Internal Dissent: East Tennessee's Civil War, 1849-1865.

East Tennessee, though historically regarded as a Unionist monolith, was politically and ideologically divided during the Civil War. The entrance of the East Tennessee and Virginia and East Tennessee and Georgia railroads connected the economically isolated region to Virginia and the deep South. This trade network created a southern subculture within East Tennessee. These divisions had deepened and resulted by the Civil War in guerilla warfare throughout the region. East Tennessee's response to the sectional crisis and the Civil War was varied within the region itself. Analyzing railroad records, manuscript collections, census data, and period newspapers demonstrates that three subdivisions existed within East Tennessee - Northeast Tennessee, Knox County, and Southeast Tennessee. These subregions help explain East Tennessee's varied responses to sectional and internal strife. East Tennessee, much like the nation as a whole, was internally divided throughout the Civil War era.

Approved for public release; distribution in unlimited. / U.S. naval doctrine has been dominated by the Mahanian concept of massing large capital ships for over one hundred years. Yet, it was a Cyclone-class patrol craft, a USCG cutter, and an Australian frigate that pushed up the Khor-Abd-Allah waterway and opened up the port of Umm Qasr, Iraq, during the Second Gulf War. They continue to protect it and the surrounding oil infrastructure from attack from insurgents and terrorists today. With the navy's current interest in transformation, the question arises, is the navy as presently configured well suited for today's threats? This thesis explores the question of how should the navy meet threats to national interests. This is accomplished through historical analysis of an event that is similar to the situation today: The Philippine Insurrection (1899-1902). This episode showcases the shortcomings of the navy's conventional approach to military operations other than war, and the need for change. In today's asymmetric environment, the past provides insight into effective means for handling these types of threats. This thesis concludes that the navy needs to diversify itself to incorporate different ship platforms, platforms that incorporate the utility of old with the technology of new. / Lieutenant, United States Navy

Text in Afrikaans / This study aims to analyze the conflict resolution process in Zimbabwe after the Lancaster House Agreement and the subsequent elections from March 4, 1980 up until 2002. The objective is to determine what effect this process has had on all the people in Zimbabwe, both nationally and locally. It also endeavours to evaluate their attempts to transform from a violent culture of guerilla warfare, to an all-inclusive sustainable peaceful environment and culture. The reason for this specific time period of the study lies in the fact that the peace building process of the Zimbabwean conflict resolution process was supposed to be introduced during this time. This is the era during which the root of historic conflict, according to the peace building theory, has had to be transformed. It also implies the start of the implementation of the radical land reform process. From this perspective the following 5 key questions form the raison d‟être of the study and will be analyzed in the different chapters: 1. The requirements for sustainable peace, according to the conflict resolution and peace building theory, as developed by Galtung, Mitchell, Lederach, Burton and Anstey. 2. The characteristics of the historical conflict structure to be transformed during the post-1980 period. 3. An evaluation of the development of an all inclusive, multi-faceted and integrated program for the transformation of the historical conflict structure. 4. An evaluation of the international managers‟ contributions for laying the foundation for the integration of peace-making and the subsequent phases of the peace building process. It also questions the degree of reconciliation and peace building. 5. The lessons learnt from the Zimbabwean experience and its implications for conflict resolutions and peace implementation processes in Southern African societies. Included in this question is to seek clarification and to develop proposals about the roles and contributions of internal and external role players on all levels of society in such processes. Hence the conclusive finding that conflict resolution and peace building is an integrated multi-dimensional process. This conclusion is confirmed in the Zimbabwean situation. Conflict involves the entanglement of needs, unappeased perceptions and codes of conduct during the period of negotiations. In Zimbabwe the escalation and de-escalation of these influences are clearly observed. The evaluation and manipulation of the history of Zimababwe, of which the manipulation is still continuing, is harming the process of reconciliation and peace building. The absence of an inclusive raison d‟être for all parties involved (regarding differences and diversities on ethnical, social, economical and other levels) implies a strong escalating and de-escalating factor in the irreconcilability in Zimbabwe. The initiation of an integrated and multi-dimensional process, mechanism and framework of reconciliation and peace is strongly advised. This process, mechanism and framework has to have an integrated structure starting at international level (United Nations Peace Building Commission) decentralizing into regional, national, provincial and local government structures. The process and mechanism must be part of the establishment of conflict resolution and peace building as an generic management style and approach aimed at the political and governing processes of societies in transformation. This is especially important for the current Zimbabwean situation. / Die oogmerk van die studie is „n ontleding van die konflikresolusie-proses in Zimbabwe sedert die Lancaster House-ooreenkoms en die daaropvolgende verkiesings van 4 Maart 1980 tot en met die jaar 2002. Die doelstelling is om te bepaal in watter mate en op welke wyse, daar op alle vlakke van die gemeenskap nasionaal en op plaaslike vlak, gepoog is om die geweldskultuur, wat kenmerkend van die guerrilla-oorlog was, te transformeer tot „n volhoubare inklusiewe vredesomgewing en -kultuur. „n Primêre motivering vir die keuse van die bepaalde navorsingstydperk is dat dit veronderstel is om die vredebou-periode van die Zimbabwiese konflikresolusie-proses in te lui. Dit is die era waartydens die bronne van die historiese konflik, ooreenkomstig die vredebou-teorie, getransformeer moes word. Dit sluit ook die era in waartydens die eerste stappe van die radikale grondhervormingsproses geïmplementeer is. Herman's father warned him of what would follow in the wake of the Faraday Bridge's construction. Like so many others cut short of pay after the bridge was completed, Herman finds himself confined to a plummeting slum during the high American years following World War II. Haunted by his inability to fulfill his dead father's expectations and the fear of losing his girlfriend, Herman confides in a shadowy underground figure who claims to know how the people of the borough can take back everything they have lost. Some Kind of Glorious is an account of one man's struggle to revive life within himself while being urged to tear the world apart for the sacrifice of his endeavor. It explores the minds of common men to understand how far they are willing to stretch morality in order to save themselves from tragedy. The lines separating the mad and the moral begin to fade as Herman and others follow an enigmatic figure into a clandestine battle with the world, and his middle-aged search for manhood blurs as he struggles to understand what he must become to satisfy his love, and his torment.

La rébellion « Codos » au Tchad. Une guerre Nord-Sud sans fin / The “Codos” rebellion in Chad. A North-South war without end?

Au Tchad, le Nord contraste avec le Sud. Alors que le Nord, aride consacré à l’élevage, est majoritairement de culture arabo-islamique, le Sud, savane boisée propice à l’agriculture, a épousé la culture occidentale. Avec la colonisation, puis avec les présidents sudistes Tombalbaye et Malloum, cette dichotomie s’est accrue ethniquement, religieusement... Le Frolinat, taxant les régimes sudistes de dominants, a pris le pouvoir après la guerre civile de 1979 et depuis lors, le Nord l’a confisqué, même si, une opposition politico-militaire sudiste, l’a contesté en permanence : face à Goukouni, les FAT, reliquat de l’ancienne armée nationale, coiffées par un organe politique, le Comité Permanent créé en 1979 lors du repli des sudistes au Sud, puis face à Habré une opposition armée dénommée Codos, créés pour résister à l’invasion très meurtrière du Sud par les forces de Habré. Les Codos purent s’imposer lors d’engagements considérables mais jamais déterminants. En effet, l’appui extérieur obtenu par Habré pour le conflit d’Aouzou, l’existence de multiples groupes de Codos, l’absence de base arrière... les rendirent vulnérables. Mais leur action a amené Habré à la négociation permettant un rééquilibrage politico-militaire. Les Codos (ré)intégreront les organes administratifs militaires et civils. Beaucoup de lycéens reprendront leurs études. Certains leaders seront nommés à de hautes fonctions et d’autres militaires prendront leur retraite. Ainsi émerge un Codo, Tokinon P. K. qui est devenu un homme d’affaires sans désavouer le Codoriste leader sudiste, Kamougué qui occupa plusieurs hautes fonctions politiques et créa son parti politique en 1992. But their action lead Habré to the negociations which permitted a new military and political balance. The Codos would then incorporate administrative, military and civil organisms. Many students would go back to school. Some leaders will be named with high positions and other soldiers will take their retirement. Then, one Codo emerged, Tokinon P. K, who became a businessman without downgrading the influence of Kamougué, the Codorist Southern leader who dealt with several high political functions and created his political party in 1992. Is this the end of the North-South war?

Complexity and Conflict: Modeling Contests with Exogenous and Endogenous Noise

<p>Contest outcomes often involve some mix of skill and chance.  In three essays, I vary the sources of noise and show how player actions either influence, or are influenced by, noise.  I begin with a classic multi-battle contest, the Colonel Blotto game.  Due to his disadvantage in resources, the weak player in this contest stochastically distributes resources to a subset of battlefields while neglecting all others in an attempt to achieve a positive payoff.  In contrast, the strong player evenly distributes his resources in order to defend all battlefields, while randomly assigning extra resources to some.  Because the weak player benefits from randomizing over larger numbers of battlefields, a strong player has incentive to decrease the range over which the weak player can randomize.  When battlefields are exogenously partitioned into subsets, or \textit{fronts}, he is able to do this by decentralizing his forces to each front in a stage prior to the distribution of forces to battlefields and actual conflict.  These allocations are permanent, and each subset of battlefields effectively becomes its own, independent Blotto subgame.  I show that there exist parameter regions in which the strong player's unique equilibrium payoffs with decentralization are strictly higher than the unique equilibrium payoffs without decentralization.</p> <p><br></p> <p>In my second paper, I show how sources of exogenous noise, what Clausewitz referred to as the ``fog of war," obscure developments on the battlefield from the view of a military leader, while individual inexperience and lack of expertise in a particular situation influence his decisionmaking.  I model both forms of uncertainty using the decentralized Colonel Blotto game from the first chapter.  To do so, I first test the robustness of allocation-stage subgame perfect equilibria by changing the contest success function to a lottery, then I find the players' quantal response equilibria (QRE) to show how individual decision-making is impacted by bounded rationality and noisy best responses, represented by a range of psi values in the logit QRE.  I find that player actions rely significantly less on decentralization strategies under the lottery CSF compared to the case of the all-pay auction, owing mainly to the increased exogenous noise.  Moreover, agent QRE and heterogeneous QRE approximate subgame perfect equilibria for high values of psi in the case of an all-pay auction, but under the lottery CSF, QRE is largely unresponsive to changes in psi due to the increase in exogenous noise.</p> <p><br></p> <p>Finally, I examine a potential method for introducing noise into the all-pay auction (APA) contest success function (CSF) utilized in the Colonel Blotto games of the first two chapters.  Many contests are fundamentally structured as APA, yet there is a tendency in the empirical literature to utilize a lottery CSF when stochastic outcomes are possible or the tractability of pure strategy equilibria is desired.  However, previous literature has shown that using a lottery CSF sacrifices multiple distinguishing characteristics of the APA, such as the mixed strategy equilibria described by Baye, Kovenock, and de Vries (1996), the exclusion principle of Baye, Kovenock, and de Vries (1993), and the caps on lobbying principle of Che and Gale (1998).  I overcome this by formulating an APA that incorporates noise and retains the defining characteristics of an auction by forming a convex combination of the APA and fair lottery with the risk parameter lambda.  I prove that equilibria hold by following the proofs of Baye et al. (1996, 1993) and Che and Gale (1998), and I show the new CSF satisfies the axioms of Skaperdas (1996).  While player and auctioneer actions, payments, and revenues in the noisy APA adhere closely to the those of the APA for low levels of noise, the effect of discounted expected payoffs results in lower aggregate payments and payoffs when noise is high.  Finally, I show the noisy APA is only noise equivalent to the lottery CSF when lambda = 0, i.e., the fair lottery.</p>
