The impact of Nile crocodile (Crocodylus niloticus) on the communal livelihoods: a case study of areas surrounding Ruti Dam in Gutu and Buhera districts in Zimbabwe

Text in English / Ruti dam is located on the Nyazvidzi river, and is home to many Nile crocodiles (Crocodylus niloticus), which rely on fish and livestock for food. The community also relies on the dam and riverine for its resources. The investigation of crocodile impacts on humans and livestock, the trends and seasonality of attacks and identification of other predators resulted in formulation of research. The field interviews, using a structured questionnaire, field observation and focused group discussions were mainly used in data collection. Threats posed by crocodiles were identified as mainly human and livestock depredation, which has increased since the introduction of the crocodiles into the dam. The crocodile depredation varies between seasons, due to differences in water levels in the dam, and availability of alternative water sources. The attacks were mostly during the dry season and at the beginning of the wet season, when there were fewer water sources and when the water was dark and murky. The study assessed the human-crocodile conflict situation, based on interviews with the local residents and focused group discussions with fishermen. The conflict arose with livestock farmers after animal kills and fishermen, in cases of death, injury or damage to fishing gear. The killing of either humans or livestock was during the early hours of the day. Hostile attitudes of the residents towards crocodiles were high (83.9%). The majority, given the chance to eliminate the crocodile, would do so mercilessly. These negative attitudes can only be ameliorated when the damage is adequately compensated. The absence of compensation has increased the conflict, though no retaliation is taken against the crocodiles. The crocodiles prefer cattle in their kills (41% and 48%), followed by goats (38% and 25%), and, lastly, humans, in Buhera Rural District Council (BRDC) and Gutu Rural District Council (GRDC), respectively. Livestock farmers who stay close to the dam and Nyazvidzi suffer more losses, as their animals are more oftenly exposed to the dangers of crocodile predation, than those of farmers who stay far away, as they can use alternative water sources, and their animals are less likely to be exposed to the dangers of the crocodiles. The settlement pattern in BRDC has had an influence on predation. The farmers have also developed new livestock management techniques to reduce the loss of livestock. The fishermen suffer net damage on most occasions of their fish catches, as the crocodile might have learnt to follow the plastic floats on the water for easier prey from the nets. The fishing strategies have been developed to reduce fish loss. The death of fishermen is mostly that of people who enter the dam without canoes; no deaths were recorded of fishermen in canoes. Also, no capsizing of canoes has been recorded in Ruti dam, as fishermen always move in groups. Attacks in the Nyazvidzi River were on women and schoolchildren. Hyenas, as with the crocodile, have contributed to high kills of livestock (71.1%) and human kills were also reported in 2012 and July 2013. Though conflicts exist in the area, recommendations were made which might help to lower the conflicts. Educational campaigns and direct incentives from predator losses were identified as the main factors in conflict resolutions. The thesis was chosen on the basis of the continuation of the bachelor´s work. This thesis is focused on the literature search of problems of the conflicts between the protection of cormorants and the interest of fishery, further on the media analysis in the Czech Republic and finally on the processing of opinions of various groups of respondents (holidaymakers in the area called ´Třeboňsko´ and Czech fishermen). The opinions of questioned people were obtained from controlled interviews written down and processed in the questionnaires. The available information shows that a number of the protected cormorants is increasing not only in the Czech Republic but all over the world. The increase of the number of cormorant population causes problems especially to fishery, because cormorants cause the damage by catching fish stock. These conflicts in the problem area are mostly promoted in the media. In the problem area there are important opinions of the key groups of inhabitants. Groups of questioned people demonstrated their knowledge: holidaymakers in the area called ´Třeboňsko´ have basic knowledge in cormorants and problems caused by cormorants. On the contrary, fishermen are well-informed about the problem. The fishermen are more interested in the problem. Media are very important for solving conflicts and forming opinions of various groups of people. Media analysis showed that most spokesmen, who initiated writing newspaper articles were just fishermen. Therefore the articles on the cormorants are negative and without opinions on the spokesmen as member of general public or academics. Results of the sociological analysis have feed back on the results of the media analysis. It was found out that in the Czech Republic there had not been drawn up any management of fish protection againts cormorants. That is why I prefer to suggest the management in the near future. I recommend to follow the existing foreign management, forexample, in Great Britain. Further, I propose to change the Czech legislation for lower payment of the compensation for the damage caused by cormorants.

En France, où les droits de pêches ne sont pas transférables, la gestion des quotas de pêche est essentiellement déléguée aux organisations de producteurs (OP), lesquelles se voient attribuer des allocations collectives et sont responsables de la gestion des possibilités de pêche de leurs adhérents. On peut ainsi s’interroger sur la manière dont la présence des OP au sein des institutions peut permettre d’améliorer les performances écologiques,économiques et sociales de la gestion des pêches en comparaison avec d’autres formes institutionnelles telles que les systèmes de quotas individuels transférables (QIT). Les recherches de thèse, comprenant une partie théorique et s’appuyant sur le cas de la pêcherie de sole du golfe de Gascogne pour les applications empiriques,sont organisées autour des questions suivantes : (1) Par quels mécanismes les OP peuvent-elles permettre d’améliorer le respect des réglementations et influencer l’émergence de normes sociales ? (2) Quels sont les effets redistributifs de la gestion des quotas par les OP ? (3) Comment les mécanismes de gestion des quotas par les OP peuvent-ils être intégrés dans la modélisation bio-économique pour l’évaluation d’impact de scénarios de gestion ? Les analyses développées établissent l’intérêt de prendre en compte des contraintes induites par différents arrangements institutionnels et les résultats sont notamment examinés au regard des trois dimensions (écologique, économique et sociale) nécessaires à la gestion durable des pêches. Les compromis entre ces différentes dimensions sont mis en évidence dans le cadre de scénarios prospectifs visant une meilleure compréhension des enjeux liés à la gestion des pêches. / In France, where fishing rights are non-transferable, the management of fishing quotas is essentially delegated to producer organizations (POs). POs are granted collective allocations based on the aggregate fishing rights of their members and are then responsible for managing their fishing opportunities. The goal of this research, which contains theoretical developments as well as empirical analyses applied to the Bay of Biscay sole fishery, is to determine how outcomes of fisheries management are altered by the presence of POs within institutions as compared to alternative governance systems such as individual transferable quotas (ITQs). This dissertation notably brings together bio-economic approaches and institutional analyses to better anticipate the ecological, economic and social impacts of potential governance options. The research questions are the following: (1) What mechanisms could ensure a high level of compliance and what are the potential gains of placing the POs between the regulator and the fishermen? (2) What are the distributional effects of catch share management by POs? (3) What is the added value of integrating institutional arrangements involving POs into bio-economic modelling for the impact assessment of catch share management options? The analyses that were developed establish the ability of institutional design to influence outcomes in catch share systems in terms of compliance, distribution, and ecological-socioeconomic trade-offs achieved by alternative management options.

La protection des ressources naturelles marines est un enjeu fort pour les décideurs publics. Le développement récent des aires marines protégées (AMP) contribue à ces enjeux de préservation. Les AMP ont pour objectifs de conserver les écosystèmes marins et côtiers tout en favorisant les activités humaines. La complexité de ces objectifs les rend difficiles à atteindre. L’objectif de cette thèse est de mener une analyse ex ante d’un projet d’une AMP aux îles Kuriat (Tunisie). Cette analyse représente une aide aux décideurs pour une meilleure gouvernance en intégrant les acteurs impliqués (pêcheur, visiteur, plaisancier) dans le processus de gestion. Pour ce faire, nous appliquons la méthode d’évaluation contingente (MEC) à des échantillons des pêcheurs et des visiteurs aux îles Kuriat. Nous nous intéressons au traitement des biais de sélection et d’échantillonnage et à l’incertitude sur la spécification des modèles économétriques lors de la mise en œuvre de la MEC. Nous faisons appel au modèle HeckitBMA,qui est une combinaison du modèle de Heckman (1979) et de l’inférence bayésienne, pour calculer le consentement à recevoir des pêcheurs. Nous utilisons aussi le modèle Zero inflated ordered probit (ZIOP), qui est une combinaison d’un probit binaire avec un probit ordonné, pour calculer le consentement à payer des visiteurs après avoir corrigé l’échantillon par imputation multiple. Nos résultats montrent que les groupes d’acteurs se distinguent par leur activité et leur situation économique ce qui les amène à avoir des perceptions différentes. Cela permet aux décideurs d’élaborer une politique de compensation permettant d’indemniser les acteurs ayant subi un préjudice. / The protection of marine natural resources is a major challenge for policy makers. The recent development of marine protected areas (MPAs) contributes to the preservation issues. MPAs are aimed to preserve the marine and coastal ecosystems while promoting human activities. The complexity of these objectives makes them difficult to reach. The purpose of this work is to conduct an ex-ante analysis of a proposed MPA to Kuriat Islands (Tunisia). This analysis is an aid to decision makers for better governance by integrating the actors involved (fisherman, visitor, boater) in the management process. To do this, we use the contingent valuation method (CVM) to samples of fishermen and visitors to the islands Kuriat. We are interested in the treatment of selection and sampling bias and uncertainty about specifying econometric models during the implementation of the CVM. We use the model HeckitBMA, which is a combination of the Heckman model (1979) and Bayesian inference, to calculate the willingness to accept of fishermen. We also use the model Zero inflated ordered probit (ZIOP), which is a combination of a binary probit with an ordered probit, to calculate the willingness to pay of visitors after correcting the sample by multiple imputation. Our results show that groups of actors are distinguished by their activity and economic conditions that cause them to have different perceptions. This allows policy makers to develop a policy of compensation to compensate the players who have been harmed.
