The key factors to the success of the Government Owned Contractor Operated (GOCO) Program ---Case study : ROC Air Force 2nd Air Logistics Center (ALC)

ABSTRACT The Air Force 2nd Logistic Commander of R.O.C. has officially assigned Hang Hsiang etc., four strategic linking companies for operation on Nov. 1,2005. This study has applied the Balanced Scorecard provided by Robert S. Kaplan & David P. Norton of the American strategic agement masters on finance, customers, internal operation flow, and growth and learning four management levels as the major research framework. Then through the interviews by experts and with reference to related recorded documents to draw the target items of the strategy maps; also, to apply questionnaire investigation to analyze the key success factors of double-winning,hoping to find out the key factors that influence the double-winning of the contractor and the military department.The main results from this study are: 1.The military department has been short of contract management personnel on the past, while private business operation must have a team of qualified contract management personnel to fulfill the duty of execution and supervision of the contract, therefore, it requires great deal of training of the personnel with such expertise so that the manufacturers can execute their jobs exactly based on the contract regulations and in coordination with the War Defense demand of the National Army. 2.To strengthen up the supervision and assessment system according to the contract regulations to make sure the maintenance quality so as to develop the overall efficiency. 3. The biggest problem the manufacturers is facing now is the difficulty to establishing material items preparation system, which seriously affect the duration of the maintenance term and the maintenance quality,therefore, the manufacturers shall actively seek the technical cooperation or authorization for maintenance with the original foreign manufacturers, also, they shall actively develop the source of the domestic and overseas business. 4. To set up the learning type organization, to strengthen up employees¡¦ professional technical ability, and to cultivate them to become trained and high morale work team. 5. There is an unlimited business opportunity on domestic military plane, the four strategic linking companies shall strengthen up their mutual cooperation and capability integration and upgrade the domestic aerospace industry standard so as to step into the international domain through the execution of the contract.

The study on the economic factors and land value of real estate market ¡VTaking Kaohsiung city as an example

Taiwan is a crowded island with a large population but limited soil resource. The government makes the most effective use of the land by making various integrative developments in order to create the maximum use of social welfare. The idea of land reorganization thus came out. Take the metropolis of Kaohsiung for example, the implementation of land readjustment not only led to economic prosperity, but also created a spillover-effect like the growth of land utilization, construction, population and industries inside and outside the reorganization areas. It also brought enormous benefits to the government, land owners and the whole citizens as well. The fluctuation of real estate market price in Taiwan is easily affected by its economic situation, people's fear of the expectation on the increase of price index, the domestic idle capital flood, and the dramatic rising of the stock market, which lead to the enormous growth of land value, so there should be a long-term balance among economic factors (GDP, interest rate, and exchange rate) and land value. As for the researches of the interrelationship between the analysis of the land value change of real estate and economic factors, most scholars chose cities in northern Taiwan as an example, fewer researches had been made for Kaohsiung City in southern Taiwan. This paper, different from others, analyzes the public tender data of lands in every reorganization area in Kaohsiung City from the past few years. This paper aims at the long-term relationship of cointegration between the public tender data over the years of lands of readjustment area in Kaohsiung City and economic factors. The sample date is a long-term relationship from the year of 1962 to 2004 on such four parameters as Land value, GDP, interest rate, and exchange rate, which are the objects of this study, adopting the unit root test and Johansen¡¦s Maximum Likelihood Estimation (MLE) as studying tools. As this study finds out, the phenomenon of cointegration really exists among these four parameters. The land value has negative correlation with interest rate, and positive correlation with the GDP, and exchange rate.

A Novel Current Loop for DSP-Based Power Factor Correction Circuits

This thesis mainly focuses on active power factor correction (PFC) circuit research. Based on DSP, a circuit with a digital controller is developed. Boost converter is used as the power stage. For power factor correction, the control law is realized with DSP and the control strategy of controller adopts the multi-loop method, i.e. voltage-loop and modified PI current-loop. Finally, compared with the circuit using the conventional PI control law, performances of the modified PI current-loop circuit are obviously optimized.

Motivation and Job satisfaction of voluntary interpreters in Taroko National Park

Reducing high lost ratio of voluntary interpreters can save cost of recruiting and retraining for Taroko National Park¡¦s headquarters. The subjects of the study are the 114 voluntary interpreters in Taroko National Park. The methodologies applied here are, questionnaire and observation. The purpose of the study is to understand the relationship between the motivation of the voluntary interpreters and the job satisfaction of the voluntary interpreters to salve the problem of high lost ratio of voluntary interpreters. The findings of the study are as follows: 1.the motivation is mainly "self-growth". 2.the motivation will be changed with personal character and time passing by. 3. the factors influencing the voluntary interpreters¡¦ job satisfaction are "show loving care and support", "communication and co-operation", "responsibility and training". These factors will effect total satisfaction of voluntary interpreters. According to the findings of the study, proposes the headquarters of Taroko National Park how to provide relative courses, rich the content of work, and pay close attention for voluntary interpreters.

Cellular Effects of HDGF(hepatoma-derived growth factor) Expression in 3T3 cells

Hepatocellular carcinoma (HCC) is the most common and devastating malignant tumor in Taiwan. The major factors involved in the molecular pathogenesis for the development of HCC have been explored in recent years. An extensive array of growth factors and their receptors have been identified and may act as positive and negative modulators in different stages of hepatocarcinogenesis. HDGF (hepatoma-derived growth factor) is a novel growth factor, identified from conditioned medium of hepatoma cell line. HDGF has growth stimulating activity for fibroblast and some hepatoma cells. The high homology of protein sequence to HMG (high mobility group) protein but with distinct structure indicate it is a novel growth factor with mitogenic effect. Recently, elevated HDGF expression was found in developing kidneys but little in adult kidney. Besides, HDGF expression was found to be correlated with angiogenic status of tissues. Thus, it is speculated that HDGF plays a role during embryonic development and angiogenesis. Besides, HDGF also plays a role in cell-to-cell interaction and cell movement. HDGF is a growth factor that is involved in stimulating vascular smooth muscle cells (SMCs) proliferation during development and in disease. HDGF contains a true bipartite nuclear localization sequence necessary for nuclear targeting. It is required for HDGF stimulation of DNA replication and cell proliferation in vascular smooth muscle cell. In present studies, have transfected HDGF cDNA to 3T3 cell and the HDGF expression was verified by Western blot analysis. HDGF expression altered the morphologies and growth rate of 3T3 cells by 2-fold. Besides, HDGF-expressing cells were more resistant to serum-starvation. Injection of 3T3-HDGF cells, but not 3T3 cells, resulted in tumor formation in nude mice, suggesting that the angiogenic and mitogenic functions of HDGF might contribute to carcinogenesis. By using various reagents including H2O2, dexamethasome, taxol, cisplatin, CoCl2 and KCN, the cellular stress studies revealed differential responses between in 3T3 and 3T3-HDGFH. analyzed dose and time-dependent effects of UV irradiation and found that 3T3-HDGF cells are more sensitive to UV irradiation than 3T3 cells and susceptible to apoptosis. hope these experiments will bring further insights into the cellular function of HDGF, particularly during angiogenic process, thereby enable to evaluate its role during HCC progression and its potential as clinical marker and therapeutic target for HCC.

A Study of e-learning Models for Enterprises

Abstract After the information technology has rapidly improved and Internet has widespread proliferated, e-learning has become an important trend for enterprise education and training but many companies still stay in the waiting or hesitation stage. Some companies intend to carry out e-learning but they do not know how to implement or what is the key to success. The critical factors of enterprise e-learning are still obscure for them. This study is attempted to establish an implementation/advance model that may help companies understand the critical factors of enterprise e-learning for designing effective plans. It starts from literature review for getting the subjects of critical factors of enterprise e-learning and then construct a list of factors. Data were collected by six interviews with the managers and trainee from six implemented e-learning companies. Afterwards, model was established. The findings of this study present that all e-learning actions are effected and guided by the strategies, culture and system/method factors. In the implementation procedure, there are effective factors ¡V course, teaching materials, instructional design, and information technology and infrastructure, which affect the results of achievement and learning. Learning result is also directly affected by characteristic of trainee.

The Study of Utilizing IC Smart Card to Integrate Ticketing by Kaohsiung Rapid Transit Coporation

Abstract Because of its various features and advantages, utilizing IC smart card as a tool to integrate transport ticketing. has become an international trend. The electronic ticketing system can save cost, simplify fare collection procedure, increase passenger flow, and decrease time lag. By this new type of ticking technology, it further advances service quality, operation efficiency and transport capacity for the transport system operation. Furthermore, resources may be shared though the alliance among different industrial sectors and the ticket integration. The objectives of this study are try to find ways how to install IC smart card to implement ticket integration and minimize cost through ticket integration, as well as to find the factors of success in the ticket integration from profitability viewpoint for Kaohsiung Rapid Transit Corp. The ways of implementation of relative users in these factors are also evaluated to propose a feasible implementation project and a concept of overall development, so as to meet the target of integrating mass transport tickets for the Kaohsiung metropolitan area. Other relative IC smart card business will be further developed to advance operation efficiency, decrease operation cost, and increase revenue of the case company, leading to an enterprise of perpetual operation. From market environment aspect, regulatory policy aspect, technical specification of the card, and deep interviews with relative suppliers such as Hongkong Octopus Card, Taipei Easy Card, Southern Taiwan Smart Card etc., we try to find four key factors affecting ticket integration, so as to comply with the specification and limit provided in our bank laws, clarify the allocation of costs of installing equipment and distribution of profit sources, and carefully select specification of the card. Before integrating ticket, small consumptions must be combined to explore business opportunity. The experiences in continual improvements in these four factors of relative users are considered in our proposal of overall development concept and implementation project for Kaohsiung Rapid Transit Corp. As soon ticket integration is initiated, the issuing of joint card should be discussed with banks, so as to clarify the allocation of costs of installing equipment and distribution of profit sources among banks and relative participants, and then build an efficient operation model. All measures such as the adoption of non-touch card in conformity with specifications of ISO and Ministry of Transportation and Telecommunications, preparation of combining small consumptions, cooperation with retailers for profits, exploration of card distribution channels, and application range of card, are necessary projects leading to success in the implementation of the target of ticket integration.

The imbibition process of waterflooding in naturally fractured reservoirs

This thesis presents procedures to properly simulate naturally fractured reservoirs using dual-porosity models. The main objectives of this work are to: (1) determine if the spontaneous imbibition can be simulated using a two phase CMG simulator and validate it with laboratory experiments in the literature; (2) study the effect of countercurrent imbibition in field scale applications; and (3) develop procedures for using the dual-porosity to simulate fluid displacement in a naturally fractured reservoir. Reservoir simulation techniques, analytical solutions and numerical simulation for a two phase single and dual-porosity are used to achieve our objectives. Analysis of a single matrix block with an injector and a producer well connected by a single fracture is analyzed and compared with both two phase single and dual-porosity models. Procedures for obtaining reliable results when modeling a naturally fractured reservoir with a two phase dual-porosity model are presented and analyzed.
