Europeanisation of the EU defence and security policy after the end of the Cold-War

The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in European Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which were described by Radaelli as framing mechanisms and negative integration, incorporate all major relevant factors identified in the thesis (i.e., a common strategic culture, new security identity, domestic political decision-making, industrial base and defence spending decline) which contribute to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through historical and empirical analysis. Furthermore, the relationship between CSDP and NATO is also explored. This approach facilitates the analysis of the debate concerning the emergence of CSDP and throws light on the political shift that led EU leaders to support CSDP. Another aspect of this study is the empirical analysis of the dynamics and limitations of the European defence sector. The changes which took place in the European defence sector facilitated the emergence of CSDP. Hence, these changes are analysed in view of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and R&D impact.

New Threats for the European Union and their Effects on Sweden’s and Austria’s Basic Officer Education : a comparative Approach

During the Cold War, the largest threat against the countries of Europe was an enemy attack or invasion. After the end of the Cold War, the strategic environment changed drastically. The impending threat of a large-scale war was gone and the countries of Europe approached each other in the hope of cooperation with mutual benefits. As the old threat faded away, new threats which were significantly more dynamic and complex emerged. Threats such as terrorism, proliferation of weapons of mass destruction, organised crime over the boarders and state failure became more apparent, both, in Europe and in its proximity. Irregular conflicts as in Kosovo and Afghanistan showed an assortment of the various threats. This complexity poses as a big challenge for the officers of today and tomorrow. It is of vital importance that both current and future military commanders are well educated in the complexities of their line of work. The first step to achieve this is ensuring that adequate education in the subject is given. In this thesis, the author researches to what extent the Swedish National Defence College and the Theresan Military Academy choose to educate their officer cadets regarding the new threats. The purpose of researching more than one country is to enable a discussion on eventual areas of improvement in the two countries’ curricula, within the context of the common threats. The author chose Austria because of its many similarities to Sweden. The methodological approach of the thesis is mainly of a quantitative nature. The author researches whether the different threats are found in both national and military strategies as well as in the curricula of the two academies’ Basic Officer Education. The study shows that more education is needed regarding certain threats. More training is needed regarding cyber security as a result of the growing dependence on IT systems and digital information. In addition, an international collaboration could yield potential benefits for both officer cadets’ problem solving skills and their knowledge of the ESS. / Under det kalla kriget var det största hotet mot länderna i Europa ett fientligt angrepp eller invasion. Efter det kalla krigets slut förändrades den säkerhetspolitiska miljön avsevärt. Det överhängande hotet om storskaligt krig var borta och Europas länder närmade sig varandra i hopp om samarbete med ömsesidig nytta. I takt med att det gamla hotet bleknade så växte det fram andra hot som var betydligt mer dynamiska och komplexa. Hot som terrorism, spridning av massförstörelsevapen, organiserad brottslighet över gränserna och nedbrytning av svaga stater blev allt mer påtagliga, både i Europa och i dess närområde. Irreguljära konflikter som i Kosovo och i Afghanistan uppvisade en blandning av de olika hoten. Denna komplexitet innebär stora utmaningar för både dagens och morgondagens officerare. Det är av yttersta vikt att både nutida och framtida militära chefer och beslutsfattare är väl insatta i hur komplexa uppgifterna faktiskt kan komma att vara i deras yrkesutövning. Det första steget för att nå detta är att adekvat utbildning i ämnet ges. I detta arbete undersöker författaren i vilken utsträckning Försvarshögskolan i Sverige och Theresianische Militärakademie i Österrike utbildar sina officersaspiranter gällande de nya hoten. Syftet med att undersöka mer än ett land är för att kunna diskutera eventuella förbättringsmöjligheter i de två ländernas utbildningar, kopplat till de EU- gemensamma hoten. Författaren valde Österrike för dess många likheter med Sverige. Arbetets tillvägagångssätt är främst genom en kvantitativ metod. Författaren undersöker huruvida de olika hoten återfinns i såväl nationella som militära strategier och i kursinnehållen för de båda ländernas grundläggande officersutbildning. Studien visar att mer utbildning behövs avseende vissa hot, bland annat gällande cybersäkerhet som ett resultat av det växande beroendet av IT-system och digital information. Dessutom hade ett internationellt samarbete inneburit potentiella fördelar gällande både kadetters förmåga till problemlösning samt deras kunskap om ESS. / <p>Erasmus</p>

Les transformations des relations euro-méditerranéennes après le cinquième élargissement de l'UE : portée et limites des cadres de voisinage euro-méditerranéens / The transformations of the Euro-Mediterranean relations following the fifth enlargement of the EU : scope and limits of neighbourhood Euro-Mediterranean frameworks

Avec le lancement du Partenariat Euro-Méditerranéen (PEM) en 1995, les relations entre l’Union européenne et les Pays tiers méditerranéens (PTM) connaissent une évolution notable. Du fait de la mise en place d’un cadre multilatéral complété par la conclusion des accords d’association, ce Partenariat représente une rupture avec les politiques méditerranéennes antérieures. Dans le contexte du cinquième élargissement de l'Union européenne du 1er mai 2004, la Politique Européenne de Voisinage (PEV) transforme le PEM en préconisant la création d’un cercle d'amis avec les voisins méditerranéens du Sud et les nouveaux voisins de l’Est. Ce métissage est le résultat de la rencontre entre deux cadres à objectifs différents et contextes géostratégiques différents : le PEM comme cadre de coopération régionale établi dans les années quatre-vingt-dix et une PEV en tant que politique de l’UE employant les méthodologies issues du processus de préadhésion. Les transformations des relations euro-méditerranéennes après la PEV ont permis l'émergence progressive d'une nouvelle forme relationnelle avec un impact contrasté sur les dimensions bilatérale et multilatérale du PEM. Cette étude définit le résultat de cette nouvelle dynamique interactive des politiques de l’UE sous le nom de cadres de voisinage euro-méditerranéens. La délimitation des cadres de voisinage euro-méditerranéens passe par l’analyse des transformations des relations après le cinquième élargissement en distinguant la dimension multilatérale de la dimension bilatérale. Si la dimension régionale euro-méditerranéenne post-élargissement n’est que partiellement affectée par la PEV, la dimension bilatérale est, quant à elle, profondément modifiée par l’instauration progressive d’un cadre relationnel à mi-chemin entre l’association et l’adhésion. / With the launch of the Euro-Mediterranean Partnership (EMP) in 1995, the relation between the relationship between the EU and Mediterranean countries witnessed a significant evolution. With the establishment of a multilateral framework supplemented by the conclusion of association agreements, this Partnership represents a break with past Mediterranean policies. In the context of the fifth enlargement of the European Union on May 1st, 2004, the European Neighbourhood Policy (ENP) transforms the PEM; advocating for the creation of a circle of friends with Mediterranean neighbors in the South and the new neighbors in the East. This mix is the result of the encounter between two frameworks with different objectives in different geo-strategic contexts: the EMP as a regional cooperation framework established in the nineties on one hand and the ENP, i.e. an EU policy using the pre-accession process methodologies on the other hand. The transformation of Euro-Mediterranean relations after the ENP allowed for the gradual emergence of a novel relational framework with a mixed impact on the bilateral and multilateral dimensions of the EMP. This study defines the result of this new interactive dynamic of the EU policies falling under the Euro-Mediterranean neighbourhood framework. The delimitation of the Euro-Mediterranean neighbourhood frameworks involves the study of the transformations in the relations following the fifth enlargement, distinguishing between multilateral and bilateral dimensions. While the Euro-Mediterranean regional dimension post-enlargement is only partially affected by the ENP, the bilateral dimension is, in turn, profoundly changed by the progressive introduction of a relational framework halfway between the association and the membership.

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union.
