[pt] Em meio aos debates sobre a baixa qualidade da educação pública brasileira, em especial no ensino médio, com altos índices de reprovação e evasão, este trabalho teve como objetivo investigar as políticas de gestão implementadas pelos estados brasileiros procurando identificar, por meio da análise dos seus programas, projetos, modelos de gestão e indicadores educacionais, se há relação entre gestão e desempenho na educação pública de nível básico nesses estados. O pano de fundo para o desenvolvimento da tese foi a importância que vem sendo conferida à gestão pública para o alcance dos objetivos de qualidade e equidade na educação a partir dos movimentos internacionais de reforma educacional das décadas de 1980/90, que influenciaram os textos legais e promoveram mudanças na forma de se pensar a educação pública no Brasil. Inicialmente foi realizada uma revisão de literatura sobre os movimentos de reforma da gestão pública no Brasil e no mundo, o modelo de gestão por resultados resultante, as experiências internacionais de reforma educacional e os princípios e premissas das mudanças promovidas no sistema educacional brasileiro. Baseadas na questão inicialmente colocada, no objetivo e na metodologia de estudo de múltiplos casos, foram investigadas as experiências de gestão educacional de sete estados brasileiros – São Paulo, Pernambuco, Goiás, Espírito Santo, Rio de Janeiro, Ceará e Minas Gerais. Observou-se que as mudanças promovidas por esses estados na gestão educacional tiveram efeitos positivos sobre os indicadores educacionais e para ampliar o conhecimento de cada um deles sobre sua realidade educacional, possibilitando a formulação de políticas educacionais voltadas para atender a demandas e solucionar problemas específicos das suas redes de ensino. / [en] Amid the debates about the low quality of Brazilian public education, particularly at high school, with high rates of disapproval and avoidance, this work aimed to investigate the management policies implemented by the Brazilian states seeking to identify, through the analysis of their programs, projects, management models and educational indicators, if there is a relationship between management and performance in basic education in these states. The background for the development of this thesis was the importance that has been conferred to public management to reach the objectives of quality and equity in education from the international educational reform movements of the 1980s and 1990s, which influenced the legal texts and changed the way of thinking public education in Brazil. Initially a literature review was carried out on the public management reform movements in Brazil and in the world, and on the resulting results-based management model, the international experiences of educational reform and the principles and premises of the changes promoted in the Brazilian educational system. Based on the question initially proposed, the objective and methodology of multiple case study, the educational management experiences of seven Brazilian states were investigated – São Paulo, Pernambuco, Goiás, Espírito Santo, Rio de Janeiro, Ceará and Minas Gerais. It was observed that the changes promoted by these states in educational management had positive effects on educational indicators and to increase their knowledge about their educational reality, enabling the formulation of educational policies aimed at meeting the demands and solving specific problems of their schools and teaching departments.

Este estudio trata acerca de la comunicación interna y su incidencia en la satisfacción laboral en una Unidad de Gestión Educativa Local de Lima Metropolitana. Dentro de los objetivos se planteó determinar la relación entre la comunicación interna y la satisfacción laboral en los colaboradores de una Unidad de Gestión Educativa Local de Lima Metropolitana. Para ello, se diseñó una investigación de tipo descriptiva correlacional, en donde se aplicó una encuesta por cuestionario de 54 ítems a 143 colaboradores de una Unidad de Gestión Educativa Local de Lima Metropolitana para medir las variables de investigación. El instrumento se elaboró con la escala de Likert, con puntajes del 1 al 5, se ha determinado según el Coeficiente de Pearson (R=0,675) y T student, que existe una relación entre las variables de estudio; el nivel de percepción de la comunicación interna se encontró predominantemente un nivel alto en 62%, para la variable Satisfacción laboral se encontró predominantemente un nivel alto en 54%. / This study is about the internal corporate communication and its incidence on job satisfaction in a Local Educational Management Unit in Metropolitan Lima. Within the objectives there are set goals to determine the relationship between internal corporate communication and job satisfaction in the collaborators in the Local Educational Management Unit in Metropolitan Lima. For this, there has been designed a descriptive correlational research, where a questionnaire survey of 54 items was applied to 143 collaborators of a Local Educational Management Unit in Metropolitan Lima to measure the research variables. The diploma thesis deals with the topic of further education of teachers in the field of digital competencies from the perspective of educational management. This subject was chosen not only of its topicality, but also due to the strategic dimension of further education of teachers and their digital skills, which reflect the key documents of MŠMT. The theoretical part of the diploma thesis focuses on theses related to educational management, further education of teachers and ends with a chapter dealing with digital competencies. The research part of the diploma thesis pays attention to the offer and demand of further education of teachers and the reflection of digital competencies of teachers through qualitative research and data analysis. Specifically, the research survey consists of semi- structured interviews conducted with primary school teachers in the capital city of Prague, analysis of data from the Teacher's digital competences framework and analysis of selected websites collecting the offer of further education of teachers. [pt] A pesquisa considera a perspectiva da federação tridimensional que estabeleceu o município como ente federado a partir da Constituição Federal de 1988 e da LDBEN 9.394 de 1996. A intensificação da municipalização do ensino fundamental neste contexto, com aumento no número de matrículas de estudantes em idade obrigatória de escolarização, implicou em novas responsabilidades para as equipes gestoras locais, tornando seu trabalho mais complexo. A pesquisa buscou i) compreender como redes públicas municipais de ensino se organizam do ponto de vista administrativo para atender ao público matriculado em suas escolas e ii) investigar os arranjos institucionais e as ações empreendidas pelos órgãos gestores e suas possíveis relações com os diferentes perfis de rendimento das redes de ensino em termos de qualidade e equidade educacional. O estudo, de natureza quantitativa, complementado por estudos de caso, foi realizado tendo como referenciais os estudos da área de gestão e política educacional. A análise foi realizada a partir de três categorias-chave: contexto socioeducacional, arranjo institucional e focalização da gestão. A partir do estudo realizado observou-se que há compromisso das equipes locais e esforços expressivos, ainda que diferenciados em cada caso, empreendidos para garantir a matrícula e a frequência com sucesso escolar dos alunos das redes municipais de ensino. Contudo, as interferências externas, em especial da política local e limitações de natureza técnica, em contextos socioeconômicos de parcos recursos das famílias e da rede pública de ensino dificultam a elaboração de políticas educacionais que logrem promover qualidade com equidade educacional. / [en] This research considers the federation three-dimensional perspective which established that the municipalities are enabled as federated entities since our Brazilian Constitution from 1988 and our LDBEM from 1996. The increasing numbers in decentralization of primary education and the increasing enrollment rates among students to whom enrollment in mandatory has brought new responsibilities and has made work more complex for educational administrators. This research aimed to i) comprehend how our public networks administratively organized themselves in order to cope with more enrollments and the new demands and ii) to investigate the institutional arrangements, the actions taken by managers and the possible relations among the various achievement profiles of students in regards to educational quality and equity. This quantitative research was complemented by case studies and used studies in educational management and policy as reference. The analysis was made from three keywords: social and educational context, institutional arrangements and management focus. From this study, it was observed that there is commitment and strong effort in order to guarantee enrollments to students and a successful school attendance. However, some external interference, especially the local policies, the technical limitations, the little resource from families and from our public network make more difficult to elaborate educational policies which effectively promote educational quality and equity.

The role of communication in strenthening parent-teacher relationships in primary schools

Parent involvement is consistently ranked high among the key components of effective schools, and as a result is one of the brightest prospects for the future of public education. This study sought to develop a reliable measure to strengthen parent-teacher relationships that included previously unidentified aspects. Using a qualitative approach, 27 participants were purposely selected to be interviewed in order to determine the challenges stakeholders face in arranging constructive parent-teacher relationships. In addition to parents-teacher relationships, the goal was to determine the role of school principals in managing effective communication to strengthen these relationships between parents and teachers. Results identified numerous reliable parent involvement factors reflecting home monitoring, effective school involvement, and educational management. Attitude toward learning and competence motivation of learners learning behavior were positively identified when all stakeholders work together as a team. The aim of this study was to investigate, from an educational management perspective, the factors that influence job satisfaction amongst special needs educators in selected New Zealand special needs schools. A qualitative research method was utilised to investigate the educational management strategies that influence the job satisfaction of special needs educators in selected New Zealand special needs schools. This dissertation presents the findings from a questionnaire on participants’ geographical details and data from related interviews. The findings from this study indicate that the job satisfaction of special needs educators is mainly influenced by factors such as management support, adequate resources, collaborative working relationships, ability of students with special educational needs to progress, and communication, among others. The study makes certain recommendations to help special needs educational managers effectively manage factors that influence job satisfaction and job dissatisfaction for special needs educators. / Educational Studies / M. The aim of this study was to examine the management of parent involvement in historically disadvantaged secondary schools in Tshwane West district, Gauteng. A literature study was undertaken to investigate the existing theories and models of parent involvement as well as their practical application. A literature study was also done to explore the historical development of the management of parent involvement in South Africa. The advantages of and barriers to parent involvement were also investigated through the review of both local and international literature. An interpretive, qualitative approach was adopted and an investigation of the management of parent involvement was conducted in three of the selected historically disadvantaged secondary schools in Tshwane West district, Gauteng. In-depth interviews were conducted with principals and focus-group interviews were held with three teachers as well as three members of the School Governing Bodies of each of the three selected schools. The overall impression was that the extent of parent involvement in the education of their children was very minimal due to the inability of the School Management Teams, especially school principals, to initiate, facilitate and sustain organisational structures and management processes which would ensure the effective involvement of parents in the education of their children. As a result of those findings, it was realised that a need existed to equip members of the management teams, including school principals, with appropriate skills that would assist in the implementation and sustenance of effective parent involvement programmes. / Educational Leadership and Management / M. Quality management of education in Ethiopian public universities

Quality management of higher education is a vital concern today. The purpose of this study was to examine education quality management practices of Ethiopian public universities and to investigate a relationship between three dependent variables (planning for quality education, implementation of plans and performance improvement) and five independent variables (identification of quality education, considering customers’ needs, performance tracking, education quality management strategies and taking actions). Both quantitative and qualitative data were collected by means of questionnaires and interviews. Respondents of the questionnaire items were 170 education managers and student union representatives. In addition, ten senior instructors and ten senior students were interviewed. The responses obtained using questionnaires were analysed using frequencies, percentages, means, modes, chi-square tests and Spearman’s correlation. Responses obtained using open ended items on the questionnaires and interview responses were analysed qualitatively using themes of issues most frequently obtained. This study showed that: in most Ethiopian public universities the educational quality planning process is not participatory. There is a gap in using their plans in guiding their day to day activities. Most universities do not regularly collect data on satisfaction levels of their customers. Educational process changes are not tested on small scale before a wide spread application. It also showed that there is a strong positive relationship between performance improvement and the four independent variables namely: considering customers’ needs, performance tracking, teaching methodologies and taking actions in Ethiopian public universities. Consequently, recommendations have been given so as to improve education quality management practices of Ethiopian public universities. The significance of the concept "Ubuntu" for educational management and leadership during democratic transformation in South Africa

Thesis (PhD (Education and Policy Studies))--University of Stellenbosch, 2006. / At the heart of this thesis is to debate and address the procedures of the past imbalances and inequalities in South Africa focusing on industrialization and Ubuntu worldviews. During industrialization, life changed for the indigenous peoples of South Africa. This forced people to change their way of living. They had to adapt to new ways of living in most aspects of their lives. Industrialization is viewed as one aspect that promoted the principles of individual self-sufficiency. Families were separated as the male breadwinners went away to work in industrial areas, e.g. in mines, leaving their families behind. This led to the fragmentation of homes and families. This study explores the nature of industrial society, and looks especially at the capitalist and colonial forms that South African society took. A great deal of this study is concerned with the assumption that certain characteristics and processes underpin industrial societies, and that as a result a set of universal propositions can be derived regarding these structures and processes. Industrialization was promoted by business leaders, industrialists and property-owners who wished to see a more thoroughgoing liberal reform of the economy. The industrial revolutionaries were primarily concerned with overthrowing a nominally feudal regime, which constituted a hindrance to industrial development. The study of industrialization is a complex field, which affects people's behaviour. An aim of this thesis is therefore the exposition of various discourses with regard to the relationship between classes within industrial sociology with special focus on origins, characteristics, effects, leadership, education, family life and religion. Leadership and management in education, as key concepts in this study, basically deal with human relations where problem solving, communication and decision-making are promoted. It is useful to think of leadership as a generic term that refers to the process characterized by the interrelationships among people as they work together in the formation and achievement of shared goals. South Africa's society in the emerging post-industrial era requires a new form of exceptional – almost heroic – leadership because the traditions, institutions, values and balances of a complex and divergent society need to be developed. The future hangs in a balance. As a traditional society, South Africa depends on the statesmanship, generosity and charity of leadership. This can be gained by understanding, accepting and practising the implications of the dual worldviews that are prevalent in South Africa society that is the Western view and Ubuntu. Ubuntu emphasizes the richness of people's cultural heritage and goes a long way in providing principles for application in practice, especially for whatever we engage in as participants in the world of work. At the same time, the philosophy of Ubuntu also challenges African societies to move away from the existing misunderstandings of different races and cultures. With its concern that people in South Africa should pay more attention to the strategic importance of education at this stage of transformation, this study explores the implications for educational management and leadership of an Afro centric heritage. African people need to discard a slave mentality and begin to develop a royal mind-set that has pride in its heritage of cultural diversity. Ubuntu is neither a narrow racial nor a trivial and sectional concept. It is both a uniquely African and a universal concept. This study does not envisage the supremacy of Ubuntu over Westernized knowledge systems. Rather it points the way to a combination of these two knowledge systems as the best option. The aim was to investigate and discover the differences and similarities of Ubuntu and Western worldviews. The study highlights that African leadership does not strive for challenges and excellence, but rather tends to conserve, stabilize and remain constant with the status quo. It does not strive for change or deliberately stimulate motivation or competition. Meanwhile leadership within a Western worldview actively promotes individualism rather than promoting team orientation. The main contention then, is that what is generally needed in South Africa is the transformational type of leadership that can occur when there is a marriage between these two worldviews.
