Competing visions of equality and identity : Quebec’s Bill 101 and federal language policyPatel, Nazeer 11 1900 (has links)
Language has become a central feature of the debate surrounding Canadian
identity. The Canadian project is an example of a state struggling to find a means of
accommodating linguistic difference. This struggle is epitomized by the language
legislation in Quebec as well as by federal bilingualism. Language legislation is
ultimately aimed at promoting and protecting identity.
An examination of language legislation as promoted by Quebec and the federal
government reveals a different orientation toward the concept of equality. Language
policy thus presents both a vision of community and a political argument. Federal
language policy promotes a vision of Canada in which English and French are juridically
equal. Politically, this vision of community denies Quebec is distinct.
Quebec's language policy, on the other hand, asserts the importance of protecting
Quebecois culture against the majoritarian impulses of a larger Canadian identity. As a
result, Quebec's language legislation incorporates Quebec's different position in Canada
into a definition of equality. Recognition that Quebec has a right to protect its language
is tantamount to an acknowledgement that Quebec is a distinct society in Canada. The
language debate thus embodies competing visions of equality that relate to a specific
identity.
The national unity issue plaguing Canada cannot be resolved through a
commitment to equality as similar treatment. The problem of language planning, in
Canada, revolves around finding a way to acknowledge and promote the local aspirations
of the Quebecois, without creating an inequitable language environment for the English
linguistic minority in Quebec.

This thesis demonstrates that Calvin Coolidge applied a philosophy of limited government to his executive decisions concerning two domestic issues, Prohibition and agricultural policy. In both matters, various groups attempted to pressure Coolidge into permanently increasing the scope of the federal government's activities. Coolidge refused to comply with their demands and maintained his belief in the benefits of a federal government that limited itself to minimal activism by mediating the disputes of conflicting interest groups. Through both Prohibition and the agricultural problem, Coolidge exhibited his effectiveness in handling divisive political issues while maintaining his philosophy of limited government. Overall, this thesis contributes to the scholarly revisionism of Coolidge. / Department of History

Co-operative governance and intergovernmental relations in South Africa : a case study of the Eastern Cape.Mdliva, Mzwandile Eric. January 2012 (has links)
The ending of apartheid and the transformation process in South Africa, the transition to
democracy brought with them fundamental changes to the form and function of the State.
In particular, they bring a restructuring of co-operative governance and intergovernmental
relations. The responsibilities, functions and powers of the three spheres of government
(national, provincial and local) were changed and streamlined as stated in the Constitution
of the Republic of South Africa Act, 108 of 1996. The system of intergovernmental relations
delineated in the Constitution differs significantly from that of the previous dispensation,
particularly in its ambitions to advance democracy and to improve service delivery to all
South Africans. Of particular significance is the respect in the fact that instead of the
inherently conflicting intergovernmental relations that characterises most modern states,
the Constitution actively promotes co-operation between different levels of government.
The Intergovernmental Relations Framework Act, 13 of 2005 was promulgated on 15 August
2005. The Act provides for an institutional framework for the three spheres of government
to facilitate coherent government, effective provision of services, monitoring the
implementation of policy and legislation, and realisation of developmental goals of
government as a whole. All spheres of government must provide effective, efficient,
transparent, accountable and coherent government in order to ensure the progressive
realisation of constitutional rights. One of the most pervasive challenges facing the country
as a developmental state is the need for government to redress poverty,
underdevelopment, marginalisation of people and communities and other legacies of
apartheid and discrimination. This challenge can only be addressed through a concerted
effort by government in all spheres to work together and integrate as far as possible their
actions in the provision of service, alleviation of poverty and development of the
communities. Co-operation and integration of actions in government depends on a stable
and effective system of intergovernmental relations, one in which each of the spheres
respect the relative autonomy of the other whilst appreciating the interrelatedness and
interdependence of the three spheres. The study elaborated on the research as well as the
research problem. In so doing, it further looked at the historical overview of the transition
to a democratic South Africa which brought a significant change in the reconfiguration of
the state. The studies further deals with a critique of co-operative governance and
intergovernmental relations in the Eastern Cape and discuss the perspective on service
delivery. In order to critically evaluate the notion of co-operative governance and
intergovernmental relations in South Africa with specific reference to Eastern Cape, the
study recommended that intergovernmental planning and budgeting, management of
change, support and capacity building, communication and stakeholder engagement and

[pt] Esta dissertação aborda a manipulação simbólica dos corpos em propagandas recentes do Governo Federal. Após ser apropriado socialmente e trabalhado no âmbito da cultura, o corpo (materialidade mais concreta de uma sociedade) é reutilizado pela propaganda e suas técnicas como signos na produção interessada de discursos que visam a afetar a construção social da realidade. Mais do que isso, por abrigar o cruzamento entre o individual e o coletivo, o corpo transfigura-se em dimensão simbólica estratégica para pensar um dos principais dilemas que se colocam à sociabilidade sob o Estado nacional desde sua formação: a articulação constante entre partes e todo. O código racial/étnico utilizado para promover ideias em torno da identidade nacional brasileira (miscigenada) apagando diferenças e hierarquias sociais quando o tema é a coesão nacional, também serve de base para a elaboração de discursos que as confirmam sob determinadas perspectivas interessantes a um projeto específico de governo. Por isso, a pesquisa procura analisar qualitativamente as representações sociais suscitadas pelos corpos presentes nos anúncios estudados dividindo-as em dois grandes núcleos de significação. Faces de uma mesma moeda, um deles remete a representações de brasilidade e de pertencimento à nação, enquanto o outro articula mecanismos de classificação social. / [en] This thesis approaches the symbolic manipulation of bodies on recent advertisements of the Brazilian Federal Government. After being socially appropriated and worked in the field of culture, the body (the most concrete materiality of a society) is reused by advertising and by its techniques as signs on the interested production of discourses that seek to affect the social construction of reality. More than this, for housing the cross between the individual and the collective, the body becomes a strategic symbolic dimension in order to think one of the main dilemmas that the sociability faces under the national State since its formation: the constant junction between parts and whole. The racial/ethnic code used to promote ideas about the Brazilian national identity (mixed) that erases differences and social hierarchies when the subject is national cohesion, also serves as the basis for the elaboration of speeches that confirm them under certain interested perspectives to a specific project of governance. Therefore, the research seeks to analyze qualitatively the social representations raised by the bodies that are present in the ads we have studied. For this, we have divided them into two great cores of meaning. Sides of the same coin, one refers to representations of brasilidade and of the fact of belonging to the nation, while the other articulates mechanisms of social classification.

Previous issue date: 2016-02-17 / The objective of this paper is to analyze the impact of electoral variables, such as political alignment and election years, in the public federal banks behavior. Using banking and electoral data for Brazilian municipalities, panel regressions are made in order to identify the credit and loss provisions pattern in political aligned cities through the electoral cycle. By the tests we found no evidence of credit or loss provisions increase related to the electoral variables, results that do not support the political use of public banks hypothesis. / O objetivo deste trabalho é verificar se a atuação dos bancos públicos federais é impactada por variáveis eleitorais como o alinhamento político e períodos de eleição. Utilizando dados de crédito bancário e dados eleitorais dos municípios brasileiros, são feitas regressões em painel para identificar o comportamento do crédito e das provisões dos bancos públicos federais em cidades politicamente alinhadas ao governo federal ao longo do ciclo eleitoral. Pelos testes realizados, não encontramos evidências de aumento da concessão do crédito ou de aumento das provisões relacionadas às variáveis eleitorais, resultados que não corroboram a hipótese de uso político dos bancos públicos.
