Wastewater expenditure effects on in-stream bacteria pollution in the Rio Grande / Río Bravo post-NAFTA : evidence from panel data estimations

The United States and Mexico share responsibility in preserving the quality of their international river system, the Rio Grande / Río Bravo, and several international treaties govern the quantity of water each country must give and take. Because no treaty establishes joint standards for the quality of the river, the North American Agreement on Environmental Cooperation (NAAEC) was created in 1993 as a declaration of principles and objectives concerning the conservation and the protection of the environment as well as a guide of concrete measures to further cooperate on these matters. One particular goal of the NAAEC was to improve water quality in the US-Mexico Border Region, ensuring a clean, safe, and reliable water supply for the area. Although the US and Mexican federal governments have made substantial technical and financial commitments through binational agencies like the North American Development Bank (NADB) and the Border Environment Cooperation Commission (BECC), few empirical studies have assessed the impact of binational expenditures on wastewater infrastructure in this region. This report uses longitudinal panel data regression models to estimate the impact of capital expenditures on water quality made by binational, federal, and state water quality management institutions from 1995 to 2012. This analysis considers expenditures made on both sides of the Rio Grande watershed that constitutes the international border, beginning with El Paso, Texas and ending in the Gulf of Mexico. / text

Global environment: An emerging challenge for international cooperation building a legal regime for ozone layer depletion.

Global environment is presenting new opportunities and challenges for international cooperation. The depletion of the ozone layer is one of the successful cases where the world community has demonstrated a rare consensus to address a global problem. This study: (1) examines the role of international law and institutions in shaping a regime for ozone layer depletion as formalized in the 1987 Montreal Protocol; (2) evaluates contributions of the ozone regime to the development of international environmental law, and (3) analyzes its implications for future international cooperation. Using regime theories as a methodological framework, the study integrates science, policy, law and institutions to show how they interact to create understandings, practices, and procedures in international relations. Traditionally, regime theorists have focused on power and interest to explain international cooperation. The existing theories were found to be inadequate for the analysis of ozone regime. I have offered an alternate explanation by incorporating the element of "law" into regime studies and linking regimes with "institutions"--the raison d'etre of the regimes. This modified explanation helps to provide a better understanding of the formation of the ozone regime. The study suggests that the ozone regime has produced a new generation of environmental norms. These norms, both procedural and substantive, put "flesh on the bone" of environmental law and keep ozone regime as a political process in motion, thus, adapting to the changing technological and scientific environment. Moreover, the ozone regime marks a turning point in the shift of emphasis from single-issue pollution laws to an encompassing law of the atmosphere. A new form of international cooperation also emerged from ozone negotiations. This cooperation was promoted by joint efforts of the United Nations Environment Programme (UNEP) and the world scientific community. UNEP used scientific findings to persuade the parties to the ozone negotiations to re-evaluate their political stance in light of evolving scientific knowledge. At a time when traditional bases of power seem to be eroding, international institutions are viable structures to initiate efforts to address human concerns and facilitate decisions by the international community. Similarly, the world scientific community may prove influential in future global policymaking, in particular on the issues with high degrees of scientific uncertainty.

Trade promotion vs the environment: Inevitable conflict?

This study unveiled the trade-environment debate which has been revolving in the World Trade Organization for quite a long time now. While economic integration and trade liberalization offer the promise of growth and prosperity, environmentalists fear that free trade will lead to increased pollution and resource depletion. On the other hand, free traders worry that over-reaching environmental policies will obstruct efforts to open markets and integrate economies around the world. Trade liberalization has the potential to affect the environment both positively and negatively. Trade and environment tensions have therefore emerged as a major issue in the debate over globalisation. This paper examined the contours of these tensions and argued that trade policy and environmental programs can be better integrated and made more mutually supportive.

Ecological modernisation and the development of the UK's green industrial strategy : the case of the UK National Industrial Symbiosis Programme

The UK National Industrial Symbiosis Programme (NISP) is the first industrial symbiosis (IS) network in the world to have been established at national level. Many studies have recently investigated the UK NISP, but much work remains to be done in understanding the context that enabled the development and management of a large scale IS network. This research aims to explore and understand: (1) the place of the UK NISP within the UK government’s ‘green’ market strategy; and, (2) the management and organisational design employed by the UK NISP in developing and managing a nation-wide IS network. Based on a qualitative inquiry, a case study approach was adopted to conduct this research. In-depth semi-structured interviews were used to gather information from twenty-eight policy officers, government advisors, as well as representatives of the UK NISP and its partner organisations. The research findings showed that the government’s decision-making mechanism, in each of the UK countries, was significantly different. Whilst it was found that the UK government is focused on embedding ecological modernisation components in the policy process, there is also a need for extended and consistent decentralisation across the UK and a structural framework that enables non-state stakeholders to effectively influence the policy process. The outcomes of this research indicate a relationship between EM theory and the IS concept. By adopting the ecological modernisation agenda, the UK government can play a significant role in promoting the use of the IS concept by: (1) devising policies that are directly aimed at supporting the development of IS networks; and, (2) aligning the funding for technological innovation with the needs of potential IS projects. Nevertheless, the study found that the future of the UK NISP is entirely dependent on UK government funding and, therefore, it is recommended that the UK NISP should identify ways to raise income from the private sector as well for the UK NISP’s long term survival. The findings also highlighted the effectiveness of the organisational design employed by the UK NISP (including leadership at national level, regional delivery strategy and regional partnership strategy) for a large scale IS network and the suitability of the UK NISP’s organisational design to the dynamic nature of the IS network development. The regional partnership strategy was found to promote sectoral focus in IS networks, which did not adhere to the ‘innovation’ and ‘diversity’ principles of IS. This would result in limited innovation and raise the potential for an IS network to become unstable, for example, if a member decides to leave the network, the lack of diversity in the IS network would make it difficult to replace that member. So it is important that the UK NISP staff and contractors are provided with extensive training to ensure a better understanding of the IS concept principles. In a society facing economic and environmental challenges, this study specifically contributes to the understanding of the context that enabled the development of a large scale IS network that would help integrate environmental protection and economic growth.

The Political Economy of Climate Adaptation and Environmental Health: The Case of Ethiopia

<p>The environment affects our health, livelihoods, and the social and political institutions within which we interact. Indeed, nearly a quarter of the global disease burden is attributed to environmental factors, and many of these factors are exacerbated by global climate change. Thus, the central research question of this dissertation is: How do people cope with and adapt to uncertainty, complexity, and change of environmental and health conditions? Specifically, I ask how institutional factors, risk aversion, and behaviors affect environmental health outcomes. I further assess the role of social capital in climate adaptation, and specifically compare individual and collective adaptation. I then analyze how policy develops accounting for both adaptation to the effects of climate and mitigation of climate-changing emissions. In order to empirically test the relationships between these variables at multiple levels, I combine multiple methods, including semi-structured interviews, surveys, and field experiments, along with health and water quality data. This dissertation uses the case of Ethiopia, Africa’s second-most populous nation, which has a large rural population and is considered very vulnerable to climate change. My fieldwork included interviews and institutional data collection at the national level, and a three-year study (2012-2014) of approximately 400 households in 20 villages in the Ethiopian Rift Valley. I evaluate the theoretical relationships between households, communities, and government in the process of adaptation to environmental stresses. Through my analyses, I demonstrate that water source choice varies by individual risk aversion and institutional context, which ultimately has implications for environmental health outcomes. I show that qualitative measures of trust predict cooperation in adaptation, consistent with social capital theory, but that measures of trust are negatively related with private adaptation by the individual. Finally, I describe how Ethiopia had some unique characteristics, significantly reinforced by international actors, that led to the development of an extensive climate policy, and yet with some challenges remaining for implementation. These results suggest a potential for adaptation through the interactions among individuals, communities, and government in the search for transformative processes when confronting environmental threats and climate change.</p> / Dissertation

Bilateral interactions and governability of complex environmental issues : A case study of Swedish bilateral environmental cooperation

While domestic environmental agencies are still responsible for follow up the progress of environmental policy, the context of complex and large-scale environmental problems strongly influence the possibility to fulfill policy objectives. This thesis explores a case of bilateral environmental cooperation carried out by Swedish environmental authorities, to analyze how it contributes to governance and governability of environmental issue areas. Qualitative interviews with concerned actors revealed that bilateral cooperation was perceived to fill specific functions for the governability of environmental issues, complementary to other international cooperation. Key perceived qualities of bilateral cooperation were that it enabled trustful relations on working level and served as a door opener for dialogue. Joint policy development by environmental agency peers and demonstrating successful examples were seen as useful for promoting policy change. Applying a perspective of interactive governance, the thesis highlights that goals and activity selection of the studied bilateral cooperation were formed through interactions between the involved agencies and with partner countries. Bureaucratic structure and discourses on international cooperation constitute important limitations to the development and use of bilateral environmental cooperation. The study recommends governability assessment as a tool for improving design and follow-up of international environmental cooperation. Governability assessment analyzes the role that the interaction, and the interacting organization play in a governing system of an environmental issue area. The thesis adds to previous research on global environmental governance with empirical examples of the role bilateral interactions plays in the governing systems, as well as the specific qualities perceived by actors as crucial to the role. It also provides recommendations on how to further analyze initiatives by actors aiming to exercise environmental leadership in a diverse or fragmented institutional context of global environmental governance.

From the sea to the land beyond : exploring plural perspectives on whaling

A perennial challenge in efforts to deal with environmental issues is the question of how to simplify. As such, where and when one simplifies is often a source of conflict, but perversely also paramount to finding a solution. This thesis focuses on one long-standing environmental issue, the whaling debate. Specifically, it performs a strategically sited microethnography of Faroese whaling, grindadráp, exploring linkages between actions on local and international scales. This thesis aims to contribute to environmental sociological efforts to analyse and resolve complex socio-environmental problems. The five papers that together constitute this thesis collectively provide a description of grindadráp from the local scale of the bays where pilot whales are killed to the international forums where whaling as a whole remains an issue at the heart of an on-going, deadlocked conflict. Primarily based on three months’ fieldwork in the Faroe Islands, this thesis combines observation, interviews, media and other literature. The theoretical lenses employed are that of the ‘ontological turn’ and the ‘theory of sociocultural viability’ (cultural theory). The former utilised as a tool for ethnographic practice with the latter used to analyse how different perspectives on reality manifest throughout the whaling conflict. This thesis demonstrates that grindadráp has changed through time as a result of the interactions between actors with different views on the matter at hand. However, in contrast to the global whaling debate, this interaction has been mostly constructive, with appropriate changes in practice ensuring grindadráp’s continued popularity within the Faroe Islands. Furthermore, its continuation will likely depend on grindadráp’s continued ability to balance different perspectives. This thesis thus echoes environmental sociological calls for improved dialogue in the framing and resolution of environmental disputes, suggesting that cultural theory provides a tool that balances relativism and pragmatism in dealing with complex environmental problems.

FAITH BASED ENVIRONMENTAL STEWARDSHIP: PRACTICES AND ATTITUDES OF CHRISTIAN CHURCHES ON VIRGINIA’S NORTHERN NECK AND EASTERN SHORE

In recent years there has been a growing interest in the relationship between religion and the environment. The purpose of this project is to explore the environmental practices and attitudes of Christian churches in two Virginia Communities. The two communities; the Northern Neck and Eastern Shore are located on the Chesapeake Bay and have a shared history of dependence on the Bay. The results of the dissertation demonstrate the prevalence of environmental programs in the population, the nature of these programs and the respondents’ attitudes towards a host of environmental issues. These results can be used by environmental professionals and policy makers seeking to form partnerships with the religious community and hence promote sustainability within religious institutions and their followers. It will also prove useful to religious organizations which are concerned with environmental issues.
