Electronic waste governance: sustainable solutions to a global dilemma

Le présent mémoire a pour objet les formes, les caractéristiques et les défis de la gouvernance des déchets électroniques. L’auteure explore les impactes socioéconomiques et environnementales de divers types d’instruments conçus pour mitiger les risques à la santé humaine et à l’environnement que présentent les produits électroniques en fin de vie, notamment: les traités multilatéraux qui visent à prohiber le transfert des déchets hasardeux au pays en développement, les législations régionales, nationales et provinciales mettant en vigueur des systèmes de recyclage obligatoire des déchets électroniques, ainsi que d’autres initiatives, publics et privées, basées sur le principe de la responsabilité élargie des producteurs (REP). L’objectif de ce travail est de comprendre comment les acteurs impliqués dans le commerce de l’équipement électronique peuvent modeler les systèmes de production, d’usage et du traitement fin de vie des technologies contemporaines pour que ces dernières puissent continuer à faire élever les standards de vie et à avancer le développement des communautés humaines, en respectant simultanément le principe international de l’équité globale, l’environnement naturel et la qualité de vie des générations futures. / This thesis addresses the forms, characteristics and challenges of electronic waste governance. The author explores the socio-economic and environmental impacts of a diverse range of instruments that have been developed to mitigate the human health and environmental risks presented by end-of-life electronic equipment, namely: multilateral treaties restricting e-waste trade flows into developing countries, regional, national and provincial legislations imposing mandatory recycling systems for e-waste, as well as other public and private initiatives based on the principle of extended producer responsibility (EPR). The objective of this study is to understand how stakeholders implicated in the electronic equipment sector can model the systems of production, use, and discard of electronics, so that the latter may continue to raise living standards and propel human development while simultaneously respecting the international principle of global equity, the natural environment and the quality of life of future generations.

Waste electrical and electronic equipment (e-waste) management and disposal methods in the city of Addis Ababa, Ethiopia

E-waste is a world-wide, interregional, and domestic problem. E-waste management is a challenging task not only due to its speedily increasing volume but more outstandingly because of its hazardous nature. This study examined the e-waste management and disposal methods in the city of Addis Ababa to propose appropriate e-waste management model. Further, it attempted to comprehend the existing policy gap by identifying the different obstructions to the adoption of e-waste management policy. To this end, the study employs both descriptive and explanatory research designs. It selected 100 household heads from Bole and NSL sub-cities, 72 GSD personnel from the educational institutions and governmental sector offices, and 6 higher government officials. The quantitative data were analysed using IBM SPSS 21. Thus, the frequencies, the chi-square tests, t-tests, a one-way ANOVA, the partial and product-moment correlations, the ordinal, multiple and Poisson regression models were computed. The qualitative data were analysed using ATLAS ti 7. The findings of the study revealed that most of the respondents were not aware of e-waste and its management. The households generated about 4,010 number of non-functional, 2,077 obsolete, and 1,856 broken e-waste. Besides, the educational institutions and governmental sector offices generated about 11,153 non-functional, 15,911 obsolete, and 11,360 broken e-waste. The monthly income was statistically significant in the e-waste management whereas family sizes, gender, and educational qualifications were insignificant. The major e-waste causes encompass rapid obsolescence rate, breakage, and the demands for extra and innovative models or designs of electronic gadgets. The most common e-waste disposal method was storing. The recycling, reusing, donation, and refurbishing of e-waste had hardly been practiced. The study found the absence of good disposal methods and recyclers as the root causes for the prolonged storage and improper disposal of e-waste. E-waste laws, legislation, projects, activities, and recycling centres were non-existent. What is more, the administrative, economic, and socio-cultural challenges triggered the poor e-waste management of the city. Based on the findings, the study proposed a workable e-waste management model, which would most likely result in efficient and sustainable e-waste management in the city. Responsabilidade compartilhada pelo ciclo de vida do produto na cadeia de resíduos eletroeletrônicos / Product lifecycle shared responsibility in the supply chain of waste electrical and electronic equipment

O objetivo do presente trabalho consistiu na análise jurídica da responsabilidade compartilhada pelo ciclo de vida do produto (RCCVP) e suas principais implicações na cadeia de resíduos eletroeletrônicos, no contexto brasileiro da Política Nacional de Resíduos Sólidos, instituída pela Lei Federal n. 12.305/2010 (PNRS). A análise desenvolvida compreendeu os principais deveres relacionados à prevenção de resíduos e à logística reversa, com um enfoque especial na gestão integrada de resíduos eletroeletrônicos. Baseada nos princípios do poluidor-pagador, da cooperação, da prevenção e da precaução, a RCCVP impõe à cadeia de suprimentos a priorização de medidas de prevenção e redução de resíduos por meio de uma concepção ecológica (ecodesign) para produtos e embalagens, bem como pelo reaproveitamento de materiais residuais como insumos, seja em seu próprio ciclo, seja em outros ciclos produtivos, inclusive mediante sistemas de logística reversa e coleta seletiva, estendendo a responsabilidade do berço ao berço e flertando com um modelo econômico circular. Com vistas a desestimular a estratégia da obsolescência planejada de qualidade, a relevante informação sobre o tempo de vida útil de cada produto durável, em especial a dos eletroeletrônicos, deverá ser ampla e obrigatoriamente prestada pela cadeia produtiva, para que os consumidores, uma vez informados e esclarecidos sobre a sua durabilidade objetivamente aferida, tenham condições reais de exercer, na prática, o seu direito e ao mesmo tempo dever de efetuar escolhas de consumo (ou desconsumo), da maneira mais consciente possível, inclusive sob a perspectiva ecológica. No momento, encontra-se em andamento no país o processo de construção de acordo setorial de abrangência nacional para implementação da logística reversa de eletroeletrônicos de uso doméstico, inclusive os provenientes do setor de telefonia móvel. / The aim of this work was the legal analysis of product lifecycle shared responsibility and its implications in the supply chain of waste electrical and electronic equipment (WEEE), within the scope of the Brazilian National Solid Waste Policy, established by Federal Law 12,305/2010. The analysis encompassed the main duties related to waste prevention and reverse logistics, with a particular focus on the WEEE integrated management. Based on the principles of polluter pays, cooperation, prevention and precaution, the product lifecycle shared responsibility requires the supply chain to prioritize waste prevention and reduction measures through an eco-design approach for products and packaging, as well as the reuse of waste materials as inputs, either in its own cycle, or in other production cycles, including through reverse logistics systems and selective collection, extending responsibility \"cradle to cradle\" and flirting with a circular economic model. In order to discourage the planned obsolescence strategy, the relevant information about the lifetime of each durable product, especially of electronics, should be comprehensive and mandatorily provided by the production chain, so that consumers, once informed and enlightened about its durability objectively measured, have actual ability to exercise in practice their right and duty at the same time to make consumer choices (or non-consumption), the most sensible way possible, even from the ecological point of view. Procedure for implementation of consumer WEEE take-back systems with a national scope, through preparation of Sector Agreement, is currently in progress in Brazil, including those from mobile industry.

Actuellement, la majorité des équipements électroniques prenant place dans nos véhicules s'interconnectent encore par des liens câblés. Or, l'établissement d'un réseau sans fil permet de remplacer ces liens existants. Afin de permettre cette connectivité et pour répondre aux exigences futures, une solution qui accepte suffisamment de débit doit être développée. Parmi les solutions actuelles possibles, l'Ultra-Large Bande est le candidat idéal. De manière générale, cette Thèse se consacre à l'étude de la propagation à l'intérieur d'une voiture. Afin d'évaluer les performances de ce type de système à l'intérieur d'un véhicule, un modèle de canal pouvant reproduire avec fidélité la propagation intra-véhiculaire est nécessaire. De par la similarité entre les environnements, le modèle de canal proposé est basé sur la théorie des chambres réverbérantes. Compte tenu des faibles dimensions de l'environnement et de la proximité des antennes par rapport aux passagers, l'idée est de réduire l'énergie absorbée par ces derniers tout en maximisant celle-ci à la position d'un récepteur visé. Parmi les solutions possibles, le retournement temporel apparait comme une technique idéale pour répondre à ces objectifs. Cette technique permet en effet de focaliser temporellement et spatialement le signal électromagnétique au niveau du récepteur. Dans cette Thèse, une évaluation des performances du RT à l'intérieure d'une voiture est proposée. Cette étude nous a amenés à porter notre attention sur les propriétés spatiales de l'énergie totale portée par un signal utilisant le retournement temporel et, de ce fait, nous proposons un nouveau formalisme de la distribution spatiale de cette énergie. / Current vehicles still use wired links to interconnect the embedded electronic equipment. However, advances in wireless technologies permit to replace these links with wireless personal area networks. To enable this connectivity and to meet the future requirements, a solution that provides sufficient data rate must be developed. One technological candidate that can be used to meet the data rate requirements is Ultra-Wide Band. This thesis investigates the ultra-wideband propagation environment in intra-vehicular environments. In order to evaluate the performances of UWB inside a vehicle, channel models that accurately reproduce the intra-vehicular propagation characteristics are required. Because of obvious similarities, the proposed model is based on reverberation chamber theory. Given the small size of the environment and the proximity of the antennas to the passengers, one goal of intra-vehicular communications is to reduce the energy absorbed by the passengers while maximizing the energy at the position of the intended receiver. Among the possible solutions, Time Reversal appears to be the ideal technique to meet this objective. Time Reversal permits to spatially and temporally focus the electromagnetic signal at the receiver. In this thesis, a performance evaluation of Time Reversal inside a car is proposed. A plan-do-check-act framework for WEEE and RoHS : a model for implementing WEEE and RoHS by integrating eco-design factors and activities into business operation and strategy.

Eco-design is relatively new and fast growing field of research due to its vital importance to the manufacturing industry and its related environmental issues such as reducing waste, and CO2 emission. A major EU programme relating to the environment is the waste of Electrical and Electronic Equipment (WEEE) directive. The (WEEE) directive specifies ten categories and a voltage range which is up to 1.000 volts AC or 1.500volts DC. The developed framework came for the implementation of Eco-design principles that helps to take into account the adaption of the (WEEE) directive and the restriction of hazard substances (RoHS) used in electrical and electronic equipments. As a result of identify gaps and needs such as a lack of a comprehensive Eco-design framework and the need to integrate it to the normal business operation. In this research the PDCA framework for Eco-design and WEEE directive will be discussed. The framework will encompass all of the Eco-design¿s implementation and integration factors and activities such as WEEE and RoHS directives, Eco-design management, Environmental legislations, Eco-design tools and considerations. The literature review covers the topic of Eco-design¿s related issues, and WEEE and RoHS directives rules. Based on comprehensive questionnaire survey of Eco-design, WEEE and RoHS issues and activities among a sample of environmentally aware companies, statistical analysis is carried out using SPSS software. Then the findings of the survey triangulated with the findings of the literature review formed the basis of the design and implementation plan of the proposed framework
