Počátky českého školství v bývalém okrese Německé Jablonné / Beginnings of the Czech educational system in the region GermanKříženecká, Jana January 2014 (has links)
IN ENGLISH LANGUAGE The diploma thesis describes the beginning of the Czech education system in a former district Německé Jablonné. The first part gives details about the district formation, territorial-administrative development and its decline in 1948. The second part focuses on the development of the Czech education system. Due to huge amount of data I have selected the most important moments, information and documents which happened between 1869 and 1945. This part also contains a chapter about the development of the education system from the border area followed by a short chapter about school chronicles. The third part lists all the schools which were opened between the First and the Second World War in Německé Jablonné district. The aim of the thesis is to describe the district itself as well as the development of the Czech education system during the time of its existence, focusing on the border area. The main aim was to find out what kind of schools were there, the number of students, school equipment, public events, trips, festivals and celebrations. The information was found in the school chronicles and other school documents, from the interviews with the local people and the teachers who have still been teaching at one of those schools. 現行立委選區劃分與立委問政取向的關聯性 / Electoral districting and legislators' representative orientations吳家坤, Wu, Chia Kun Unknown Date (has links)
我國於2005年修憲案通過後,區域立委產生的方式由複數選區改為單一選區,每選區選出一名代表,選舉制度的改變、單一選區的設計及其劃分方式,造成某些立委選區幅員變小,有些甚至比地方公職人員的選區小或者與地方公職人員選區相同,但絕大多數選區仍較地方公職人員來得大,就這兩種類型立委而言,面臨選區內潛在的挑戰者時,其行為模式會有何不同?本研究以代表理論為基礎,將第七、八屆立委分為兩種類型(選區大與小),以量化分析與深入訪談並重的方式探究立委代表行為的差異。
本研究發現,控制其他的因素之後,在選區服務行為方面,相較於選區較地方公職人員大之立委,選區較地方公職人員小的立委於選區工作時間比例較高並達到顯著差異,而選民個案服務及紅白帖較為踴躍,從深度訪談結果得知,選區較小的立委確實從事更多的選區服務,也出現明顯地方化的現象。在立法問政行為方面,選區較小的立委在法律提案以及施政質詢行為上與選區較大的立委無差別,可能原因為選舉競爭激烈,每位區域立委需要展現自己,積極於國會中問政、提出法案等,而選區較小的立委由於在選區工作上投入大量時間,相對而言,無法分出更多的精力於立法問政,以至於立法問政的分析結果中,選區大與小的立委之間相差無幾。

Analysis of Possibility for Neutrality of the Premier of Legislative Yuan in Republic of ChinaUeng, Ming-an 03 August 2005 (has links)

From the past to the present, we can find no matter mass media, public opinion, and even the government party and opposition party is in support of neutrality of the Speaker, nevertheless, it had been unable to accomplish the purpose in past decade. What we see is endless arguments, as often as there is election of the premier of legislative yuan or bill battle. Hence, the author thinks there is a gap between our subjective expectation and objective reality about neutrality of the premier of legislative yuan, otherwise why we can¡¦t put neutrality of the premier of legislative yuan into practice for a long time. So this text thinks whether the premier of legislative yuan should be development toward neutralization, it is worth to discuss. It is necessary to inspect the possibility of neutral development for the premier of legislative yuan.
In this article, we define the meaning of neutrality of the Speaker includes three levels, such as neutrality of agenda, neutrality of political party and neutrality of electoral district, etc., and under the prerequisite of these three meaning, the Speaker acted multiple roles including congress chairman, legislative chief, representatives of political party, representatives of electoral district and coordinator, etc. And some of them are useful to neutrality; some of them are conflict and contradictive to neutrality. Further, these roles would be influenced by the historical background, political culture, constitutional government system, political party, electoral system, and parliamentary norm and convention. So from this point of view, we observe experience of foreign the Speaker and inspect key factor influencing role of the Speaker. At the same time, we also explored key factor influencing role of the premier of legislative yuan, and compared with both, to present useful and unfavorable conditions about neutrality. Eventually, according to these conditions, we analyze the possibility of neutral development for the premier of legislative yuan, and make the relevant suggestions.
We find out something in the course of studying. At first, our government trends towards presidential government in constitutional government system, the administration and legislation is split, it is useful to strengthen orientation of representatives of political party of the premier of legislative yuan. Secondly, if the premier of legislative yuan wants to be the Speaker, he has to rely on the strength of the political party in election, it makes the premier of legislative yuan cant¡¦t keep neutrality. Finally, the establishment of legislative yuan is very short, norm and conventions that it is useful to neutrality is not formed, such as the Speaker withdrawing from the political party or setting up several vice speakers to share agenda resources. And this also makes neutral development of the premier of legislative yuan more and more difficult. So we get a clear understanding of our current institutional reality, it is unfavorable to neutrality of the premier of legislative yuan. Consequently, we should develop towards the American type of the Speaker, to strengthen authority of the premier of legislative yuan, to make him lead the political party and integrate the legislative to restrict the executive power, to improve the entity of the whole legislative yuan.

地方民意代表選區經營之研究 / Reserach of Local Representatives' Electoral Districts Management-A Case Study of the First New Taipei Councilors游國鑫 Unknown Date (has links)
地方民意代表,以繼續連任為目標,對於選區的經營及選民的個案服務無不全力以赴,做好選區經營選民服務,是再次爭取選民選票支持的重要關鍵;本文以第一屆新北市65位現任議員為研究對象,透過對全體議員的問卷調查和對10位議員的深入訪談,探知他們對於選區經營選民服務的看法和作為,藉以了解地方民意代表如何服務地方服務選民的參考依據。
依問卷填答資料統計顯示,新北市議員平均聘請助理數7.40人,平均設置之服務處數2.16處,每星期選民反應請託案件數平均19.88件,每星期紅白帖平均數29.06張;以每周工作70小時計,花在議會問政25.55小時,選民服務時間39.91小時,自己事業時間4.54小時。議員為民服務最重視的項目依序是:選民個案服務、爭取選區地方建設經費、議會質詢及監督行政機關。各類型選民反應或請託案最多的是糾紛調解,其次是爭取社團、里活動經費補助和地方小型建設建議案。各不同黨籍或新科/連任議員皆盡全力做好選區經營選民服務,所以比較各項數據沒有明顯差異。
深入訪談第一部分訪談選區經營具特色及代表性議員,請議員說明其選區經營選民服務的理念和實際做法,詢問其選區特性、選民結構及選舉競爭,並了解其依個人特質所建立的選舉資源網絡。第二部分訪談市府規劃欲興建殯葬專區之選區議員,做為選區經營案例之研究,了解議員以何管道探知選民反對意向,如何發動選民陳情抗爭,如何維護選區選民權益,及利用此一議題進行選區經營的思維與策略。 / The local elected representatives go to great lengths to manage their electoral districts and to provide the best service for their votes as their main goal is to continue in office, and the key to it is to gain the voters’ support. This study will focus on the case of the 65 councilmen of the first session in New Taipei City. Through a questionnaire survey and in-depth interviews with 10 of the councilmen, their viewpoints and behaviors related to their electoral district management and service are provided as to have reference to understand their ways of provided service.
According to the statistical results of the questionnaire survey, the average number of assistant per New Taipei City councilman is 7.40 persons; the average number of service center is 2.16; the average number of cases of the voters for any request per week is 19.88; the average number of red/white envelopes per week is 29.06; they work 70 hours per week, for which 25.55 hours are spent in the parliament, 39.91 hours are dedicated for the voters and 4.54 hours are for their own business. The priority of tasks in importance are in the following order: voters’ cases, seeking for local infrastructure funds, questioning in the parliament, and supervision of the administrative offices. In regard to the type of the voters’ cases, the major issue consists of dispute resolution followed by the seeking of association or neighborhood subsidies and recommendations for minor establishments. The councilmen show no distinctive differences as all of them, regardless their political parties or seniority, are trying their best for good management and service for their electoral districts.
As for the in-depth interview, the first part consists of the interviews with representative councilmen with features in their electoral district management. The interviewees are asked to provide their visions and practical executions for their electoral districts, and then explained the features of their electoral districts, the structure of the voters and the electoral competitions as to understand the online electoral resources established in accordance with their personal characteristics. The second part consist of interviews with the councilmen whose electrical districts contain planning funeral area by the city government as management case studies. Through the interviews, we are able to understand the councilmen’s channels to discover voters’ opposition, to mobilize voters for petition, to defend voters’ rights and to promote ideas and strategies for the electoral district management.
