Este trabalho trata da tributação como um instrumento de proteção do meio ambiente. Apresenta as diversas dimensões em que o Estado pode intervir na atividade econômica na busca da melhoria do nível de bem-estar social. Um determinado padrão de qualidade do meio ambiente pode ser alcançado através do mecanismo de preços, limitando a quantidade das emissões. Embora, na prática internacional, predominem as normas e as proibições, discutem-se também, como alternativas, direitos ou certificados negociáveis de emissão, e os tributos, na forma como são sugeridos pela abordagem do “padrão de qualidade do meio ambiente-preço”. Em nível internacional, se ampliou, recentemente, seu emprego através da tributação dos combustíveis, motivado pelo Protocolo de Kioto, que objetiva reduzir os níveis de emissão de CO2, causador do “efeito estufa”. Por fim, apresentamos uma proposta tributária para controlar a emissão de gases veiculares. / This work focuses on taxation as an instrument for policies on environmental rotection. It present a whole range of dimensions in which the State can intervene in economics activities with these goal of welfare improvement. In this sense a given enviromental standart can be achived through the price mechanism in which emissions are limited to a given amount. Although in international practice prohibitions prevail alternatives, to the like of rights and taxation, are becoming ever more common in the literature. There is an international trend towards the taxation of combustibles due to the Kyoto Protocol goal of reducing CO2 levels which are considered the main cause of global warming. Finally, we present a proposal in which taxation is used to control veicular gas emissions.

Public bus services versus congestion and pollution in Lima and Callao / Transporte público de buses versus congestión y contaminación en Lima y Callao

This study measures the influence of public bus services on traffic congestion and environmental pollution in Lima and Callao. The effect of the flow of buses on the transportation network is measured by way of a dynamic traffic assignment program, Dynasmart. The database is constructed on the basis of the 2005-2025 Master Plan. To this end, the transportation network is verified using Google Earth, and field measurements of capacity, speed, and volume- relay functions to describe traffic congestion are used. The flow of buses is calculated using the Emme3 program. Origin-destination matrices are calculated for each hour based on the 24-hour origindestination matrix from the Master Plan. In the case of congestion, both the exact and the maximum influence of the flow of buses are measured, and the case of segregating a traffic lane for a Rapid Bus System—a much-discussed topic—is also considered. In the case of pollution, the exact influence of the flow of buses is used to measure fuel consumption and pollutant emissions for the option of reducing public bus services as well as a further five options, including the implementation of a Rapid Bus System featuring gas-powered buses. It is found that halving the size of the bus fleet increases the speed of the transportation network by between 2 and 7% per day, and between 9 and 14% until 11 am, and yields 46% of the benefits of promoting clean fuels and inspection and maintenance; that is, that this measure is of limited worth in reducing congestion, and should not be considered a priority means of alleviating pollution. / Se mide la influencia del transporte público de buses sobre la congestión vehicular y sobre la contaminación ambiental de Lima y Callao. Se modela el efecto de los flujos de buses sobre la red de transporte mediante un software de asignación dinámica de tráfico Dynasmart. Se construye la base de datos sobre el Plan Maestro 2005-2025. Para ello, se verifica la red de transporte por Google Earth, y se utilizan mediciones de campo sobre capacidad, velocidad, y funciones volumen-demora que describen la congestión vial. Se calculan los flujos de uses con el software Emme3. Se construyen las matrices origen-destino por cada hora a partir de la matriz origendestino de 24 horas del Plan Maestro. En el caso de la congestión, se mide una influencia exacta y otra máxima de los flujos de buses, y también el caso de segregar un carril de vía para un sistema de buses rápidos, un tema frecuente de discusión. En el caso de la contaminación, se utiliza la influencia exacta de los flujos de buses para medir consumo de combustible y emisión de contaminantes para la alternativa de reducción de buses de transporte público y otras cinco alternativas más, entre ellas la implementación de un sistema de buses rápidos con buses a gas. Se obtiene que, reducir la flota de buses a la mitad, incrementa la velocidad de la red de transporte entre 2 y 7% diario y entre 9 y 14% a las 11 am, y que produce un 46% de los beneficios de promover combustibles limpios e inspección como mantenimiento; es decir, que esta medida es poco efectiva en reducir la congestión y que su prioridad debiera reducirse en aliviar la contaminación.

Ações mitigadoras e compensatórias se fazem necessárias para que o desempenho da atividade de extração de areia seja sustentável. Nesse contexto, essa pesquisa teve como objetivo avaliar o perfil ambiental qualitativo das atividades de extração de areia em leitos de rios, a fim de mensurar os custos das externalidades negativas impostas ao meio ambiente e à sociedade que não são internalizados pelos agentes no mercado de areia. Especificamente, procurou-se: Caracterizar as principais externalidades ocorridas na extração da areia no leito do Rio Paraíba; Identificar os bens substitutos da areia dentro do processo de produção da indústria da construção civil; Determinar quanto à sociedade está disposta a pagar um valor a mais pelo metro cúbico de areia (DAP) para agregação dos benefícios ambientais do rio, através do método de valoração contingente (MVC) e Validar o método de valoração contingente, verificando o grau de veracidade dos resultados obtidos na pesquisa. Utilizou-se o método Check-list, como forma de identificar e enumerar sistematicamente as variáveis ambientais relevantes, a partir dos impactos ambientais observados. Após a avaliação, observou-se 30 impactos negativos e 4 impactos positivos, apontando para o fato de que as externalidades negativas detectadas sobrepõem-se, de forma relevante, às externalidades positivas, trazendo, assim, danos considerados tecnicamente irreversíveis ao meio ambiente e consequentes reflexos na sociedade. Para mensurar o valor econômico do recurso natural “areia” extraída dos leitos de rios, internalizando os custos via preço das externalidades provocadas ao meio ambiente decorrente da prática desse tipo de atividade, utilizou-se o Método de Valoração Contingente (MVC) a partir do modelo referendo com acompanhamento (logit duplo). A partir da agregação do valor encontrado para a DAP dos entrevistados e o consumo anual de areia na Paraíba, chega-se aos benefícios que o recurso natural “areia” pode gerar para o próprio rio. / Externalities caused by the activity of sand extraction in river beds have caused serious damage to the environment and society. Mitigating and compensatory actions are necessary so the performance of sand extraction activity would be sustainable. In this context, this research aimed to evaluate the qualitative environmental profile of activities of sand extraction in river beds in order to measure the costs of negative externalities imposed on the environment and society that are not internalized by the agents on the sand market. Specifically, it was sought to: characterize the main externalities occurring in the sand extraction in the bed of the Rio Paraiba; identify the goods substitutes for sand in the production process of the construction industry; Determinate how much society is willing to pay an additional value by cubic meter of sand (CMS) for aggregation of the environmental benefits of the river, through the contingent valuation method (CVM) and Validate the contingent valuation method, checking the degree of accuracy of results in research. The checklist method was used as a way to systematically identify and list the relevant environmental variables, from the environmental impacts observed. After evaluation, it was found 30 negative and four positive results, pointing to the fact that the negative externalities detected overlap relevantly to positive externalities, bringing thus considered technically irreversible damage to the environment and consequent reflections on society. To measure the economic value of natural resource "sand" extracted from the river beds, internalizing costs through price externalities caused to the environment resulting from the commission of such activity, the Contingent Valuation Method (CVM) from the referendum model with monitoring (double logit) was used. From the aggregation of the value found to the CMS of respondents and an annual consumption of sand in Paraíba, one comes to the benefits that the natural resource "sand" can lead to the river itself.
