The role of parents, teachers and the state in the establishment of a culture of teaching and learning : a study in time perspectiveShiluvane, Samuel Mugebisa 11 1900 (has links)
This thesis reflected upon the historical roots of the problems which prevent parents, teachers and the state from fulfilling their societal functions in such a way that a culture of teaching and learning is established. It was emphasised that during the traditional period (1554-1799) parents, teachers and the state (chiefs) played a leading role in the upbringing of children to the extent that there were few factors militating against the establishment of a culture of
teaching and learning. From 1799 up to 1910 education was under the control of missionaries. Missionaries made the
mistake of encouraging the weakening of traditional values once effectively employed in raising
children. Parents were not given an opportunity to play an effective role in the education oftheir
children. Schools lacked resources. Teachers were poorly paid and ill qualified. In spite of
these shortcomings, missionaries did more good than harm in creating favourable conditions for
teaching and learning. It was also indicated that from 1910 up to 1953 education was under the control of the missionaries
and provincial administrations (backed by the Union Government). The era was characterised by:
• The state giving increasing financial assistance to schools
• The teachers' fight for the improvement of their conditions of service and resources.
• The limited participation given to parents in educational matters concerning their
children.
It was further indicated that when Bantu Education was introduced in 1953, schools became political
battle-fields. Through the influence of political organisations, parents, teachers and school
children organised strikes took place in protest against the Bantu Education system. The state
relied on repressive measures to control education. The activities of political organisations and
the state led to the breakdown of the culture of
teaching and learning. The threatening situation in the country towards the late 1970s caused the
state to realise the urgency of bringing reforms into education. The reforms brought about by the
state were rejected by parents, teachers and school children. This resulted in the continuation of
the crisis in education. Despite the dawn of the New Dispensation in 1990 parents, teachers and
the state are worried by the deepening education crisis manifested in factors such as violence,
increasing use of drugs and the Aids epidemic.
Finally, it was indicated that there are no instant solutions to the deepening education crisis.
What is important is that parents, teachers and the state should make a united effort to bring

The management of equity in medical schools in South AfricaNaidoo, Kethamonie 01 1900 (has links)
This study explores the management of equity in medical schools in South Africa using both quantitative and qualitative research methods. Notions and models of equity are discussed and student and staff profiles in medical schools are contrasted with national and international profiles. in-depth unstructured interviews are conducted with select senior and executive management members at national, institutional and faculty of medicine levels to identify the challenges and best practices associatd with promoting equity in medical schools in five broad areas, namely, staff, students, curriculum, research, and policies and practices.
The study shows significant contextual differences between medical schools and their universities resulting in divergent trends in the student and staff profiles. Historically Black medical schools continue to provide access to aproximately 68% of African MBChB students. Postgraduate students remain predominantly White men and although more female than male students are enrolled for MBChB, the few females entering postgraduate training are segregated in particular areas of specialisation. Redressing the historically determined prevailing inequities in medical schools, in terms of race, gender and class, is inextricably linked to different management ideologies, management policies and practices, economic factors and discipline specific power dynamics.
To manage equity inmmedical schools more efficiently, it is recommended that a single, separate budget be allocated to medical schools for staff appointments and student training. The management of academic health complexes should be under the jurisdiction of a national, joint Department of Education/Department of Health structure. Such a structure should, at a national level clarify, co-ordinate and monitor equity in medical schools and ensure that policies and practices in medical faculties are aligned to national strategic transformation frameworks and equity goals of higher education and health. Monitoring could include analyses of student applications, admissions, failure, drop-out and graduation rates of students.
The establishment of a comprehensive database of South African medical doctors by race, gender, area of specialisation and location of practice is needed to track trends and shifts. / Educational Studies / D. Ed. (Educational Management)

Educators' experience of the implementation of outcomes-based education in grade nineGhanchi Badasie, Razia Banoo 30 November 2005 (has links)
This research focuses on educators' experience of implementing outcomes-based education in grade nine in secondary schools in South Africa. Two schools were chosen as settings for the qualitative research project. Three focus groups with 20 educators, two focus groups with 14 managers and seven personal interviews were conducted. Twelve classrooms were also observed where grade nine learners were being taught.
Findings indicated that some educators found the experience of implementing OBE positive in that it improved their repertoire of facilitating and assessing skills. The reasons for citing OBE as a negative experience were given as the following: an increased workload, poor training and lack of follow-up by the Department and the school management team's degree of involvement. Recommendations were made on how to ease the burden on educators implementing OBE in their classrooms and to empower school managers to manage the implementation of OBE within their respective areas of responsibility. / Educational Studies / M. In South Africa Outcomes-based Education (OBE) has been adopted as the approach to education in a new educational dispensation. A point of departure is that school managers have a managerial responsibility to educators. The effective implementation of OBE in secondary schools is essential to the success of OBE. The study investigates the impact of the attitudes of school managers on the implementation of OBE in secondary schools and makes recommendations for the improvement of practice. The problem was conducted by a literature study and empirical investigation using a questionnaire and semi-structured interviews administered to a small sample of principals, deputy principals and heads of departments in selected secondary schools in the Umlazi South district of Kwa-Zulu Natal. Findings showed that school managers in the sample have negative attitudes towards the implementation of OBE. In 2006 South Africans celebrated the twelfth anniversary of a democratic South African. A paradigm shift in education was a prerequisite and the government introduced an inclusive education system.
The aim of this investigation was to make a contribution to the understanding of educational needs of learners who experience barriers to learning and to provide guidelines on how to support them. This research will however attempt to examine how educators manage inclusion in the classroom, their competencies and the strategies they need to be competent inclusive teachers.
The data is based on focused group interviews, observation and document analysis. The researcher selected Maloka primary school as the research site. The subjects that were chosen were 2 Grade 5 classrooms and 6 educators. The main themes identified in the interviews were among others availability of resources, strategies need and problems encountered in teaching inclusive classes.
The conclusion reached is that inclusive education is here to stay so the

The purpose of this research was to investigate the factors affecting job satisfaction at the Coastal Kwa Zulu Natal (KZN) Further Education and Training (FET) COLLEGE - SWINTON CAMPUS in order to determine the factors that lead to job satisfaction and job dissatisfaction, to measure these factors and to present findings and make recommendations to management and the Department of Education in order to promote and improve job satisfaction at the college. The data was collected and administered by means of a structured questionnaire based on the Minnesota Job Satisfaction Questionnaire (MSQ).
It was discovered that most of the academic staff draw their job satisfaction from having a positive working relationship with management, their relationships with their peers, their training needs and the training provided from the college, and the condition of their staff room.
It was found that educators mostly derive their job dissatisfaction from the absence of recognition for work done, remuneration and the benefits that they receive, company policies and practices, achievement and advancement, feedback and communication, the ability to work independently and creatively and the general working conditions of the college. The fit between Government language policies and institutional language policies : the case of indigenous languages in the South African Higher education systemsNkuna, P. H.(Paul Hendry),1963- 06 1900 (has links)
The new higher education system of South Africa is in the process of transformation. Part of the transformation process involves raising the use and status of indigenous languages to become essential part of the country‟s higher education system. The constitution of the Republic of South Africa (Act 108 of 1996) laid a foundation responding to the imperative regarding the use and status of indigenous languages. The Ministry of Education (Higher Education) pays special attention to fitting their education policies to the constitution by incorporating subsection 27(2) of the Higher Education Act, 1997 (Act 101 of 1997) that states “subject to the policy determined by the Minister, the council, with the concurrence of the senate, must determine the institutional language policy of a public higher education institution and must publish and make it available on request”. The Language Policy for Higher Education was published by the Ministry of Education in November 2002. Lastly, the Ministry of Education appointed a Ministerial Committee “to advise on the development of African (indigenous) languages as mediums of instruction in higher education.” This committee published its report in 2005. This study investigates the fit between government language policies and institutional language policies. The focus is on indigenous languages in the South African higher education system. The main purpose is to argue for the design of an integrated institutional language policy framework in a holistic way. The study population consisted of the 23 universities and the indigenous language academic staff. A case study and survey were used. All twenty-three indigenous language units from the 23 universities‟ departments were used in the survey section of this research. A random sample of respondents was used, all the respondents were indigenous language academic personnel. Questionnaires were sent to each one who agreed to participate. This questionnaire was the main research instrument for collecting data. The research showed that there is no fit between government language policies and institutional language policies. It is recommended that improvements in fit between government language policies and institutional language policies be embarked upon across the 23 universities‟ staff members and stakeholders (students). / African Languages / Thesis (D. Issues of school governance within the transformative paradigm : exploring parental involvement in Waterberg DistrictMutero, Adwell 06 1900 (has links)
The concept of parental involvement has been viewed as an ideal style of leadership and management for school development purposes. In South Africa’s case, it is an educational policy which is expected to reign in all school management bodies. Many theorists envisaged parental involvement as enhancing active involvement of parents and it has been advocated by many scholars who believe it is the best leadership style in implementing democratic values to education, particularly South African rural education, which is still in a transitional stage. The primary purpose of this research was to investigate the extent to which parents contribute towards education of their children.
This study involved transformative case study as a research design at one rural school in Waterberg district in South Africa. This research employed three data collection techniques, namely semi-structured interviews, focus groups and document analysis. When formal education was introduced in South Africa schools it was regarded as exceptional environment for teachers, school administrators and learners. To a large extent, parents and the communities regarded themselves as something outside of the education system. The main findings of this study revealed that there is a lack of joint understanding and shared vision between educators and parents in the School Governing Body. This problem underpins other more symptomatic problems, such as lack of accountability in the matter of school finances, differences in understanding the roles of School Board members and lack of parents’ motivation from the school management. It highlighted some of the challenges that hinder the effective involvement
of parents in rural school governance, such as poor educational background among parents. The study has also revealed challenges and consequences of non-parental involvement in school governance.
The conclusion that could be drawn from the study is that in schools where parent-community involvement is highly visible, teacher effectiveness is apparent and this contributed significantly to the improvement of learner performance while in schools where parent-community involvement is non-existent or minimal, the result is the opposite. / Educational Leadership and Management / M. Education policy implementation in a society in transition : a multivariate systems approachRameshur, Harrilal. 01 1900 (has links)
At the best of times, education policy implementation is a difficult and
uncertain process. Taking this as a point of departure, the researcher
advanced the hypothesis that education policy implementation in a society
in transition:
is accompanied by a fragmentation of the pre-transition coherence in
interpersonal relations among policy actors;
is affected by a heightening of value conflicts and the emergence of
competing interpretive schemes;
is influenced by the perceived self-interest of policy actors;
is affected by changing power relationships and structural
adjustments; and
reflects a general weakening of interpersonal, cultural, and
structural linkages that had evolved in pre-transition years.
The Indian education system in South Africa was studied as an exemplar
of a system located in a society in transition.
The data collated by means of three research strategies - historical report, questionnaire, and structured interview - gave strong support to
the hypothesis. In addition, they pointed to the significance of
variables such as policy content and policy quality, political interference and pressure, bias and favouritism among senior officials,
religious, sectional, and language loyalties of participants, and loss
of job satisfaction and morale among policy actors.
These findings were discussed against the background of relevant
literature. This concluded in the development_gf a theoretical model to
explain education policy implementation in a society in transition.
Basically, the model suggests that socio-political struggles in the
larger society tend. to be replicated in the micro-contexts of the education system, producing fundamental alterations in the interpersonal,
cultural, and structural aspects of the system, a general weakening of
system linkages, and a progressive de-coupling of system components. All
these changes recursively impact on and are impacted on by policymaking
and policy implementation processes and outcomes. These impacts,
however, tend to occur in a non-standard, nonlinear manner. The
theoretical underpinnings of the model emerge from general systems
theory, modern social systems theory, chaos/ complexity theory, conflict
theory, structuration theory, organisation change theory, and loosely
coupled systems theory.
Finally, the study concludes with general propositions relating to
education policy implementation in a society in transition and a set of

This investigation focuses on the leadership role of the principal in managing and
supporting curriculum change in South African schools. The results reveal that principals are
required to initiate change and to lead the curriculum change process in schools. Principals are
expected to monitor, manage and evaluate the implementation of OBE in their schools. They also
need to provide ongoing support to colleagues and are further required to acquire and employ
skills, qualities, characteristics and a management style that is suitable for the OBE leader.
This investigation recommends that for principals to manage and support curriculum change
effectively in South African schools:
• Principals are in need of more training and ongoing support
• Commitment and support to the outcomes based curriculum is called for
• Skills and qualities, for effective leadership, needs to be acquired and employed
• A strategy to manage, monitor, support and evaluate curriculum implementation
