Tais reformas se inseriram num bojo maior e mais complexo de Reformas do Estado no Brasil, enquanto tais se inseriram numa discussão sobre que tipo de Estado e quais funções o mesmo deveria possuir neste século que se inicia marcado por processos de ocorrências globais, embora, ainda se mantenham as especificidades locais na forma de excussão e implantação desses processos. Neste sentido, a compreensão do como setor se organizou no passado, mediante quais escolhas e sob quais influências (exógenas e endógenas) é de fundamental importância para inteligibilidade das transformações ocorridas na década de 1990 e, em seguida em 2004, já no governo do presidente Lula. A partir de pesquisa bibliográfica, documental e de campo, adquirimos as informações necessárias para, numa perspectiva sociológica e política (em diálogo interdisciplinar), compreender o processo de reestruturação setorial e das novas formas de regulação que o setor elétrico brasileiro passou nos últimos anos / Abstract: This study it aimed at to analyze the process of reforms and reorganization of the Brazilian electric sector, whose purpose was to understand the reason of the incorporation and implantation of the economic come back directed toward the market, to the liberalization proposals. Such reforms if had inserted in bulge big and more complex of Reforms of State in Brazil, while such had been inserted in a quarrel on that type of State and which functions the same would have to still possess in this century that if it initiates marked for processes of global occurrences, even so, if they keep the local specificities in the excursion form and implantation of these processes. In this direction, the understanding of as sector if organized in the past, by means of which choices and under which influences (exogenous and endogenous) it is of basic importance for knowledge of the occurred transformations in the decade of 1990 e, after that in 2004, no longer government of president Lula. The Role of Government in Supporting Technological Advance

A broad and poorly focused debate has, for quite some time, raged across the range of social science disciplines and policy related professions. This debate has dealt, in different ways, with the question of the proper role of the government in a mixed economy. Current debates over the appropriate role of government in a mixed economy are largely constrained by a basic set of 'market failure' concepts developed in economics. This dissertation interrogates the histories of the automobile, electrical and aircraft industries in the six decades spanning the turn of the 20th century with a theoretical framework that draws on recent theorizing on the co-evolution of technologies, industrial structure, and supporting institutions. In highlighting institutional and technological aspects of industrial development, this dissertation informs a basis for science and technology policy making that moves beyond 'market failure' analysis.
