Enhancing Youth Access to Community Recreation Facilities: An Effectiveness Evaluation of the Grade 10 Community Physical Activity Pass

Given the high prevalence of physical inactivity, effective strategies are urgently needed to increase physical activity levels among youth, especially those most at risk for inactivity including adolescent girls, older adolescents, and youth from low socioeconomic status households. A clear understanding of the factors associated with physical activity among youth is needed to design effective interventions. Physical activity is a complex behaviour that is influenced by intrapersonal, interpersonal, and environmental factors. Most recently, emphasis has been placed on the environmental correlates of youth physical activity. One consistent finding is that access to recreation facilities and opportunities to be active are positively associated with youths’ physical activity participation. Environmental interventions, which are often community-based, hold particular promise of instilling population-wide change. Yet, to date, little information is available about the effectiveness of environmental interventions to enhance youth physical activity in community settings. The manuscript presented in Chapter 3 of this thesis addresses these gaps in knowledge by providing evidence about a community-based initiative designed to increase access to recreation facilities by eliminating facility user-fees for youth. More specifically, recreation facility use among adolescents (n=1261; Mage = 14.97 ± 0.39; 46.3% girls) was objectively measured and the factors associated with the use of recreation facilities were examined. A total of 200 students accessed at least one facility. Results revealed that the likelihood of the best multilevel model examining pass use was 13 times larger than a model that included only individual-level predictors (p< 0.01). Pass users were more likely to: attend schools that were only a short distance away from facilities (OR=0.90 p< 0.01), be active (OR=1.69, p< 0.05), rate their health as fair (OR=2.32, p< 0.05), report homework as a barrier (OR=1.84, p< 0.01) and to have used facilities previously (OR=2.01, p< 0.05). Overall, results suggest that providing free access may be insufficient to enable adolescents to use recreation facilities. Furthermore, an ecological model should be used when designing interventions that aim to increase adolescents’ use of facilities. The implications of this study for research and practice will be outlined. Although further research is greatly needed to enhance our understanding of youths’ behaviours in order to develop effective interventions, the challenges associated with conducting research involving youth can deter researchers from investigating this population. In particular, several researchers have highlighted the methodological and ethical concerns of school-based research. These issues and their implications will be discussed in Chapter 4 of this thesis. O Turismo, inserido no setor terciário da economia, o da prestação de serviços, promove atividades geradoras de trabalho e renda, representando uma atividade econômica complementar para pequenos municípios com potencial turístico e com limitações para desenvolver os setores primário e secundário. A atividade turística recebe críticas quanto a aspectos destrutivos do consumo e produção e do Turismo de Massa e por, também, cumprir função pró-capitalista. O Turismo Sustentável planejado com Participação Social surge como um modelo da atividade turística capaz de minimizar o que é considerado negativo sem, no entanto, eliminar os impactos porque não há Turismo sem impactos. O tema deste estudo é o Planejamento do Turismo Sustentável com Participação Social na localidade de Monteiro Lobato, SP. Insere-se no processo da interdisciplinaridade ao envolver conhecimentos das áreas do planejamento do Turismo Sustentável, da Psicologia Social e da Participação Social. Aborda a problemática da inexistência, no Brasil, de políticas públicas eficazes não só em Turismo Sustentável como também para uma Participação Social que o apoie. O objetivo foi promover o planejamento do Turismo Sustentável por meio de estratégias participativas de planejamento e de programas educativos que estimulassem a atuação social na sua construção, gestão e implementação. A técnica utilizada neste trabalho foi a pesquisa-intervenção na tentativa de desviar o desenvolvimento turístico do município dos padrões do Turismo tradicional para o caminho do planejamento turístico com base nos critérios de sustentabilidade. Diz-se tentativa porque o resultado efetivo só poderá ser verificado no futuro. Entretanto, já se notam mudanças no discurso e atitudes dos atores sociais envolvidos. Porém, verificou-se nos estudos que as pessoas, ao realizarem a atividade, fazem escolhas conforme seus interesses econômicos, políticos e ideológicos baseados em seus valores e crenças, o que se torna a causa dos impactos positivos ou negativos à própria comunidade e ao espaço geográfico onde vivem. Portanto, é importante promover a ação educativa para a elaboração de um Plano Diretor de Turismo Sustentável com a participação da comunidade, capacitando um grupo multiplicador comprometido com a sua implementação e manutenção em um primeiro momento e envolvendo paulatinamente os demais moradores na sua prática / Tourism concerns economy tertiary sector, the one of services, and the activities it promotes create jobs and increase income. It represents a complementary economic activity for the small cities which despite having tourist potential also have limitations in developing primary and secondary economic sectors. The highlighted issue is that there are no effective public policies in Brazil concerning not only Sustainable Tourism as well as Social Participation which could support it. The objective was to promote the Sustainable Tourism planning by means of participative planning strategies and educative programs which would stimulate the social interaction for its building, management and implementation. The technique used in this thesis was the intervention-research trying to divert the city tourist development from the traditional Tourism patterns and to redirect its planning on criteria basis of sustainability. It is said an attempt because the effective result will be verified only in the future. However, some changes in speeches and attitudes have already been observed relating the involved social actors. Nevertheless, it was verified through these studies that people, when performing activities, make choices according to their ideological, political and economic interests which are based on their values and beliefs, being the causes of positive and negative impacts to the community itself and to the geographical space where they live on. Therefore, it is important to promote the educative action toward a Sustainable Tourism Master Plan elaborated with the community active involvement, thus capacitating a group which will act as a multiplier committed to its implementation and maintenance in a first moment and gradually enrolling other people to successfully do the same

Esta tese investiga a arte nas estações da Companhia do Metropolitano de São Paulo, verifica as possibilidades de uso de tecnologias atuais e as condicionantes para propostas de intervenção ambiental, permanentes e temporárias, no espaço público em questão. A partir de repertório conceitual, histórico e técnico; de pesquisas em campo e de entrevistas realizadas com filósofo especialista em culturas urbanas; usuários/espectadores/atores, monitores e técnicos de manutenção no decorrer da Exposição Arte Cibernética: Acervo Itaú Cultural (2010) e das 1ª e 2ª edições do Festival Internacional de Linguagem Eletrônica-FILEPAI (2010 e 2011) e artistas, teve como meta comprovar a hipótese da possibilidade de aplicação e aceitação de tecnologias atuais (Diodo Emissor de Luz-LED, célula fotovoltaica, mídias eletrônica e digital, linguagem da projeção) em intervenções ambientais visando contribuir com a melhoria qualitativa dos espaços das estações futuras e em funcionamento. Para o entendimento da relevância da arte inserida no contexto da sociedade contemporânea e das formas de manifestação artística proporcionadas pelo uso de tecnologias atuais este estudo apresenta conceitos atuais de cidade, espaço público, arte pública, arte pública interativa, público e site specific. Aborda ações financiadas/cofinanciadas pelo poder público para intervenções artísticas na paisagem urbana paulistana e apresenta considerações sobre a Lei de Incentivo da Prefeitura de São Paulo. Analisa características das obras no ambiente das estações, seus significados e condicionantes. Investiga a percepção/recepção das obras tecnológicas e o comportamento social dos usuários/espectadores/atores no decorrer dos eventos mencionados. Verifica como tem sido a atuação do artista junto ao arquiteto no processo de inserção das obras de arte buscando relações com os conceitos de projeto interdisciplinar e sitespecific, e o que pensam esses profissionais a respeito desses espaços, dos significados da arte, da aplicação de tecnologias atuais, da influência de regras normativas na forma de criar e de atuar e possíveis medidas para que a arte se faça presente na totalidade da rede. Apresenta avanços tecnológicos que têm possibilitado novas linguagens para a criação, desenvolvimento e construção de objetos/obras para a cidade contemporânea; exemplos práticos de intervenções ambientais, com vistas à arte contemporânea, em estações de metrô do âmbito internacional; formas de atuar de algumas companhias e política cultural da Régie autonome des transports parisiens (RATP). Constata-se que, tecnicamente, é possível aplicar tecnologias atuais em intervenções ambientais temporárias e permanentes. Entretanto, condicionantes internas e externas à Companhia têm dificultado não somente a utilização dessas tecnologias, mas a presença e a permanência da arte pública no metrô e na cidade. Faz-se necessário: criar políticas públicas no campo da cultura; divulgar os benefícios da lei de incentivo para as empresas; divulgar mecanismos para os artistas e a população; rever a formação acadêmica do artista, do arquiteto e do designer, de forma que seja multidisciplinar e possibilite a prática do projeto interdisciplinar. A presença de profissional no campo do gerenciamento que tenha uma compreensão transversal das diversas disciplinas envolvidas no projeto e que delegue o posicionamento de seus autores, ainda na fase de concepção, é fundamental para que o projeto interdisciplinar aconteça. As falas dos entrevistados, o estudo técnico, a aplicação dessas tecnologias em estações do âmbito internacional e nas exposições mencionadas, a prorrogação de prazo da Exposição Arte Cibernética e a permanência das estações como espaços expositivos dos Festivais Internacionais de Linguagem Eletrônica demonstraram a aceitação das obras tecnológicas. / This thesis investigates the art in the stations of the Metro Company of São Paulo and assesses the possibilities of using current technologies and their constraints, in proposals for permanent and temporary environmental intervention in the public space in question. Beginning with a conceptual, historical and technical repertoire, surveys in the field and interviews conducted with a philosopher with expertise in urban cultures, and with users / viewers / participants, monitors and maintenance technicians during the Itaú Cultural Cybernetic Art Exhibition: Collection (2010) , and the 1st and 2nd of editions of the International Festival of Electronic Language- FILEPAI (2010 and 2011); and artists, the work was aimed at substantiating the hypothesis of the applicability and acceptance of current technologies (Light Emitting Diode-LED, photovoltaic cell, electronic and digital media, language projection) in environmental interventions, with a view to contributing to the qualitative improvement of the space in currently-operating and future stations. To understand the relevance of art inserted into the context of contemporary society and the forms of artistic expression afforded by the use of current technologies, this study presents current concepts of city, public space, public art, both interactive and site specific. It discusses actions funded/co-funded by the government for artistic interventions in the urban landscape of São Paulo and presents considerations on the Incentive Law of the municipality of São Paulo. It analyzes characteristics of works in the environment of the stations, their meanings and constraints. It investigates the perception /reception of technological projects and the social behavior of the users/viewers/participants at the events mentioned. It is demonstrated how artists have been acting with architects in the process of insertion of the artwork, seeking relationships with interdisciplinary and site-specific design concepts, and what these professionals think about these spaces, the significance of the art, of the application of current technologies, the influence of normative rules in the form of creating and implementing possible measures to bring about the presence of art throughout the network. Technological advances are presented that have made possible new languages for the creation, development and construction of objects/works for the contemporary city; practical examples of environmental, with a view toward contemporary art in subway stations internationally; methods of some of the companies and of the cultural politics of the Régie des transports autonome parisiens (RATP). It is ascertained that, technically, it is possible to apply current technologies in temporary and permanent environmental interventions. However, internal and external constraints on the Company have hampered the use not only of these technologies, but also the presence and continuance of public art in the city and on the subway. This makes necessary: the creation of public politics in the field of culture, promotion of the benefits of the incentive law for businesses; disseminating mechanisms for the artists and the public, and review of the academic training of the artist, architect and designer, so that it is multidisciplinary and enable the practice of interdisciplinary projects. The presence of a professional in the field of management that has a broad understanding of the various disciplines involved in the project while still in its design stage and commissions the positions of its authors is crucial to making the interdisciplinary project happen. The interviewees\' statements, the technical study, the application of these technologies in the stations and in the international exhibitions mentioned, the extension of the duration of the Cybernetic Art Exhibition and maintenance of stations as exhibition spaces of the International Festivals of Electronic Language have shown acceptance of the technological works.

China's Social Credit System and Pro-Environmental Behaviour

Climate change is an enormous challenge which, if not addressed will have detrimental impacts across the globe. This problem is largely produced by human behaviour. Therefore, strategies aimed at influencing behaviour are necessary in addressing this issue. Governments are currently utilising informational campaigns, rewards, penalties, nudging and structural changes to influence pro-environmental behaviour. Although these methods are creating change, it is far from sufficient to address the massive and urgent issue of climate change. Therefore, alternative strategies should be considered. As such, this thesis aims to explore the effectiveness and the extent to which the Social Credit System, as it is being developed in China, can be considered an alternative strategy for producing pro-environmental behaviour. A framework to analyse and describe the SCS was developed by executing a literature review of key environmental behaviour models and intervention strategies aimed at producing pro-environmental behaviour. It concludes that the Social Credit System utilises a variety of methods similar to the behaviour models and interventions reviewed in this thesis, especially as far as rewards and punishments are concerned. However, surveillance stands out as a distinct means of intervention that is not utilised outside China to produce pro-environmental behaviour. The discussion suggests that this aspect of the system might be effective in contributing to address the challenge of climate change due to its coercive nature.

L’approche théorique des communs : une nouvelle grille d’analyse des interventions collectives environnementales visant la protection des lacs habités dans la région des Laurentides

Plus de trente ans après l’adoption de la Politique de protection des rives, du littoral et des plaines inondables (abrogée par le Régime transitoire le 1er mars 2022), les impacts de l’occupation humaine sur les rives et le littoral demeurent un enjeu d’actualité. Même si la littérature québécoise souligne les limites inhérentes aux interventions municipales et l’opinion des experts en sciences naturelles, en droit ou en planification du territoire, le point de vue des résidents riverains est peu documenté. Dans ce mémoire, nous voulons explorer ce sujet à travers le cadre théorique des communs. Le mémoire vise à approfondir nos connaissances du point de vue des riverains et des autres intervenants qui participent aux interventions collectives environnementales visant à protéger les lacs habités de la région administrative des Laurentides. Nous tenterons donc de répondre à la question : comment repenser la protection des rives et du littoral des lacs habités en milieu de villégiature? Les résultats des entretiens semi-dirigés permettent d’expliquer 3 types de solutions : 1) que l’intervention collective environnementale constitue une piste de solution crédible en matière de protection des rives et du littoral; 2) que les impacts de l’occupation humaine sur les rives et le littoral des lacs habités en milieu de villégiature peuvent être pensés comme un problème de ressources collectives; 3) que les initiatives citoyennes et associatives ne se traduisent pas nécessairement par l’émergence de communs. Notre réflexion prospective permet de dire que les municipalités locales et les associations de lacs sont complémentaires à plus d’un titre et constituent un partenariat « public-commun ». Ces deux organisations sont de nature à accroître le nombre et l’étendue des interventions collectives visant directement ou indirectement la protection des rives et du littoral des lacs habités en milieu de villégiature. / More than thirty years after the adoption of the Protection Policy for Lakeshores, Riverbanks, Littoral Zones and Floodplains Environmental Quality Act (repealed by the transitional regime on March 1, 2022), the impacts of human occupation on lakeshores and littoral zones remain a topical issue. Even if the Quebec literature emphasizes the inherent limits of municipal interventions and the opinion of experts in the natural sciences, law or urban planning, the point of view of the shoreline residents is poorly documented. In this thesis, we explore this topic through the theoretical framework of the commons. The thesis aims to deepen our knowledge from the point of view of shoreline residents and other stakeholders who participate in collective environmental interventions aimed at protecting the inhabited lakes of the administrative region of the Laurentians. We will therefore try to answer the question: how to rethink the protection of the lakeshores and littoral zones of inhabited lakes in resort areas? The results of the semi-directed interviews make it possible to explain 3 types of solutions: 1) that collective environmental intervention constitutes a credible solution for the protection of lakeshores and littoral zones; 2) that the impacts of human occupation on the lakeshores and littoral zones of inhabited lakes in resort areas can be thought of as a problem of collective resources; 3) that citizen and associative initiatives do not necessarily result in the emergence of commons. Our forward thinking allows us to say that local municipalities and lake associations are complementary in more ways than one and constitute a “public-common” partnership. These two organizations are likely to increase the number and extent of collective interventions aimed directly or indirectly at protecting the lakeshores and littoral zones of inhabited lakes in resort areas.
