Present highly competitive environment has significantly contributed to the state in which success of entrepreneurial subjects is conditioned among others by their ability to identify and eliminate gaps in their performance as fast as possible. It is inevitably connected with the necessity to know the firm itself, which is one of the unexceptionable condition of reaching and maintaining competitiveness. The dissertation thesis reacts to above shown fact and to generally perceived want of suitable methodology of organizational self-assessment aimed at improvement for small and middle enterprises. The issue of organizational self-assessment is analyzed and assessed complexly in this dissertation thesis. Also less known connections and relationships as to the issue of organizational self-assessment are given here, which provides a desirable comprehensive view. In the dissertation thesis there are also specified relevant definitions relating to the subject of the dissertation thesis. The definitions are specified in mutual relationships, which increases their value in light of their contribution both to theory and to practice. In relation to the analysis of the present state in the sphere of organizational self-assessment, the dissertation thesis introduces the most spread and best known models used for organizational self-assessment. A very important part of the analytical part is created by the determination of basic approaches to organizational self-assessment with closer specification of diagnostically oriented self-assessment. A pivotal part of the dissertation thesis is represented by my own draft of the methodology of organizational self-assessment aimed at formation and maintenance of competitiveness. This methodology is based on diagnostically oriented organizational self-assessment and is intended above all for small and middle manufacturing enterprises that are certified according to the ISO 9001/2000 standard. Submitted methodology was verified with positive result in a middle manufacturing enterprise. The methodology itself is based on a frame model and on an algorithm that should facilitate the implementation and regular realization of the organizational self-assessment.

Study of the critical factors for TQM implementation throughout the years, and longitudinal analysis of secondary quality winners of prestigious awards such as the Malcolm Baldrige National Quality Award (MBNQA), is important. The longitudinal analysis in this research will enable verification that there are generic critical factors (CFs) for TQM implementation and generic critical areas of measurement (CAM) that if implemented fully and successfully will deliver excellence. Also, it will enable verification that these generic CFs help to ensure sustainable performance and this could help in answering how excellent organisations sustain their performance constantly. By studying what excellent organisations measure and what they place emphasis on throughout the year, the study will document measurements that have been used to sustain excellence and will consider empirically how these have led to tangible results over a period of twenty years; the study will examine MBNQA winners from 1988 until 2008. Finally, an excellence maturity assessment tool ¿assessment software¿ was developed as result of examining winning case studies over a long period of time, lists of critical factors of implementation (CFI) and critical areas of measurement (CAM) were extracted and used accompanied by the EFQM Excellence Model, and Zairi¿s two model ¿Index of Excellence¿ and ¿Ladder of Excellence¿. Využití systémů řízení kvality při autoevaluaci středních škol ve Středočeském kraji / The Use of Quality Management Systems for Self evaluation of Secondary Schools in the Central Bohemian Region

The final issue deals with the introduction of Quality Management Systems in Central Bohemian high schools. The theoretical part describes principles of the Quality Management and more closely presents ISO 9001 standard, EFQM Excellence Model, CAF Model and CQAF Model. The research part determines opinion of school headmasters in Decree No 15/2005 Coll., that specifies requirements for the obligatory self-evaluation of schools. In next chapters through a survey and an analysis of school web pages is examined practice of Quality Management Systems implementation in high schools in Central Bohemia -- current status, awareness of head masters, demand and expectations. The last chapter offers a definite experience with the introduction of Quality Management Systems through additional interviews with school headmasters.

The GESPÚBLICA Model was developed by the federal government of Brazil through the Ministry of Planning, budget and management and integrates the National Programme for combating the bureaucracy in the public service. It is a transposition of Total Quality Management practices from private to public organizations. This dynamic brought new expectations for the considered civil servants in relation to the administration and work conditions. The main theoretic references were the Neoclassical School of Administration, the System and Development oriented Psychology, the Working Group on Organizational and Work Psychology (GTPOT) and the Political Economics of Power and Organizational Studies. The field research was conducted in the Regional Labour Superintendence of the state of Ceará (Brazil) (a specific unity of the Ministry of Labour and Employment that was awarded for various years and recognized as a reference in the application of this model). The research contributed to investigate the consequences of the strategies, practices and the learning of quality in satisfaction and commitment of administrative technical servants in the period of 1997 to 2007. As method of research, a quantitative approach was used while a structured questionnaire served as research instrument. The data analysis considered the relation of the implementation of the Excellence Model in public management with the variables of satisfaction in the process of work organization, management and planning, working environment, values and culture, financial remuneration and benefits and commitment at work in its affective, calculative and normative dimensions. The final considerations of the investigation indicate the limited relation between the initiatives of the model with the satisfaction and the commitment at work. / O presente estudo tem por finalidade analisar as possíveis relações da implementa-ção dos critérios e das práticas do Modelo de Excelência em Gestão Pública (Mode-lo Gespública) com a satisfação e o comprometimento no trabalho de servidores técnico-administrativos. O Modelo Gespública foi desenvolvido pelo governo federal do Brasil através do Ministério do Planejamento, Orçamento e Gestão e integra o Programa Nacional de Gestão Pública e Desburocratização. É uma transposição das práticas da gestão da qualidade das organizações privadas para as instituições públicas. Essa dinâmica trouxe novas expectativas para os servidores quanto à organização e às condições de trabalho. Os principais referenciais teóricos foram a escola neoclássica da administração, a psicologia orientada para os sistemas e o desenvolvimento, o Grupo de Trabalho em Psicologia Organizacional e do Trabalho (GTPOT) e o Grupo de Pesquisa Economia Política do Poder e Estudos Organizacionais. Como método de pesquisa, utilizou-se a abordagem quantitativa e um questionário estruturado serviu de instrumento. A pesquisa de campo, realizada na Superintendência Regional do Trabalho no Ceará (unidade descentralizada do Ministério do Trabalho e Emprego premiada por vários anos e reconhecida como referência na aplicação desse modelo), contribuiu para investigar as decorrências das estratégias, das práticas e do aprendizado da qualidade na satisfação e no comprometimento no trabalho dos servidores técnico-administrativos no período de 1997 a 2007. A análise dos dados considerou a relação da implementação do Modelo de Excelência em Gestão Pública com as variáveis de satisfação nos processos de organização do trabalho, gestão e planejamento, ambiente de trabalho, valores e cultura, remuneração e benefícios e com o comprometimento no trabalho nas dimensões afetiva, calculativa e normativa. As considerações finais da investigação indicam a limitada relação das iniciativas do modelo com a satisfação e o comprometimento no trabalho.

PROFITABILITY IMPROVEMENT OF CONSTRUCTION FIRMS THROUGH CONTINUOUS IMPROVEMENT USING RAPID IMPROVEMENT PRINCIPLES AND BEST PRACTICES

<p>The internal and external challenges construction companies face such as variability, low productivity, inefficient processes, waste, uncertainties, risks, fragmentation, adversarial contractual relationships, competition, and those resulting from internal and external challenges such as cost overruns and delays negatively affect company performance and profitability. Though research publications abound, these challenges persist, which indicates that the following gaps exist. Lean construction, process improvement, and performance improvement research have been conducted wherein improvement principles, and best practices are used to ameliorate performance issues, but several knowledge gaps exist. Few companies use these improvement principles and best practices. For those companies applying improvements, there is no established link between these improvements and performance/profitability to guide companies. Further, even when companies use improvement principles and best practices, they apply only one or two, whereas an integrated application of these improvement principles and best practices would be more effective. The other gap the author identified is the lack of strategic tools that construction companies can use to improve and manage their profitability. This thesis tried to fill the knowledge gap, at least partially, by developing a two-part excellence model for profitability improvement of construction companies. The excellence model lays out strategies that would enable companies to overcome the challenges and improve their profitability. The excellence model also gives an iterative and recursive continuous improvement model and flowchart to improve the profitability of construction companies. The researcher used high impact principles, guidelines, and concepts from the literature on organizational effectiveness, critical success factors, strategic company profitability growth enablers, process improvement, and process maturity models, performance improvement, and organizational excellence guidelines to develop the two-part excellence model.</p> <p>The author also translated the two-part excellence model into the diagnostic tool and Decision Support System (DSS) by use of process diagrams, fishbone diagrams, root cause analysis, and use of improvement principles, countermeasures and best practices at the most granular (lowest intervention) levels to do away with root causes of poor performance. The author developed the diagnostic tool and Decision Support System (DSS) in Access 2016 to serve as a strategic tool to improve and manage the profitability of construction companies. The researcher used improvement principles, and best practices from scientific and practitioner literature to develop company and project process flow diagrams, and fishbone (cause and effect) diagrams for company, department, employee, interactions and project performance for the profitability improvement, which are the engines of the diagnostic tool and DSS. The diagnostic tool and DSS use continuous improvement cycles iteratively and recursively to improve the profitability of construction companies from the current net profit of 2-3 percent to a higher value.</p>

In a rapidly changing and competitive world organisations need to develop and improve their performance continuously to ensure a competitive advantage. Organisations need to determine their current status of performance constantly and identify organisational strengths and areas where improvements can be made. Periodic organisational self-assessments are therefore required to measure current management and operations policies, practices and procedures, in order to enhance overall business performance rather than solely concentrating on the quality of products or services. Traditionally, external inspections were more commonly used by educational and training institutions for the evaluation of institution and learner performance. These institutions are today taking part in a growing drive for internal self-evaluation, arising from the desire of institutions and Education, Training and Development (ETD) practitioners to assess their own performances. Self-assessment as part of an endeavour to sustain continuous improvement is therefore also appropriate for ETD providers in the South African National Defence Force (SANDF). A new defence dispensation and a changing ETD environment in South Africa have created new demands on ETD providers in the SANDF. Although training units within the SANDF may function in a unique military context, national legislation relevant to ETD and the latest approach of openness and transparency into matters of the Department imply that military as well as non-military ETD in the SANDF is to be closely aligned with national training and development initiatives. As legislation does not make a distinction between military and private ETD providers in South Africa, most traditionally assumed differences are no longer relevant. A case study explored the appropriateness of conducting organisational self-assessment as component of a Continuous Performance Improvement Strategy and Quality Assurance within the SANDF. The study also investigated the usefulness of a Total Quality Management approach to quality assurance in the ETD environment and the impact of the frameworks used, available assessment instruments and the selected assessment methods on the significance of organisational self-assessment by ETD providers. This study's investigation of the appropriateness and significance of regular organisational self-assessments by training units in the SANDF thus has broader implications, as recommendations are also applicable to other ETD providers. / Educational Studies / D.
