The politics of racial integration in the Seattle Public Schools: Discourse, policy, and political change, 1954-1991

Search the library catalog for the location and call number. / This study examines the role of narrative in racial integration politics in the Seattle Public Schools between 1954 and 1991. In 1978, the Seattle School District in coalition with civic actors implemented a mandatory student assignment desegregation policy, "The Seattle Plan," without a court order. A decade later, another similar coalition of actors came together to shift desegregation policy towards a "controlled choice" method of student movement. In 1991, with the support of the newly elected Democratic mayor, the foundation of desegregation was dismantled. In Seattle, the shifts in desegregation conflicts can be explained as the transposition of certain arrangements of ideas into policy and the concurrent shift in the arrangement produced by new alignments of actors able to find enough common ground to coalesce and make policy. This dissertation explores the complexity of ideas about racial equality and the oftentimes-surprising arrangements actors created. I analyze the way elected, elite, and non-elite actors at the local level talked about, interpreted, and re-interpreted questions of racial segregation, equality, and the role of the public schools and explore the amalgamations of ideas about race and schools that explain the unique development of policy in Seattle with a way to account for change relying on micro-political developments. I examine the discursive arrangements generated within these conflicts, the coalitions built around these ideas, and how the ideas were implemented as policy. Search the library catalog for the location and call number. / The dissertation focuses on Protestants in the Soviet Ukraine from the end of the Second World War to the collapse of the USSR. It has two major aims. The first is to elucidate the evolution of Soviet policy toward Protestant denominations, using archival evidence that was not available to previous students of this subject. The second is to reconstruct the internal life of Protestant congregations as marginalized social groups. The dissertation is thus a case study both of religious persecution under state-sponsored atheism and of the efforts of individual believers and their communities to survive without compromising their religious principles. The opportunity to function legally came at a cost to Protestant communities in Ukraine and elsewhere in the USSR. In the 1940s-1980s, Protestant communities lived within a tight encirclement of numerous governmental restrictions designed to contain and, ultimately, reduce all manifestations of religiosity in the republic both quantitatively and qualitatively. The Soviet state specifically focused on interrupting the generational continuity of religious tradition by driving a wedge between believing parents and their children. Aware of these technologies of containment and their purpose, Protestants devised a variety of survival strategies that allowed them, when possible, to circumvent the stifling effects of containment and ensure the preservation and transmission of religious traditions to the next generation. The dissertation investigates how the Soviet government exploited the state institutions and ecclesiastic structures in its effort to transform communities of believers into malleable societies of timid and nominal Christians and how the diverse Protestant communities responded to this challenge. Faced with serious ethical choices--to collaborate with the government or resist its persistent interference in the internal affairs of their communities-- many Ukrainian Evangelicals joined the vocal opposition movement that contributed to an increased international pressure on the Soviet government and subsequent evolution of the Soviet policy from confrontation to co-existence with religion. Rapid industrialization, breakthroughs in science and technological development have ushered in an era regarded as a technocratic age. The advent of a technocratic age has necessitated the acquisition of technologically appropriate knowledge, skills and attitudes, and consequently it has become necessary to establish education systems that fulfil the demands set by technocratic age principles. Present-day education is typified by technocratic age imperatives which include meritocracy, specialization, vocationalism, professionalism and scientism. Technocratic age education is further characterized by mass education, free and compulsory education and greater bureaucratic control of education. In technocratic age education systems, entrance examinations are used to select learners for advanced education and training. The estimation of the degree of pricing competition in the British Columbia wine industry (1957-1986)

Until the introduction of the trade liberalization initiatives of 1989, the wine producers of British Columbia appeared to have operated in an environment that fostered less than competitive behaviour. Two factors in particular may have been responsible for creating such an environment: (1) the structure of the industry was inherently oligopolistic; and (2) protection from foreign competition was afforded by the British Columbia government in the form of a wine policy that effectively created non-tariff trade barriers against foreign wine producers. This study econometrically tests the hypothesis that British Columbia wine producers behaved non-competitively during the years 1957 to 1986. A model of the British Columbia wine industry is developed and used to estimate the degree of non-competitive pricing behaviour in the industry, and tests are undertaken to determine whether the estimate of behaviour is consistent with competitive or with other well known behavioral specifications. the main structural components of the industry are described in a model of oligopolistic behaviour using a linear system of equations, in which both demand and pricing equations appear. The parameters which affect each of these equations are estimated using the appropriate estimation technique. The econometric results, and the subsequent statistical tests, support the hypothesis that the domestic wine industry in British Columbia operated in a non-competitive manner between 1957 and 1986. Specifically, the hypothesis of competitive behaviour is statistically rejected, whereas, the hypotheses of Cournot and collusive-type behaviour could not be rejected. These results suggest that British Columbia consumers may have been sacrificing to firms at least a portion of the surplus they would have obtained in a perfectly competitive industry. In addition, it appears that the wine policy of the provincial government helped create a non-competitive industry that will likely have difficulty competing in today's global market for wine. / Land and Food Systems, Faculty of / Graduate

The Rise of a Two-Party State: A Case Study of Houston and Harris County, Texas, 1952-1962

This thesis discusses the rise of the Republican party in Texas and specifically Harris County. The time period is the decade between the Presidential election of Dwight D. Eisenhower and the campaign of Jack Cox for Governor. Changes in the structure and leadership of the Republican party at the state level and specific precincts are examined in detail in chapter one. Leaders in Houston during this time period, such as Jesse Jones, Roy Cullen, and Oveta Culp Hobby are discussed in chapter two. The elections of Eisenhower, Cox, and Republican John Tower are analyzed in chapter three. The conclusion finds six major factors for the political changes occurring in Harris County, including economic and demographic changes. Main sources for this work included the Harris County Democratic party records and the Jack Cox Papers at the Center for American History, the Eisenhower Library, and the John Tower Papers.
