Was development a research with a specific sector in the company, where we received 22 answers of an interview that cover specifics points of view for the model implementation, as: difficulty of the evaluation of critic competencies for better professional development; benefits of the model implementation; competencies that where eminence as the major point for a specific area; training adjust for the development objectives; advantages and disadvantages of competencies model tools. The resource management area also was analyzed where we interview the responsible for the implementation of the process and for the results evaluation. The results indicate that the company succeed in the model implementation for the professional development area, but the model didn?t get the level of maturity suggested and expected by the studiers, and needs the of the strategic and financial managers of the company. Verify also that the employees support the model principal because of the investment in training and capacity that it applies, and point fails related by studies that the company has to get worry to have success in the future / Esse estudo de caso consiste em uma revis?o e apresenta??o do modelo de gest?o de pessoas por compet?ncias, o qual leva em considera??o os estudos de autores nacionais e norte americanos, e de uma verifica??o de pratica do modelo em uma multinacional conhecida, a ?IBM BRASIL?. Foi desenvolvida uma pesquisa com uma ?rea especifica da empresa a qual o modelo de gest?o foi apresentado, onde obteve-se resposta de 22 funcion?rios para uma entrevista que cobriu aspectos espec?ficos da implementa??o do modelo, como: Dificuldade de avalia??o das compet?ncias cr?ticas para melhor desempenho profissional; Benef?cios da implementa??o do modelo de gest?o; Compet?ncias destacadas como de maior peso para atividade especifica a que a ?rea se prop?e; Adequa??o do treinamento aos objetivos de desenvolvimento; e Vantagens e desvantagens da utiliza??o das ferramentas disponibilizadas pela empresa para implementa??o do modelo. Tamb?m foi analisada a ?rea de recursos humanos da IBM Brasil onde entrevistou-se os respons?veis pela implementa??o do processo e pela avalia??o dos resultados. Os resultados obtidos monstraram que a empresa conseguiu implementar o modelo de gest?o de compet?ncias para a ?rea de desenvolvimento profissional, mas que o modelo ainda n?o atingiu o n?vel de maturidade sugerido e esperado pelos estudiosos, e que precisa do apoio da dire??o estrat?gica e financeira da empresa. A metodologia aplicada para atingir os objetivos delineados nesta investiga??o foi a pesquisa explorat?rio-descritiva e, quanto ao procedimento, trata-se de um estudo de caso. Utilizou-se a pesquisa quantitativa com aplica??o de question?rio semiestruturado, constru?do com base na revis?o de literatura concernente ao tema do trabalho e, considerando a pesquisa de clima organizacional aplicada na C?mara dos Deputados por Saback (2011). A pesquisa foi norteada pelo estudo avaliativo das dimens?es: Desenvolvimento profissional, Estilo de lideran?a, Relacionamento e comunica??o no ambiente de trabalho, Identidade e compromisso com o trabalho e Coopera??o e Sensibilidade no ambiente de trabalho. O resultado apontou a dimens?o Desenvolvimento profissional com a menor pontua??o no geral, muito embora, por v?nculo, os servidores cedidos e comissionados tenham dado boas notas, os servidores efetivos n?o enxergam a possibilidade de se desenvolver profissionalmente e, a nota baixa atribu?da por estes afetou negativamente tal dimens?o. Contudo, os gestores devem atentar para essa quest?o, pelo fato de os servidores efetivos, em tese, serem permanentes no quadro funcional da ALRN, e que essa avalia??o denota desmotiva??o e falta de perspectiva, portanto, desfavor?vel ao clima. No tocante ao comparativo entre a s?ntese da Estat?stica Descritiva aplicada ?s Dimens?es e Vari?veis apresentada e por v?nculo com ALRN, confirma-se uma tend?ncia no ranking, favor?vel ao clima organizacional, apontada pelos servidores comissionados e cedidos, em face dos efetivos. Por?m, deve-se ressaltar que a dimens?o Identidade e compromisso com o trabalho foi a mais bem avaliada, a exemplo da vari?vel ?Tenho disposi??o para assumir compromisso com o trabalho, independentemente de cobran?a por parte da chefia?, onde os servidores demonstram disposi??o e compromisso com a institui??o. Outro fator positivo que merece destaque, diz respeito ao relacionamento e comunica??o, denotado pelo sentimento de harmonia na conviv?ncia entre os servidores, independentemente de v?nculo, o que revela a forma respeitosa de lidar com a cultura da pluralidade de ideias, fator determinante numa casa pol?tica. Portanto, conforme extrato exposto ? percept?vel que, entre as cinco dimens?es estudadas, quatro delas indicam avalia??es positivas ao clima, e por essa raz?o, conclui-se que ap?s os dados serem apurados e analisados, tem-se como positivo o clima organizacional da ALRN. / This paper seeks to study the Organizational Environment at the Rio Grande do Norte Legislative House-ALRN, and its general purpose consists in assessing the organizational environment based on the perception that the effective, yielded and commissioned civil servants of that institution develop together towards the ALRN. Exploratory-descriptive research was the methodological choice applied to reach the looked-for objectives. The research procedure is a case-study. On the other hand, quantitative research was applied side along a semi-structured questionnaire, following a review of the literature concerning the study and taking into account the organizational environment research (2011) that Saback applied at the ALRN. The guide-lines of the paper have approached the following items: Professional development; Relation and communication at the workplace; Work identity and commitment; and Workplace co-operation and sensibility. The final result highlighted the Professional development dimension as the one presenting the lowest punctuation in general. In view of their links, the commissioned and yielded civil servants gave good grades to this category; the stable civil servants, however, did not detect any sign of professional development in this dimension, and their low grade affected it negatively. In this regard, managers should try and assess this result, seen that effective civil servants are in thesis a stable staff at ALRN, so this assessment could mean lack of motivation and perspective in the workplace, what could be contraire to the environment. As what concerns a comparison between the summary available and the link-like one, it confirms a rank trend favoring the organizational environment, highlighted by commissioned and yielded civil servants, in contrast with the stable staff. One should note, however, that the Identity and work commitment dimension was the best assessed, alike the variable ?I am decided to play a responsible role in my work, regardless my boss?s exigencies?, as the workers showed disposition and commitment to the job. Another positive factor pointed out in the research concerns relation and communication, expressed by a harmonious conviviality among the staff?s members, irrespective to whatever link, showing a respectful way of managing the culture of plurality of ideas, determinant factor inside a politician house. Therefore, in accordance with the exposure, it is perceptible that among the five dimensions that have been studied, four of them indicate positive assessment of the environment. In this way, seeing the collected and analyzed data, it can be concluded that the organizational environment inside ALRN is positive.

Al?m disso, realizou-se pesquisa bibliogr?fica e documental. Os resultados da pesquisa mostraram um descompasso entre as atividades efetivamente exercidas pelos t?cnico-administrativos e aquelas previstas para cada cargo pelo MEC, o que leva ? necessidade de um processo de planejamento cont?nuo e de mudan?as organizacionais nas ?reas de recursos humanos e de gest?o. Trata-se de romper com as pr?ticas limitadas e desarticuladas da gest?o, visando atingir os objetivos previstos para essas duas ?reas nos planos de planos de gest?o e o melhor aproveitamento da for?a de trabalho para se alcan?ar uma gest?o eficiente e eficaz. / This work intends to verify the compatibility between activities performed by technical-administrative servers working at the Rectory of UFRN and the activities planned in the rules of the Ministry of Education for their respective positions. The research approach is quantitative and qualitative and the method used was case study. The instruments used were questionnaires to the technical-administrative servers who work at the Rectory UFRN and semistructured interview with the boss of people management. Furthermore, it was done a bibliographic and documental research. The results showed a mismatch between the activities performed by technical-administratives and the activities predicted by the MEC for each office. This leads to the need for a continuous process of planning and organizational changes in the human resources and management areas. It is breaking with limited and disjointed management practices, aimed at achieving the goals set for these two areas in the plans of management and better utilization of the workforce to achieve an efficient and effective management.

Based on the findings, the importance of the identification of the main indicators could be verified to propose a WLQ Program. This proposition was composed by the following indicators: human resources improvement, education, employment, physical and mental atmosphere, health, human rights, income and recreation. Through the research, the importance of adopting a Program of Life Quality appropriated not only to the work environmental needs, but also to the employees' personal, social, economic, and professional satisfaction, was considered. A partir disto, utilizou-se uma pesquisa descritiva com uma amostra de duas empresas do Estado Rio de Janeiro. Baseado na pesquisa de campo, feita atrav?s de question?rio p?de-se verificar a import?ncia da identifica??o dos principais indicadores para se adotar um Programa de QVT. Com base nos resultados sugere-se que a proposta seja composta dos seguintes Indicadores: aperfei?oamento, educa??o, emprego, ambiente f?sico e mental, sa?de, direitos humanos, renda/sal?rio e recrea??o. It presented arguments for and against the participation of organizations in social responsability iniciatives. The general goal in this study was to identify how far social responsability can cause an impact on management of people and on organizational culture. So, this above-mentioned has carefully dealed with the social responsability subject on management of people and on organizational culture performance, contributing to development of new social projects in the organizations, independent of their capacity. The study has also contributed to provide a new view on the management of people area, including the new roles of management professionals and its connection with organizational development. It was also relevant to comprehend the social responsabity influence on organizational culture and its reflection in the execution of social programs. As an ilustrative example, we took Petrobras, the 14th biggest petroleum company in the world, working in Brazil and in many other countries. Once it puts in practise its social responsability in an effective way and it is engaged to maintainable development. As an agent of the human maintainable development, Petrobras aided , in 2002, the total of 1016 projects which were born in civil society. To analyse the performance of Petrobras, Vergara s definition of a human company was used. This company is also a notable organization due to the way it succeeds in having an ethical relationship with co-workers, communities and society in general. / Este estudo bibliogr?fico analisou o conceito de responsabilidade social, bem como os v?rios graus que podem ser ser adotados pelas organiza??es. Apresentou-se os argumentos contr?rios e favor?veis ? participa??o de organiza??es em atividades de responsabilidade social. O estudo teve como objetivo geral identificar at? que ponto a responsabilidade social pode impactar a Gest?o de Pessoas e a Cultura Organizacional. Assim, o referido estudo tratou de forma especial ? quest?o dos impactos da Responsabilidade Social nas pr?ticas de Gest?o de Pessoas e na Cultura Organizacional, contribuindo para o desenvolvimento de novos projetos sociais nas organiza??es, independente do seu porte. What is constantly being tested is the cultural capacity of each company to offer effective answers to the new challenges: people and organizations need to show better skills and results, and thus need to develop their competencies. In this sense, the general objective of this dissertation consists of analyzing perception of the sales manager against the organizational culture and the Management by Competencies Programs in a steel plant, identifying the aspect linked to organizational culture during the execution of the Management by Competencies Program, pointing out the positive and negative aspects of the program adopted by the company, and describing the influences of the competencies mapping in the development plan of its collaborators. The sample was selected of not probability or intentional form, and also by convenience. The collection of data if based on the internal and external document evaluation of the company characterizing the documentary research, as well as the research of field, developed by means of questionnaires applied to the involved sales manager with the Management by Competencies Program. The results highlighted the importance of the organizational culture as a means of improving the tight alignment of individual objectives with the objectives of the corporation. The model is seen as satisfactory by the collaborators, as they are able to perceive that the program is directly linked to the culture of their organization, be it through its mission, values and objectives; and that the mapping of the competencies is able to have a strong positive impact on the PDP (Personal Development Plan). However, there is a necessity for improvements, such as a greater agility of decisionmaking, a lack of a plan of information management, a necessity of greater involvement by the HR area and its superiors in the process of the implementation of the program. In addition, in its last phase, the study presents some commentaries about the situation encountered in the company object of this study, with the same objective of making suggestions for improvements in the deficiencies found in the Competencies Management Program and Management of the Organizational Culture. / Tendo em vista o cen?rio de um mundo cada vez mais turbulento e competitivo, as transforma??es que ocorrem no ambiente das organiza??es exigem sistemas de Gest?o de Pessoas que alinhem ao m?ximo a estrat?gia organizacional com as pr?ticas de RH. E o que constantemente est? sendo colocado ? prova ? a capacidade cultural de cada empresa de oferecer respostas efetivas aos novos desafios: pessoas e organiza??es precisam mostrar melhores qualifica??es e resultados, precisam, portanto, desenvolver suas compet?ncias. People as the main source of creation and spreading of knowledge, became one of the most important strategic resources. This way, it is required that people be prepared and ready to contribute. It is latent the need of adoption of appropriate policies of people management. So, the practices of the companies from the guides ?Melhores Para Voc? Trabalhar? e ?Melhores e Maiores? are analyzed. For that, it is used a technique with capacity to compare the efficiency of multiple units ? the Data Envelopment Analysis (DEA). From this on, this paper is a study of an organizational performance analysis model which searches for evaluate the performance through DEA. The Business Performance Index is built, an index which shows how efficient each company is in relation to its indexes. Its aim is to obtain the highest wealth created per employee and the maximization of the non-financial indexes (with focus on people management), in a way to obtain a top organizational performance. O processo de avalia??o de desempenho serve para avaliar se os funcion?rios est?o desempenhando suas tarefas de acordo com os objetivos e metas das organiza??es, al?m de auxiliar na detec??o de falhas do servi?o e de demandas de capacita??o dos funcion?rios, contribuindo, desta forma para melhorar as condi??es de trabalho e o desempenho global das organiza??es. Para a elabora??o da proposta de avalia??o, optou-se pela participa??o de todos os envolvidos, funcion?rios e gestores do RU. Na coleta de dados, inicialmente, foram entrevistados funcion?rios terceirizados e servidores da gest?o do restaurante a fim de levantar as percep??es existentes sobre aspectos da avalia??o de desempenho. A partir destes dados e da observa??o da rotina do servi?o, elaborou-se uma proposta de sistema de avalia??o de desempenho que foi apreciada, criticada e ajustada pelos atores envolvidos (funcion?rios e gestores) para formula??o definitiva do instrumento. O trabalho tamb?m apresenta as etapas necess?rias ? implementa??o do Sistema de Avalia??o de Desempenho. Pode tamb?m servir de exemplo para outras unidades que trabalham com a presta??o de servi?os terceirizados viabilizando assim que a avalia??o de desempenho possa fazer parte da pol?tica de gest?o de todas as pessoas que trabalham na UFRN. / The aim of this study was to propose a Performance Evaluation System for outsourced employees of the University Restaurant of the Federal University of Rio Grande do Norte to supply the lack of evaluative instruments. According to Provision of Services Contract n?050/2010 and n?055/2011 of FURN with SAFE LOCA??O DE M?O DE OBRA LTDA ME, it is the hired company to promote periodic functional performance evaluation of the outsourced employees, but this is not done. The performance evaluation process serves to evaluate if the employees are making their tasks according to the organizations? objectives and goals, besides that helps to find service failures and capacity of employees demands, thus contributing to improve work conditions and the global performance of the organizations. To elaborate the proposal of evaluation, it was chosen an action research with the participation of all stakeholders, employees and managers from UR. On data collect, first, outsourced employees and management servers were interviewed, in order to raise existing perceptions about performance evaluation aspects. From these data and the work routine observation, a proposal of performance evaluation was elaborated, that was appreciated, criticized and adjusted by the actors involved (employees and managers) to the final formulation of the instrument. This study also presents the necessary steps to the implementation of the Performance Evaluation System. The proposed Performance Evaluation System can be applied to the FURN assuming this process, after modification of contract terms and the approval by the ADCON. It also can serve as an example to others units that works with the provision of outsourced services, enabling so the performance evaluation to be part of the management policy of all people working in FURN.

Optou-se por fazer um estudo descritivo, de natureza quantitativa e qualitativa utilizando como instrumento de coleta, a Escala de Clima Organizacional - ECO, elaborada e validada por Martins (2008), acrescida de quatro quest?es abertas. Esse instrumento se prop?e a dimensionar o Clima Organizacional a partir da percep??o do colaborador, obedecendo a uma escala de cinco fatores: apoio do gestor e da organiza??o, reconhecimento, conforto f?sico, controle/press?o e coes?o entre colegas. O p?blico alvo da pesquisa constituiu-se de todos os docentes, t?cnicos administrativos, terceirizados e bolsistas de apoio t?cnico da UFRN/Campus de Currais Novos, totalizando 88 colaboradores, sendo 38 docentes, 21 t?cnicos administrativos, 10 terceirizados e 19 s?o bolsistas de apoio t?cnico. A pesquisa de campo teve como locus o Campus de Currais Novos, e a coleta dos dados ocorreu no per?odo de 25 de setembro a 14 de outubro de 2014. Os resultados encontrados revelaram o clima organizacional positivo, o negativo, o predominante e sugest?es de mudan?as na organiza??o pesquisada com rela??o aos fatores do clima. A t?tulo de contribui??o com a UFRN e considerando os objetivos de um mestrado profissional, os resultados deste estudo diagn?stico ser?o apresentados ? dire??o do CERES para que sejam utilizados como mais uma ferramenta a possibilitar poss?veis a??es e ajustes no modelo de gest?o de pessoas no Campus de Currais Novos. / This research aimed to diagnose the Organizational Environment from Campus Currais Novos, taking notice to elaborate a technical report which can serve as management tool for policy and practical decisions about people management, from the perception of those who answered and also looking back to the institution. A descriptive qualitative and quantitative study was chosen, using Martins (2008) elaborated and validated Organizational Environment Scale (OES) as gathering tool, with four additional open questions. This tool intends to dimension the Organizational Environment from server's perception, observing a five elements scale: organization and manager support, acknowledgment, physical comfort, command/stress and colleagues cohesion. All servers from researched institution are part of target audience, in a totalizing 88; of which 38 are instructors, 21 are administrative technicians, 10 are outsourced and 19 are support technician trainees. Camp research happened at Currais Novos campus and data collection was online, from September 25, 2014 to October 14, 2014, with a 96.5% server?s response rate. Results have found an average environment with negative trend, with an overall average of 2.91; the lowest rate was physical comfort with an average of 2.66, directing to a negative perception about human resources development and organization care to its servers. The element found as prevalent from experienced environment for those who answered at Currais Novos campus, was colleagues cohesion element, with an average rate of 3.61, revealing sense of cohesion between servers that may have positive influence in aggregate work process. In the end, results achieved with research allowed to diagnose that Organizational Environment at Currais Novos campus, from servers viewpoint of all working categories and service time, shows average with negative trend pointing that none of the elements represents relevance or importance to researched institution. Based in environment diagnose, as a contribution and considering it as one of professional Master's degree goals, a technical report was elaborated to be presented to Centro de Ensino Superior do Serid? (CERES) direction so that it can be used as a tool that can enable eventual actions and adjustments in human resources management at Currais Novos campus.

A proposta ora apresentada encontra respaldo na legisla??o federal pertinente ? gest?o de pessoas, que estabelece o desenvolvimento permanente do servidor p?blico, conforme decretos 5.707 e 5.825, ambos de 2006. Respalda-se, ainda, no Programa de Capacita??o e Aperfei?oamento da UFRN, institu?do em 2012, que determina a??es direcionadas ? socializa??o organizacional dos novos servidores. Para consecu??o do objetivo deste trabalho, foi realizada pesquisa bibliogr?fica acerca dos temas de gest?o de pessoas no servi?o p?blico, socializa??o organizacional e tecnologias da informa??o e comunica??o. Foi, tamb?m, realizada pesquisa emp?rica atrav?s da aplica??o de question?rio semiestruturado com vistas a identificar o perfil dos servidores t?cnico-administrativos admitidos em 2014 e a percep??o destes quanto ao processo de socializa??o organizacional da UFRN. Os resultados da pesquisa permitiram concluir que a amostra participante ? representada por servidores, em sua grande maioria, com qualifica??o superior ? exigida para o cargo e com experi?ncia laboral anterior ? UFRN. Constatou-se, ainda, atrav?s da percep??o dos servidores participantes, a exist?ncia de lacunas instrucionais no que tange ? orienta??o sobre o servi?o p?blico, sobre o papel do servidor e sobre a fun??o para qual foram designados. A partir desses resultados e tendo como diretriz o decreto federal 5.825/2006, foi elaborada a proposta do referido curso, cujo conte?do apresenta no??es gerais sobre o servi?o p?blico, sobre o papel do servidor do p?blico, sobre a UFRN e sobre a fun??o a ser desempenhada. Por fim, considerou-se que os objetivos deste trabalho foram alcan?ados e que a proposta apresenta viabilidade do ponto de vista econ?mico e operacional. / This work aims to contribute to the improvement of the organizational socialization process at the Federal University of Rio Grande do Norte (UFRN) by submitting a proposal for a virtual introductory course to public service and to UFRN, intended for administrative technician servers newcomers. This is an exploratory case study with a qualitative approach, supported by documentary and bibliographical research and for the application in that university. The present proposal is supported by the relevant federal legislation to people management establishing the permanent development of public servants according decrees 5707 and 5825, both 2006. It supports up also in Training Program and Improvement of UFRN, established in 2012, which determines actions aimed at organizational socialization of new servers. To achieve the objective of this work, was conducted bibliographic research about people management in the public service, organizational socialization and information and communication technologies. It was also conducted empirical research through semi structured questionnaire was applied inorder to identify the profile of the administrative technician servers, admitted in 2014 and their perception about the organizational socialization process of UFRN. The survey results showed that the participant sample is represented by servers, for the most part, highly qualified, above that required for the position, predominantly male servers with academic background, work experience in the public sector and whose age is relatively young, between 25 and 35 years. It was found also through the perception of participating servers, the existence of instructional gaps with respect to guidance on the public service, the role of the server and the function to which they are assigned. From these results and taking as a guideline the Federal Decree 5.825 / 2006 was drawn up the proposal of the said course, whose content contains general notions about public service, on the role of public server on the UFRN and the function to be performed. Finally, it was considered that the objectives were attained and that the proposal has economic and operational feasibility.
