Τεχνικές αξιολόγησης δομής και περιεχομένου ιστοτόπων ηλεκτρονικής διακυβέρνησης

Διάφορες μελέτες έχουν πραγματοποιηθεί τα τελευταία χρόνια με σκοπό τη αξιολό-γηση των υπηρεσιών και των ιστοτόπων ΗΔ και την αναγνώριση των αιτιών της χα-μηλής διείσδυσης της ΗΔ και την εξεύρεση λύσεων για την αποτελεσματικότερη πα-ροχή υπηρεσιών. Σκοπός της παρούσας εργασίας είναι ο προσδιορισμός ενός μοντέ-λου - εργαλείου αξιολόγησης κυβερνητικών ιστότοπων. Για αυτό το σκοπό αρχικά μελετήθηκε η διεθνής βιβλιογραφία σχετικά με τα μοντέλα και τα κριτήρια αξιολό-γησης ιστότοπων γενικότερου ενδιαφέροντος, ηλεκτρονικού εμπορίου και κυβερνητι-κών ιστότοπων, καθώς επίσης με τα κριτήρια αξιολόγησης ποιότητας παρεχόμενων ηλεκτρονικών υπηρεσιών. Με βάση τα παραπάνω προσδιορίστηκε μοντέλο αξιολό-γησης κυβερνητικών ιστότοπων αποτελούμενο από πέντε (5) διαστάσεις αξιολόγησης (Δομή, Περιεχόμενό, Αξιοπιστία, Προσβασιμότητα, Ορατότητα) και τριάντα (30) δείκτες μέτρησης (metrics). Οι δείκτες που προσδιορίστηκαν είναι ποσοτικοί και για την εκτίμησή τους και την εφαρμογή του μοντέλου αναπτύχθηκε σχετικό λογισμικό. / Various studies have been conducted in recent years in order to evaluate services and e-Government websites and identify the causes of their poor. The purpose of this pa-per is to define a model - assessment tool for governmental websites. For this purpose, the existing literature on models and evaluation criteria of general purpose websites, e-commerce websites and e-government websites as well as the quality criteria of electronic services were studied. Based on the above an evaluation model for e-Government websites consisted of five (5) assessment dimensions (Structure, Con-tent, Reliability, Accessibility, Visibility) and thirty (30) measurement indicators (metrics) was developed. In order to apply the developed evaluation model and proceed to an automated evaluation of e-Government websites, a relevant software was implemented.

Dans le présent travail, le concept de durabilité a été redéfini pour que la compréhension commune puisse être garantie. Un modèle d'évaluation du degré de durabilité d'une chaîne logistique existante a été conçu par la suite. Ce modèle a été testé de façon empirique à travers une étude de cas. En appliquant l'amélioration continue, il faut que cette évaluation soit suivie d'un processus de reconception de la chaîne logistique en question. Cependant, Il est important qu'une évaluation des risques soit réalisée auparavant. Pour cette raison, un modèle de quantification des risques a été développé. Le modèle peut considérer soit les risques débouchant sur une reconception, soit les risques dus à une reconception. Une étude de cas basée sur les risques débouchant sur une reconception de la chaîne logistique a été mise en place pour prouver l'applicabilité du modèle dans un environnement réel. Les résultats qui découlent du modèle doivent être considérés comme étant une aide à la décision / Ln the present work, the sustainabillty concept has been redeflned so that common understanding can be guaranteed. Subsequently, a model intended to evaluate an existent supply chain's overall degree of sustainability has been developed and empirically tested through a case study. Considering the approach of continuous improvement, this evaluation should be followed by a redesign of the considered supply chain. However, a risk assessment needs to be done ex-ante. Forthis reason, a risk Identification and quantification model has been evolved. This model may consider bath, the risks leading to the redesign process and the risks resultlng from the redesign phase. A case study, which considers the risks leading to a redesign phase, has been implemented so that the model's feasibility in a real business' environment can be proved. The model's outcomes must not be mistaken for ultimate results but need to be considered being a decision support for managers.

The effectiveness of a human resources function within a public utility

Midst contextual themes of new technologies and globalisation, South African organisations are challenged to attract, develop and retain suitable skills in a labour market that will continue to suffer shortages. The HR function of today is required to partner with organisations at a strategic level in response to this challenge. Successful organisations understand that transforming the HR function require regular in-depth analyses of its effectiveness. The study aimed to assess the effectiveness of an HR function operating in a public utility, against current trends in HR transition. Different evaluation methodologies are explored to develop a theoretical evaluation model for the effectiveness of a HR function. The results confirmed that the HR function is not effective in its role as strategic partner, and highlights significant differences in perception between the stakeholders and the HR function regarding its effectiveness. Governança corporativa em organizações públicas: o caso das prefeituras da mesorregião centro ocidental Rio-grandense / Financial literacy: integrating knowledge, attitude and behavior financial

The demand for more Legality, Impersonality, Morality, Publicity and Efficiency (LIMPE) in governmental actions, especially in the municipalities, is directly related to the question of the development of cities. However the limits arise when the actors involved in public governance do not appropriate these concepts enough, resulting in negative impacts on the lives of all citizens. The present study using descriptive statistics analyzes corporate governance in the city halls of the 31 municipalities that make up the western center mesoregion of Rio Grande do Sul, presenting the perceptions of public managers regarding LIMPE and its applicability in managerial governance practices. The analysis characterizes the essential elements that tangibilize the constitutional guiding principles of the Brazilian Public Administration, and presents the theoretical-conceptual model built for the evaluation of the corporate governance of the analyzed city halls. The application of the proposed model can be replicated in the 5,564 Brazilian municipalities, considering that it is rooted in the very foundations of the legal management (conditioned to LIMPE) and in contemporary management practices applicable specifically to the nature of Direct Administration (as is the case of city halls). As for the results obtained from the application of the proposed instruments, empirical data show that Center Western mesoregion of Rio Grande do Sul has a corporate governance classified as median. Also, we alert also to the evidence that the Learning and Growth perspective exactly as defined in the instrument obtained in Center Western mesoregion of Rio Grande do Sul the lowest average among the factors and is below the sufficiency parameter defined in the study. Finally, propositions able to contribute and alleviate the reality found are presented. / A demanda por mais Legalidade, Impessoalidade, Moralidade, Publicidade e Eficiência - LIMPE, nas ações governamentais, sobretudo, nos municípios está diretamente relacionada à questão do desenvolvimento das cidades. Todavia os limites surgem quando os atores envolvidos na governança pública não estão suficientemente apropriados destes conceitos, resultando em impactos negativos na vida de todos os cidadãos. O presente estudo analisa a governança corporativa das prefeituras dos 31 municípios que compõem a mesorregião centro ocidental Riograndense. Apresentando as percepções dos gestores públicos quanto ao LIMPE e suas aplicabilidades nas práticas gerenciais de governança. A análise caracteriza os elementos essenciais que tangibilizam os princípios constitucionais direcionadores da Administração Pública Brasileira, e apresenta o modelo teórico-conceitual construído para avaliação da governança corporativa das prefeituras analisadas. A aplicação do modelo proposto pode ser replicada nos 5.564 municípios brasileiros, considerando que é alicerçado em fundamentos próprios da gestão legal (condicionados ao LIMPE) e nas práticas gerenciais contemporâneas aplicáveis especificamente a natureza da Administração Direta (como é o caso das prefeituras). Quanto aos resultados obtidos a partir da aplicação dos instrumentos propostos, os dados empíricos revelam que a Mesorregião Centro Ocidental Riograndense possui uma governança corporativa classificada como mediana. Além disso, alerta-se, também para a evidência de que a perspectiva de Aprendizagem e Crescimento tal qual como definida no instrumento obteve na Mesorregião Centro Ocidental Riograndense a menor média entre os fatores e está abaixo do parâmetro de suficiência definido no estudo. Por fim, são apresentadas proposições capazes de contribuir e atenuar a realidade encontrada.

Through a Federal initiative, in the 2003 Food Purchase Program PAA has started, in this program family farmers sell their production at the municipal institution, as the Municipal Agriculture and Food Supply-SMAA in São Carlos city. The purchased products from the PAA are intended for popular restaurants and the food bank in the city. The PAA development became necessary to have a model that constantly evaluates the suppliers performance. To this end, this dissertation proposes a model for the suppliers evaluation using a scorecard to evaluate and to rank the performance of family farmers in the PAA in São Carlos city SMAA. In the theoretical framework the themes related to family farming, logistics and supply chain management, measurement and evaluation of performance and perfect order fulfillment were used. In order to develop the case study, the data were collected from the SMAA through interviews and semi-structured questionnaires applied to the program equip. Supported on the information obtained, we designed a model that seeks to reconcile the needs of the SMAA with the requirements of a perfect order. The model evaluates suppliers through the indicators of uniformity, maturity level, pests and diseases, timely, complete delivery and future delivery. These indicators are given different weights according to the importance assigned by the SMAA. The application of the pilot test occurred in a sample of eight suppliers and it resulted in some modifications in order to facilitate its application. The model application can provide higher quality products, meeting the demand of popular restaurants and food bank and allow the SMAA seek improvement actions with suppliers and contribute to the supply of products served is constant to this segment of the population. / As mudanças ocorridas no cenário agrícola após a desregulamentação dos mercados resultaram na necessidade de políticas públicas voltadas aos agricultores familiares. Por meio de uma iniciativa Federal, surgiu em 2003, o Programa de Aquisição de Alimentos - PAA, no qual os agricultores familiares comercializam sua produção junto aos órgãos públicos municipais, como a Secretaria Municipal de Agricultura e Abastecimento - SMAA do município de São Carlos. Os produtos adquiridos pelo PAA são destinados aos restaurantes populares e ao banco de alimentos do município. Com o desenvolvimento do PAA, tornou-se necessária a existência de um modelo que avalie constantemente o desempenho dos fornecedores, ou seja, dos agricultores familiares. Para isso, esta dissertação teve com objetivo propor um modelo de avaliação dos fornecedores utilizando um scorecard que avalie e classifique o desempenho dos agricultores familiares do PAA da SMAA do município de São Carlos - SP. Como marco teórico foram utilizados os temas referentes à agricultura familiar, logística e gestão da cadeia de suprimentos, medição e avaliação de desempenho e pedido perfeito. Para o desenvolvimento do estudo de caso foram coletados dados junto a SMAA por meio de entrevistas e aplicação de questionários semi-estruturados aos envolvidos no programa. Com base nas informações obtidas, foi elaborado um modelo, que busca conciliar as necessidades da SMAA junto aos requisitos de um pedido perfeito. O modelo avalia os fornecedores por meio dos indicadores de uniformidade, nível de maturidade, pragas e doenças, pontualidade, entrega completa e entrega futura. Estes indicadores receberam pesos distintos, de acordo com a importância atribuída pela SMAA. A aplicação do teste piloto ocorreu em uma amostra de oito fornecedores e resultou em algumas modificações com o objetivo de facilitar sua aplicação. A aplicação do modelo poderá proporcionar aumento da qualidade dos produtos, atendimento da demanda dos restaurantes populares e banco de alimentos e permitirá à SMAA buscar ações de melhorias junto aos fornecedores e contribuir para que o abastecimento de produtos servidos à esse segmento específico da população seja constante.

In the expectation of aligning such interests, we sought to apply a performance evaluation model, based on Stakeholder Theory and Performance Prism, to the management of the linked account of outsourcing contracts of the Federal University of Goiás - UFG. The methodology used promoted the confrontation of perspectives of the UFG and its stakeholders related to the management of the related account. An evaluation of managerial performance was proposed, based on the aspects presented by Neely, Adams and Crowe (2001) in his Performance Prism theory, namely: a) Stakeholder satisfaction; b) Contribution of Stakeholders; c) Strategies; d) Processes; and, e) capacities. The results, in general, pointed out that the management of the linked account has brought benefits both to the UFG and its stakeholders, mainly regarding the feelings of greater legal certainty and reduction in the appeals, but they showed the need for actions that improve the capacities available. / A obrigatoriedade da conta vinculada nos contratos de terceirização inseriu a Administração Pública Federal numa arena em que se apresentam diversos interesses. Devendo preocupar- se com os direitos do trabalhador terceirizado, das empresas fornecedoras de serviços terceirizados, com as necessidades de Gestores e Fiscais de contratos, e com o interesse público, seu objetivo primaz. Na expectativa de alinhar tais interesses, buscou-se neste trabalho aplicar na gestão da conta vinculada dos contratos de terceirização da Universidade Federal de Goiás – UFG um modelo de avaliação de desempenho, inspirado na Teoria do Stakeholder e no Performance Prism. A metodologia utilizada visou a promover o confronto de perspectivas da UFG e dos seus stakeholders relacionados à gestão da conta vinculada. Para tanto, foram avaliados os cinco aspectos de desempenho do modelo Performance Prism, apresentados por Neely, Adams e Crowe (2001): a) Satisfação dos Stakeholders; b) Contribuição dos Stakeholders; c) Estratégias; d) Processos; e, e) Capacidades. Os resultados, de forma geral, apontaram que a gestão da conta vinculada tem trazido benefícios tanto à UFG, quanto aos seus stakeholders, principalmente quanto às sensações de maior segurança jurídica e redução nos ajuizamentos, porém, mostraram a necessidade de ações que melhorem as capacidades disponibilizadas.

O Tribunal de Contas da UniÃo (TCU) avalia as InstituiÃÃes Federais de Ensino Superior (IFES) por meio de nove indicadores de gestÃo, e o MinistÃrio da EducaÃÃo e Cultura (MEC), dentre outros indicadores, avalia os cursos das InstituiÃÃes de Ensino Superior (IES) por meio do Exame Nacional dos Estudantes (ENADE) dos cursos. Entre as abordagens sobre avaliaÃÃo educacional, tem-se o modelo CIPP, o qual avalia a instituiÃÃo de forma sistÃmica, com vistas à tomada de decisÃo, sob quatro Ãticas: contexto, insumos, processos e produtos. Esta pesquisa tem como objetivo geral investigar, sob a perspectiva do modelo CIPP de avaliaÃÃo, se os indicadores de gestÃo do TCU influenciam o desempenho dos cursos no ENADE. Portanto, quanto aos objetivos do trabalho, a pesquisa à explicativa. Quanto à abordagem do problema, à quantitativa, porque se utiliza de anÃlise de regressÃo linear mÃltipla para investigar a influÃncia das variÃveis independentes (indicadores de gestÃo do TCU) sobre a variÃvel dependente (ENADE dos cursos). Quanto Ãs tÃcnicas empregadas tem-se a documentaÃÃo indireta, aà incluÃda a pesquisa bibliogrÃfica e documental, bem como a pesquisa direta, aà incluÃda a pesquisa empÃrica, no Ãmbito das unidades acadÃmicas da Faculdade de EducaÃÃo (FACED), Faculdade de Direito (FADIR) e Faculdade de Economia, AdministraÃÃo, AtuÃria e Contabilidade (FEAAC) destinada ao teste das hipÃteses da pesquisa. Os resultados indicam que os cursos analisados possuem desempenhos diferentes, entretanto, a anÃlise de regressÃo mÃltipla aplicÃvel ao conjunto de observaÃÃes revelou que, entre os nove indicadores de gestÃo analisados, apenas o indicador funcionÃrio-equivalente por professor-equivalente (FEPE) nÃo influencia o resultado do ENADE e os demais indicadores do TCU que influenciam o resultado do ENADE se inserem nas quatro plataformas do modelo CIPP. / Evaluation is a way to obtain feedback. The Audit Court (Tribunal de Contas da UniÃo â TCU) evaluates Federal Institutions of Higher Education (IFES)â performances through nine management indicators and the Education and Culture Ministry (MEC) evaluates higher education institutions (IES)â courses, among others indicators, through the courses Students National Survey (ENADE). Among various approaches on educational assessment, the CIPP evaluation model evaluates the institution in a systematic way, with the purpose of decision making, about four points of view: context, inputs, processes and products. This research aims at investigating the CIPP evaluation model perspective, if the TCU indicators management influence the courses ENADE performance. By this work objectives, itâs an explanatory research. By the problem approach, itâs quantitative because it employs multiple linear regression analysis to investigate the independent variablesâ influence (indicators management TCU, per course) on the dependent variables (ENADE courses). As the techniques employed have to indirect documentation, including therein the literature and documents, as well as direct research, including therein the empirical research within the academic units FACED, FADIR and FEAAC, Federal University of Cearà (UFC) designed to test the research hypotheses. The results indicate that the courses object of analysis have different performances, however, the multiple regression analysis applied to the set of observations revealed that, among the nine TCU management indicators analyzed, only the gauge-equivalent employee per teacher-equivalent (FEPE) doesnât influence ENADE outcomes, and the other indicators which influence ENADE outcomes, has four platforms CIPP model include variables that explain the behavior of the dependent variable.

This paper deals with a measure theoretical model for evaluation of e-learning programs. Based on methods of general measure theory an evaluation model is developed which can be used for assessment of complex target structures in context of e-learning programs. With the presented rating function target structures can be evaluated by a scoring value which indicates how the targets in sense of a given logical target structure has been reached. A procedure is developed for the estimation of scoring values for target structures based on adapted assessment checklists.

Investigation of wireless sensor nodes with energy awareness for multichannel signal measurement

Wireless Sensor Networks (WSNets), consisting of a lot of Wireless Sensor Nodes (WSNs), play an important role in structural health and machine condition monitoring. But the WSNs provided by the current market cannot meet the diversity of application requirements because they have limited functions, unreliable node performance, high node cost, high system redundancy, and short node lifespan. The aim of the research is to design the architecture of a WSN with low power consumption and node cost, which can be dynamically configured according to application requirements for structural health and machine condition monitoring. This research investigates the improvement of node performance and reliability through the new design methodologies and the extension of node lifespan by interfacing energy harvesters and implementing node power management. The main contributions of the research are presented from the following aspects:1. Model development of node architecture for application diversityThe merits of model include: (1) The proposed node architecture can be dynamically configured in terms of application requirements for reducing system redundancy, power consumption and cost; (2) It supports multichannel signal measurement with the synchronous and asynchronous signal sampling modules and three interface circuits; (3)The model parameters can be calculated; (4) As the model is based on discrete electronic components, it can be implemented by using Components-Off-The-Shelf (COTS).2. A novel pipeline design of the built-in ADC inside a microprocessorThe merit of proposed pipeline solution lies in that the sampling time of the built-in ADCs is reduced to one third of the original value, when the ADC operates in sequence sampling mode based on multichannel signal measurement.3. Self-adjusting measurement of sampled signal amplitude This work provides a novel method to avoid the distortion of sampled signals even though the environmental signal changes randomly and over the sampling range of the node ADC. The proposed method can be implemented with four different solutions.4. Interface design to support energy harvesting The proposed interface will allow to: (1) collect the paroxysmal ambient energy as more as possible; (2) store energy to a distribution super-capacitor array; (3) harvest electrical energy at high voltage using piezoelectric materials without any transformer; (4) support the diversity of energy transducers; and (5) perform with high conversion efficiency.5. A new network task scheduling model for node wireless transceiver The model allows to: (1) calculate node power consumption according to network task scheduling; (2) obtain the optimal policy for scheduling network task.6. A new work-flow model for a WSN The model provides an easy way to (1) calculate node power consumption according to the work flow inside a WSN; (2) take fully advantage of the power modes of node electronic components rather than outside factors; (3) improve effectively node design.

Individuals and organisations need to do much more if sustainable development is to be achieved. Appropriate environmental vocational education and training (EVET) is essential for current decision makers. Crucial decisions need to be made before the present generation of school and college students achieve significant positions of authority. An increasing range of EVET courses and course providers are available within the UK. However, availability is not synonymous with suitability for either the attendee and/or his/her (future) employer. Previous research indicates that, as a component of lifelong learning, EVET courses should and the methods used to evaluate them should be student-centred. This thesis describes the development and validation of a new studentcentred evaluation framework. Preliminary literature reviews identified six fundamental issues which needed to be addressed. Existing academically productive evaluation models were examined and critically appraised in the context of these problems. The output from this process was used to develop a bespoke research methodology. Empirical research on four commercial EVET programmes revealed distinct personal, teaching and work-based presage factors which influenced course attendance, individual learning and subsequent organisational learning. Modified versions of Biggs' 3P model and Kirkpatrick's Four level Evaluation Model were shown to provide an effective student-centred evaluation framework for EVET courses. Additional critical elements pertaining course utility and the student's long(er) term ii retention of knowledge/skill were derived from previous research by Alliger et al (1997). Work-based presage factors and the student¿s return on expectation were added as a direct consequence of this research. The resultant new framework, the Presage-Product Evaluation Framework, was positively received during an independent validation. This confirmed inter alia that the framework should also be capable of adaption for use with other VET courses. Recommendations for additional research focus on the need to demonstrate this through further empirical studies.
