Magistriniame darbe, kurį sudaro įvadas, trys skyriai ir išvados bei pasiūlymai, nagrinėjami pagrindiniai elektroninio parašo reglamentavimo valstybės ir savivaldos institucijų veikloje bruožai, aptariamos priežastys, kodėl elektroninis parašas Lietuvoje nėra masiškai naudojamas. Pirmame darbo skyriuje pateikiama elektroninio parašo samprata, teisinis jo reglamentavimas Lietuvos Respublikos ir Europos Sąjungos teisės aktuose, aptariamos elektroninių sertifikatų rūšys. Antrame skyriuje apžvelgiama elektroninio parašo juridinė galia, atitikimas teisės aktų reikalavimams. Nagrinėjami būtini elementai, kad elektroninis parašas turėtų juridinę galią. Trečioje darbo dalyje nagrinėjami valstybės ir vietos savivaldos institucijų veiklos bruožai Lietuvoje, didžiausią dėmesį kreipiant į elektroninių paslaugų teikimą bei tarpžinybinį bendradarbiavimą, pateikiama teisės aktų, reglamentuojančių elektroninių dokumentų rengimą ir saugojimą, analizė, nagrinėjamas elektroninio parašo naudojimas vietos ir savivaldos institucijų veikloje, aptariamos galimybės, išryškinamos priežastys, kodėl elektroninis parašas vis dar nėra kasdieninis reiškinys ir su kokiomis elektroninio parašo taikymo problemomis susiduriama Lietuvoje. Darbas baigiamas išvadomis ir siūlymais dėl teisės aktų tobulinimo. / In this master's paper which consists of introduction, three parts of body and conclusions as well as suggestions the basic features of electronic signature regulation in state and municipal institutions' activities and the reasons why e-signature is not widely used in Lithuania are discussed. In the first part of this paper's body the concept of e-signature is presented as well as its judicial regulation in the legal acts of Republic of Lithuania and European Union, the sorts of electronic certifications are discussed. In the second part of this paper the judicial power of electronic signature is overviewed together with its compliance to the requirements of legal acts. The essential elements of an electronic signature to be validated are analysed. In the third part of this paper's body the state and municipal institutions' activity characteristics in Lithuania are analysed, focusing mostly on electronic service supply as well as inter-institutional communication; analysis of legal acts, which regulate preparation and storage of electronic documents; the usage of electronic signature in local and municipal institutions' activities are analysed; opportunities are discussed and the causes, why electronic signature is not yet a common phenomena are emphasised together with the problems faced when trying to apply electronic signature in Lithuania. This paper is ended with conclusions and suggestions of how the legal acts could be improved.

Magistro darbo objektas – Europos Sąjungos struktūrinių fondų paramos įtaka žinių visuomenės vystimuisi Lietuvoje. Darbo tikslas – išanalizuoti Europos Sąjungos struktūrinių fondų įtaką žinių visuomenės plėtojimuisi Lietuvoje. Pagrindiniai darbo uždaviniai: išsiaiškinti žinių ir žinių visuomenės terminus; aptarti žinių visuomenės plėtrą ir sampratą Lietuvoje; išanalizuoti Bendrąji Programavimo Dokumentą (BPD) žinių visuomenės kontekste; jo pagrindu atlikti žinių visuomenės plėtros analizę Lietuvoje; aptarti keletą projektų, turinčių įtaką žinių visuomenės plėtrai. Naudojantis dokumentų analizės metodu, prieita prie išvados, kad žinių visuomenės kūrimas Lietuvoje dar naujas, besivystantis reiškinys. Lietuvoje dar nėra susidariusios aplinkybės žinių visuomenės plėtrai. Atlikus tyrimą, padaryta išvada, kad Europos Sąjungos struktūrinių fondų įtaka žinių visuomenės vystymui yra labai maža. BPD priemonių, kurios padėtų vystyti žinių visuomenę yra labai nedaug, o ir esančių priemonių įgyvendinimas nėra kokybiškas, tik kiekybiškas. Finansuojamos tik tokios paprastosios sritys, kaip seminarų, mokymų rengimas, informacinių technologijų įsigyjimas ir pan. Magistro darbas gali būti naudingas analitikams, tyrėjams, politikams bei studentams, kurie užsiima ir domisi žinių visuomenės plėtra Lietuvoje. / The master thesis „Knowledge society in Lithuania and the influence of European Union (EU) structural funds on its evolution“ discloses what influence of the European Union structural funds is on Lithuanian knowledge societies evolution. This theme is topical because Lithuania is a member of the European Union and it must take an action in the knowledge society creation process. Lithuania must get together with the other countries of European Union. The object of master thesis – the influence of European Union structural funds on knowledge society in Lithuania. The purpose of the thesis is to analyze what influence of European Union structural funds is on Lithuanians knowledge society development. The main goals of the thesis are the following: • To define the terms of knowledge and knowledge society; • To survey knowledge society evolution and conception in Lithuania; • To analyze the Single Programming Document (SPD) in the context of knowledge society; • By this SPD research to analyze the development of knowledge society in Lithuania; • To dispute some Lithuanian projects which influence on the evolution of knowledge society. Magistro baigiamajame darbe „Elektroninio parašo panaudojimo verslo įmonėse modelio sukūrimas“ išanalizuota el. parašo naudojimo problematika, el. parašo bei el. dokumentų klasifikacinės sistemos bei parengtas el. parašo taikymo versle modelis, kuris patikrintas empiriniu tyrimu. Pirmoje darbo dalyje išanalizuota el. dokumentų raida ir jų klasifikacinės sistemos. Antrajame skyriuje atlikta el. parašo taikymo verslo įmonėse sisteminė analizė: apibrėžiama el. parašo sąvoka, rūšys, el. parašo pritaikymo versle, remiantis komunikacinėmis pusėmis. Trečiojoje darbo dalyje atliktas el. parašo taikymo versle empirinis tyrimas, kuriame ištyrus el. dokumentų specialistų ekspertinę nuomonę, nustatomos el. parašo taikymo problemos, jų sprendimo būdai. Paskutiniame skyriuje – sukurtas el. parašo taikymo versle modelis bei atliktas modelio ekspertinis vertinimas. / In Master thesis ‘The model of Using Digital Signature in Business’ the topic of digital signature, the classification systems of digital signature and digital records was analyzed as well as a model of digital signature usage in business was prepared which was examined by empirical research. In the first part of thesis the development of digital records and their classification systems was analyzed. The second part consists of the systemic analysis of digital signature usage in business: defined the concept of digital signature, it kinds (kinds of digital signature), usage in business based on communicational sides. The third part contains the empirical research of digital signature usage in business which was made by the examination of the digital records professionals’ opinions, the problems of digital signature usage and the ways of their solutions were defined. In the last part – a model of digital signature usage in business was created and the evaluation of it was made.

The theme of the Magister thesis – “Processual Acts of Court Using Electronic Space”. The main definitions – the court, the process of court, justice, processual act, processual documents, electronic space. Special points are analyzed in this thesis, which make influence on juridical regulation of the acts of court process, including the participants of court process of the court, using electronic space, the level of the implementation of the strategic documents and initiatives of EU on electronic space as well as various planning documents in Lithuania. The practice of court process of foreign countries using electronic space is analyzed in this thesis as well as analogous possibilities in Lithuania. Significant attention is payed to the importance of electronic space and the court process in everyday social life. The importance of harmonious development is proved, the statistical data of using information technologies (electronic space) as well as the reports of court acts are analyzed Bigger attention is shown for the implementation of civil process acts (less – for administrative or criminal ones) on the usage of electronic space. Thanks to this process people are enabled to fight for their injured rights. The benefit of the usage of electronic space is obvious.
