Regional Disaster Events and Environment Simulations by Atmosphere-Ocean Coupled Model /

25529 / An atmosphere-ocean coupled model was developed based on a preexisting non-hydrostatic mesoscale atmosphere model (MM5) and non-hydrostatic ocean circulation model (MITgcm). This model together with a pre-established wind-wave-currents coupled model was applied to a number of regional environmental issue and disaster events to reproduce the present status and past situations and to help our understanding of the physical processes of such problems in terms of atmosphere-ocean interactions including the sea surface waves in the interface between air and sea. The disaster events and environmental issue studied in this thesis are follows. 1) Storm surge induced by Hurricane Katrina in the Gulf coast of USA in 2005. 2) Extreme high waves at Hara coast, Suruga Bay in Japan caused by the super-Typhoon TIP in 1979. 3) Positive and negative feedbacks in typhoon-ocean interaction in case of Typhoon ETAU in 2003. 4) Thermal water circulation in a dam-made lake (Yachiyo Lake) in Hiroshima, Japan concerning on the hydrodynamics in the lake. 5) Reanalysis of the past 47 storms that caused disasters in West Kyushu, Japan. 6) Wave overtopping simulation over through the submerged offshore breakwater and enhance seawall. The Regional Environment and Disaster Prevention Simulator is proposed and constructed based on the regional atmosphere-ocean coupled model in this thesis of which the objective was improvement of the numerical assessment method to disaster events and environment problems by introducing he coupling effects between different systems.

A review of the implementation of disaster risk assessments in the city of Cape Town: challenges and prospects

White, Deon Robin January 2013 (has links)
Masters in Public Administration - MPA / The problem question of this study is how the City of Cape Town, as a metro municipality went about implementing Disaster Risk Assessments. While the National Disaster Management Centre acknowledges that municipalities are battling to perform Disaster Risk Assessments. Understanding what was done, by whom and when will aid in the understanding of implementing Disaster Risk Assessments. Uncovering the prospects and challenges they faced and will help shed light on the guidance that is required by other municipalities, although this study’s inference is limited by the methodology. The relatively new Disaster Management Act requires a shift from old civil defence legislation to a proactive disaster risk reduction mode, with new institutional arrangements. The shift to a proactive disaster risk reduction approach required by the new legislation cannot be achieved without firstly implementing these new institutional and policy arrangements and secondly, implementing this first and vital step in the disaster risk reduction process namely, Disaster Risk Assessments. The study also seeks to understand in the community was involved. This is a qualitative study, i.e. it contains descriptive statistics and narratives. It used questionnaires to provide numerical and descriptive data to measure compliance to the Disaster Management Act in terms of the institutional arrangements implemented by the City of Cape Town. Secondly, qualitative data was collected through semi-structured interviews to provide data to understand the challenges and prospects encountered in performing Disaster Risk Assessments. A literature review was also undertaken to highlight the current debates in Disaster Risk Reduction. The stratified sample was from the officials employed at the City’s Disaster Management Centre, Area Managers, NGOs, Ward Councillors and Consultants. The data was collated and the analysed. The objective is to primarily understand what was done, by whom, when and secondly to understand the prospects and challenges faced. The findings, recommendations and areas of future study are captured in this research report.

The New Madrid Seismic Zone.

Nilsson, Tracy January 2011 (has links)
The Mississippi River Valley, is hardly known as an earthquake zone, but may in fact be a natural disaster just waiting to happen. Historical records and paleoseismic investigations have shown that large magnitude earthquakes have occurred in the area and there are constantly microquakes all along the New Madrid Fault System. The inhabitants of the Midwest are living in a death trap so long society doesn’t preoperly prepare for earthquakes. The study presented here aims to prove that, as predicting earthquakes is difficult to the point of impossible, the only serious alternative is to reinforce existing buildings and infrastructure and make sure all new developments are seismically safe. The conclusion reached is, that although expensive, building earthquake safe and retrofitting existing buildings, is for the high risk areas by far cheaper than doing nothing when, not if, a new large magnitude earthquake occurs. For a city in the high risk area, the cost of retrofitting the current structures was 13 billion dollar to be compared with the 100 billion dollars in lost lives and properties of a worst case scenario.
