Assessing the Tradeoffs of Water Allocation: Design and Application of an Integrated Water Resources Model

The Bow River Basin in Southern Alberta is a semi-arid catchment, with surface water provided from the Rocky Mountains. Water resources in this basin, primarily surface water, are allocated to a variety of users- industry, municipalities, agriculture, energy and needs for the environment. The largest consumptive use is by agriculture (80%), and several large dams at the headwaters provide for over 800,000 MWhrs of hydropower. This water is managed by the 1990 Water Act, distributing water via licenses following the “first in time first in right” principle. Currently, the basin is over-allocated, and closed to any new licenses. Conflicts between different water users have consequences for the economy and the environment. By using an integrated water resources model, these conflicts can be further examined and solutions can be investigated and proposed. In this research an integrated water resources model, referred to as Sustainability-oriented Water Allocation Management and Planning Model applied to the Bow Basin (SWAMPB), is developed to emulate Alberta’s Water Resources Management Model (WRMM). While having the same allocation structure as WRMM, SWAMPB instead provides a simulation environment, linking allocation with dynamic irrigation and economic sub-models. SWAMPB is part of a much larger framework, SWAMP, to simulate the water resources systems for the entire South Saskatchewan River Basin (SSRB). SWAMPB integrates economics with a water resources allocation model as well as an irrigation model- all developed using the system dynamics approach. Water is allocated following the allocation structure provided in WRMM, through operation rules of reservoirs and diversions to water users. The irrigation component calculates the water balance of farms, determining the crop water demand and crop yields. An economic valuation is provided for both crops and hydropower generation through the economic component. The structure of SWAMPB is verified through several phases. First, the operation of reservoirs with fixed (known) inflows, and modeled releases, are compared against WRMM for a historical simulation period (1928-2001). Further verifications compare the operation of SWAMPB as a whole without any fixed flows but fixed demands to identify errors in the system water allocation. A final verification then compares both models against historical flows and reservoir levels to assess the validity of each model. SWAMPB, although found to have some minor differences in model structure due to the system dynamics modeling environment, is to be evaluated as an acceptable emulator. SWAMPB is applied to assess a variety of management and policy solutions to mitigating environmental flow deficit. Solutions include increasing irrigation efficiency (S1), requiring more summer release from hydropower reservoirs at the headwaters (S2), a combination of the previous two (S3), implementing the In-Stream Flow Needs (S4) and implementing Water Conservation Objectives (S5). The solutions are not only examined by their ability to restore river flows, but also with respect to the economic consequences and effect on hydropower, irrigation, and municipalities. It is found that the three technical solutions (S1, S2, and S3) provide economic gains and allow more efficient water use, but do little to restore streamflows. Conversely, the two policy solutions (S4 and S5) are more effective at restoring river flow, but have severe consequences on the economy and water availability for irrigation and municipal uses. This analysis does not recommend a particular solution, but provides a quantification of the tradeoffs that can be used by stakeholders to make decisions. Further work on the SWAMP methodology is foreseen, to link SWAMPB with other models, enabling a comprehensive analysis across the entire SSRB.

La Ley de Recursos Hídricos (No 29338) de 2009 transformó el marco normativo e institucional del sector hídrico en el Perú hacia un enfoque en la Gestión Integrada de Recursos Hídricos (GIRH). Este cambio fue significativo después de 40 años de vigencia de la ley anterior que priorizaba el uso agrícola del recurso hídrico. A través de un análisis del marco normativo actual y la institucionalidad existente combinado con una mirada a las relaciones históricas entre la burocracia hídrica del Estado y la sociedad peruana, este artículo argumenta que la institucionalidad del agua contemporánea refleja la persistencia de una cultura tecnocrática basada en la ingeniería y la manipulación y control de la naturaleza que predominaba al nivel global en el siglo 20. El trabajo muestra como la burocracia hídrica actual en el Perú ha consolidado su autoridad sobre el agua a través de la asimilación y desarrollo de una variante de la GIRH que prioriza el establecimiento de derechos formales al agua, el reconocimiento del valor económico del recurso hídrico, y un creciente enfoque en la eficiencia del uso del agua. / The 2009 Hydrologic Resources Law (Law 29338) shifted the legal and institutional framework in Peru’s water sector toward a focus on Integrated Water Resource Management (IWRM). This change formally ended the explicit prioritization of water for agricultural uses that had prevailed for four decades under the prior legal regime enacted during the nation’s agrarian reform. This article combines analysis of Peru’s current legal and institutional setting for water management with examination of the historical dynamics betweenthe state water bureaucracy and Peruvian society to argue that the existing arrangements for water governance reflect the enduring influence of an engineer-led technocracy rooted in the high-modernist approaches of the 20th century. The article illustrates how the state bureaucracy has consolidated centralized authority over the water sector through assimilation and adaptation of the IWRM paradigm and the development of a water regime that prioritizesthe formalization of water rights, recognition of the economic value of water, and water-use efficiency.

A political policy analysis of the integrated water resource management approach in South Africa’s water policy (1998 – 2001)

The aim of the study emanates from the research question: Is the incorporation of the integrated water resource management (IWRM) approach in South Africa’s water policy, from a political point of view, appropriate? The IWRM approach, as applied to developing countries, originated in developed countries with predominantly homogeneous societies where there is a broad commitment to democratic principles, the free market system and individualism. Societies in developing countries do not necessarily share the same characteristics associated with those in developed countries. South Africa, classified as a developing country, has a multicultural society that reflects an income disparity and two major cultures, namely a modernised Western and a traditional African culture. As a result two subsidiary research questions follow: Can the commitment and impartiality of all the stakeholders that partake in the decision-making processes of water institutions at all levels be ensured? Is it possible to establish small, efficient and financially viable bureaucratic structures (water institutions) at the level of water management areas (WMA)? The study uses the public choice theory to assess the IWRM approach in selected developed and developing countries. The applicability of public choice concepts with reference to the differences between Western and African cultures are briefly alluded to. It also defines the IWRM approach and certain IWRM elements that have political implications for society at large. The study describes specific elements of the IWRM approach in France and Australia and the relative successes thereof in terms of the public choice theory. The implementation of the IWRM approach in Indochina and selective developing countries in Sub-Saharan Africa are described to highlight certain institutional problems, inadequate financial resources, the lack of capacity and various cultural aspects that inhibit the efficiency and effectiveness of the IWRM approach. In the analysis of South Africa’s water policy, the study found that the multicultural nature of society, the unequal levels of economic development and the limited level of technological and scientific knowledge, will make it extremely difficult to implement the IWRM approach without contextualising it. According to the public choice theory, the net benefits of a policy for a society must outweigh the costs. If not, the policy needs to be either adjusted or abandoned. Since none of the proposed catchment management agencies (CMA) were established between 1998 and 2001, it is not possible to come to a verifiable conclusion. However, the study indicates that the opportunity costs of the IWRM approach are likely to outweigh the benefits for society. Other aspects that necessitate a re-evaluation of South Africa’s water policy are the holistic element of the IWRM approach and the demarcation of WMAs. The study identifies three options: The first option is to revert back to the riparian principle. The second option is to either revisit the concept of public participation, or to re-delineate the WMAs. The third and most favourable option is to abandon the concept of public participation. The role and use of information in transboundary water management

Management of water bodies according to their river basinsis becoming increasingly common, as the concept of IntegratedWater Resources Management (IWRM) is getting more and moreacknowl-edged. In Europe, a large portion of these“new”management units will probably be internationalor transboundary. Decisions and policies consideringtransboundary water issues need to be based on reliable andcomprehendible information. In this thesis, a review of variousexisting models that may be used for understanding the role anduse of information in (transboundary) water management ispresented. Further, the thesis reports on an assessment of theinformation management of three transboundary water regimes inEurope, namely the international water commissions for LakeNeusiedl, Lake Constance and Elbe River. Besides examining theinformation management of the regimes as such, the managementwas also related to information needs implied by the IWRMcon-cept and by the EU Water Framework Directive (WFD). Thereviewed models and approaches were grouped into threecategories: information management models, information cyclemodels and communication between actors. The first categorycomprised models that may be used for managing and assessingdifferent types of information. The second group dealt withmodels explaining the production and communication ofinformation predominately from an information producer/senderperspective. The third group focused on ideas concerninginteractions and communication of information between differentkinds of actors. The studies on information management intransboundary water regimes showed that the information needsand strategies often were defined primarily with watercommissions’own needs in mind. The data collected by thecommissions were predominated by monitoring data, describingthe status of the environment and the impact caused by humanactivities. Furthermore, any communication of information toother groups of actors was mainly done through passivechannels. Advancing private sector engagement in Integrated Water Resources Management

Water represents a natural resource that is essential for humanity and the environment. Therefore, the framework of Integrated Water Resources Management (IWRM) seeks to combine social equity, ecological sustainability and economic efficiency for effective management of this critical resource. As the private sector is a major water user it represents an important stakeholder in sustainable water resources management. However, a quarter of countries reported a low level of private sector engagement in IWRM in the last SDG indicator 6.5.1 survey. Therefore, this thesis identifies obstacles to private sector engagement in IWRM and proposes interventions to improve the involvement of the private sector in water resources management. For this, it applies models for participatory approaches to the topic of private sector engagement. As water stewardship represents another approach for the private sector to get involved in sustainable water resources management, this concept is analysed as a possible alternative or complement to private sector engagement in IWRM. The first six expert interviews provided insight into general perspectives of the topic and then two case studies in Kenya (three interviews) and Viet Nam (five interviews) were used to understand private sector engagement in a country context. These case studies are further supported by secondary data from the SDG indicator 6.5.1 survey which analysed the degree of private sector engagement in IWRM across 171 countries. The research results suggest that topics of financing, innovation, the private sector’s convening power, its role as a major water user and its influence across the whole value chain represent opportunities of private sector engagement in IWRM, similar to the general benefits of participatory approaches. Furthermore, this research identifies several obstacles of which a lack of capacity, the complexity of the concept of IWRM, the complexity of government structures, data and information sharing, and a missing business case were considered the most important. For these topics, the thesis suggests several enabling factors that would improve private sector engagement. In the discussion, the relationship between IWRM and water stewardship is further explored as these two concepts can complement each other to provide new opportunities for private sector engagement. The research concludes that there is a need to redefine the concept of IWRM or to consider new approaches for sustainable water resources management to engage the private sector successfully.

The continuous population growth and the notable development of the mining industry have resulted in challenges for potable water supply in South Africa. The ever-increasing number of people migrating to urban areas has resulted in the demand of potable water supply in South Africa. Water is regarded as a human basic right which is promulgated by the recent amendment of the potable water service provisioning Water Services Act 108 of 1997 and the National Water Act 36 of 1998. The afore-mentioned Acts started a process to address the imbalance that existed during the apartheid regime. (The apartheid regime essentially had one objective initially, namely the control of (black, coloured and Indian) people in order to protect white privilege). It was meant to separate people of different races).The Acts were formulated to address the equal distribution of national resource for all South Africans. Mogwase Township in Moses Kotane Local Municipality is undergoing continuous growth with several mining areas being developed. Consequently, the supply of potable water has been a challenge in the area. It is, therefore, in the interest of the researcher to investigate the management of potable water supply in Mogwase Township with the aim of suggesting improved service delivery by the Moses Kotane Local Municipality. Water is now recognised as a scarce resource that belongs to all South Africans. The provision of potable water by the water services authorities (WSAs) is an important basic service that faces a number of challenges, such as the use of outdated infrastructure, namely: pipelines from the Vaalkop Dam, the lack of skilled and knowledgeable people, improper planning, and the booming population that place overt pressure on the demand for effective and efficient service delivery. This research was undertaken to investigate how Moses Kotane Local Municipality which obtains its potable water supply from Vaalkop Dam can improve the supply of water in a more effective, efficient, equitable, economic and sustainable manner through improved co-operative governance and integrated water resource management (IWRM). The qualitative and quantitative research designs were used to conduct the research, which included a literature review, semi-structured interviews, data sampling and scientific analysis of the responses. The researcher arrived at logical conclusions and S.M.A.R.T.
