An assessment of cost-efficiency differences between feed-in-tariffs and tradable green certificates from a governmental perspectiveGartmark, Joakim January 2015 (has links)
The increasing environmental threat because of unsustainable pollution levelshave forced E.U. to take further actions by enforcing directives in the electricity sector. The E.U. directives, enforced in 2002, aim to increase the level of electricity produced from renewable sources. In order to fulfill their received national target of green electricity, the E.U. members have, in most cases, either adopted a feed-in tariff or tradable green certificates. Since it is in a government’sinterest to minimize expenditure while still maximizing incentives when adopting a policy, this study has evaluated the cost-efficiency differences of a FIT and aTGC from a governmental perspective. This has been done by using two different models, one which measures total governmental expenditures in the energy sector and one which only measures the subsidies in the energy sector. The findings suggest that a TGC can be up to 159% more cost-efficient than a FIT, depending on how it is measured. The total expenditure model could establish the costefficiency differences with a significance of 5%, while the subsidy model could not establish the differences on a satisfying significance level

<p>In electricity markets evolving towards liberalisation and internationalisation, green certificates are seen as an important tool to promote production of renewable energy. In a green certificate market producers sell certificates received per unit of electricity generated from renewable energy. Trade in renewability is thereby decoupled from the the physical electricity trade. Tradable green certificates in combination with renewables obligation are implemented or planned in several EU member states. Integration at EU leveland the creation of a common certificate market seem like a possible next step. Using a simple model, the effects of an EU system for tradable green certificates, compared to national implementation, are tested for the period 2000–2010. The simulations show a clear increase of cost effectiveness and large changes in the geographical balance of renewable energy when reaching the EU 22 per cent target. Less competitive technologies, such as solar power, are not deployed at all. The situation is however similar without international trade. Rather than implementing a certificate market with all EU member states, but with different support schemes, a smaller market, only with countries that combine the certificate market with renewables obligation, is recommended.</p>

Barriärer för miljöcertifiering i fastighetsbranschen : En undersökande studie om barriärer på den svenska fastighetsmarknaden / Barriers for green certificates on the real-estate market : An explorative study about barriers on the Swedish real-estate marketvon Gaffron, Björn, Watz Almquist, Ludwig January 2022 (has links)
En stor bidragande faktor till miljöproblem som global uppvärmning och icke förnybar resursförbrukning är aktiviteter inom fastighetsbranschen. Det beräknas att 40% av all världens koldioxidutsläpp produceras av byggnader samtidigt ses miljöcertifiering av fastigheter som en del av lösningen för att sänka mängden koldioxid och nå hållbar utveckling. Miljöcertifieringar för med sig en rad fördelar, bland annat en minskad användning av naturresurser och ett högre fastighetsvärde. Trots de fördelar som miljöcertifiering för med sig är knappt 1% av det svenska fastighetsbeståndet certifierat. Studiens syfte är att bidra till kunskap rörande vilka barriärer som föreligger samt hur de kan mildras på den svenska fastighetsmarknaden. Denna studie bidrar med unikt material eftersom tidigare forskning är bristfällig på den svensk fastighetsmarknaden. Studien är av mixad metod och använder sig av en kvantitativ online-enkätundersökning samt en intervjustudie om 3 respondenter från den svenska fastighetsmarknaden. Enkätundersökningen utgick från tidigare internationell forskning och intervjustudien möjliggjorde en mer djupgående analys kring den svenska marknaden. De svenska aktörerna i studien ansåg att Brist på efterfrågan hos konsumenter, Höga Kostnader, Låg miljömedvetenhet hos konsumenter och Brist på statliga incitament var barriärer på den svenska fastighetsmarknaden. Brist på tid och extra administrativt arbete identifierades som nya barriärer som inte har blivit belysts i tidigare forskning. Studien visar även på att barriärer kan mitigeras genom företagsstrategier där svenska aktörer automatiserar och standardiserar sina arbetssätt utifrån de krav som miljöcertifikat ställer. / A major contributing factor to environmental problems such as global warming and non-renewable resource consumption are activities in the real estate industry. It is estimated that 40% of all the world's carbon dioxide emissions are produced by real estate and green certificates are seen as part of the solution to reduce the amount of carbon dioxide and achieve sustainable development. Green certifications have several benefits, including a reduced use of natural resources and a higher property value. Despite the benefits that green certification brings, just under 1% of the Swedish property portfolio is certified. The purpose of the study is to contribute to knowledge regarding what barriers exist and how they can be mitigated in the Swedish real estate market. This study contributes unique material because previous research is deficient in the Swedish real estate market. The study is of a mixed method and uses a quantitative online survey and an interview study of 3 respondents from the Swedish real estate market. The questionnaire was based on previous international research and the interview study enabled a more in-depth analysis of the Swedish market. The Swedish actors in the study considered that Lack of consumer demand, High Costs, Low environmental awareness among consumers and Lack of government incentives were barriers in the Swedish real estate market. Lack of time and extra administrative work were identified as new barriers that have not been highlighted in previous research. The study also shows that barriers can be mitigated through company strategies where Swedish actors automate and standardize their ways of working based on the requirements set by green certificates.

Depoliticising Energy : A Review of Energy Security in Swedish Policy-MakingMelin, Erik January 2018 (has links)
In order to cope with the changing climate, there will be a need for mitigating transformations of a scope, speed and magnitude that are unprecedented in human history, but the consensus- and market-driven approach is inhibiting this transformation. This thesis reviews how various discourses and debates on energy policy within Swedish governments have changed between 1974 and 2017, through the lenses of energy security and depoliticisation, and how a better understanding of these debates and discourses may inform the impending large-scale transformation required to meet the challenge of climate change. Some of the main findings are that (1) nuclear power and the result of the nuclear power referendum have been decisive for energy policy, and that nuclear power will remain of vital importance in the twenty-first century. (2) Energy has become increasingly depoliticised since the 1980s, ensuing the referendum on nuclear power. (3) The discourse on energy security has shifted towards market-based solutions: in the 2000s, climate change is to be mitigated through consumer- oriented solutions such as green certificates. Through privatisation, it essentially has become up to the consumer, deciding whether to participate in mitigation of climate change.

La Directive européenne et les politiques de prévention du changement climatique conduisentà un développement important des Énergies Renouvelables pour la production d'électricité. Cecontexte politique est en train d'induire l'insertion massive de production intermittente d'origineéolien dans les réseaux électriques. Pour répondre à la question des limites de l'intégration de l'éoliendans les réseaux électriques, nous nous appuyons sur l'étude des aspects technique et économiques.Dans ce cadre, cette thèse s'intéresse d'une part à l'étude de l'efficacité des dispositifs d'incitationéconomique du point de vue de leur efficacité à stimuler la croissance de l'énergie éolienne et d'autrepart, aux problématiques techniques de court et long terme liées à l'intermittence de l'éolien. Dans lecourt-terme, les problèmes du réseau électrique ainsi que les ajustements dans le marché del'électricité sont abordés. Dans le long terme, l'impact de l'éolien sur la sûreté de fonctionnement estévalué au moyen d'un algorithme de calcul du crédit de capacité de l'éolien. / The development of Renewable Energy for electricity production has increased due to theEuropean policies and directives to prevent climate change. This political context is promoting amassive insertion of intermittent wind electricity production into electrical networks. There are stilldoubts about the limitations of integrating wind power into the electrical networks. For this reason,we focus on the study technical and economic aspects to approach these limitations. The firstpurpose of this research is to determine the effectiveness of the economical incentives policies inorder to stimulate growth in the wind power production. The second one is to evaluate the technicalproblems in the short and long term caused by the intermittency of wind power. In the short-term,the problems of power systems as well as the adjustments in the electricity market are discussed. Inthe long term, the impact of wind power reliability (in the network) is evaluated by using an algorithmto calculate the capacity credit of wind power.
