本文主要以統計模型為主,應用在團體醫療險給付金額方面,以實證方式找出影響給付金額的重要因素。內容如下:第一章緒論。分為研究動機與目的、研究範圍與限制及本文架構四節。第二章團體醫療險概述。第一節介紹團體醫療險的發展經過;第二節闡述團體醫療險所具備的特性;第三節說明團體醫療險的保障範圍。第三章文獻探討與理論基礎。第一節就相關的的文獻作探討。第二節針對本研究所使用的方法,其所根據的「迴歸模型」理論作一介紹,同時亦針對相關之理論進行探討。第四章實證研究。第一節敘述資料收集的情形並對解釋變數之選取作一分析;第二節則建立合適的迴歸模型。第三節就所建立的迴歸模型進行分析,找出影響團體醫療險給付金額之因素。第五章結論與建議。此章為所有結果作一總結,透過實際的理賠經驗探討現行費率的公平性,並對現行費率提出建議。

The Comparisons of the Management Analyses in the Cross Straits Insurance Industries: The Examples of Group Insurance

Group insurance could be regarded as a part of employee¡¦s welfare, typically in the study objectives, cross straits have the same culture and race; and a vast of Taiwanese businessmen over there in the recent years, will this fashion transfer from Taiwan and affect with Mainland China--this is one of the study motives. The study objectives are as follows: 1. Using the questionnaires investigation, it examines the affecting factors of management analyses for the group insurance and the demographic variables effects of group insurance purchasing and renewal. 2. Using interview approach, it links with cross straits of managers engaging on group insurance in the practical management frequently meeting difficulties and their related of cooping strategies. 3. Combining the research conclusions and results, it offers the management systems in the application as the suggestions in the cross straits of group insurance industries. The research results are as follows: 1. For the reliability, Taiwan and China¡¦s group insurance of purchasing and renewal consideration factors are more than 0.78. 2. For the validity, the questionnaires refer Huang (2006) and Kuo (2007) or similar contents and aim at the research case company¡¦s characters and modifications so as to fits the content validity. 3. For the correlations, all aspects between cross straits of group insurance purchasing and renewal factors are attained 99% significantly and positively levels. 4. For the differences of group insurance purchasing and renewal, the genders have no significantly different. The monthly incomes exhibit significantly different. The numbers of employees show very significantly different. As for the company¡¦s capital amounts, Taiwan is very significantly different, but China is significantly different.

團體保險係以一張保險單涵蓋多數被保險人之保險方式,目的在以團體之優勢力量提供其成員福利與保障,其重要性於我國及歐美等保險先進國家中正與日俱增。然我國保險法令中並未針對團體保險為規範,僅財政體一年定期人壽保險契約示範條款」,除此之外,於團體健康險、團體長期壽險等,則悉依個人保險之規定以運作。衡諸團體保險之團體特性,以及為團體成員利益而存在之契約目的,實與以個人為對象之個人保險有所差異,因此以個人保險之規定為團體保險契約運作之規範,實有未當。本文乃針對團體保險及相關之法律問題(如:保險利益、受益人之指定與變更、被保險人權益之保障、現金價值及保單紅利之歸屬等)為探討,希冀藉由問題之提出、分析與建議之過程,能對我國團體保險制度之健全發展有所助益。

近年來所謂的「政策性保險」正在崛起,政策性保險係指政府機關為實現某種政策目的,以法令規定人民應投保或是規定經營保險之保險人不得拒保之保險,由一般商業保險公司或是政府專設機構經營,並由政府以某種補助方式鼓勵或強制人民投保之保險。政府透過民間商業機構來推進政策之運作,以達到更佳的效率,讓專業的保險公司替政府免去了繁複的核保理賠程序,同時也能使民眾迅速的得到即時的保險保障。 在我國政策性保險之中,最為人所知者莫過於「強制汽車責任保險」。強制汽車責任保險歷經二十幾年來之政策修正及法制上的革新,如今已漸趨成熟並且頗受大眾推崇,針對汽機車事故造成的第三人保險理賠責任,能夠以公平又迅速的方式透過商業產險公司有效率的處理應對。 然而,同樣也身為政策性保險的學生團體保險之經營就不如強制汽車責任險來得這麼順遂,由於其制度設計上有許多缺漏,如相關理賠資料不足導致精算困難、理賠項目過於廣泛導致營運虧損等。然而更大的問題在於保險公司承做意願低落,常出現承保空窗。 學生團體保險係採用招標承辦之方式辦理,政府欲藉由招標之競價降低人民於保費上之支出,然而基於種種因素,保險公司之承保意願低落而不願意參與投標,為了避免流標之情形導致數百萬學生權益受損,教育部甚至須親自委託商業保險公司承作這方面的業務以解決困境,主管機關並為此成立相關研究案,委託學者進一步研究,希望能藉此提出改進之措施,該研究雖然提出許多精闢之見解,然似乎尚未針對其問題形成之根本因素既進行分析,因此引發本研究與進一步探討之動機。 本文將由政策性保險之施行目的出發,分析我國政策性保險之運作型態,並透過各運作型態之比較進而發掘經營架構上之問題、制度設計之缺漏或實施上面臨之困難,為本研究主要目的之一。而比較後的結果,可以發現作為國內最大的政策性保險之一的學生團體保險,基於其採用之運作型態之制度規劃不良,引發了相當多的爭議。學生團體保險之被保險人數頗為龐大,為了取得行銷優勢及潛在客戶之開發,本應為商業財產保險公司踴躍爭取承做之政策性保險,然而卻由於制度欠缺完整性、政策法規的導向和過去虧損的經驗等因素,使其望之卻步。有鑑於強制汽車責任保險堪稱為政策性保險中之最佳典範,應能提供學生團體保險改革之方向,故期能透過兩者保險之運作型態與制度之比較分析,是否能將學生團體保險當前所面臨之問題一一解決,使其得以永續經營,並且作為其他或未來政策性保險發展之借鏡,為本文之研究目的之二。

An assessment of the recruitment and selection strategies used in the sales department of Old Mutual Group Schemes in the Eastern Cape

The aim of this research was to assess the recruitment and selection strategies used in the sales department of Old Mutual Group Schemes (OMGS) in the Eastern Cape. The company hopes to stem the high labour turn over in OMGS. After the Labour Relations Act 66 of 1995 (LRA) and Employment Equity Act 55 of 1998 (EEA) were promulgated, organisations in this country introduced new recruitment and selection policies. The challenge to most organisations is the implementation of these policies by managers. The requirements of these two legislations create problems for small companies because of the high costs involved especially in the implementation stages. The organisation incurs costs in the development of the new processes and the training of staff. Even after the new processes, labour turnover did not improve in OMGS. Senior management is trying any means possible to rectify the situation. The company policy was examined against the literature available and the recruitment and selection processes of different authors were investigated. The findings indicated that some steps in the recruitment and selection processes were not followed. It was recommended that the organisation use more recruitment sources to broaden the scope of accessing more suitable applicants.
