A Constituição Federal prevê a igualdade de condições para o acesso e permanência na escola. A história da educação superior brasileira é marcada pela desigualdade social. A cultura de avaliação de programas vem se institucionalizando no Brasil. A presente pesquisa apresenta uma avaliação da eficácia do Programa de Auxílio Estudantil da Universidade Tecnológica Federal do Paraná – Câmpus Curitiba, por meio de estudos comparativos do coeficiente acadêmico e da permanência entre os estudantes beneficiados pelo Programa e os não-beneficiados. Expõe um breve histórico do Ensino Superior e da Assistência Estudantil no Brasil. A questão social apresentada é a permanência dos estudantes em situação de vulnerabilidade socioeconômica no ensino superior. E para o seu enfrentamento, normas foram editadas e ações desenvolvidas, inclusive o Programa de Auxílio Estudantil da UTFPR. Discute conceitos da avaliação de Programas Sociais e da Governança Pública. Trata-se de um estudo de caso, no qual foram coletados dados do sistema acadêmico da instituição e do Programa de Auxílio, complementados por um questionário aplicado aos ex-alunos bolsistas graduados e desistentes. Construiu-se um sistema de indicadores, concluindo-se pela eficácia do Programa de Auxílio Estudantil. Traz como resultado, a superioridade dos coeficientes acadêmicos dos estudantes bolsistas em relação aos não bolsistas, bem como uma taxa de evasão inferior dos bolsistas em relação aos demais estudantes do Câmpus. / The Federal Constitution predicates equal conditions to the access and permanency in the school. The Higher Education History in Brazil is spotted for social inequality. The programs evaluation growth has becoming systematized in Brazil. This study presents an evaluation of the efficiency of the Student Scholarship Program of the Federal Technological University of Paraná—Curitiba, through comparative studies between Scholarship Program students and the rest of the student body focusing on grades and student retention. The study offers a brief overview of Brazilian Higher Education and Student Scholarship Programs. The social issue examined is the retention of students in positions of socioeconomic vulnerability in higher education. In order to confront these issues, standards were edited and actions were developed, including the Student Scholarship Program of UTFPR (Federal Technological University of Paraná). The study discusses evaluation procedures of Social Programs and Public Governance. This is a case study in which the university’s academic and the Scholarship Program databases are used as a corpus, and in which a questionnaire for former students, both graduated and withdrawn from the program, serves as compliment. A system of indicators was constructed, and its conclusion is presented through the efficiency of the Student Scholarship Program. The case study results demonstrate higher academic grades from scholarship students in relation to non-scholarship students, as well as higher retention rates for scholarship students in relation to the rest of the student body on campus

Educational inequality on access to physical resources at Highveld Ridge East Circuit : Mpumalanga

The phenomenon of educational inequality on access to physical resources in the Highveld Ridge East Circuit of Mpumalanga was investigated in the study. Since the COVID-19 worldwide pandemic had affected education on a global scale, South Africa included, it became necessary to incorporate this new development into the emerging design that unfolded. The study explored the impact of access to physical resources in three public schools. The aim of the investigation was to ascertain how educational disparities on access to physical resources manifested at the chosen research sites, especially during the COVID-19 pandemic. A qualitative research approach was utilised comprising of a multiple case study design. The study reported how the principal and deputy principals viewed educational inequality on access to physical resources from a management perspective, while educators provided insight on the effect of this phenomenon on the teaching and learning process. Observations, individual interviews involving the principal and deputy principals as participants, and focus group interviews involving the teachers, as well as the scrutiny of relevant official documents provided the empirical data for this investigation. All research participants were purposively selected, as a full staff complement was unavailable at the research sites during the pandemic. The results that emerged from the study indicated that educational inequality was prevalent in these public schools. The dearth of resources, and in some instances basic essential resources, had a marked impact on the management as well as the teachers and students at these schools. A significant point to consider was how ill-equipped the public schools in this area were to deal with education during a global pandemic. The backlog of the inequities on access to physical resources needed to be addressed as a matter of dire urgency if the country had any hope of salvaging the education process even at the most basic level. The recommendations in the conclusion of the study are desperate pleas for help in assisting the country, especially the previously marginalised, to move forward in the worst of times. / Educational Management and Leadership / M. It was only during the 1990's that the Nationalist government under F.W. de Klerk, acknowledged the legitimacy of the demands by Blacks for an equitable and just education. After Nelson Mandela had been elected as the first Black president of South Africa, a single education system was formed. Control and administration of education was assigned to the nine newly established provinces. Gender treatment in Grade nine classroom instructional activities and representation in English textbook

Abstract in English, Afrikaans and Zulu / The aim of this study was to explore how gender is perceived in classroom instructional activities and how it is represented in the Grade 9 English textbook in Ethiopia. To do this, the constructivist paradigm was used as a way of viewing the educational world. Underpinned by the Sociocultural Theory (SCT) and Gender Schema Theory (GST), the study was qualitative and used a multiple case study inquiry. The selection of participants was through purposive sampling and data were collected through interviews, observations and textbook review. The study was undertaken at four government high schools, and the focus was on Grade 9 at Chacha, Minjar, DebreSina and Mekoy Districts of North Shoa Zone in Amhara Region. Sixteen learners, four teachers and four principals were interviewed. The findings concluded in two significant findings: 1) improper gender treatment in classroom instructional activities, and 2) imbalance of gender representation in Grade 9 English textbook. The first finding generated emerging themes, for instance (a) imbalanced allocation of roles and responsibilities between girls and boys; (b) girls’ embarrassment by others; (c) girls’ incapability to manage group and use given opportunity in classroom; (d) male domination and female subordination; (e) gender policy implementation gap at school; (f) impediment of girls’ participation due to patriarchal thinking; (g) challenges of traditional gender thinking in classroom; (h) parents’ practices and experiences affected learners’ practices and experiences in classroom; (i) lack of girls’ recognition by others; and (j) self-overestimation seen by boys and self-underestimation seen by girls. The themes for the second major finding include: (a) men overrepresentation and women underrepresentation; (b) presence of gender-marked vocabularies to enhance women’s passive role; (c) encouragement of traditional gender representation by assigning women in baby-sitting, and domestic chores, such as cleaning, cooking or shopping; (d) manifestation of man first-ness; and (e) imbalance of pictorial representation between women and men. The study recommends that teaching gender equality to the school community and society could be used to discourage gender stereotyped and biased engagements. Female teachers should be role models for girls. Educators should use gender-sensitive materials for the development of a gender-free awareness by the young generation. / Die doel van hierdie studie was om te ondersoek hoe gender in klaskameronderrigaktiwiteite ervaar word en hoe dit in die Graad 9 Engelse handboek in Etiopië voorgestel word. Ten einde dit te doen, is die kontruktivistiese paradigma as beskouingswyse van die opvoedkundige wêreld gebruik. Die studie was kwalitatief, onderlê deur sosiokulturele teorie en genderskemateorie, en die ondersoekmetode van veelvuldige gevallestudies is gebruik. Deelnemers is met behulp van doelbewuste steekproefneming geselekteer en data is deur middel van onderhoude, observasies en 'n handboekoorsig ingesamel. Die studie is by vier regeringshoërskole onderneem, en die fokus was op Graad 9 in die Chacha, Minjar, DebreSina en Mekoy distrikte van die Noord-Shoa sone in die Amhara streek. Onderhoude is gevoer met sestien leerders, vier onderwysers en vier skoolhoofde. Daar was twee beduidende bevindings: 1) onvanpaste genderbehandeling in klaskameronderrigaktiwiteite, en 2) 'n wanbalans in gendervoorstelling in die Graad 9 Engelse handboek. Die temas van die tweede hoofbevinding het ingesluit: (a) die óórverteenwoordiging van mans en onderverteenwoordiging van vroue; (b) die teenwoordigheid van gendergekleurde woordeskat om vroue se passiewe rol te beklemtoon; (c) die aanmoediging van tradisionele genderverteenwoordiging deur huishoudelike take soos skoonmaak, kook en inkopies doen aan vroue toe te ken; (d) die manifestering van manlike uitnemendheid/"eerste wees"; en (e) 'n wanbalans in die verteenwoordiging van vroue en mans in illustrasies. Die studie beveel aan dat die skoolgemeenskap en die gemeenskap in gendergelykheid onderrig word ten einde genderstereotipering en bevooroordeelde optredes te ontmoedig. Vroulike onderwyseres behoort 'n rolmodel vir dogters te wees. The role of the state in the establishment of a culture of learning and teaching in South Africa (1910-2004)

Formal state-controlled education has been a central element for social development in South Africa since the formation of the Union of South Africa in 1910. The establishment and promotion of a culture of learning and teaching is regarded as a pre-condition for high educational standards. This thesis is a study of the role of the state in the establishment of a culture of learning and teaching in South Africa from 1910 to 2004. To understand the role that the state played in promoting, or inhibiting, a culture of learning and teaching, a historical review was taken of the state's role in formal schooling in the period of the Union (1910-1947), the era of apartheid (1948-1989), the transitional period (1990-1994) and in the era of the democratic South Africa. As an ideal, the state has a responsibility to ensure the establishment of a culture of learning and teaching. The historical review revealed, however, that the state used its policies to promote political rather than educational ideologies - and in the process, there was a complete breakdown in a culture of learning and teaching. The establishment and promotion of a culture of learning and teaching towards the maintenance of high academic standards in South African state schools was the motivating force behind this study. Therefore, this study concludes with guidelines and recommendations grounded in the historical review that will hopefully promote a culture of learning and teaching in South African schools in future. / Educational Studies / D.Ed. This dissertation is a study of academic freedom, an issue which is regarded as a precondition for the university's successful execution of its task, namely the advancement and dissemination of knowledge. To understand what academic freedom really implies and entails, a historical review was undertaken of the various interpretations of academic freedom in the Medieval Italy and France, Imperial Germany, the late 19th century and the 20th century American and South African universities. As an ideal, academic freedom implies the free but responsible search for knowledge and truth. The historical review revealed, however, that academic freedom has at times been misunderstood and abused. The realisation of true academic freedom in South African universities was the motivating force behind this study. Therefore, this study is concluded with guidelines and recommendations grounded in the historical review that will hopefully promote academic freedom in South African universities. / Educational Studies / D.
