Implementing the Endeavor Space Dimensions : Towards an understanding of perceived complexity in C2 operationsBjurling, Oscar, Weilandt, Jacob January 2019 (has links)
The challenge of operating and managing complex and dynamic environments, known as complex endeavors, has become a central issue in the C2 research community. NATO research groups have studied how to combat the negative effects of endeavor complexity on performance. Essential to these efforts is the study of C2 Agility, which is the ability of an entity to cope with change and employ different C2 approaches based on the requirements imposed by—and changes in—the current operational environment. An important aspect in accomplishing this research goal is to study how operational environments are constituted, as this would enable research into how the effectiveness of different C2 approaches is affected by different endeavors. The Endeavor Space model, which represents endeavor complexity in three dimensions, was developed for this purpose. In an effort to continue research on the Endeavor Space, the current study set out to implement the dimensions in a C2 research platform called ELICIT. Three ELICIT scenarios were created to represent different regions of the Endeavor Space. Additionally, the study designed, developed, and tested a prototype self-assessment instrument—the ESSAI—to capture how the Endeavor Space dimensions—Tractability, Dynamics, and Dependencies—were experienced by operators. Eight teams completed the scenarios and rated their complexity using the ESSAI. No significant differences in perceived complexity could be found between the scenarios. However, all Endeavor Space dimensions indicated correlational relationships with perceived difficulty, and most of them correlated with ELICIT performance. This is indicative of underlying patterns that were not thoroughly revealed in the current study. Implications and improvements for future research are discussed.

A proposta de educação para o empreendedorismo do instituto empreender Endeavor : um estudo sobre parceria público-privadaSantos, Maurício Ivan dos January 2017 (has links)
A dissertação “A proposta de Educação para o Empreendedorismo do Instituto Empreender Endeavor: um estudo sobre parceria público-privada apresenta como temática central a relação público-privada na educação e tem como objetivo geral analisar o conteúdo da proposta de educação que fundamenta os cursos de empreendedorismo do Instituto Empreender Endeavor, promovidos em parceria com instituições públicas de educação no Brasil. Quanto à metodologia utilizada para realizar a pesquisa, o materialismo histórico representa o referencial teóricometodológico, sendo a análise documental a principal ferramenta, a partir do trabalho com fontes primárias e secundárias. O marco teórico da presente pesquisa parte das crises do capitalismo de 1970 e 2008 e o decorrente processo de reestruturação do sistema, o qual apresenta o Neoliberalismo, a Reestruturação Produtiva, a Globalização e a Terceira Via como estratégias para superação deste quadro. No plano políticoideológico, tanto o Neoliberalismo quanto a Terceira Via apresentam a reforma do Estado baseada na lógica mercantil como padrão de qualidade, o que tem possibilitado o crescimento da influência dos setores privados na direção e execução das políticas públicas, em especial no campo social, como a educação, que é o foco deste estudo. Contudo, a proposta neoliberal consiste no amplo processo de privatização, já a Terceira Via privilegia como elemento central a atuação das organizações ligadas ao Terceiro Setor. Constituintes deste processo, a Reestruturação Produtiva legitimou formas de organização do trabalho que atendessem aos interesses do capital em crise, com destaque para o Empreendedorismo, e a Globalização potencializou a expansão do capitalismo reestruturado através das Redes. Desta forma, a redefinição das fronteiras entre o público e o privado tem influenciado no conteúdo da educação pública, pois as Redes de Empreendedores Sociais ligadas ao Terceiro Setor, como é o caso do Instituto Empreender Endeavor, que estabelecem parcerias com instituições públicas de educação, definem o conteúdo educacional ofertado à população. A influência exercida por estas instituições privadas junto ao campo público da educação constitui-se como o problema deste estudo, o que sugere o seguinte questionamento: poderá o conteúdo da educação proposto pelo Instituto Empreender Endeavor, através de cursos de empreendedorismo oferecidos em parceria com instituições públicas de educação, ter implicações para a Democratização da Educação? No desenvolvimento da pesquisa verificou-se que o empreendedorismo dialoga com todas as estratégias características do processo de reestruturação do capitalismo, contribuindo para assegurar a hegemonia e conseqüente reprodução do sistema. Isto é, sua proposta articula, ao mesmo tempo, o apassivamento dos sujeitos que, diante do contexto de crise econômica e social, passam a buscar individualmente as competências demandadas pelo mercado e assumem os riscos de empreender seu próprio negócio para garantir a sobrevivência. Nesse sentido, conclui-se que os cursos de empreendedorismo do Instituto Empreender Endeavor promovidos em parceria com instituições públicas da educação brasileira contribuem para a deteriorização dos princípios de uma educação democrática, proporcionando um único caminho, a adaptação dos sujeitos às demandas do mercado capitalista, através da incorporação de competências socioemocionais para empreender seu próprio negócio, uma realidade que, para a maioria dos empreendedores brasileiros, significa precarização das condições de vida. / The dissertation "The Entrepreneurial Education Project of the Empreender Endeavor Institute: a study on public-private partnership presents as central theme the publicprivate relationship in education and its general objective is to analyze the content of the education proposal that bases the courses of entrepreneurship of Instituto Empreender Endeavor, promoted in partnership with public education institutions in Brazil. However, the neoliberal proposal consists of the broad process of privatization, since the Third Way privileges as a central element the performance of organizations related to the Third Sector. Constituents of this process, Productive Restructuring legitimized forms of work organization that served the interests of capital in crisis, with emphasis on Entrepreneurship, and Globalization enhanced the expansion of restructured capitalism through Networks. In this way, the redefinition of publicprivate boundaries has influenced the content of public education, since the Network of Social Entrepreneurs linked to the Third Sector, such as Instituto Empreender Endeavor, which establishes partnerships with public institutions of education, define the educational content offered to the population. The influence exerted by these private institutions in the public field of education constitutes the problem of this study, which suggests the following question: can the content of the education proposed by the Instituto Empreender Endeavor, through entrepreneurship courses offered in partnership with institutions education, have implications for the democratization of education? In the development of the research it was verified that entrepreneurship dialogues with all the characteristic strategies of the process of capitalist restructuring, contributing to ensure hegemony and consequent reproduction of the system. That is to say, its proposal articulates, at the same time, the apassivamento of the individuals who, faced with the context of economic and social crisis, begin to individually seek the competences demanded by the market and assume the risks of starting their own business to guarantee their survival. In this sense, it is concluded that the entrepreneurship courses of the Instituto Empreender Endeavor promoted in partnership with public institutions of Brazilian education contribute to the deterioration of the principles of a democratic education, providing a single path, the adaptation of the subjects to the demands of the capitalist market, through the incorporation of socio-emotional competences to undertake their own business, a reality that, for most Brazilian entrepreneurs, means the precariousness of living conditions.

Previous issue date: 2010-10-20 / This research investigates the participants' perceptions about the course "Aprender a Empreender" (Learning how to Endeavor) which takes the business administration theme into consideration through different learning resources audiovisual, dynamics, teamwork, exercises, businessmen s declarations regarding the relative aspects of learning satisfaction and facilitation to manage a small business. The methodology used here was the qualitative research, taking comprehension of the facts on the participants perspective into consideration and describing the process to apply the "Aprender a Empreender" course in the management of small businesses. The study was based on the participants data analysis which during their education process in the classroom developed different activities for their knowledge construction, among them the writing of a "letter to a friend", in which they described their perceptions on the course and reported that it granted them a new way to look over their business, helped fix what was learned, enabled them to get back to studies, and that the course is applicable to their lives. 60 (sixty) "letters to a friend" written by people who took part in the "Aprender a Empreender" course in five cities of the state of São Paulo, between January and April in 2010, were analyzed. Regardless the limitations of this research, the results obtained led to the conclusion that the course applied in the presence-required modality, combining procedures experienced and the use of technological resources, it can be regarded as an efficient method to teach adults who need fast and practical orientation to solve their problems. When the participants are interested in the theme and they become motivated to learn, they share experiences with the group, feel valued, learn with each other and with their examples. This facilitates the teaching-learning process / A presente pesquisa investiga as percepções dos participantes do curso "Aprender a Empreender", que aborda o tema gestão de negócios por meio da combinação de diferentes recursos de aprendizagem (audiovisual, dinâmicas e trabalhos em grupos, exercícios de fixação, depoimentos de empresários) quanto aos aspectos relativos à satisfação e facilitação do aprendizado para gerenciar um pequeno negócio. A metodologia utilizada foi a abordagem qualitativa, privilegiando a compreensão dos fatos na perspectiva dos participantes e descrevendo o processo para aplicação do curso "Aprender a Empreender" na gestão de pequenos negócios. O estudo se fundamentou na análise de dados dos participantes, que, durante o seu processo de formação em sala de aula, desenvolveram diferentes atividades para construção do seu conhecimento, entre elas a escrita de uma "carta a um amigo", na qual descreveram suas percepções sobre o curso vivenciado, dizendo que favoreceu um novo olhar para seu negócio, fixou conhecimentos aprendidos, possibilitou a retomada dos estudos, que o curso possui grande aplicabilidade em suas vidas. Foram analisadas 60 (sessenta) "cartas a um amigo" escritas por pessoas que participaram do curso "Aprender a Empreender", em cinco cidades do Estado de São Paulo, entre os meses de janeiro e abril de 2010. Guardadas as limitações do estudo, os resultados obtidos conduziram à conclusão de que o curso aplicado na modalidade presencial, com a combinação de procedimentos vivenciais e o uso de recursos tecnológicos, pode caracterizar-se como método eficiente de ensino para pessoas adultas que necessitam de orientação rápida e prática para a resolução de seus problemas. Quando o tema abordado é de interesse dos participantes e eles se motivam para o aprendizado, compartilham suas experiências com o grupo, sentem-se valorizados, aprendem entre si e com exemplos dos seus pares, facilitando o processo de ensino-aprendizagem

La fonction sociale des acteurs juridiques « professionnels » aux marges des villes du Sud : cas de Guayaquil, Equateur / The social function of legal “professional” actors in city margins of the South : the case of Guayaquil, EcuadorPecot, Mathias 02 February 2017 (has links)
La réflexion proposée prend forme à partir d’un projet de vie établi entre l’Equateur et la France. La thèse interroge les conditions de conduite du travail juridique dans l’orbite du phénomène de territorialisation des ‘établissements humains informels’ -asentamientos urbanos informales- de Guayaquil, ailleurs connus comme ‘slums’ ou ‘taudis’. La mise en cause de l’incidence économique, sociale, culturelle ou environnementale des usages et pratiques professionnelles du droit sur la ville en devenir, l’évocation d’une dimension éventuellement marginalisante, discriminatoire ou traumatique du travail juridique depuis la perspective des ‘usagers’ ou des ‘administrés’, paraissent troublantes au premier abord. Inscrits dans un mouvement d’itération constante entre l’observation participante et la théorie de l’agir juridique, les travaux entreprennent de poser les jalons épistémologiques et méthodologiques pour un travail de situation de l’agir juridique aux portes de la ville Sud. La lecture renouvelée de la contextualité urbaine marginale et le développement d’instruments de cartographie de la fonction sociale du juriste ‘en situation’ constituent les principaux résultats de l’investigation. Les développements coïncident, par ailleurs et d’une manière générale, avec l’investiture du gouvernement de la « Révolution citoyenne » -Revolucion ciudadana-. Ils offrent, dès lors et chemin faisant, un aperçu « vu d’en bas » sur le devenir des réformes traversant le pays aux lendemains de l’adoption de la Constitution du « Buen vivir ». / The investigation is building upon a life project established between Ecuador and France. The doctoral thesis questions social legal work’s conditions in the ambit of Guayaquil’s informal human settlements’ territorialization -elsewhere known as “slums” or “taudis”-. The mention of economic, social, cultural or environnemental’s downfalls associated to legal practices’ development in forthcoming cities, the pointing out of ongoing discriminations, marginalization and traumas caused by legal malpractices does create, at first glimpse, an awkward feeling among the legal development practitioners’ community. Through a continued iteration between participative observation, fieldworks and legal endeavor’s theory, the doctoral thesis develops epistemological and methodological backgrounds in order to better situate legal work in city peripheries of the South. Means to renew our understandings of marginal urban contexts, on the one hand, and to reevaluate the social function of legal practices, on the other, are the principal outcomes of our research work. Hence, the thesis does offer some bottom-up insights on the becomings of legal and political reforms in the aftermaths of the “Buen vivir” Ecuadorian Constitution’adoption.

Improvement and Scenario-Based Evaluation of the eXtended Method for Assessment of System SecuritySundmark, Thomas January 2008 (has links)
<p>This master’s thesis consists of a scenario-based evaluation of an IT-security assessment method known as the eXtendedMethod for Assessment of System Security (XMASS), as well as an assessment of a real-world network using the softwareimplementation of this method known as the Security AssessmeNT Application (SANTA).This thesis also describes a number of improvements made to the software implementation, some which could also be addedto the method itself. These were performed during the preparation of the assessment but had no effect on the outcome.The evaluation showed that the method and implementation contained a number of flaws in the way the filtering effect ofthe traffic mediators of a network, such as network-based firewalls, was implemented. When it comes to the assessment ofthe real-world network it was seen that the network, given the supplied information regarding the software and hardwaresetup of its entities, appeared to be sufficiently secure to handle the transmission of data at the lowest classification level(Restricted). However, as with almost all security assessments, this does not mean that the network is guaranteed to besecure enough; it just indicates that, given the information specified, the network has the potential of being sufficientlysecure.The main conclusion of this thesis is that the way XMASS and SANTA calculates the effect of filtering traffic mediatorsshould be looked into and improved to increase the usability of the tool. The method can however still be used in its currentstate, but requires the individual(s) performing the assessment to be aware of the drawbacks of the current implementationand thus compensate for these when producing the input for the assessment method.</p>

Previous issue date: 2009-03-03 / Corporate associativism has been a way of local development, in economical, social or cultural ways and is a great ally to the beginning and development of micro and small enterprises. This matter has been experienced and studied by
several countries in the world, among them European countries specifically Italy, although it has not been much studied and known in Brazil yet. This research aimed to analyze the corporate associativism among micro and small
sized enterprises (MSEs) in the Endeavor Project (Projeto Empreender SEBRAE) in the Great ABC area (Região do Grande ABC GABC), relating its data with the ones published on the 2003/5 report from The Observatory of
Europeans Small and Medium sized Enterprises, to analyze the ways that associativism is done in Brazil, also identifying the participating enterprises and entrepreneurs profiles. To do that, a tool developed by The Observatory of
Europeans SMEs was used to collect information of 63 participating companies of the Endeavor Program from the center of Santo André, São Caetando do Sul
e Ribeirão Pires, in the GABC. It was necessary to analyze the data gathered in the GABC, comparing it to the European data to find converging and diverging points in each experience, in order to gain knowledge and develop the subject.
Choosing the GABC area, has been motivated by its economical changes, going from big industries pole and cradle to a great center of small services enterprises. After collecting and analyzing the data, we noticed that GABC s,
and European s, specifically in Italy, experience converge in many aspects, in spite of the fact that they have many structural differences. While an organ from the European Union is responsible for their project, in
Brazil, SEBRAE has been facing great conflicts with the local Commercial and Industrial Associations (Associações comerciais e industriais ACIs) on the matter of distributing the people and structure expenses involved in the project
implementation. Besides that, the towns need to get closer to the project, in the face that it could encourage other enterprises to join the program and also help
the system to get more serious. There are two other points that deserves to be highlighted. First, is the fact that Project Endeavor has a low local exposure, and secondly that the development agency from GABC (Agência de
Desenvolvimento do Grande ABC) does not participate closely in the project. At last, some data has came up during the research, breaking all barriers from
management theories known, such as friendship being a factor of associativism. Therefore, the results obtained in this research points to the influence of the

grande centro de pequenas empresas prestadoras de serviços. Após coleta e análise dos dados, percebeu-se que a experiência do GABC e a ocorrida na Itália se parecem em muitos aspectos, porém tem grandes diferenças
estruturais. Enquanto o projeto europeu é de responsabilidade de um órgão da União Europeia, aqui o projeto é de autoria do SEBRAE e sofre grandes conflitos com as Associações Comerciais e Industriais (ACIs) da região quando
o tema é custeio das despesas das pessoas e estrutura que envolve a implantação do projeto. Além disso, conclui-se que é necessária uma maior aproximação dos municípios com o projeto, tendo em vista que isto poderia ser
fator de incentivo a entrada de novas empresas além de fator de aumento de seriedade do sistema. Mais dois dados merecem destaque. Primeiro o fato do Projeto Empreender ter pouca visibilidade regional, ou seja, ser muito pouco
divulgado, e o fato da agência de desenvolvimento do GABC não ter aproximação alguma com o projeto. Por último, surgem dados no decorrer da pesquisa que rompem a barreira das teorias administrativas conhecidas, tais
como a amizade como fator de associativismo. Portanto, os resultados obtidos com essa pesquisa apontam para a influência no incentivo ao desenvolvimento
do processo associativista na região do GABC, além de servir como incentivador para a aproximação de outros atores sociais no processo.(AU)

Advanced home care (ASIH) enables the patient to stay at home rather than to stay hospitalized in connection with severe medical conditions, while simultaneously this Thesis demonstrates that this is in fact not completely unproblematic and without risk. This partly because ASIH proves to be a complex form of care with many different kind of collaterally ongoing care contacts and efforts of care and concern, partly since ASIH concurrently can assume an overview over the treatment process and collaboration or cooperation between several treatment agents from different kinds of organizations and/or operations during all hours. This composes a relatively new heterogenetic and multifaceted context of care which to the professional practice means both new and less known problems within patient safety, which substantially can obstruct and rule out both the completion and the implementation of a safe home care. The Thesis is based upon an exploratory case study of problems within patient safety in correlation with an advanced home care, and where the research study has had its starting position in the professional practice with an interactive and qualitative research approach. The case study houses two part studies which show that the patient safety problems can be related to an intermediary and multi-organizational form of care, rather than an single operation. A command and control view upon the problems of patient safety, which the professional practice faces, show that missions within the frame of the care form ASIH can be regarded as either a complicated and not rarely a complex operation consistent with Alberts & Hayes (2007) and Brehmers (2008a; 2009c) terminology and where the assignments includes dynamic decision tasks. The case study reveals that the patient safety problems which concretely can obstruct and rule out the completion or implementation of the assignments in a safe way, can be considered related to the layout of the description of the assignments and also a lack of operative and tactical command and control level (of the handling and care of patients) in correlation with the different sorts of assignments that prevails – coincidentally as there is no suitable organization (forums of cooperation) and no appropriate IT-resources for the liaisons which effectively manages to promote and support the forms of cooperation that the character of the assignments also needs. The implicit system of conduct which comes forth through the analysis indicates that there is a need of improvement in order to enable effective command and control for a safer care, since the form of the system of conduct according to Brehmer´s (2006a,b; 2007a,b; 2008a,b; 2009c, 2010, 2011) model fails to satisfy the needs set by the function of command and control. The conclusion of the case study is that advanced home care should be regarded as an intermediary and multi-organizational care form which includes dynamic decision tasks and character wise complex operations contemplated per patient, thus demanding substantial command and control resources, a new point of view upon management and new auxiliary means of management in order to maintain a safe care during the implementation. The hypothesis which has been crystallized during the conclusions of the case study is that a more effective control and command and appropriate auxiliary means of command and control in real time, concerning primarily the handling of patients at the time of a change in care form, can improve the conditions of work in the professional practice and also result in more patient time, which consequently can be expected to contribute to concept of “Good care” i.g. cost effective, patient safe and dignified care. / <p>QC 20120525</p>
