La coopétition public-privé comme déterminant de la performance : le cas des organisations universitaires et des écoles supérieures de commerce et de gestion / Public private coopetition as driver of performance : the case of public universities and private business schools

Le premier objectif de cette thèse est d’apporter un éclairage sur des performances observées de l’enseignement supérieur français dans un contexte international. Et plus précisément dans le champ des sciences de gestion. Nous contextualisons notre recherche à partir d’une analyse de la littérature sur la mondialisation de l’économie de la connaissance, et sur l’évolution des politiques publiques et managériales des organisations académiques, expliquée par l’approche néo-institutionnelle. L’existence des grandes écoles et des universités révèle un contexte spécifique de concurrence et de dispersion des atouts. L’objectif principal est d’ouvrir une réflexion sur des voies de collaborations entre ces organisations en mobilisant la littérature sur le concept de coopétition et en mettant en évidence les liens avec la théorie néo-institutionnelle. La singularité de notre recherche est d’étendre ce concept aux acteurs publics et privés, de contribuer à sa construction, de démontrer sa capacité à améliorer autant la performance que la légitimité des organisations, et d’apporter aux décideurs des outils managériaux adaptés / This dissertation sheds light on the performance of the French higher education system in an International context, with a focus on graduate programs in management sciences. Our analysis is carried out in the context of globalized knowledge as well as evolving public and management policies of higher educational organizations, as prescribed by the neo institutional approach. The existence of grandes écoles, often considered elite schools, as alternatives to universities in France results in increased competition and dispersal of assets. Here we discuss how the concepts of coopetition and relational strategy can be applied to the French higher education system, as well as how they are related to the neo institutional theory. We show that coopetition strategies between public and private stakeholders can lead to improved performance and legitimacy of organizations, as well as provide policymakers with appropriate and efficient managerial tools

The target of the thesis is to describe present higher education system in Slovakia and the way of breakdown of subsidies for public universities and higher schools with focus on comparison with the Czech Republic. First part is about historical development and present state of higher education in Slovakia. Second part is focusing on grants for carrying out accredited study programs and the last part is analysis of study field coefficient and coefficient of employability of graduates. According to used methods I found out that different ways how to evaluate performance of higher schools and universities leads to different results, though they are using the same characteristics.

The fit between Government language policies and institutional language policies : the case of indigenous languages in the South African Higher education systems

The new higher education system of South Africa is in the process of transformation. Part of the transformation process involves raising the use and status of indigenous languages to become essential part of the country‟s higher education system. The constitution of the Republic of South Africa (Act 108 of 1996) laid a foundation responding to the imperative regarding the use and status of indigenous languages. The Ministry of Education (Higher Education) pays special attention to fitting their education policies to the constitution by incorporating subsection 27(2) of the Higher Education Act, 1997 (Act 101 of 1997) that states “subject to the policy determined by the Minister, the council, with the concurrence of the senate, must determine the institutional language policy of a public higher education institution and must publish and make it available on request”. The Language Policy for Higher Education was published by the Ministry of Education in November 2002. Lastly, the Ministry of Education appointed a Ministerial Committee “to advise on the development of African (indigenous) languages as mediums of instruction in higher education.” This committee published its report in 2005. This study investigates the fit between government language policies and institutional language policies. The focus is on indigenous languages in the South African higher education system. The main purpose is to argue for the design of an integrated institutional language policy framework in a holistic way. The study population consisted of the 23 universities and the indigenous language academic staff. A case study and survey were used. All twenty-three indigenous language units from the 23 universities‟ departments were used in the survey section of this research. A random sample of respondents was used, all the respondents were indigenous language academic personnel. Questionnaires were sent to each one who agreed to participate. This questionnaire was the main research instrument for collecting data. The research showed that there is no fit between government language policies and institutional language policies. It is recommended that improvements in fit between government language policies and institutional language policies be embarked upon across the 23 universities‟ staff members and stakeholders (students). / African Languages / Thesis (D. The new South Africa is encouraging multilingualism. The Department of Education has given a mandate to promote African languages. The Department of Higher Education came up with higher education language policy in 2002. All the higher education institutions have to choose indigenous languages to promote. Tshwane University of Technology has decided to promote Setswana and siSwati as their primary and secondary languages, respectively, to be used within the university. This study is about assessing the implementation of the Tshwane University of Technology’s language Policy. The researcher uses mixed methods to conduct the research. A survey and observation were used as tools to collect data. The researcher observed the implementation of the language policy at Tshwane University of Technology (Soshanguve Campus). The researcher also reviewed the language policies for Higher education and the Tshwane University of Technology’s language policy. The signage, marketing tools, billboards, directions and university documents were observed. This research was based on promoting the indigenous languages. From the data collected, Setswana is not used to convey the message within the university; therefore the indigenous languages are not yet implemented or promoted / African Languages / M. A. Status of Women from National Minorities in the Serbian Higher Education System – Focus on Women from the Hungarian National Minority / Položaj žena iz nacionalnih manjina u sistemu visokog obrazovanja Srbije – osvrt na žene iz mađarske nacionalne manjine

<p>The primary objective of this research was to identify and<br />analyse the challenges faced by ethnic minority students<br />while studying and building an academic career in the higher<br />education system of Serbia. The secondary objective was to<br />analyse the unconscious and conscious gender biases towards<br />ethnic minority women, when building their academic careers<br />and in reaching decision-making position in academia. The<br />tertiary objective of was to raise awareness about the<br />increased demand for human resources in the technical fields<br />and that therefore more women should be steered towards the<br />studying engineering.<br />The research was conducted based on 2192 filled in<br />questionnaires and 45 semi-structured interviews. The<br />research results showed that language, intersecting with<br />gender, ethnicity and class result in a new inequality concept.<br />It was shown that women are under-represented in technical<br />fields, which has its roots in gender stereotypes. Finally, it<br />was shown that women are less motivated to reach higher<br />positions in the Serbian higher education system than men.<br />The author proposes a set of policy recommendations for<br />solving/mitigating the identified challenges, e.g. deconstruction<br />of gender stereotypes via improved teaching<br />aids in elementary and high schools, optimised Serbian<br />language teaching to eliminate the language difficulty faced<br />at the start of their higher education; as well as the founding<br />of an ethnic minority research centre, which would research<br />the challenges faced by ethnic minority communities.</p> / <p>Primarni cilj istraživanja je identifikacija i i analiza prepreka<br />u sistemu visokog obrazovanja tokom studiranja i izgradnje<br />karijere u akademskoj zajednici žena iz nacionalnih zajednica<br />sa posebnim osvrtom na žene iz mađarske nacionalne<br />zajednice. Sekundarni cilj je analiza nesvesne i svesne rodne<br />pristrasnosti prema ženama etničkih manjina u toku izgradnje<br />akademske karijere i pri dosezanju visokih pozicija unutar<br />akademije. Tercijarni cilj istraživanja je podizanje svesti o<br />tome, kako je potražnja za ljudskim resursima na trži&scaron;tu rada<br />u oblasti tehničkih nauka značajna i da je stoga potrebno<br />usmeriti veći broj žena ka tim oblastima. Istraživanje je<br />sprovedeno pomoću 2192 popunjena upitnika i 45 polustrukturirana<br />intervjua. Istraživanjem je utvrđeno da jezik,<br />koji je u intersekciji sa rodom, nacionalno&scaron;ću i klasom,<br />rezultira novim konceptom nejednakosti. Takođe je dokazano<br />da su žene nedovoljno zastupljene u tehničkim oblastima, &scaron;to<br />je najvećim delom moguće pripisati rodnim stereotipima.<br />Konačno, utvrđeno je da su žene manje motivisane da<br />dosegnu visoke pozicije od mu&scaron;karaca u sistemu visokog<br />&scaron;kolstva. [ES] La situación pandémica mundial ha hecho que la educación en todos sus niveles tome como alternativa para su continuidad la virtualización de esta; por lo que este trabajo de investigación pretende analizar las perspectivas de los docentes y estudiantes frente a la virtualización educativa como alternativa en tiempos de COVID-19 en la Facultad de Ciencias Sociales y Humanas de la Universidad Central del Ecuador La investigación se realizó bajo un enfoque mixto cuali-cuantitativo, con un diseño no experimental - transeccional, utilizando como técnicas la encuesta y la entrevista, a través de la aplicación de un cuestionario y de la entrevista grupal respectivamente. La población quedó constituida por 1209 estudiantes y 60 docentes de las Carreras de Ciencias Políticas, Sociología y Trabajo Social que conforman la Facultad de Ciencias Sociales y Humanas de la Universidad Central del Ecuador, Hallándose como conclusión principal que, de forma inicial la virtualización de la educación fue acogida de forma positiva entre docentes y estudiantes; pero que existen carencias en ciertas áreas para su ejecución, como son la escasez de equipos tecnológicos en los hogares de los estudiantes, mala conectividad a internet, falta de capacitación apropiada a estudiantes y docentes, factores que amplían la brecha digital por las desigualdades ya existentes. La tecnología sin duda abre grandes posibilidades para el aprendizaje en la educación superior, pero la carencia de los recursos tecnológicos apropiados y la falta capacitación de muchos de los docentes imposibilita esta oportunidad. / [CA] La situació pandèmica mundial ha fet que l'educació en tots els seus nivells prenga com a alternativa per a la seua continuïtat la virtualització d'aquesta; pel que aquest treball de recerca pretén analitzar les perspectives dels docents i estudiants enfront de la virtualització educativa com a alternativa en temps de COVID-19 en la Facultat de Ciències Socials i Humanes de la Universitat Central de l'Equador. La investigació es va realitzar baix un enfocament mixt cuali-quantitatiu, amb un disseny no experimental - transeccional, utilitzant com a tècniques l'enquesta i l'entrevista, a través de l'aplicació d'un qüestionari i de l'entrevista grupal respectivament. La població va quedar constituïda per 1209 estudiants i 60 docents de les Carreres de Ciències Polítiques, Sociologia i Treball Social que conformen la Facultat de Ciències Socials i Humanes de la Universitat Central de l'Equador. La tecnologia sens dubte obri grans possibilitats per a l'aprenentatge en l'educació superior, però la carència dels recursos tecnològics apropiats i la falta de capacitació de molts dels docents impossibilita aquesta oportunitat. / [EN] The global pandemic situation has made education at all levels take its virtualization as an alternative for its continuity; Therefore, this research work aims to analyze the perspectives of teachers and students in the face of educational virtualization as an alternative in times of COVID- 19 at the Faculty of Social and Human Sciences of the Central University of Ecuador The research was carried out under a mixed quali-quantitative approach, with a non- experimental - transectional design, using the survey and the interview as techniques, through the application of a questionnaire and the group interview respectively. The population was made up of 1,209 students and 60 teachers of the Careers of Political Sciences, Sociology and Social Work that make up the Faculty of Social and Human Sciences of the Central University of Ecuador, Finding as a main conclusion that initially the virtualization of education was received in a positive way among teachers and students; but that there are shortcomings in certain areas for its implementation, such as the shortage of technological equipment in the students' homes, poor internet connectivity, lack of appropriate training for students and teachers, factors that widen the digital divide due to existing inequalities. Administrator Perceptions of the Community College Mission in the State of Mississippi and How it may be Influenced by the Addition of Community College Baccalaureate Programs

For many years, community colleges that chose to offer community college baccalaureate (CCB) programs were looked upon in a negative light (Rice, 2015). However, as the need for specialized baccalaureates within specific fields and job markets have continued to grow (McKee, 2005), CCB programs are becoming more widely accepted throughout the United States. In spite of this paradigm shift, Mississippi is one of the remaining states that have not embraced the idea of CCB programs, in spite of its statistical deficiency in regards to baccalaureate degree holding citizens (Williams, 2010). The focus of this study was to explore the perceptions of community college administrators in Mississippi with regards to the influence of CCB programs to the community college mission of institutions in their state. This study indicates that administrators in Mississippi recognize the benefits of offering CCB programs, but do not want CCB programs to take away from the well-established statewide higher education system through mission creep. Many of the strong position statements received overwhelmingly neutral responses. In contrast, Administrators who chose to give their opinion indicated that they are not familiar with how CCB programs are implemented, and do not believe that Mississippi is ready for CCB programs across the state. However, respondents felt that the community college mission is always evolving, should meet students’ needs, and varies from location to location. The findings also show that administrators are favorable to the piloting of CCB programs at a few (1-2) institutions, even though they believe the programs will take funding away from current programs and do not want community colleges evolving into 4-year institutions. The study also concludes that there is a significant difference between institution size and survey questions #18 and #20. There is also a significant difference between length of time in the community college sector and survey questions #15, #17, and #18.
