Gentlemen's diplomacy: the foreign policy of Lord Lansdowne, 1845-1927

As British Foreign Secretary from November 1900 to December 1905, Lord Lansdowne operated on a long-held coherent body of principles on which he based his foreign policy. Throughout his political life, in fact, he pressed for the renewal of an enlightened—if informal—‘Concert of Europe’ which he hoped could be implemented worldwide. His ‘policy of the entente,’ which reflected his belief in the efficacy of reasonable and ‘gentlemanly’ diplomacy to settle outstanding disputes, left him illsuited, however, to manage Britain’s position as a world power during this period of perceived relative decline. If Lansdowne did indeed have some innate talent for diplomacy, he aspired not to be the next Talleyrand, of whom he was reputedly a descendant, but to become an appropriately detached liberal-minded arbiter. He was the true gentleman-diplomat who, as enlightened reason dictated, always wished to play cartes sur table. In these waning years of the supremacy of British power, the marquis believed in an empire forged no longer through fire and sword, but through the example of free institutions, just administration, and the influence of English culture. He certainly believed that foremost it was these aspects of Western civilization that brought Pax Britannica to the Khyber Pass. In pursuing his ‘policy of the entente,’ Lansdowne presumed initially at least that his fellow European gentlemen would aid him in the higher mission of preserving civilization, and consequently, although secondarily to the Foreign Secretary, the status quo. This, however, proved not to be the case. Lansdowne was perhaps the right man to administer the empire, in much the same manner he dutifully tried to look after and maintain his great estates and care for his many tenants and servants. He was, however, not the right man to charge with its preservation and defense. Fortunately, his policy proved impossible to carry out fully. He received little cooperation from the leadership of other great powers, and in the end the path of British foreign policy was impossible to guide or engineer in the direction he wished.

L'objectif de cette recherche est de comprendre dans quelle mesure les pratiques de ressources humaines influencent l’importance accordée au secret en tant que mécanisme de protection des actifs intellectuels dans les organisations. L'efficacité des accords de secret reste limitée et leur mise en application est difficile en raison des différences selon les juridictions et les tribunaux, l'absence de protection en cas de divulgation accidentelle ou ingénierie inverse et la difficulté pour les entreprises de démontrer l'existence du secret. Face à ces limites, plusieurs auteurs suggèrent qu'une ligne de défense s'appuyant sur des pratiques de ressources humaines permettrait de renforcer l'efficacité des accords de secret. Dans la présente recherche les pratiques de ressources humaines qui ont été analysées sont les pratiques de recrutement, les pratiques de formation, les pratiques de compensation, les pratiques d'évaluation, les pratiques de transfert et les pratiques de maintien des employés. La recherche repose sur une démarche déductive. Les données ont été collectées auprès de dirigeants et managers de 71 entreprises de la biotechnologie à partir d'un questionnaire. This thesis studies France"s relations with the Little Entente during the term of Foreign Minister Delbos. It relies primarily on published diplomatic papers and memoirs. It discusses Delbos's background, the histories of Czechoslovakia, Yugoslavia, and Rumania from 1919-1936, and the formation of the Little Entente. The thesis focuses on France's efforts after the Rhineland crisis to strengthen her Eastern European alliances. Delbos chose the Little Entente over the Soviet Union as France's primary Eastern European alliance. Delbos's proposed Mutual Assistance Pact between France and the Little Entente and his Eastern European trip in December, 1937, failed owing to Yugoslavian and Rumanian opposition. German economic domination and intimidation of, and British disinterest in, Eastern Europe contributed to Yugoslavian and Rumanian rejection of France's overtures.

The diploma thesis Fashoda Crisis as a Path to Franco-British Reconciliation? deals with the event of Fashoda crisis, the events that had preceded the conflict and the consequences on the Franco-British relations at the dawn of 19th century. The main objective of the thesis is to clarify the background, later development, and the outcome of the event. Throughout the thesis am focusing on the historical background with emphasis on the colonization of Egypt and its importance in the Franco-British relations. I am also putting the emphasis on clarifying the possible reasons that led to the Fashoda crisis as well as on introducing the main protagonists and their plans to take advantage of the crisis. The thesis than chronologically continues to evaluate the critical months at the end of 1898 and the beginning of 1899, which could be understood as the culmination point of the crisis. The thesis also tries to assess the mood and opinion of the public in both countries in the course of the crisis and even after signing the accords that put an end to this quarrel. At least I am trying to define and to evaluate the impact and influence of this specific event on the latter development of international relations between the two countries and also, I am trying to answer the question whether the Fashoda crisis...

This diploma thesis is dedicated to the creation of the Czechoslovak army. My goal is to describe its creation, development and significance till the appearance of the Little Entente in 1921. The army organisation took place under urgent needs for defence of state borders. As the Czechoslovak troops in Russia were delayed, commander ranks had to be engaged by the Italian and French officers. Because of many activities led by the Minister of Foreign Affairs Edvard Benes on Paris Peace Conference, the power of the Czechoslovakian Ministry of Defence was reduced. After the state borders were established, the role of the Ministry of Defence stabilized.
