It thus defends the importance of evaluating intellectual capital in higher education institutions, and the feasibility of preparing an intellectual capital model highlighting the critical intangible assets of the Professional Master in Administration. It was conducted as research on the theory of intellectual capital, seeking to understand how the intangible assets from different organizations are identified and assessed. It also researched the major global initiatives that sought assessment, with special focus on those models that are dedicated to educational institutions. Thus, it was possible to propose an initial model for evaluating the intellectual capital of the PMA courses, divided into three sections: (i) strategic plans, (ii) critical intangible assets, and (iii) intellectual capital indicators grouped by structural, relational and human capital. Conducting a field survey with 101 teachers and coordinators of different courses of PMA in Brazil, intangible assets and critical indicators were defined and validated, based on the opinion of the respondents about the importance of each item for the assessment of intellectual capital and degree of difficulty assigned to the process of collecting data necessary for the preparation of each indicator. Thus, based on the exploratory factor analysis, it was possible to define the constructs of the intellectual capital evaluation model, dictating its structure. In addition, tests were performed to compare means for independent samples and tests of independence between categorical variables, allowing not only the confirmation of this thesis, but also some important conclusions about the research topic. / O presente trabalho tem por objetivos verificar a importância da avaliação do capital intelectual em instituições de ensino superior e elaborar um modelo capaz de avaliar o capital intelectual dos cursos de mestrado profissional em administração, possibilitando a comparação entre diferentes cursos e o acompanhamento de suas metas e de seus objetivos estratégicos. Desse modo, defende-se a tese da importância da avaliação do capital intelectual em instituições de ensino superior e também da viabilidade da elaboração de um modelo de avaliação de capital intelectual capaz de evidenciar os ativos intangíveis críticos dos cursos de mestrado profissional em administração (MPA). Para alcançar os objetivos, foi realizada uma pesquisa sobre a teoria de capital intelectual, buscando entender como são identificados e avaliados os ativos intangíveis de diferentes organizações. Foram pesquisadas, ainda, as principais iniciativas mundiais que buscaram a sua avaliação, com foco especial naqueles modelos que são dedicados às instituições de ensino. Com isso, foi possível propor um modelo inicial para avaliação do capital intelectual dos cursos de MPA, estruturado em três seções: (i) plano estratégico; (ii) ativos intangíveis críticos; e (iii) indicadores de capital intelectual agrupados por capital estrutural, relacional e humano. A partir de uma pesquisa de campo realizada com 101 professores e coordenadores de diferentes cursos de MPA no Brasil, os ativos intangíveis críticos e os indicadores foram definidos e validados com base na opinião dos respondentes acerca da importância de cada item para a avaliação do capital intelectual do objeto estudado e o grau de dificuldade atribuído ao processo de coleta de dados necessários à elaboração de cada indicador. Assim, com base na análise fatorial exploratória, foi possível definir os construtos do modelo de avaliação de capital intelectual e sua estrutura final. Por fim, foram realizados testes para a comparação de médias para amostras independentes e teste de independência entre variáveis categóricas, possibilitando não só a confirmação da tese defendida como também importantes conclusões sobre o tema pesquisado.

Structure Oriented Evaluation Model for E-Learning

Volume 14 of publication series EINGEBETTETE, SELBSTORGANISIERENDE SYSTEME is devoted to the structure oriented evaluation of e-learning. For future knowledge society, beside creation of intelligent technologies, adapted methods of knowledge transfer are required. In this context e-learning becomes a key technology for development of any education system. E-learning is a complex process into which many different groups with specific tasks and roles are included. The dynamics of an e-learning process requires adjusted quality management. For that corresponding evaluation methods are needed. In the present work, Dr.Tudevdagva develops a new evaluation approach for e-learning. The advantage of her method is that in contrast to linear evaluation methods no weight factors are needed and the logical goal structure of an elearning process can be involved into evaluation. Based on general measure theory structure oriented score calculation rules are derived. The so obtained score function satisfies the same calculation rules as they are known from normalised measures. In statistical generalisation, these rules allow the structure oriented calculation of empirical evaluation scores based on checklist data. By these scores the quality can be described by which an e-learning has reached its total goal. Moreover, a consistent evaluation of embedded partial processes of an e-learning becomes possibly. The presented score calculation rules are part of a eight step evaluation model which is illustrated by pilot samples. U. Tudevdagva’s structure oriented evaluation model (SURE model) is by its embedding into the general measure theory quite universal applicable. In similar manner, an evaluation of efficiency of administration or organisation processes becomes possible.

A Model for the Evaluation of IS/IT Investments

Evaluation is a vital--yet challenging--part of IS/IT management and governance. The benefits (or lack therefore) associated with IS/IT investments have been widely debated within academic and industrial communities alike. Investments in information technology may or may not result in desirable outcomes. Yet, organizations must rely on information systems to remain competitive. Effective evaluation serves as one pathway to ensuring success. However, despite a growing multitude of measures and methods, practitioners continue to struggle with this intractable problem. Responding to the limited success of existing methods, scholars have argued that academicians should first develop a better understanding of the process of IS/IT evaluation. In addition, scholars have also posited that IS/IT evaluation practice should be tailored to fit a given organization's particular context. Of course, one cannot simply tell practitioners to "be contextual" when conducting evaluations and then hope for improved outcomes. Instead, having developed an improved understanding of the IS/IT evaluation process, researchers should articulate unambiguous guidelines to practitioners. The researcher addressed this need using a multi-phase research methodology. To start, the researcher conducted a literature review to identify and describe the relevant contextual elements operating in the IS/IT evaluation process: the purpose of conducting the evaluation (why); the subject of the evaluation (what); the specific aspects to be evaluated (which); the particular evaluation methods and techniques used (how); the timing of the evaluation (when); the individuals involved in, or affected by, the evaluation (who); and the environmental conditions under which the organization operates (where). Based upon these findings, the researcher followed a modeling-as-theorizing approach to develop a conceptual model of IS/IT evaluation. Next, the conceptual model was validated by applying it to multiple case studies selected from the extant literature. Once validated, the researcher utilized the model to develop a series of methodological guidelines to aid organizations in conducting evaluations. The researcher summarized these guidelines in the form of a checklist for professional practitioners. The researcher believes this holistic, conceptual model of IS/IT evaluation serves as an important step in advancing theory. In addition, the researcher's guidelines for conducting IS/IT evaluation based on organizational goals and conditions represents a significant contribution to industrial practice. Thus, the implications of this study come full circle: an improved understanding of evaluation should result in improved evaluation practices.

Factors affecting students’ attitude and performance when using a web-enhanced learning environment

The purpose of this thesis is to investigate the use of a course management system in a University learning environment and the factors that affect students' attitude and performance in such environments and to study the relationship between these factors. The course management system that was used in the research studies in this thesis was WebCT. Three in-field studies were carried out to achieve the aim of this research thesis. A mixture of qualitative and quantitative approaches was used in the studies. Data from participants were collected via questionnaires, interviews, and numerical data from the WebCT tracking system. First the relationship between the students' attitude towards using WebCT and their module leaders' attitude towards using it was studied. Then, the relationship between students' cognitive styles and their satisfaction, their achievement, and their way of using WebCT was investigated. Finally, a model of the critical factors affecting students‟ attitudes to WebCT, use of WebCT and achievement was developed and tested. The model is divided into three main dimensions. The three dimensions are 1) The learner dimension: students' interaction with their classmates, students' capability of using the internet, students' capability of using WebCT. 2) The instructor dimension: Instructor's technical competence, instructor's way of presenting materials on WebCT, interaction between students and their instructor. 3) The technology dimension: usefulness, ease of use, flexibility, quality. The results suggested that students have a positive attitude towards using a course management system (WebCT) on their courses. Also, the results indicated that students' use of WebCT is a positive indicator of their academic achievement (in terms of performance on specific modules). It was also found that instructor attitude and way of using WebCT affects students' attitude and performance when using WebCT. The Technology dimension was found to be a positive indicator of students' attitude and use of WebCT. The Instructor dimension was also found to be a positive indicator of students' attitude and achievement in WebCT. Moreover, the Learner dimension was found to be a positive indicator of students' attitude, use of WebCT and achievement.

Quality Evaluation Model for Crisis and Emergency Management Systems-of-Systems / Modelo de Avaliação de Qualidade para Sistemas-de-Sistemas de Gerenciamento de Crises e Emergência

Systems-of-Systems (SoS) have performed an important and even essential role to the whole society and refer to complex softwareintensive systems, resulted from interoperability of independent constituent systems that work together to achieve more complex missions. SoS have emerged specially in critical application domains and, therefore, high level of quality must be assured during their development and evolution. However, dealing with quality of SoS still presents great challenges, as SoS present a set of unique characteristics that can directly affect the quality of such systems. Moreover, there are not comprehensive models that can support the quality evaluation of SoS. Motivated by this scenario, the main contribution of this Masters project is to present a SoS Evaluation Model, more specifically, addressing the crisis/emergency management domain, built in the context of a large international research project. The proposed model covers important evaluation activities and considers all SoS characteristics and challenges not usually addressed by other models. This model was applied to evaluate a crisis/emergency management SoS and our results have shown it viability to the effective management of the SoS quality. / Sistemas-de-Sistemas (SoS, do inglês Systems-of-Systems) realizam um importante e até essencial papel na sociedade. Referem-se a complexos sistemas intensivos em software, resultado da interoperabilidade de sistemas constituintes independentes que trabalham juntos para realizar missões mais complexas. SoS têm emergido especialmente em domínios de aplicação crítica, portanto, um alto nível de qualidade deve ser garantido durante seu desenvolvimento e evolução. Entretanto, lidar com qualidade em SoS ainda apresenta grandes desafios, uma vez que possuem um conjunto de características únicas que podem diretamente afetar a qualidade desses sistemas. Além disso, não existem modelos abrangentes para o suporte à avaliação de qualidade de SoS. Motivado por este cenário, a principal contribuição deste projeto de mestrado é apresentar um modelo de avaliação para SoS, especialmente destinado ao domínio de gerenciamento de crises e emergências. Este modelo foi construído no contexto de um grande projeto de pesquisa internacional, e cobre as mais importantes atividades de avaliação, considerando as principais características e desafios de SoS geralmente não abordados por outros modelos. Este modelo foi aplicado na avaliação de um SoS de gerenciamento de crises e emergência, e nossos resultados têm mostrado sua viabilidade para o efetivo gerenciamento da qualidade de SoS.

Mestrado profissional em saúde: interações estabelecidas entre centro de pesquisa e unidades de trabalho / Professional Master in Health: interactions established between research center and work units

O sistema de pós-graduação trouxe contribuições para as universidades, principalmente no âmbito da melhoria da qualidade do ensino e da produção de conhecimento. Implantada na década de 60, com o propósito de qualificar profissionais, maioria docentes da própria universidade, visava a ampliar sua formação para a pesquisa e, consequentemente, incentivar a produção de conhecimento. Neste movimento, docência e pesquisa foram fortalecidos. Ao final da década de 90, a CAPES reconhece o Mestrado Profissional - stricto senso - como modalidade de pós-graduação. Com foco nos profissionais atuantes no mercado de trabalho, propõe sua aproximação com a pesquisa, com o compromisso de alcançar e modificar o ambiente de trabalho. Paralelamente, em 1990, é fundado o Hemocentro do Hospital das Clínicas da Faculdade de Medicina de Ribeirão Preto da Universidade de São Paulo. Com proposta inicial de assistência e atendimento ao público, este centro de saúde conviveu com a pesquisa realizada na academia, possibilitando conciliar a produção de conhecimento com a prática desenvolvida em sua rotina. Em 2012, inaugura o mestrado profissional em Hemoterapia e Biotecnologia, com o objetivo de formar e qualificar profissionais desta área. Neste trabalho, objetivou-se estudar este programa, com a proposta de investigar os mecanismos de interação estabelecidos entre o centro de pesquisa e as unidades de trabalho parceiras, a partir da perspectiva dos egressos (1ª e 2ª turmas). Por ter um caráter exploratório e inicial, buscou-se trabalhar com indicadores exclusivos da modalidade profissional, permitindo fortalecer o acompanhamento e avaliação do programa oferecido, principalmente àqueles relacionados à aplicabilidade dos projetos e o impacto do curso realizado para a atuação profissional do egresso. Dessa forma, o presente trabalho é um estudo exploratório-descritivo com abordagens quantitativas e qualitativas, com seis tópicos principais de investigação: o programa oferecido; os projetos de pesquisa realizados; as produções intelectuais; os desdobramentos da convivência em grupo de profissionais de diferentes estados brasileiros; as contribuições do orientador para o desenvolvimento dos projetos de pesquisa e as contribuições decorrentes da aproximação dos alunos com a pesquisa. Com característica de formação específica e direcionada, com possibilidade de reunir profissionais da área da Hemoterapia de nove regiões do Brasil, o programa tem permitido alcançar objetivos previstos na modalidade profissional (stricto sensu) e almejados pelo projeto de criação de 2011. Parte destes resultados deve-se principalmente à três mecanismos de interação identificados: o projeto de pesquisa, a convivência em grupo de profissionais e o orientador, cada um com contribuições específicas para o processo de formação e aprendizagem dos alunos, permitindo alcançar mudanças nas unidades de trabalho e nas condutas e competências profissionais. Essa primeira caracterização da proposta permite criar um ponto de comparação para o programa recém implantando e que passará por sua primeira avaliação quadrienal em 2017. Dificuldades e limitações também foram diagnosticadas e necessitam ser revistas, reestruturadas e trabalhadas, como o conteúdo prático do curso, o quadro de profissionais técnico-administrativos e o tempo de titulação, com média de 35,4 meses, que exige reflexão. O acompanhamento regular dos egressos e a criação de uma plataforma contínua de construção de dados, permitirá intervir e ajustar o programa, possibilitando perceber fases de amadurecimento e crescimento, com especial atenção aos indicadores relacionados à modalidade profissional. / The postgraduate system brought contributions to universities, mainly for the improvement in the quality of education and knowledge production. Established in the decade of 1960s, with the purpose of qualifying professionals, mostly professors of the university itself, it aimed at expanding their training in research and, as a result, encouraging knowledge production. In this sense, teaching and research have been strengthened. By the end of the decade of 1990, CAPES recognized the Professional Master - stricto sensu - as a postgraduate modality. Focusing on the professionals in business, it proposes an approach to research, with the commitment of reaching and modifying work environment. In parallel, in 1990, the Blood Center of the Clinical Hospital of the Ribeirão Preto Medical School of the University of São Paulo was founded. With the initial proposal of providing assistance and care to the population, this health center has lived with the research carried out in the academy, what enabled to reconcile knowledge production with the practice developed in its daily routine. In 2012, it launched the professional master in Hemotherapy and Biotechnology, with the aim of training and qualifying professionals in this field. In this work, the objective was to study this program, proposing to investigate the mechanisms of interaction established between the research center and partner work units, from the perspective of egress students (1st and 2nd classes). Because it has an exploratory and initial character, we planned to work with indicators exclusive to the professional modality, allowing to strengthen the follow-up and evaluation of the program offered, mainly those indicators related to the applicability of projects and to the impact of the course done on the professional act of the egress student. Therefore, the present work is an exploratory-descriptive study using quantitative and qualitative approaches, with six major investigation topics: the program offered; the research project developed; intellectual production; the unfolding of the experience of groups of professionals from different states of Brazil; the contribution of the supervisor for the development of research projects; and the contribution resulting from the approach of students to research. With the features of specific training and possibility of gathering professionals of the area of Hemotherapy from the nine regions of Brazil, the program has enabled to accomplish the objectives expected in the professional modality (stricto sensu) and established in the project creation in 2011. Part of these results is owed primarily to three mechanisms of interaction identified: the research project, experience of living as a group, and supervisor, each one with specific contributions to the process of students\' training and learning, enabling to achieve changes in work units and in professional conduct and competences. This first characterization of the proposal allows to create a comparison point for the recently implemented program, which will go through its first four-yearly assessment in 2017. Difficulties and limitations have also been diagnosed and must to be reviewed, restructured and managed, such as the practical content of the course, the chart of technical administrative professionals and the time for titling, with an average of 35.4 months, what demands some thoughts. The regular follow-up of egress students and creation of a continuous platform for data construction will allow to intervene and adjust the program, making possible to notice maturation and growth phases, with special attention to indicators related to the professional modality.

The R&D alliance becomes a popular way to develop products by cooperating with external organizations in the face of severe global competition. The enterprises can improve core competence and reduce environmental uncertainty through R&D alliances. However, the success rate of alliance is not high. Consequently, how to organize and operate R&D alliances effectively and successfully is the key competence of enterprise to win in the future. In order to increase the success rate of R&D alliance, the purpose of this study is to create a conceptual and integrated model for developing the successful mechanisms of formation and operation on R&D alliances. VPDCA (Vision-Plan-Do-Check-Action) cycle was developed as a conceptual framework through literature survey and case study for investigating the successful mechanisms of formation and operation on R&D alliances, which is to be regarded as a ¡¥learning by doing¡¦ process. First of all, vision leading is the first step to assure alliance to be succeeded. SSO (Search-Select-Organize) was developed as a successful process model for organizing R&D alliances. R&D alliance operation was regarded as a teamwork operation in this study. Only has the good effective team operation, can achieve expected vision. LICTEL (Leadership-Integration-Communication-Trust-Execution-Learning) was considered as the key aspects to run alliances successfully. The key success factors of each aspect are as follows: Leadership: vision, inspiration vitality, integrity and delegation Integration: open, linkage, collaboration, leverage outside resources, synergy Communication: dialogue, open mind, passion, patience and positive thinking Trust: co-value, cooperation, communication, consensus and commitment Execution: discipline, push and pull Learning: connect, interaction and share The achievements of operation and management on R&D alliance should be evaluated finally. 3P (Pleasure-Performance-Profit) was considered as key measures to evaluate the outcomes of R&D alliance implementation. Furthermore, effectiveness, efficiency and competence build-up are regarded as key measures to evaluate implementation performance of R&D alliance.

Ανάλυση κυβερνητικών ΤΠΕ έργων με τεχνικές εξόρυξης δεδομένων / Analysis of governmental ICT projects using data mining techniques

Σκοπός της διπλωματικής εργασίας είναι η λεπτομερής ανάλυση κυβερνητικών επενδύσεων για έργα ΤΠΕ. Ο συνδυασμός της στατιστικής ανάλυσης, της συσχέτισης (correlation) και της ανάλυσης με τεχνικές εξόρυξης δεδομένων δημιούργησε χρήσιμα συμπεράσματα για τα έργα ΤΠΕ. Επίσης, περιγράφεται ένα μοντέλο αξιολόγησης με βάση τις αποκλίσεις από τους αρχικούς στόχους και την εκτίμηση των διαχειριστών των έργων (Project managers). Σημαντικό τμήμα αυτού του μοντέλου αποτελεί η πρόβλεψη της ολίσθησης του κόστους με την χρήση κατηγοριοποίησης. Τέλος η παρουσίαση της απόδοσης των ελληνικών έργων ΤΠΕ γίνεται με το σχεδιασμό ενός βελτιωμένου ταμπλό (dashboard) για την παρακολούθηση και τον έλεγχο για τις ελληνικές επενδύσεις στις ΤΠΕ. / The goal of this master thesis is the detailed analysis of governmental ICT projects. The combination of statistical, correlation and mining analysis extracts useful conclusions for ICT projects. Also a detailed description of an evaluation model is presented for evaluating the performance of ICT project and we introduce an improved ICT dashboard for monitoring and controlling for the Greek ICT investments as well as a classification model for predicting the performance’s slippage.

A avaliação de empreendimentos do ponto de vista do cliente final tem grande importância no esforço de melhoria da habitação de interesse social, podendo auxiliar na avaliação de resultados, na identificação de erros e acertos frente aos objetivos e ações do projeto. Este tipo de avaliação pode criar oportunidades de aprendizagem sobre os usuários e produtos, contribuindo para aumentar a geração de valor em futuros empreendimentos. No entanto, a diversidade e dinâmica de programas habitacionais e a falta de clareza nos objetivos dos empreendimentos podem dificultar o processo de avaliação. Com freqüência, as avaliações realizadas nos empreendimentos de habitação de interesse social têm como foco os atributos do produto, sem estabelecer uma conexão com os objetivos esperados. Apenas com a clara identificação dos resultados esperados é possível avaliar o sucesso destas empreendimentos, de forma a desenvolver soluções que atendam melhor as necessidades e expectativas dos usuários. O objetivo desta pesquisa foi propor um modelo para estruturar as avaliações de empreendimentos habitacionais de interesse social a partir na percepção dos usuários e adaptável aos diferentes programas habitacionais, com foco na geração de valor. Os conceitos utilizados nesta pesquisa provém principalmente das áreas de marketing e desenvolvimento do produto. O desenvolvimento do modelo partiu da clara identificação do produto habitação de interesse social de forma ampla, sendo adotada uma hierarquia de valor que vincula os atributos às suas conseqüências de uso e aos objetivos esperados. A pesquisa foi dividida em três grandes etapas. A primeira etapa teve como objetivo compreender os programas habitacionais existentes, assim como sobre o processo de desenvolvimento de empreendimentos habitacionais de interesse social e o produto resultante. Na segunda etapa, o modelo de avaliação foi desenvolvido e aprimorado durante os três estudos empíricos nos quais foram avaliados três empreendimentos de programas habitacionais distintos. Na ultima etapa, o modelo desenvolvido foi avaliado, buscando expor as conexões teóricas e contribuições da solução. As principais contribuições da pesquisa são referentes ao modelo de avaliação desenvolvido, que estrutura a avaliação de empreendimentos habitacionais de interesse social, e também ao processo de aplicação do mesmo. / The evaluation of projects from the perspective of the final client is very important for the effort of improving social housing, making it possible to support the assessment of results, and the identification of errors and achievements in relation to project objectives and actions. This type of evaluation may create opportunities for learning about customer and product, and improving value generation in future projects. However, the diversity and dynamics of housing programs and the lack of clarity in project objectives may hinder the evaluating process. Often, the evaluation of social housing projects is focused on product attributes, without establishing a clear connection with the expected objectives. Only by identifying what are the expected results it is possible to assess project success, in order to develop solutions that fulfil the needs and expectations of final users. The aim of this research work is to propose a model for structuring the evaluation of social housing projects focused on value generation, based on the perception of final customers, which is adaptable to different housing programs. The concepts used in this research come from the areas of marketing, and product development. The development of the model starts with the clear identification of the extended social housing product, adopting a value hierarchy that links product attributes to the consequences of its use and intended goals of the project. The research study was divided into three major stages. The first stage aimed to understand existing housing programs, the social housing product development process and the resulting products. In the second stage, the evaluation model was developed and improved in the three empirical studies, in which three projects from different social housing programmes were evaluated. In the final stage, the proposed model was evaluated in order to discuss the theoretical connections and contributions of the solution. The main contributions of this study are concerned with the model itself, which establish a structure for evaluating social housing programs, as well as a process for implementing it.
