[pt] A presente dissertação foi construída segundo a abordagem ético-inclusiva da Prática Exploratória (ALLWRIGHT, 2000), e sob a ótica da Linguística Aplicada Indisciplinar (MOITA LOPES, 2006). A pesquisa originou-se a partir de conversas com meus alunos - estudantes do 6º ano de uma escola privada do Rio de Janeiro - sobre as maneiras com que as aulas remotas de inglês no período pandêmico, no segundo semestre de 2020, foram construídas colaborativamente, e sobre os entendimentos emergentes das práticas pedagógicas promovidas pelo grupo. A partir da pergunta instigante inicial – Para quem eu planejo as minhas aulas? – nos permitimos problematizar a validade de planejamentos feitos de maneira unilateral – somente pelo professor – questionando também a relevância dos métodos de avaliação utilizados para verificar uma aprendizagem que privilegia conteúdos. Ao inserir meus alunos nos processos de seleção e construção das atividades pedagógicas e das estratégias de ensino e avaliação, dedico-me a promover conversas sobre esses processos, investigando as qualidades das vidas vivenciadas em sala de aula. Os dados gerados nessas interações foram analisados e discutidos à luz do Sistema de Avaliatividade (MARTIN; WHITE, 2005), com enfoque nas três regiões semânticas do subsistema da Atitude: Afeto, Julgamento e Apreciação. Os entendimentos construídos a partir destes dados contribuem juntamente com o objetivo comum de construir entendimentos locais e situados, por isso não determinam realidades e verdades absolutas e tampouco objetivam solucionar problemas. Desta forma, ao invés de considerações finais conclusivas, finalizo identificando novas perguntas provocadas pelo caráter sustentável da pesquisa orientada pela Prática Exploratória. / [en] This dissertation was built according to the ethical-inclusive approach of Exploratory Practice (ALLWRIGHT, 2000), and under the perspective of Indisciplinary Applied Linguistics (MOITA LOPES, 2006). The research originated from conversations with my students - 6th grade students at a private school in Rio de Janeiro - about the ways in which remote English classes in the pandemic period, especially in the second half of 2020, were collaboratively constructed, and on the emerging understandings of the pedagogical practices promoted by the group. From the initial thought-provoking question – Whom do I plan my classes for? – we allowed ourselves to problematize the validity of a class planning done unilaterally – only by the teacher – also questioning the relevance of the evaluation methods applied to verify a kind of learning that privileges content. By inserting my students in the selection and construction processes of pedagogical activities and of the teaching and assessment strategies, I dedicate myself to promoting conversations about these processes, investigating the qualities of life in the classroom. The data generated by these interactions were analyzed and discussed in the light of the Appraisal System (MARTIN; WHITE, 2005), focusing on the three semantic regions of the Attitude subsystem: Affection, Judgment and Appreciation. The understandings built from these data contribute together with the common goal of building local and situated understandings, and for this reason they do not determine absolute realities and truths, nor do they aim to solve problems. Thus, instead of conclusive final considerations, I close by identifying new questions caused by the sustainable character of research guided by Exploratory Practice.

我國近年勞工意識抬頭,受雇者日漸重視自身工作權益,罷工運動頻傳,其中,工會理事表示,過去上對下的單向考評制度並不公平,因此,工會所訴求之員工績效評估方式,不再只是主管打員工的考績,而是雙向評估,亦即,員工亦打主管的考績。會計師事務所為服務型組織,成敗基於人,故衡量成員之績效相當重要。因此,本文以其員工之績效評估為例,探討其適當之績效評估制度為何。本研究以問卷方式蒐集資料,並以我國大專院校之會計系、所學生為受測對象。透過情境設計,結合不同績效評估制度,以了解並推論會計師事務所員工對向上績效評估制度公平程度之認知。本研究之結論有二,第一,會計師事務所員工對績效評估制度公平程度之認知,會受到向上績效評估影響,且在有向上績效評估時,認為績效評估制度比較公平。第二,向上績效評估結果是否納入受評主管之年底績效,會影響員工對績效評估制度公平程度之認知,且當該結果納入績效時,員工認為績效評估制度比較公平。易言之,當向上績效評估結果無法直接影響受評主管之年底績效,員工仍認為事務所之績效評估制度有欠公平。 / Labor consciousness is rising in recent years, and labor are paying more and more attention to their interest. The director of a labor union after one striking activity pointed out that the traditional (top-down) performance evaluation approach is unfair, and requested for a two-way performance evaluation approach, that is, subordinate also evaluate the performance of their supervisor in addition to the traditional way. This research studies the performance evaluation system of accounting firm, for it is a service organization, it’s very important to measures the performance of members, and establishing an appropriate performance evaluation system is an continuing challenge for them. To infer the perception regarding the fairness of performance evaluation of the staff of the accounting firm, the research uses method of questionnaire survey to collect data, a combination of different performance evaluation systems with designed context is embedded in the questionnaire. Students of the department of accounting of universities participate in the experiment. There are two findings. First, the perception of fairness of performance evaluation system by the staff of the accounting firm will be affected by the upward appraisal system. Moreover, the performance evaluation system will be considered fair when there is an upward appraisal system. Second, the staff’s perception of fairness of performance evaluation system will also be affected if the results of upward appraisal system is counted as the performance of the supervisor. Furthermore, the performance evaluation system will be considered fair when the results of upward appraisal system will be counted as the supervisor’s performance. In other words, the performance evaluation system will be considered unfair if the results of upward appraisal system have no direct impact on the supervisor’s performance.

Mekanisk mjukgöring av pappersgarn : En studie om smärgling av pappersgarn samt behandlingens påverkan på de taktila egenskaperna / Mechanical softening of paper yarnVasell, Anna, Ronkainen, Julia January 2017 (has links)
En förväntad ökning av jordens befolkning ställer den redan ökande fiberkonsumtionen på sin spets. Bomull är en av de mest frekvent använda textilfibrerna men dess vatten- och kemikalieanvändning i framställningsprocessen har lett till förödande konsekvenser för människa och miljö. Flera alternativa, hållbara fibrer behöver därmed introduceras på marknaden. Garn av papper från råvaran abacá har länge använts till textila ändamål till följd av dess goda mekaniska egenskaper. På senare år har intresset för fibern ökat främst på grund av dess miljömässiga fördelar i jämförelse med bomull. Garn av papper är dock styvt och känns strävt mot huden. För att vidga pappersgarnets användningsområden måste därför dess taktila egenskaper förbättras genom någon typ av behandling. Textilproduktion är kemikaliekrävande och flertalet av kemikalierna som används är miljö- och hälsofarliga. Det är därför av intresse att hitta en mekanisk metod för mjukgöring snarare än en kemisk. En sådan mjukgöring har därav utvecklats och undersökts inom projektets ramar. Mjukgöringen är en smärglingsbehandling i garnform där garnet leds genom en bladspännare utrustad med två sandpapper som smärgeldukar. Behandlingen ämnar öka antalet utstickande fiberändar och på så vis efterlikna känslan av ett stapelfibergarn. Genom att garnet behandlas redan i garnstadiet kan det sedan användas till valfri textil konstruktionsteknik. För att undersöka effekten av smärglingsbehandlingen har studien delats in i två delar. Den ena delen undersöker två klassiska denimvävar av 100 % papper där väftgarnet i den ena väven har smärglats en gång medan väftgarnet i den andra är obehandlat. Kawabata Evaluation System (KES) har använts för att objektivt analysera vävarnas taktila egenskaper, alltså hur de känns vid beröring. För att undersöka hur vävens ytstruktur förändrats till följd av behandlingen har provkropparna fotograferats i svepelektronmikroskop (SEM) och ljusmikroskop. Studiens andra del undersöker effekten av upprepade smärglingsbehandlingar på garn. Pappersgarner som behandlats mellan noll och fem gånger undersöks dels gällande dess mekaniska egenskaper men även visuellt i SEM och med hjälp av ljusmikroskop. Behandlingen förväntas minska garnets styrka. För att kontrollera om de behandlade garnerna är tillräckligt starka för att användas i en industriell vävprocess trots den mekaniska degraderingen jämfördes deras styrka med ett referensgarn av bomull. Majoriteten av resultaten från KES-testerna visar på att det inte är någon skillnad mellan en obehandlad väv och en väv vars väftgarn är smärglat en gång. Den behandlade väven är dock lättare att komprimera och har en större initial tjocklek än den obehandlade väven. Detta tyder på att smärglingen kan ha ändrat garnernas diameter vilket resulterat i högre invävning och därmed ökad vikt och tjocklek. Den visuella undersökningen av garnerna i ljusmikroskop pekar mot ett ökat antal utstickande fiberändar i takt med ökat antal behandlingar. Dock är skillnaden mellan det osmärglade garnet och det garn som enbart smärglats en gång liten. Dragprovning av garn visar att det pappersgarn som smärglats fem gånger har signifikant lägre brottkraft än de övriga pappersgarnerna men är starkare än referensgarnet i bomull. Detta styrker förväntningen om att smärgling försämrar styrkan på garnet men visar också att de behandlade garnerna, trots den minskade styrkan, bör vara tillräckligt starka för att användas som väftgarn i maskinell vävning. Fiberändarnas effekt i en denimväv behöver undersökas vidare för att en slutsats kring hur de påverkar den taktila komforten ska kunna dras. Metoden för garnsmärgling är i sin initiala fas och flera parametrar behöver undersökas närmare innan metoden skulle kunna implementeras på industriell skala som en metod för mjukgöring av pappersgarn med syfte att främja den framtida fibermångfalden. / An expected population increase and rising consumption of textile fibres creates a demand for both new materials and processes. Cotton is one of the most frequently used fibres but its use is resource intensive both in terms of water and chemical agents. To meet these demands a range of alternative, sustainable fibres need to be developed and introduced into the market. Due to its good mechanical properties paper yarns produced from the abacá plant have long been used in textile applications. In recent years it has also garnered increased interest as a result of its environmental benefits in comparison to cotton. However, paper yarns tend to be stiff and feel coarse in contact with skin. In order for paper yarns to have larger fields of use its tactile qualities must therefore be improved. The production of textiles is generally reliant on the use of chemicals that in varying degree pose threats both to human health and the environment as a whole. It would therefore be beneficial to develop a method for the softening of paper yarns that is based on a mechanical approach, rather than a chemical one. In this project a mechanical method of softening paper yarns has been developed and tested. The softening process is an altered approach to conventional emery grinding and is performed on yarn rather than fabric. The yarn is guided through a leaf tensioner fitted with two sand papers with the purpose to increase the number of protruding fibre ends, thereby reproducing the feel of staple fibre yarns. In order to investigate the effects of the emery grinding two classical denim weaves were produced from 100 % paper yarn. The weft yarn in one of the weaves was emery ground once while the other was left untreated. Kawabata Evaluation System (KES) was used to objectively analyze the tactile qualities of the differently treated weaves. In addition to KES-tests Scanning Electron Microscopy and light microscopy was utilized for a visual analysis. Since it would also be of interest to study the effects of repeated treatments, yarn treated up to five times was inspected both visually and mechanically. The emery grinding process is expected to decrease the strength of the yarn. To check whether the emery ground yarns were strong enough to be used in an industrial weaving process, its strength was compared to a cotton yarn previously used as a weft yarn in a denim weave. Results from KES show no significant changes concerning the majority of parameters tested on the weaves. The treated weave is however easier to compress and presents an increase in initial thickness when compared to the untreated one. This indicates that the emery grinding may have altered the yarns diameter resulting in a higher crimp in the weave causing an increase in the weight and thickness of the fabric. The visual inspection of the yarns using a digital microscope point to an increase in protruding fibre ends as the number of treatments increase. The difference between untreated paper yarn and yarn that had been emery ground once was however small. The tensile test shows that yarn that had been treated five times had a significantly lower tensile strength compared to the other paper yarns but was still stronger than the cotton yarn. This indicates that emery grinding does indeed decrease the tensile strength of the paper yarn, but that it still should be strong enough to be used in industrial weaving. Paper yarn treated more than once would have to be studied further in order to come to a conclusion about their impact on the tactile comfort of the weave. The method of emery grinding is in its initial phase and a number of parameters can be assumed to have an effect on the results of the process. In the interest of creating more diversity in textile fibres the effects of these parameters would all have to be explored before this method can be implemented on an industrial scale for the softening of paper yarns.

In South Africa, democracy has brought transformative improvement in the system of governance. The Constitution of the Republic of South Africa (1996) implemented in the post-apartheid era, has raised the status of the lowest sphere of government, by granting these authorities delegated responsibilities. This sphere of governance is known as local government (municipal government) and in the present context developmental local government is both democratically elected and decentralized. The restructuring of local governance requires municipalities to serve the communities within their areas of jurisdiction. This has brought capacity challenges for the municipalities. They are charged with delivering acceptable standards of services to the residents. The current lack of deliverance is evident in the widespread protests, with community members showing their dissatisfaction with sub-standard service delivery and backlogs. Furthermore, municipalities are required to formulate their own by-laws improve the lives of community members, and to implement their legislative mandates satisfactorily. In order for the municipalities to perform more effectively, a transformative model is necessary. The quality of services currently delivered at municipal level must be reviewed. Monitoring and evaluation are the key elements of assessment which must be undertaken. The rationale behind this monitoring and evaluation is to make the system of governance more effective through an even-handed assessment of policies, programmes, projects, strategies, performance of personnel, and the organization as a whole. For the purpose of this study, the researcher explored the challenges regarding monitoring and evaluation and its impact on sustainable development in Sedibeng District Municipality utilizing the quantitative research approach. 本研究之目的主要在探討國民中小學校長評鑑系統的建構及有關研究。所採用的研究方法包括:文獻分析、問卷調查與訪談法。在文獻分析方面:分別就校長評鑑系統建構的基本理念、可能的探究取向與模式、英美兩國與國內國中小校長評鑑系統的發展情形、校長評鑑系統的後設評鑑標準與可能存在的問題等加以探討。在實證研究方面:以自編調查工具,對各縣市教育行政人員、國中小校長、主任、教師、家長與教育學者,就規劃實施國中小校長評鑑系統的三階段歷程要素、後設評鑑標準與可能存在的問題等,進行問卷調查與訪談。綜合本研究的結論發現:國中小校長評鑑系統的建構有其重要性,落實校長評鑑可協助校長提升辦學效能。而校長評鑑系統建構的理論與實務已日趨完善,在規劃過程中可參考不同的探究取向與英美兩國的實務經驗,讓校長評鑑系統的規劃能更為完備。此外,「教育評鑑標準聯合委員會」所發展的「教育人員評鑑標準」,不僅可用來協助規劃設計國中小校長評鑑系統,亦可以之進行現有校長評鑑系統的後設評鑑,妥當的應用可確保校長評鑑系統符合正當性(prophey)、效益性(utility)、可行性 (feasibility)與正確性(accuracy)標準。完整的國中小校長評鑑系統可分成三個階段,各階段均有應遵循的原則。做好規劃設計階段的工作是成功的第一步;資料蒐集階段應能正確而完整的蒐集資訊並遵循評鑑倫理;評鑑結果與處理階段,亦應配合評鑑目的,務實的做好各項後續工作,並作必要的決定。而評鑑歷程中務必遵守正當程序與保密原則,妥善保管資料並規範查閱程序,以保障受評校長的權益。最後本研究依上述研究結論,分別針對教育行政機關、國中小校長及其他利害關係人,綜合提出規劃實施國中小校長評鑑系統的建議。
關鍵字:校長評鑑、評鑑系統、評鑑模式、後設評鑑、評鑑標準 / The aim of this study is mainly to investigate the construction of the principal evaluation system of elementary and junior high schools and its related issues. The research methods included document analysis, questionnaires and interviews. The analysis of documents covered the basic concepts of the construction of principal evaluation systems, possible research approaches and models, the development of school principal evaluation in Taiwan as well as in the United States and Britain, meta-evaluation standards, and potential problems. A field study was conducted to explore the factors of the three phases of the design and implementation of a principal evaluation system, the meta-evaluation standards, and potential problems. It has employed questionnaire surveys and interviews to gather information from local government education administrators, school principals, deans, teachers, parents, and education academics.
It has been found that the construction of school principal evaluation systems is more important than ever, and it could help raising school effectiveness. The construction of principal evaluation systems has been maturing in both theory and practice. Consulting different theoretical approaches and the practice of the United States and Britain makes the planning of principal evaluation systems comprehensive. Furthermore, the Personnel Evaluation Standards, developed by the Joint Committee on Standards for Education Evaluation in the United States, not only can serve as criteria for designing systems for school principal evaluation, they can be used to meta-evaluate ongoing principal evaluation systems as well. Applied appropriately, they should ensure that the standards of propriety, utility, feasibility, and accuracy are maintained in the principal evaluation system.
A comprehensive system for school principal evaluation consists of three phases and each has its own rules to follow. The first phase is to plan and design it deliberately. Information should be gathered accurately and completely in the phase while the evaluation ethics is abided by. The consequent works should be taken care of in line with the purpose of the evaluation in the third phase of the processing of evaluation results. Necessary decisions should be made accordingly. Due process and confidentiality should be observed when implementing the evaluation. There should be an appropriate set of rules governing procedures of access to evaluation reports and data to protect the rights of the principals evaluated. According to the conclusions above, this research has offered some propositions regarding the planning and implementation of school principal evaluation systems. These propositions are aimed at education administrations, school principals, and other stakeholders.

Sistema de avaliação da gestão integrada de resíduos da construção civil na esfera municipal / Evaluation system of integrated construction and demolition waste management at the municipal level. 2012Lima, Rosimeire Midori Suzuki Rosa 23 April 2012 (has links)
Os Resíduos da Construção Civil (RCC) representam uma importante questão ambiental a ser considerada na gestão urbana dos Municípios. Os grandes volumes gerados e a sua destinação têm ocasionado diversos impactos ambientais ao meio urbano, com evidentes efeitos à saúde da população. Esta situação impõe aos gestores públicos a adoção de soluções mais eficazes para a gestão desses resíduos, sendo imprescindível o planejamento estratégico e integrado e a avaliação das ações implementadas. O objetivo desta tese é a proposição de um sistema de avaliação da gestão municipal dos RCC, de acordo com a Política Nacional de Resíduos Sólidos, Resolução CONAMA 307/2002 e demais resoluções pertinentes ao tema. A pesquisa exploratória foi desenvolvida em três etapas: i) revisão bibliográfica; ii) elaboração do sistema, considerando três eixos essenciais: universalidade dos serviços; proteção à saúde ambiental; e preservação dos recursos naturais, tendo como base a ferramenta FPEEEA (método de construção de indicadores) e iii) avaliação da gestão dos RCC de um município brasileiro utilizando o sistema proposto para verificar a sua aplicabilidade e identificação de fragilidades e potencialidades da gestão. Como resultado, é apresentado o Sistema de Avaliação da Gestão Integrada dos RCC denominado SAGI-RCC para apoiar a gestão no âmbito municipal. Este sistema propõe ações para a gestão integrada e os respectivos indicadores para monitorá-las, de forma que se constitui em uma ferramenta para ser inserida em processo de melhoria contínua da gestão municipal desses resíduos. Este sistema visa induzir os gestores municipais à reflexão a respeito da gestão de RCC e o SAGI-RCC permite avaliar o atendimento da gestão dos RCC às dimensões da sustentabilidade no âmbito municipal. Além disso, pode ser aplicado a distintas realidades, pois os valores para a avaliação são adaptáveis às condições locais. Quando aplicado a um município de médio porte (cerca de 500.000 habitantes), constatou-se que o conjunto de indicadores que compõe o SAGI-RCC é relevante, pois abrange as diferentes dimensões de sustentabilidade da gestão integrada, estabelecidas pela Política Nacional de Resíduos Sólidos, além de identificar fragilidades e potencialidades da gestão de RCC deste município. / Construction and demolition waste (CDW) is an important environmental issue to be considered in Municipal Urban Management. The large volume generated and its disposal have caused several environmental impacts to the urban environment, with obvious effects on population health. This requires public managers to adopt more effective solutions to manage these wastes such as the implementation of integrated strategic planning and evaluation of actions which are extremely necessary. The aim of this work is to propose an evaluation system for municipal construction waste management, according to the premises of the National Policy for Solid Waste; Resolution 307 issued by the National Environmental Council (CONAMA) and other theme related resolutions. Exploratory research was carried out in three steps: i) literature review; ii) development of the system, considering three main pillars: scope of the service, environmental health protection and preservation of natural resources, based on the FPEEEA tool (methods for building environmental health indicators) and iii) assessment of CDW management in a Brazilian city using the proposed system to verify its applicability and identify its management strengths and weaknesses. As a result, the Evaluation System of Integrated CDW Management - called SAGI-CDW is presented to give support to management at a municipal level. This system proposes action towards integrated management and the respective indicators to monitorate, so that it becomes a tool to be inserted in CDW Municipal Management Continuous Improvement Processes. This system aims at inducing city managers to reflect on CDW management, and SAGI-CDW can assess the CDW management action strategies in terms of extension of sustainability at a municipal level. Moreover, it can be applied to different situations, because the parameters for evaluation are adapted to local conditions. When applied to a medium size city (approximately 500.000 inhabitants), it was found that the set of indicators that make up the SAGI-CDW is relevant as it covers the different dimensions of sustainability for integrated management established by the National Policy for Solid Waste, and also identifies weaknesses and strengths of this municipalitys CDW management.

Os grandes volumes gerados e a sua destinação têm ocasionado diversos impactos ambientais ao meio urbano, com evidentes efeitos à saúde da população. Esta situação impõe aos gestores públicos a adoção de soluções mais eficazes para a gestão desses resíduos, sendo imprescindível o planejamento estratégico e integrado e a avaliação das ações implementadas. O objetivo desta tese é a proposição de um sistema de avaliação da gestão municipal dos RCC, de acordo com a Política Nacional de Resíduos Sólidos, Resolução CONAMA 307/2002 e demais resoluções pertinentes ao tema. A pesquisa exploratória foi desenvolvida em três etapas: i) revisão bibliográfica; ii) elaboração do sistema, considerando três eixos essenciais: universalidade dos serviços; proteção à saúde ambiental; e preservação dos recursos naturais, tendo como base a ferramenta FPEEEA (método de construção de indicadores) e iii) avaliação da gestão dos RCC de um município brasileiro utilizando o sistema proposto para verificar a sua aplicabilidade e identificação de fragilidades e potencialidades da gestão. Como resultado, é apresentado o Sistema de Avaliação da Gestão Integrada dos RCC denominado SAGI-RCC para apoiar a gestão no âmbito municipal. Este sistema propõe ações para a gestão integrada e os respectivos indicadores para monitorá-las, de forma que se constitui em uma ferramenta para ser inserida em processo de melhoria contínua da gestão municipal desses resíduos. Este sistema visa induzir os gestores municipais à reflexão a respeito da gestão de RCC e o SAGI-RCC permite avaliar o atendimento da gestão dos RCC às dimensões da sustentabilidade no âmbito municipal. Além disso, pode ser aplicado a distintas realidades, pois os valores para a avaliação são adaptáveis às condições locais. Quando aplicado a um município de médio porte (cerca de 500.000 habitantes), constatou-se que o conjunto de indicadores que compõe o SAGI-RCC é relevante, pois abrange as diferentes dimensões de sustentabilidade da gestão integrada, estabelecidas pela Política Nacional de Resíduos Sólidos, além de identificar fragilidades e potencialidades da gestão de RCC deste município. / Construction and demolition waste (CDW) is an important environmental issue to be considered in Municipal Urban Management. The large volume generated and its disposal have caused several environmental impacts to the urban environment, with obvious effects on population health. This requires public managers to adopt more effective solutions to manage these wastes such as the implementation of integrated strategic planning and evaluation of actions which are extremely necessary. The aim of this work is to propose an evaluation system for municipal construction waste management, according to the premises of the National Policy for Solid Waste; Resolution 307 issued by the National Environmental Council (CONAMA) and other theme related resolutions. Exploratory research was carried out in three steps: i) literature review; ii) development of the system, considering three main pillars: scope of the service, environmental health protection and preservation of natural resources, based on the FPEEEA tool (methods for building environmental health indicators) and iii) assessment of CDW management in a Brazilian city using the proposed system to verify its applicability and identify its management strengths and weaknesses. As a result, the Evaluation System of Integrated CDW Management - called SAGI-CDW is presented to give support to management at a municipal level. This system proposes action towards integrated management and the respective indicators to monitorate, so that it becomes a tool to be inserted in CDW Municipal Management Continuous Improvement Processes. This system aims at inducing city managers to reflect on CDW management, and SAGI-CDW can assess the CDW management action strategies in terms of extension of sustainability at a municipal level. Moreover, it can be applied to different situations, because the parameters for evaluation are adapted to local conditions. When applied to a medium size city (approximately 500.000 inhabitants), it was found that the set of indicators that make up the SAGI-CDW is relevant as it covers the different dimensions of sustainability for integrated management established by the National Policy for Solid Waste, and also identifies weaknesses and strengths of this municipalitys CDW management.

Previous issue date: 2011 / Nenhuma / Este é um estudo acerca da trajetória de institucionalização do Sistema de Avaliação do Estado do Rio Grande do Sul, como política pública de avaliação educacional. Descreve desde as suas primeiras edições em 1996 a 1998, como um Sistema de Avaliação das Escolas Públicas do Estado e, a partir de 2005, já como o Sistema de Avaliação do Rendimento Escolar do Estado do Rio Grande do Sul - SAERS até as edições de 2007 a 2009. Está organizado por período de governo em que ocorreram, dos então governadores Antonio Britto Filho – três primeiras edições (1996/1997/1998), Germano Rigotto uma única avaliação, como projeto piloto vinculado a um Contrato de Gestão (2005) e Yeda Ronrato Crusius (2007/2008/2009). A metodologia utilizada é de cunho qualitativo com coleta e análise de documentos legais normativos, informações veiculadas em jornal do Estado e entrevista semiestruturada. È um estudo que tem como foco central a preocupação em descrever a operacionalização, os objetivos e finalidade do Sistema de Avaliação Riograndense, a elaboração e composição das provas em cada ano de execução do processo, número de escolas e de alunos participantes, tendo como embasamento a investigação e análise de documentos normativos emitidos pelo governo, pelas da Secretaria de Educação do Estado e por empresas terceirizadas contratadas como prestadoras de serviço. Discute os resultados de cada edição divulgados em periódicos, site da Secretaria de Educação do Estado e em um jornal de grande circulação do Rio Grande do Sul. Concluindo, a cada mudança de governo, novas concepções e práticas políticas de avaliação educacional foram empregadas no Estado do Rio Grande do Sul, com o intuito de verificar o rendimento dos estudantes. O que implica em depositar no Sistema de Avaliação a condição de diagnóstico da qualidade do ensino público estadual com o objetivo de promover alternativas que venham a melhorar a realidade educacional do Estado do Rio Grande do Sul. / This is a study about the history of the institutionalization of the Evaluation System of the State of Rio Grande do Sul as a public policy for the educational evaluation. It describes the first editions, from 1996 to 1998, as an Evaluation System of the Public Schools of the State, and after 2005, when it was already the Evaluation System of the Educational Performance of the State of Rio Grande do Sul (SAERS) up to the issues from 2007 to 2009. This study is organized by the government period in which these evaluation processes occurred: the government of Antonio Britto Filho - the first three editions (1996/1997/1998), the government of Germano Rigotto, in which a single evaluation was conducted as a pilot project linked to a Management Contract (2005) and the government of Yeda Crusius Ronrato (2007/2008/2009). The methodology applied is qualitative, comprehending the collection and analysis of normative legal documents, the analysis of the information published in newspapers of the state and the semi-structured interview. The focus of this study is the description of the operation, the goals and the purpose of the educational evaluation system of Rio Grande do Sul, including the development and content of the tests applied in each edition of the evaluation process, the number of schools and students that were evaluated, based on the research and analysis of normative documents emitted by the government, by the State Board of Education and by outsourced companies that were hired as service providers. In this study, the results of each issue of the evaluation process that were published in the newspapers, in the web site of the Department of Education of the State and in a major newspaper of Rio Grande do Sul are discussed. The conclusion is that, in every governmental change, new concepts and practices related to the educational policies of evaluation were applied in Rio Grande do Sul, in order to check the performance of the students. The results show that the Evaluation System can be considered as a diagnostic of the quality of the public education in the state, whose goal is to promote alternatives to improve the educational reality of Rio Grande do Sul.

Insertion of new competitors and the creation of new educational groups are requiring managers to use new management tools. In addition to competition the new regulatory frameworks school are demanding careful planning and monitoring of pedagogical actions and administrative institutions. The diversity of information of financial and non-financial requirements for business monitoring stimulated various educational institutions in Brazil and around the world to use the Balanced Scorecard ((BSC) as a management system for the indicators. This study aims to analyze if the BSC can be used by managers of HEIs as a tool for the management of the indicators of the National Assessment Superior (SINAES). was conducted for this, a literature search on the SINAES and BSC evaluating the points of convergence and divergence of the two systems, followed by a case study in order to evaluate the results obtained in the literature review and the results observed in the high education study object. Results of the study show considerable convergence between the dimensions proposed by the system SINAES and perspectives proposed by BSC. Thus it can be inferred that the institution study object can use the balanced Scorecard measures cards to monitor indicators of SINAES / Instituições de ensinos sejam públicas ou privadas passam atualmente por processo acirrado de competição. A inserção de novos concorrente e a criação de novos grupos educacionais estão exigindo dos gestores a utilização de novas ferramentas de gestão. Além da concorrência os novos marcos regulatórios do ensino estão exigindo um criterioso planejamento e acompanhamento das ações pedagógicas e administrativas das instituições. A diversidade de informações de caráter financeiro e não financeiro exigidas para monitoramento dos negócios estimulou diversas instituições de ensino no Brasil e no mundo a utilizarem o Balanced Scorecard ((BSC) como sistema de gestão para os indicadores. O presente trabalho tem o objetivo de analisar se o BSC pode ser utilizado pelos gestores das IES como ferramenta para o gerenciamento dos indicadores do Sistema Nacional de Avaliação Superior (SINAES). Foi realizado para isso, uma pesquisa na literatura sobre o SINAES e o BSC avaliando os pontos de convergência e divergência dos dois sistemas, seguido do um estudo de caso com o objetivo de avaliar os resultados obtidos na revisão de literatura e os resultados constatados na IES objeto de estudo. Os resultados do estudo demonstração uma grande convergência entre as dimensões propostas pelo sistema SINAES e as perspectivas propostas pelo BSC. Assim pode-se inferir que a instituição objeto de estudo pode utilizar os indicadores do balanced scorecard para monitorar os indicadores do SINAES
