions et le périmètre de participation des candidats aux Epreuves de Vérification des Connaissances est une des causes de transfert des candidats de la Liste A à la Liste C. Enfin, les praticiens inscrits au tableau de l'Ordre des médecins, et provenant de la Procédure d'Autorisation d'Exercice, occupent une proportion qui est d'environ 10% dans certains départements en France. Ce chiffre montre le nombre de ces praticiens est quasiment aussi important qu'avant et que leur présence est demandée dans la France entière. Dans certains départements, nous avons pu constater que la présence de praticiens à diplôme hors Union Européenne augmente la densité médicale territoriale en France, démontrant l'importance de leur présence au niveau local, ainsi que dans les zones rurales et de montagnes. Le seul contrôle de l'entrée des praticiens à diplôme hors Union Européenne n'est pas suffisant ; la formation continue de ces praticiens devrait être envisagée afin d'améliorer leur niveau médical d'exercice, et la réorientation territoriale d'installation pourrait être une solution qui augmenterait l'offre de soins au niveau local. / The "Authorization Exercise Procedure" is a device that concerns all doctors with diplomas outside the European Union. It was introduced in 2007 by law "CMU of 27 July 1999", supplemented by "Law of Social Security Financing" of 21 December 2008, amended by the Law "2012-157 of 1 February 2012", The last law concerned, was No. 2016-1888 of 28 December 2016 on the modernization, development and protection of mountain territories, put an end to the regularization of these doctors. In some départements, we have seen that the presence of doctors with diplomas outside the European Union increases the territorial medical density in France, demonstrating the importance of their presence at the local level, as well as in rural and mountain areas. The only control of the entry of doctors with diplomas outside the European Union is not sufficient; The continuing training of these doctors should be considered in order to improve their medical level of practice and the territorial reorientation of the facility could be a solution that would increase the supply of care at the local level.

The topic of this diploma thesis is to revitalise of one city block and to maximise of its utilisation with combination of many different functions on this concrete area. This work is based on pre-diploma project in previous semester. This project ensures many possible functions for the inhebitants and also reflects natural differentiation between privat and public usage with impact on high quality of living space and appropriate public transport. Designed build-up area is situated betveen Veveri, Kounicova and Pekarenska streets in Brno. Patterns of this area are essential for the treatment of this project when both diagonaly and verticaly crosses whole area. Substance and space treatment reflects nearby structures and is naturally connected to it. Main substance of object is divided to three blocks via communications which crosses the area. Innerblock is sedated with green vegetation, connected to transit parter with shops and services. On the parters roof there is green walk-designed cover for inhabitants and after there are higher houses. Whole building complex is closed with rambling fractional roof covers with terraces of storeyed flats. This space structure is horizontally divided by its functions. In this project there are underground garages, shops and services, administrative spaces and space for rent and mostly flats for living. Fundamental look of the building is created by external rendering covering most of building which is connected to nearby structures. Shopping mall and separate blocks and also entrances to buildings and terraces/balcony are formed by taking off the substance by which leads to its fractionalism.

This diploma thesis deals with the issue of crisis - the current issue in 2017. One of the issues is the need for the construction of a imigrant center in the Czech Republic. The locality in Brno was selected in Maloměřice. The location of the brownfield on the outskirts of the city district is used. The design is conceived as a closed block with two main diagonally inputs. The block is made up of two-storey buildings used for housing migrants. Within the block, there are two four-story buildings that serve as administration, maintenance, catering, education and leisure activities, ie all other activities except housing.

Kindergarten is divided into three parts, two one-storey parts and one middle two-storey part. There are two operating units for children, technical and administrative part and separate language classroom. Kindergarten is planed as a masonry building based on strip foundations.

The subject of this diploma thesis is the design of exhibition gallery in the city center of Brno. The exhibition gallery consist of exhibition rooms, depositories, lecture hall, café, VIP room, entrance and communication spaces, hygienic facilities for visitors and employees, administrative premises of the gallery, air-conditioning and heating machinery. The SO01 object is processed in detail, the object SO02 is processed in the form of a study. Design of the exhibition gallery is based on the requirements of the student competition, the sponsor is Xella CZ, s.r.o. SO01 is designed as a four-storey building with three above-ground and one underground floors. The building has an exhibition area, a lecture hall, a café, a VIP room, entrance and communicative spaces, hygienic facilities for visitors and employees, air-conditioning machinery. The supporting structure of the building is designed as an assembled, prefabricated, reinforced concrete skeleton. Ceiling structures are designed as SPIROLL 250 mm pre-stressed ceiling panels. The facade is designed as two-layer ventilated. The exhibition gallery is designed with a single-layer flat vegetation roof.
