Effectiveness of the developmental supervision model as a tool for improving quality of teaching : perceptions of the South African primary school-based managers and educators

Many schools in South Africa face challenges of poor teacher performance as a result of implementing performance evaluation systems that are not developmental. In an attempt to resolve the current implementation challenges of the South African Integrated Quality Management System (IQMS) which is theoretically aligned to the TQM principles, the focus in this study is on the perceptions of school-based managers and educators regarding the effectiveness of the developmental supervision model as a possible tool for improving the quality of teaching. A mixed methods research design characterised by the explanatory sequential design was used to address the research questions. Out of the 350 randomly selected participants in all 15 districts of the Gauteng Province responded to the quantitative phase in the form of questionnaires. This was followed by analysis of the qualitative data from three focus group interview sessions that were conducted in Sedibeng East, Sedibeng West and Johannesburg North districts of the Gauteng Province in order to get in-depth explanations on perceptions of school-based managers and educators. Each of the three focus group interviews comprised of ten purposefully selected participants embracing two principals, two vice principals, two HODs and four educators per district. The results indicate that school-based managers and educators strongly believed that the developmental supervision model is an excellent tool for improving quality of teaching by applying implementation strategies comprising of the clinical supervision, self-directed supervision, peer supervision and connoisseurship strategies. These results were based on the opinion of the participants that the characteristics of the developmental supervision implementation strategies align with the Total Quality Management principles which were perceived to have a positive influence on improving the quality of teaching. The same supervision strategies were also found to match different levels of teacher development according to their levels of expertise and commitment. In contrast, the IQMS performance evaluation process, which also involves self-evaluation and peer evaluation, was believed to lack compliance with the developmental supervision strategies and the TQM principles during practical implementation because of characteristics related to the traditional inspection approaches to professional development. It is therefore recommended that the developmental supervision model should be introduced in South African schools to effectively implement the IQMS in order to ensure improved quality of teaching. / Educational Management and Leadership / D. Managing curriculum policy implementation at correctional centres in selected South African provinces

In terms of Section 29 (1) (a) of the Constitution of the Republic of South Africa Act, No. 108 of 1996, everyone has the right to a basic education, including adult basic education. Notably, education is a basic human right even for those in conflict with the law (i.e. offenders). This study is geared towards investigating management of curriculum policy implementation at Correctional Centres in North West and Gauteng provinces in South Africa. It is therefore imperative for education managers in Correctional Centres to manage curriculum effectively and efficiently in order to avert criminal behaviour and relieve socio-economic hardships that citizens might experience. As the theoretical framework of this study, instructional leadership model would be engaged in order to foster the change required to make schools in Correctional Centres more effective and efficient teaching and learning environment. Instructional leadership is a critical aspect of school leadership. Instructional leaders should ensure that every student receives the highest quality instruction in line with management of curriculum policy implementation. The study seeks to outline the challenges faced by research participants towards management of curriculum policy implementation in Correctional Centres and to identify possible solutions to those challenges. The anticipated possible outcome would be a development of a model towards the proper management of curriculum policy implementation strategy in correctional centres. An evaluation of learning programmes in the South African Police Service

In this study, the transfer of learning criteria that can be implemented before, during and after a learning programme was investigated. The transfer of learning criteria was identified, after which the Station Management Learning Programme was evaluated to see whether transfer of learning criteria was used during the facilitation of the programme. The study population for the research was comprised of facilitators and station commanders, who facilitated and attended the Station Management Learning Programme in Gauteng as part of their development as Station Commanders. The study methodology involved qualitative and quantitative approaches to data collection, with questionnaires and one-on-one interviews. Descriptive statistics were produced and literature, questionnaires and interviews were examined to establish whether transfer of learning took place. The findings of the study reflect that various learning transfer strategies exist and that these can be used to transfer learning from the classroom to the work environment. The study concludes that a significant number of transfer of learning strategies are already implemented in the South African Police Service, in the presentation of the Station Management Learning Programme. / Adult Basic Education (ABET) / M. The impact of integrating smartphone technology on Grade 10 learners’ achievement in Algebra

Smartphone technology can be integrated in mathematics education, since most learners immerse in this technology. Teachers should be facilitators of confined learning in traditional classrooms, including digital facilitators. The aim of the study was to determine the effect of integrating smartphone technology on Grade 10 learners’ achievement in algebra. The study focused on two Grade 10 classes from different township schools in the Gauteng Province. The study was conducted during the first term of 2016. A quasi-quantitative experimental research design was used. Smartphones were integrated in algebra teaching and learning, using the Microsoft Math online application: https://www.math.microsoft.com. Despite challenges encountered during the study, the results indicated a positive impact on learners’ achievements in algebra, amongst experimental group learners. Developing the professional capacity of educators teaching in the context of a special school through collaboration and peer coaching

The objective of education authorities worldwide is to enhance teachers’ professional capacities and practices through the supply of quality continuous professional development (CPD) activities. The South African education system has been subjected to many changes during the past two decades which have seriously affected the quality of education provided in schools country wide. Professional development (PD) of teachers has been found to be a key factor in raising standards in South African schools. Although the National Department of Education has identified teacher development as important, very little has transpired in the education system. School leaders should, therefore, take on the responsibility of providing their staff with PD opportunities. To support teachers in special schools and to enhance their professional capacity, the researcher designed, implemented and evaluated a collaborative PD model in six special schools in Gauteng. The aim of the study was to establish the value of the CPD programme on teachers’ learning, learners’ outcomes and whole school change. This multi-phased case study research was positioned within a bigger study conducted by the Gauteng Department of Education and in particular the Early Childhood Development Institute (ECDI). This larger study was based on the fact that most of the burn related accidents in South Africa occur in the 0-4 age group, which served as the rationale for including the fire safety programme in the ECD curriculum. The focus during the research was on the adaptation of fire safety activities and learners and teacher support materials for an inclusive classroom. This research reports on a two year study on the implementation of a CPD model based on collaboration and peer coaching. The theoretical framework for this study links to theories of constructivism, organisational theory of Senge, network and social capital. This research serves as an example of where valuable internal and external networks were formed for the benefit of all involved with the study. The design and implementation of intervention programmes for disadvantaged school beginners

The aim of this study was to investigate the design and implementation of early intervention programmes used for disadvantaged learners in South Africa. The focus was on the Grade R class since it has been introduced to prepare learners for formal schooling. The extent to which the programme could influence the learner's skills were investigated. The design is defined in terms of the structure, goals, and content of the programme. The implementation strategy in this investigation is explained in broad terms to include ECD policies, delivery structures and modes, teacher preparedness and arrangements made at school level. The investigation was conducted as a case study in disadvantaged school-based Grade R classes of the Gauteng province. It established that the design of the Grade R programme followed the constructivist approach by combining the developmental and behavioural approaches to teaching. The design was commendable with regard to its goals and its duration. However, concerns were raised with regard to the structure and content of the Learning Area Programmes. An alternative design is recommended. The success of any programme depends to a large extent on implementation strategies used for delivery. This investigation established that policy formulation at national level followed international trends. Implementation power was devolved to the provincial departments in order to accommodate provincial diversity. However, structural deficits and undefined line functions were identified at provincial and district levels. The impact of this deficiency was evident in the Grade R classes. Finally this study concluded that although learners showed developmental gains, this cannot be regarded as the influence of the Grade R teaching because this age group is still developing and the change could be ascribed to maturation. Information communication technologies as a support mechanism for learners experiencing reading difficulties in full-service schools

Reading is an important skill that forms part of acquiring knowledge. It improves literacy levels, social skills, personal wellbeing and provides a sense of purpose. However, there are majority of learners experiencing reading difficulties around the world. The purpose of this study revolves around recent trends in academic underperformance that have led to a proliferation of studies which suggest that one of the greatest causes is reading difficulties. The Full-Service Schools (FSS) being part of the support strategy as denoted by Education White Paper 6 are primary schools that are equipped with most resources including Information Communication Technologies (ICTs). For this reason, they were selected so that the perceptions and experiences of their School-Based Support Team (SBST) members and Learning Support Educators (LSEs) can be explored, described and be explained when supporting learners experiencing reading difficulties. Through the concurrent triangulation mixed methods design data was collected using both quantitative and qualitative methods (that is the structured questionnaire, focus group interviews and official documents). The collected data was analysed through mixed analysis and merged to corroborate the findings from quantitative and qualitative data. Findings indicated that there was a small statistically significant difference in the reading performance of participants who were exposed to ICTs as a support mechanism for learners experiencing reading difficulties in the FSS. The slight improvement can be attributed to lack of ICTs guidelines for supporting learners experiencing reading difficulties, limited teacher training on ICTs and the limited use of the ICTs. In conclusion, the ICTs scaffolding guideline for teachers to support leaners experiencing reading difficulties was developed. The guideline incorporated the three theories that unpinned this study namely the social interaction part of Vygotsky’s sociocultural theory, the readers-response theory and e-reading theory. Throughout the ICTs scaffolding guideline, electronic text feature as part of the e-reading theory. It is the eradication of reading difficulties that can improve the learners’ confidence which in turn will have a positive effect on their academic performance on some or all of the subjects. / Psychology of Education / D. An investigation grade 11 learners errors when solving algebraic word problems in Gauteng, South Africa

South African learners struggle to achieve in both international and national Mathematics assessments. This has inevitably become a serious concern to many South Africans and people in the education arena. An algebraic word problem holds high preference among the topics and determines success in Mathematics, yet it remains a challenge to learners. Previous studies show there is a connection between learners’ low performance in Mathematics and errors they commit. In addition, others relate this low performance to English language inproficiency. This has encouraged the researcher to investigate the errors Grade 11 learners make when they solve algebraic word problems. The researcher used a sequential explanatory mixed approach to investigate Grade 11 learners from Gauteng, South Africa when they solve algebraic word problems. Accordingly, a convenient sampling helped to select three schools, and purposive sampling to choose the learners. In this study, the researcher employed a quantitative analysis by conducting a test named MSWPT with 150 learners. In addition, the researcher used qualitative analyses by conducting the Newman (1977) interview format with 8 learners to find out areas where errors are made and what kind of errors they are. Findings discovered that 90 learners demonstrated unfitness due to poor linguistic proficiency, while the remaining 60 learners fall into three main categories, namely those who benefitted from researcher unpacking of meaning; those who lack transition skills from arithmetic to algebra; and those who lack comprehension and calculation knowledge. Conclusively, the researcher found linguistic, comprehension, semantic and calculation errors. The reasons learners make these errors are due to (i) a lack of sufficient proficiency in English and algebraic terminology (ii) the gap between arithmetic and algebra. / Institute for Science and Technology Education (ISTE) / M. This thesis is a study of a leadership model for the effective management of Further Education and Training (FET) colleges in the Gauteng Province. This research was triggered by the need for quality and sound leadership skills highly needed in FET colleges. The vision of FET colleges lies at the heart of the integration of the country's education and training system. Leadership is the distinguishing factor in bringing about organisational transformation. A key contemporary issue in the development of a high quality education service relates to the new thinking about how best to pursue quality and excellence in FET colleges. Leadership, strategic planning and the need for alternative models of management lead, inevitably, towards a reconsideration of both staff competencies and continuing staff and organisational development. This research seeks to assist those who have the responsibility of leading and managing the further conceptualisation and implementation of further education and training. A qualitative research was conducted, in which a newly merged college in Pretoria was chosen as a case study for this research. The following constituted the broad aims of this study:  To examine the leadership strategies that should be employed for effective management of FET colleges;  To investigate the vision and mission development and implementation and the organisational structures established;  To determine the opportunities and challenges offered by the new large and multi-sited college; and  To investigate a leadership model for the effective management of FET colleges. Semi-structured individual interviews were conducted with the leadership of the college ranging from the senior managers, campus managers, middle managers to educators. Analysis of documents and observation notes was also done to supply more data about FET leadership. Data were analysed and interpreted by identifying themes and categories that would shed more light into the effective leadership of the college. The following recommendations were made:  A new approach to the leadership of the college should be adopted;  The leadership of the college should be more accountable and responsive to community needs;  More financial support should be allocated to FET colleges; and  More focus should be given to learner support. / Educational Studies / D.Ed. Changing practices and systems: Implementing the online learning community at the University of South Africa

This study reports on the use of action research methodology to generate a critical reflective collaborative setting. The aim was to infuse the institution with the results of this study in order to stimulate debate on the issues regarding change in practice and systems. The suitability of Internet communication technologies, more specifically the online learning community, is evaluated as a delivery mode that would address today’s learning needs. This required the collaborative construction of knowledge in a community setting with the teacher enabling communication and interaction, and facilitating and stimulating the sharing and testing of ideas and constructs. But such a learning scenario was found to be significantly challenging to the current print-based learning experience. It implied a challenge to teaching and support staff as well as the questioning of the efficiency and legitimacy of current instructional design staff and procedures used. The teaching responsibilities and commitment in the online community was outlined as against current print-based teaching practice. The current development and production culture, which restricts innovation and change in practice and systems significantly, came under pressure. The success of the online learning community in the Unisa context was nevertheless significant and it has the potential to serve as an opportunity to re-examine print-based production and delivery and to devise strategies and solutions to increase the quality significantly. / Faculty of Education / D.
