A Research of Constructing Operation Evaluation Indicator and the Current Condition of Compulsory Education Advisory Group

The purpose of the research is to construct Operation Evaluation Indicator of Compulsory Education Advisory Group by means of CIPP Evaluation Mode. There are 4 evaluation levels, 18 evaluation items, and 63 evaluation indicators concluded through literature review, document analyses from Ministry of Education, and those concerning compulsory education advisory groups of 10 counties and cities. The researcher conducted three rounds of Delphi questionnaires through Delphi Technique counseling group with 29 persons, including administrators of Educational Bureaus of City and County Governments, scholars, professionals, curriculum supervisors, members of compulsory education advisory groups, school administrators and teachers, to seek the suitability and feasibility of evaluation indicators and to view the discrimination and internal consistency of evaluation indicators in accordance with 214 questionnaires from three counties and cities. Lastly, the researcher discussed the current condition of the operation of compulsory education advisory groups, difference of diverse Context forms, and the relativity between each level of CIPP according to returned 640 questionnaires presented to compulsory education advisers from 23 counties and cities of the whole country. Conclusions of the research are as follows: 1. Regarding implications of constructing Evaluation Indicators Operation Evaluation Indicators of Compulsory Advisory Group constructed by CIPP four evaluation levels, namely, context, input, process and product, includes 18 evaluation items, 63 evaluation indicators, provided with curriculum profession and administrative performance. 2. Regarding current condition of the organizational operation of compulsory education advisory groups from every country and city. (1) The performance of members of advisory groups in 23 counties and cities was between ¡§Conformable¡¨ and ¡§Very Conformable.¡¨ (2) As for the average score of 23 counties and cities, there¡¦s bigger difference between the country or city with the highest score and that with the lowest score. (3) The performance of four evaluation levels is divided into ¡§Context Evaluation Level,¡¨ ¡§Product Evaluation Level,¡¨ ¡§Input Evaluation Level.¡¨ and ¡§Process Evaluation Level.¡¨ (4) Among 18 evaluation items, ¡§Program Establishment¡¨ and ¡§School Consulting Service¡¨ have the best performance; ¡§Material Resources¡¨ and ¡§R&D Media Teaching Material¡¨ have the worst performance. 3. Regarding performance difference in whole Evaluation of compulsory education advisory groups under different Context variables. (1) As for comparison between compulsory education advisory groups of metropolitan counties and cities, there¡¦s no outstanding difference in the whole evaluation, but there¡¦re outstanding differences in the performance of ¡§Action Research¡¨ and ¡§Execution Features¡¨ among 18 evaluation items. (2) As for comparison between compulsory education advisory groups of municipalities and those of non-municipalities, there¡¦re outstanding differences in whole evaluation and advisory groups of municipalities score higher than those of non-municipalities. However, if it¡¦s compared with evaluation items, 10 evaluation items in total had outstanding differences, and 8 evaluation items did not. (3) As for comparison of having full-time advisers or not, there¡¦re outstanding differences in the performance of whole evaluation, evaluation levels, and evaluation items and the performance of compulsory education advisory groups with full-time advisers was better than those without full-time advisers. (4) As for comparison between ¡§Pass¡¨ and ¡§Pass after amendment¡¨ types examined by Ministry of Education in 2006, there¡¦re outstanding differences in the performance of whole evaluation, and compulsory education advisory groups which ¡§Pass¡¨ the examination performed better than those ¡§Pass after amendment.¡¨ But if it¡¦s compared with evaluation items, 15 evaluation items in total had outstanding differences, but there¡¦re no outstanding difference in ¡§Relevant backup,¡¨ ¡§Assistance in teachers¡¦ growth of profession,¡¨ and Execution features of counties and cities.¡¨ 4. Regarding the correlation between Product Evaluation Level and Context, Input, and Process Evaluation Levels (1) It shows positive correlation between Product Evaluation Level and Context, Input, Process Evaluation Levels. (2) It shows outstandingly positive correlation between Product Evaluation Level and 13 evaluation items of other three evaluation levels. According to conclusions of the research, here are suggestions to Ministry of Education, Education Bureau and Advisory Group of each county and city as below 1. Suggestions to Ministry of Education (1) Apply evaluation indicators developed by the research (2) Continue providing financial resources for Advisory Group of each county and city (3) Promote legalization of Advisory Group (4) Encourage Advisory Group of each county and city to innovate and establish features actively 2. Suggestions to Education Bureaus of counties and cities (1) Recruit full-time advisors (2) Construct human resources managing system for advisors (3) Establish self-evaluation mechanism of Advisory Groups of counties and cities (4) Construct the stage of ¡§Self-fulfillment¡¨ for advisers 3. Suggestions to Advisory Group of each county and city (1) Establish professional image of advisers as ¡§Expert Teacher¡¨ (2) Establish the mechanism of emotional interdependence and lateral communication between advisers (3) Continue promoting consulting service to school teachers (4) Strengthen advisers¡¦ abilities of applying information media.

Skolininko patikimumo vertinimas / Debtor creditability evaluation

Finansų rinkos yra svarbi ekonomikos dalis, atliekanti vieną svarbiausių ekonominių funkcijų - perskirsto laikinai laisvas lėšas tarp ūkio subjektų ir kartu įtraukia į investavimo procesą skolininkus. Suteikus paskolą, atsiranda rizika, kad skolininkas neįvykdys savo įsipareigojimų. Vienas iš būdų šiai rizikai valdyti yra skolininko patikimumo vertinimas. Paskolų teikimas yra svarbi banko veikla, nes didžiausią įtaką bankų pelningumui per pastaruosius metus turėjo didėjančios paskolų portfelio pajamos: per 2005 m. paskolų suma mln Lt padidėjo 40,93% daugiau lyginant su praėjusiais metais, o per 2006 m. - pasiekė 96,17% lygį nei ankstesniais metais. Didėjančios paskolų portfelio pajamos lėmė 382,3 mln. Lt, arba 48,6 proc., didesnes nei 2005 metais grynąsias palūkanų pajamas, palyginti su 2005 metais, bankai gavo 100,3 mln. Lt, arba 25 proc., daugiau grynųjų paslaugų ir komisinių pajamų, todėl kiekvienam bankui svarbu tinkamai valdyti kredito riziką, kad išvengtų nuostolių dėl blogų paskolų suteikimo. Tai paskatino giliau panagrinėti esamą situaciją, kuri parodo, kad Lietuvos bankai susiduria su kredito rizika ir, kad nuostoliai susidarę dėl blogų paskolų gali skaudžiai atsiliepti skolintojams. Vienas iš kredito rizikos mažinimo būdų yra tinkamas skolininko patikimumo vertinimas, kuris banke turi didelės įtakos banko užimamai rinkos daliai, bei jo pelningumui. Research object: debtor credibility evaluation. The objektive of this paper is to analyze debtor credibility evaluation and evaluate enterprise “Fausta” evaluation using debtor credibility evaluation models. Debtor credibility evaluation model is made from debtor financial rates and their intake methods. The most analyzed intake methods in science literature are linear discriminant analysis, logit, probit methods; the least used: neural networks, decision trees. In this work debtor credibility evaluation models are analysed, they are classified according to two criterions: qualitative models (descriptive) and quantitative models (estimated). Both classification models can betters evaluation debtor credibility. The following models are used to evaluate enterprise “Fausta” credibility: qualitative models: 6C ir SAPACTRPS and quantitative analysis models: Tafler (1974), Springate (1978), Lis (1999), Shumway (2001), Altman Z modelis (1968), Ohlson (1980), Fulmer (1984). Le Supply Chain management a pour finalité de piloter un ensemble d'acteurs appartenant à une ou plusieurs chaînes dans le but d'optimiser globalement la chaîne et ainsi proposer de créer de la valeur commune. L'analyse systémique permet de mieux appréhender les attentes en termes de performance en se situant sur une perspective plus globale et en intégrant dans un ensemble chaque élément d'une chaîne. La mise en place des meilleures pratiques de Supply Chain management concourt à la création de valeur pour les clients et les actionnaires. Nous avons montré par un modèle statistique que plus les entreprises s’engagent dans une démarche d’excellence Supply Chain plus leur valeur clients et actionnaires sont élevées. Les entreprises ayant mis en place les meilleures pratiques du Supply Chain management sont celles qui sont amenées à observer les plus fortes valorisations vis-à-vis des actionnaires et des clients. Nous avons ensuite analysé les différents modèles d’évaluation de la performance du Supply Chain management et montré que les modèles existants ne sont pas tous orientés vers l’analyse de la création de valeur. Nous avons ainsi comparé quinze modèles en les distinguant en plusieurs catégories. Ayant constaté certains manques, nous avons proposé un modèle d'évaluation de la performance Supply Chain management (SCALE) orienté vers la création de valeur sur la chaîne permettant ainsi aux entreprises de s’orienter efficacement vers cette création de valeur étendue. Le modèle a été mis en oeuvre dans une entreprise de la grande distribution pour montrer l'impact de l'utilisation de ce modèle sur la création de nouvelles richesses pour l'entreprise et la chaîne. Les conclusions apportées par cette étude d’entreprise montrent que le modèle SCALE permet d'aider les décideurs des entreprises d’une chaîne à mieux piloter leurs organisations en prenant en compte les paramètres de chaque acteur et de l'environnement. / The purpose of supply chain management is to pilot a group of actors belonging to one or several chains, thereby achieving a global optimisation of the chain(s) and creating shared value. Systemic analysis has improved understanding of actors’ performance expectations, and with today’s broader outlook, chains tend to be viewed as encompassing a whole range of disparate elements. Determining the best supply chain management practices helps to create value for customers and shareholders. Using a statistical model, we have been able to show that the more companies commit to a supply chain excellence approach, the greater the value for their customers and shareholders. The companies that have established the best supply chain management practices are those that will benefit most from customer and shareholder goodwill. We then analysed the different supply chain management performance evaluation models and showed that existing variants are not all geared towards value creation analysis. This led us to compare 15 models differentiated by several categories. Having observed several weaknesses in these variants, we came up with our own supply chain management performance evaluation model (SCALE), one that is more oriented towards value creation within the chain and will enable companies to move as efficiently as possible to adopt an extended value creation construct. The model was implemented in a large retail company to demonstrate how its utilisation can impact the creation of new wealth for company and chain alike. The conclusions of this corporate study show that the SCALE model helps corporate decision-makers within a particular chain to improve the way in which they pilot their organisations by incorporating the characteristic parameters of each actor and the environment as a whole.

Software has gained an essential role in our daily life in the last decades. This condition demands high quality software. To produce high quality software many practitioners and researchers put more attention on the software development process. Large investments are poured to improve the software development process. Software Process Improvement (SPI) is a research area which is aimed to address the assessment and improvement issues in the software development process. One of the most important aspects in software process improvement is to measure the results gained from the embarked process change. Without measuring the results, it is hard to tell whether the goals have been achieved or not. However, measurement for software process improvement is not a trivial task. Furthermore, there is no common systematic methodology that can be used to help measuring the performance of software process improvement initiatives. This thesis is intended to provide basic key concepts for the effective measurement and evaluation of the outcome of software process improvement. A major part of this thesis presents the systematic review in evaluating the outcome of software process improvement. The systematic review is aimed at the identification of the major issues in software process improvement evaluation and to gather the requirements for a software process improvement measurement and evaluation framework. Based on the results of the systematic review, a measurement and evaluation model is formulated. The objective of the model is to provide the groundwork for a software process improvement measurement and evaluation framework. The model is deemed to be applicable in a broad spectrum of scenarios by providing concepts that are independent from specific SPI initiatives.
