Cultural villages inherited tradition and "African culture": a case study of Mgwali Cultural Village in the Eastern Cape

A growing number of studies concerning cultural villages have in most instances tended to focus on the cultural village as almost legitimately self-explanatory and have not been particularly concerned with either how a particular history is produced in and through these villages, or with the ways that particular discourses and practices associated with heritage, tourism, community and development intersect in the production of these meanings. As such Mgwali Cultural Village seemed to promise something different in the form of cultural villages. The thesis argues that Mgwali Cultural Village is unique in the history of cultural villages in that it moves away from presenting a cultural village in Africa as tribal and primitive. It does this by opening up spaces for other aspects such as Christianity and resistance politics, story of Tiyo Soga rather than focusing and confining itself only to aspects cultural portraying Africans and traditional. It is imperative that cultural villages ought to be understood within a broader framework and context where its definition and presentation is not trapped into an anthropological paradigm thinking of exploring and discovering something new by tourists which they are not familiar with. However, the thesis also argues that much as Mgwali Cultural Village promised something new from the known through depiction of other aspects, those histories seem to be absent or marginal at the Cultural Village. The only aspects that are fore grounded are traditions and culture thus freezing Mgwali as a village and its people in time as if they have not evolved and its cultures are static and not dynamic. The thesis therefore explores all those contradictions, silences, or absence thereof of other stories and histories.

Indigenous culture, heritage and tourism : an analysis of the official tourism policy and its implementation in the Province of KwaZulu-Natal

A thesis submitted to the Faculty of Arts in partial fulfilment of the requirements for the Degree of Doctor of Philosophy in the Centre for Recreation and Tourism at the University of Zululand, 2007. / It has been observed that the tourism industry is facing many challenges in KwaZulu-Natal. First and foremost, the ownership of tourism resources still does not reflect the demographics of the population of the province. Second, indigenous Zulu culture remains under-packaged for tourism purposes. The little that is packaged generally lacks cultural authenticity and the dignity associated with it. This research study has therefore, identified that Zulu culture is one of the most important reasons for patronage of foreign tourists. This was evident in comments coming from the filling-in of visitors' records at each of the tourist attractions. It became apparent that there is a general desire out there to learn more about Zulu culture and heritage. The fundamental objectives of this research inquiry are three-fold: (a) to identify the levels of engagement in systematic alignment between policy formulation and policy implementation in the tourism sector in KwaZulu-Natal; (b) to reveal the various recreation and tourism practices taking place and experienced at the three case-study sites of Impi YaseNcome Museum, the Spirit of eMakhosini Valley and the Inanda Heritage Route, all in KwaZulu-Natal; and (c) to determine the extent to which international benchmarking in tourism policy formulation has been adopted in the study area. To achieve these objectives the research adopted both a qualitative and quantitative approach, each of these approaches was expected to address the intangible and tangible aspects of the tourism attractions and resources in the study area. Analysing the materia! and non-materials facets of tourism is a challenge on its own, because the fields of recreation and tourism, are a fairly virgin field of study. The qualitative and quantitative approaches as applied in the empirical investigation of cultural and heritage tourism phenomena, are utilised and married in chapters five and six of this thesis. The findings of the study reveal that, although the tourism promotion strategies in KwaZulu-Natal centre around the concept of the Zulu Kingdom brand, there is general under-development of the very tourist attractions which would maximise the presence of Zulu culture on the ground. At Impi YaseNcome Museum, there is a static permanent exhibition. At the Spirit of eMakhosini, there is a misrepresentation of Zulu symbolism to be antiquated. The Inanda Heritage Route was found to be exceedingly underdeveloped. Considering that the study has found a deficiency in the systematic alignment between policy formulation and policy implementation in KwaZulu-Natal, it has nonetheless succeeded to put forward a theoretical model that seeks to align policy and practice in the context of achieving a broad based black economic development in the tourism sector. The model proposes the integration of policy, resources and the industry towards developing the community. The study has focused on the development and promotion of cultural tourism in KwaZulu-Natal, for the benefit of communities, through utilising cultural, heritage and historical resources. Moreover, the study has strongly recommended that the economic and development value of cultural tourism ought to be taken seriously by those involved with tourism policy development in the province, so as to be of benefit to one and all. Incorporating indigenous management in rock art sites in KwaZulu-Natal

The majestic mountains of the uKhahlamba Drakensberg, formed many millennia ago were home to the Bushmen[footnote 1] or San people. They lived at these mountains for thousands of years before they were colonised by the Bantu speakers and the Europeans. Academic writings for many years have perpetuated the thinking that Bushman people were largely extinct. The dominance of this view in the academic writings was encouraged by historical evidence that Europeans and Bantu speakers hunted and killed Bushmen over the last several centuries. Researchers argue that the extermination of the Bushmen was because they were less human in the eyes of the foreigners, due to cattle raiding. There is still some element of this thinking amongst today’s academics, although research in the last decade is questioning this thinking. The question of whether descendants do exist is relevant to issues of rights of access to ancestral sacred sites, in particular rock art sites. At present, access to rock art sites is granted on qualification as an authentic fee-paying tourist (or affordability) rather than on group rights to a cultural heritage resource (cultural rights). Based on this, I argue that access to rock art sites is based on qualification rather than by right. This is largely driven by an approach that emphasises the physical conservation and financial sustainability of a site, rather than its spiritual maintenance. It has become clear that the interests in rock art by tourists and Bushman descendants are distinct from each other. Tourists have an aesthetic significance for rock art while Bushmen descendants have a spiritual significance for the paintings. Beyond any doubt, the physically based and financially driven approach has brought new challenges to today’s Bushmen descendants, whom in reaffirming their identities now have a new challenge to overcome. Not only are the rock art sites physically threatened but also they have lost much of their spiritual powers. Their fate lies in the hands of heritage officers who must determine access rights to the painted shelters. Both the National Heritage Resources Act and the KwaZulu-Natal Heritage Act acknowledge living heritage. However, the existence of this heritage is judged against the physical approach to rock art management. If the practises of descendants are perceived to be a threat to the rock art, they will not be approved. The case of the Duma is a classic example. Prior to the ritual ceremony at Game Pass Shelter, Kamberg, they were informed of the minimum standards for opening a rock art site to public and rules of how people should behave while visiting painted shelters. While it was evident that there are problems with the two approaches, the spiritual and physical approach, discussed in the thesis, it is important that solutions are identified. I do not believe that one approach on its own will be good enough, for reasons discussed in the thesis. Instead, the two approaches should be implemented together to compliment each other by identifying common grounds. I provide strategies as to how I believe that such a common ground can be reached. In addition, I provide my own analytical thinking as to how these strategies can be achieved. There is no general consensus over which term is appropriate. Both terms are considered by some academics to be derogatory or pejorative (Chennels 2003). San means vagabond and was given to the Bushmen by Khoi-Khoi people, because they considered themselves of a better social class, as they had domesticated animals and were more sedentary than Bushmen. However, according to WIMSA (Thoma 2003) the word San is derived from the Hai||om language meaning “people who gather”. It is normally written Saan but it has been accepted to write San. In 1993 the San requested to be called San when referred to as an entire group. If one refers to individual people/groups they like to be called by their language and cultural name i.e. Khwe, !Kung, !Xun, Ju|’hoansi, ‡Khomani, N|u, |’Auni, Hai||om, etc In this thesis, Bushmen is a preferred term, because it is a better-known term among the people who are central to this study. It is used without any insulting connotations attached to the term.

Negative and positive changes within interrelated physical, social and economic spheres have resulted from gentrification, an urban development phenomenon. These changes need to be managed responsibly. This study problem sought to establish whether the traditional inhabitants of the Bo-Kaap are being replaced by a ‘new generation’ of inhabitants because of gentrification, and how negative and positive changes in the Bo-Kaap could be minimised and maximised respectively, through gentrification, by adopting a sustainable cultural tourism approach. A historical background of the Bo-Kaap reveals the history, culture and religion of this area, and highlights the special customs and traditions within the Bo-Kaap as potential areas of sustainable cultural tourism development to mitigate gentrification. A comprehensive literature review on gentrification and tourism as separate and interrelated development processes is presented. The literature review investigates gentrification and its effects as a phenomenon; the relative forms of gentrification across an international, national and local setting, refined to the Bo-Kaap; tourism and the nature of the industry and its development; and finally, tourism gentrification as an interconnected system.

An investigation into visitors' satisfaction with Port Elizabeth's heritage museums

Cultural and heritage tourism, one of the fastest growing segments of the tourism industry, is becoming a major pillar in the tourism strategy of many countries. Like elsewhere in the world, museums play a significant role in heritage tourism. South Africa has a rich history of intangible cultural heritage which manifests itself in oral history, traditional music and dance, social practices and indigenous knowledge systems. It is becoming more important for museum managers to identify the variables that will enhance the attraction and retention of museum visitors. The aim of the study was to determine tourists’ satisfaction with their visit to Port Elizabeth’s heritage museums by comparing their expectations and experiences. This could help museum marketers to better understand their customers, and design experiences that match their expectations. The literature review presented a brief overview of heritage tourism, the museum experience, and visitors’ satisfaction. Concepts of heritage tourism, functions of museums and the different museum attributes that might impact customer satisfaction were discussed. Literature on visitors’ satisfaction included descriptions of the expectations and approaches to measuring customer satisfaction. A museum satisfaction conceptual model resulted from these reviews. ii The proposed model was modified in the empirical study. The data were collected by means of a survey, using self-administered questionnaires distributed to visitors at three heritage museums in Port Elizabeth. Two hundred and twelve useable questionnaires were received. The empirical findings did not fully support the conceptual model. By conducting a factor analysis, the data was reduced to eight factors, namely, human interaction, physical evidence, facilities, facility quality, exhibition, edutainment, escape and aestheticism. It was found that the satisfaction mean scores were consistently higher than the expectation mean scores. This implies that museum visitors were satisfied with their experience of the three heritage museums in Port Elizabeth. Finally, the results of the paired sample t-test and regression analyses tested and explained formulated hypotheses. The principal recommendations emanating from this study are summarised in two groups, namely: • recommendations pertaining to the strategic implications of the findings in terms of service, facilities and experience. For example, the museum administration could establish more facilities for the disabled and the elderly, consider discounting and promotion programmes, and increase the use of technology in their displays. • recommendations for future research. For example, future studies could be applied to investigate visitors’ satisfaction with other heritage museums in South Africa.

An overview of the cultural tourism sector of Greater Polokwane: challenges and prospects

Cultural tourism is a fast-growing sector in many countries. In South Africa, it is a key growth segment of local economic development (LED). South Africa is home to many cultural institutions such as museums, art galleries, theatres, monuments and festivals that – thanks to a growing number of international and local interests – encourage entrepreneurship and help generate local business growth and employment opportunities. South Africa’s Limpopo Province is predominately known for its wildlife and hunting tourism. However, it is endowed with many cultural institutions that are contributing significantly to the regional economy – specifically in the metropole of Greater Polokwane. As yet, no study has researched the size and impact of this cultural contribution on the local economy vis a vis more well-known tourism activities. This study sketches the size and nature of the cultural tourism industry in Greater Polokwane. In the first phase of the study, a database of formal cultural institutions in Greater Polokwane was created. In the study’s second phase, interviews with staff members of these institutions using both quantitative and qualitative methods, were conducted. The data revealed that most employees, including senior managerial staff, are local Black Africans. None of these cultural institutions are state funded; they all operate privately, but some are located on state-owned land. Thus, government support for cultural tourism in this region is minimal. Insufficient funds and resources inhibit the growth of this sector. Some employees expressed dissatisfaction with their working conditions and remuneration.
