Confiança dos cidadãos na gestão pública: análise de antecedentes e proposta de uma escala de mensuração

Analyzing the confidence in the public interest through the marketing perspective has been a way to expand studies beyond the managerial context, as had been reported in the literature. The choice for this particular municipal executive was made based on the level of government closest to citizens and the high number of municipalities in the Brazilian State. A review of the literature on public organizations marketing and the factors that influence trust and its measurement was performed and it was identified that trust is composed of two dimensions, credibility and benevolence. For empirical analysis, two samples in the cities of João Pessoa, Bananeiras and Solanea in the state of Paraíba, and the city of Garanhuns in Pernambuco state were performed. The scale which consisted of 10 items developed reflective relationship with the latent dimensions. The results partially confirmed the hypotheses that the factors relation citizen satisfaction, the performance of the municipal executive and citizen participation are which factors affect the confidence of citizens and rejected the hypothesis that the propensity to trust is a predictor of trust. The research contributed to public managers with information regarding the confidence of citizens in different cities and at different levels. Also contributed to the academy, through the availability of a scale measuring non-existent in the literature and validated in a rigorous manner / A finalidade desta dissertação foi estudar a confiança dos cidadãos no executivo municipal por meio do desenvolvimento de uma escala de medição do construto e do estudo de seus antecedentes. Analisar a confiança na perspectiva de marketing no interesse público tem sido uma maneira de expandir seu estudo além do contexto gerencial, como vinha sendo abordado na literatura. A escolha pelo executivo municipal se deu por ser a esfera de governo mais próxima dos cidadãos e da quantidade elevada de municípios no Estado Brasileiro. Foi realizada uma revisão da literatura sobre marketing de organizações públicas e sobre os fatores condicionantes da confiança e sua mensuração, tendo-se identificado que a confiança é composta de duas dimensões, credibilidade e benevolência. Para análise empírica, foram realizadas duas amostragens nas cidades de João Pessoa, Bananeiras e Solânea no estado da Paraíba, e na cidade de Garanhuns no estado de Pernambuco. A escala desenvolvida constou de 10 itens de relação refletiva com as dimensões latentes. Os resultados de relações confirmaram parcialmente as hipóteses da satisfação dos cidadãos, do desempenho do executivo municipal e da participação dos cidadãos como fatores condicionantes da confiança dos cidadãos e rejeitaram a hipótese de que a propensão à confiança é um fator preditor da confiança dos cidadãos. A pesquisa contribuiu para os gestores públicos com informações relativas à confiança dos cidadãos em diferentes cidades e em seus diferentes níveis. Corruption, Coordination, and Corporate Cash: Re-examining Citizens United in the Era of Super PACs and Dark Money

This work argues that the Supreme Court incorrectly decided the case of Citizens United v. FEC (2010). Beginning with an analysis of past campaign finance law and jurisprudence, this paper then outlines the fact of the case in Citizens United and assesses each of the principle claims made by the majority and dissenting opinions. The analysis then pivots to a practical examination of the immediate legal and regulatory consequences of the decision, namely detailing the advent of super PACs. Furthermore, this paper evaluates the magnitude of super PAC and related dark money spending in the years following the decision and speculates about its impact on elections and shifting public opinion. Drawing from the historical precedent and empiric spending reality, this paper formally reargues the Citizens United case, striking down the five identified premises in the majority opinion’s ruling. These premises are as follows: money is speech, corporations are entitled to the same rights as natural persons, the governmental anticorruption interest is limited to only quid pro quo exchanges, the antidistortion rationale is unconstitutional, and disclosure requirements provide sufficient information to ensure transparency. This inquiry concludes that unlimited corporate independent expenditures have a distortionary impact on the electoral system, presenting a unique corruption threat. As such, Citizens United should be formally overturned.

Um elemento que tem caracterizado países democráticos é a desconfiança institucional. Bancos de dados de pesquisas realizadas em todo o mundo mostram que os cidadãos não têm depositado confiança nas instituições políticas e nos políticos. Para justificar tal comportamento, usualmente são consideradas várias causas como a corrupção, a apatia da própria população e a falha dos governos em propiciar políticas públicas que vão ao encontro das necessidades dos cidadãos. Entretanto, o descrédito na política e nas suas instituições tem base não apenas nessas questões mas também na tributação. Como o impacto do pagamento de impostos no comportamento da população é pouco estudado na América Latina, esta dissertação propôs uma análise sobre a percepção do pagamento tributário e a sua influência na confiança institucional dos porto-alegrenses, com vista a verificar a manutenção do seu Contrato Social. Para averiguar tal questão, foram utilizados dados de pesquisa tipo survey realizada em Porto Alegre/RS, no ano de 2003. A partir desta pesquisa, foi construído um índice de percepção dos impostos para confrontá-lo com dados sobre confiança da população estudada. Os principais resultados alcançados mostraram que os cidadãos porto-alegrenses percebem elementos de manutenção do Contrato Social e têm a sua confiança institucional influenciada pela sua percepção do pagamento tributário / An element that has characterized democratic countries is institutional distrust. Survey research data conducted globally show that the citizens are growingly distrustful of political institutions and politicians. Such behavior is justified based upon corruption, citizen’s apathy and government’s failure in providing public policies design to meet the needs of the citizens. However, the discredit in politics and political institutions are not only explained by those factors but also on how taxes influence the daily life of citizens. As the impact of taxes in the population’s behavior has rarely been studied in Latin America, this dissertation analyzes porto alegrenses’ perceptions about tax payment’s and its influence in their political trust. We basically examine how the relationship between these two dimensions contribute, or not, to the maintenance of the Social Contract. In order to answer this question a survey research was conducted in Porto Alegre/RS, in 2003. An index of perception of tax payment was constructed and then crossed with institutional trust. The results indicate porto-alegrenses demonstrate and support the Social Contract. However, this trust is negatively influenced by the perception of excessive tax payments.

The sample was made up of volunteers. The people were chosen from a Gymnastics-for-the-Active-Elderly group in the Camilo Olavarría neighbourhood (6 women); a Gymnastics Group from the Department of Physical Education of the University of Concepción (15 women); a group from the Víctor Manuel Fernández Health Care Center (24 women); a group of sedentary elderly women (18) from the San Francisco de Asís Club in the city of Coronel; and one volunteer, elderly, sedentary woman from the city of Concepción. The Test applied is characterized by its results given in reference to a certain distance covered in a predetermined period of time. On the other hand, average descriptive statistics, standard deviation and rank were used to characterize the groups and the application of the ¿t of student¿ Test, which allowed the substantiation that there is significant difference between seniors citizens engaged in physical activity and those who are not engaged in physical activity / Mestrado / Ciencia do Desporto / Mestre em Educação Física

Resgata estudos que apontam a histórica ausência de participação popular no Brasil até o surgimento dos projetos de Orçamento Participativo nas décadas de 1980 e 1990, particularmente a emblemática experiência de Porto Alegre iniciada a partir da posse do governo popular em 1989. A pesquisa reflete ainda sobre a importância desse tipo de mediação política, principalmente nessa conjuntura de avanço da globalização hegemônica de caráter neoliberal. A metodologia da pesquisa-ação-participante foi utilizada, até pela condição de agente político no processo do OP de Várzea Paulista do autor da tese. Partindo das formulações de Boaventura de Sousa Santos e de Gramsci, a tese propugna pela necessidade de fortalecimento de iniciativas, como o próprio OP, que expressem a construção de um senso comum contra-hegemônico. A partir da histórica experiência do OP de Várzea Paulista, cidade industrial de 110 mil habitantes no interior de São Paulo, que implantou o OP desde 2005, com a posse do novo governo, a tese resgata as formas pelas quais o OP proporciona às pessoas que dele participam a possibilidade de elevarem seu nível de consciência política e, dessa forma, avançar no sentido de uma nova hegemonia e de um nova consciência e ação que apontem um novo senso comum emancipatório / Abstract: This research presents the Participatory Budget as an efficient way of reaching political education development. The study is introduced by examining the historical absence of popular participation in Brazil and it goes through until the emergence of projects of Participatory Budget in the decades of 1980 and 1990, particularly started with the emblematic Porto Alegre's experience initiated in 1989 with the ownership of popular government. The research still reflecting on the importance of this type of mediation, mainly in this conjuncture of advance of the hegemonic globalization with neoliberal character. The methodology of the participatory-action-research was choosed, specially because of the al condition of the agent into the process of Várzea Paulista's Participatory Budget as the author of the thesis. Making use of the formularizations of Boaventura de Sousa Santos and Gramsci, the thesis advocates for the necessity to achieve strong initiatives, as the proposed one, that can express the construction of an againsthegemonic common sense. The Effects of Age-Graded Associations on the Political Activism of the Elderly

Although the graying of the American society has been well documented, the question as to whether the elderly populace will indeed become a political factor has yet to be determined. Some studies indicate that the elderly will soon develop the consensus needed for political action; other studies counter that the elderly will never be a viable political factor. Among the determinants listed as influencing the political participation equation are standard socioeconomic variables (e.g., race, social status, education, and income). These factors have been studied extensively (Campbell 1960; Key 1950; Milbrath 1965; Nagel 1987; Rose 1965). Trela recently added an item that could possibly influence the political activism of the elderly: membership in age-graded associations. This study addresses the questions raised by Trela (1971), namely, whether age-graded associations influence the political activity of senior citizens, and if so, in what direction elderly participation is swayed. Unlike previous reports, the preliminary data gathered for this study suggest that the age-graded associations of the elderly cannot accurately predict their political activism.

Práce zpracovává renesanční fasádní nástěnné malby a sgrafita v Prachaticích. Časově je práce vymezena 16. stoletím, kdy město vlastnili Rožmberkové. Největší rozkvět města je spojen s vládou Viléma z Rožmberka v 2. polovině 16. století, kdy ve městě také vnikly všechny výpravnější figurální výzdoby domů. Výzdoba jednotlivých domů odráží postupný majetkový vzestup prachatických měšťanů. Realizace z 50. a 60. let 16. století jsou spíše výtvarně a také technologicky skromnější. Největší vzepětí jak majetkové tak také umělecké lze sledovat od začátku 70. let. Hrdost měšťanů a jejich estetické nároky nejlépe dokládá výzdoba Staré radnice. Nesmírně zajímavá a kvalitní výzdoba prachatických domů otvírá jako celek řadu otázek. Vedle dílenských a uměleckých souvislostí s ostatními jihočeskými městy, je to problém autenticity památky. Na některých fasádách, které byly pokládány za renesanční, se již s renesanční malbou ve skutečnosti nesetkáme. Jedná se o barokní novotvary, které motivickými částmi navázaly na původní výzdobu. Výrazné jsou odkazy na Rožmberky, které připomíná téměř každá fasáda. To nelze vysvětlit jinak, než jako výraz subordinace majiteli panství a tamnímu panovníkovi. The main aim of the thesis Community based approaches to development of municipalities is to evaluate the extent and quality of the use of community and participatory approaches to planning of development in the current decision-making at the local level. The first part focuses on the introduction of the theoretical concepts whose real application is shown on practical examples of Czech and foreign experience. Community methods do not have a long tradition in the Czech Republic and the transfer of the experience from the western world allows a further development in this area. The second part of the thesis is focused on participatory approaches in more detail, known and most commonly used methods of public involvement in planning and decision making, describes a participatory process, its troubles and problematical points. There is a case study included in the thesis focused on evaluation of the approach of the Prague 10 municipality to engage the population, its impact and consequences.

Similarly I describe local board, its structure, acts and council committee. I delimitate position of mayor and vice mayors. I characterize municipal office including unions and secretary. I describe particular forms of municipalities cooperation.
