Political Regimes and FDI : An Empirical Analysis of the Attractiveness of Hybrid Regimes for Multinational Companies

This thesis set out to investigate the relationship between political regime type, and FDI inflow. The academic field has seen a fair amount of research in recent years, but this is usually limited to the likes of democracies and autocracies. I argue that many countries are neither of these two, but find themselves in a political unstable gray zone in between, called hybrid regimes. This thesis draws on a comprehensive dataset ranging from 1980-2010, and by way of time-series cross-section analysis; it sets out to explore the attractiveness of hybrid regimes in relation to FDI inflow. The findings indicate that unstable political regimes do attract MNCs, but that they usually are dependent on natural resources. Hybrid regimes receive more FDI inflow than autocracies, but less than democracies. The thesis also find that the region Africa is special in that hybrid regimes are the biggest recipient of FDI inflow, with natural resources being the main factor. The findings support the former literature saying that democratic conditions attracts MNCs, but also question the alleged democratic transition taking place in a growing oil-dependent world.

Na América Latina, a abertura ao comércio e aos investimentos externos é uma complexa trama, formada, de um lado, pela polarização social, e deterioração das condições de emprego e, de outro lado, pela sofisticação da produção e amadurecimento da relação empregado-empregador. Porém, trata-se de um estudo comparativo de análise sobre os reflexos da globalização dos países Brasil e México, onde a desregulamentação, a privatização e a reforma do Estado foram as três categorias analíticas estudadas para compreender o atual modelo econômico dos países globalizados. Procuram-se então os fatores que representaram, ao longo do processo de globalização, o impacto das mudanças nos regimes políticos da América Latina, os quais modificaram a atual realidade do Estado e sua função pública na sociedade. Os reflexos da globalização manifestarem um incremento nos índices de pobreza e desemprego durante a década de 80 e 90 o que reflete o erro de tirar do Estado as políticas de bem-estar social.

It is a topic of high political value present in international agendas of economic blocs and individual states; that is why there is a need to broaden the discussion of intellectual property, and to identify the impact of this particular regime on the results and behavior of the countries subject to the regime in its economic area.There is a patent need to verify whether there is harmonization between the principles, norms, rules and procedures on policy decisions of states, in addition to observe the effectiveness of the regime in relation to national development. Finally, it is noticed that the relationship between the rules of intellectual property and the economic and technological development of states care not directly related, it means, there is no necessary bond between them. However, international and domestic policies that build on foundations of the intellectual property system help, in fact, the construction of a national system able to assist the process of national development. / O presente trabalho busca analisar, à luz das Teorias dos Regimes das Relações Internacionais, a harmonização do Regime de Propriedade Intelectual no panorama internacional moderno – Pós-TRIPS – e sua influência no desenvolvimento tecnológico e econômico dos países submetidos a este regime específico, observando as perspectivas dos países desenvolvidos e em desenvolvimento. O tema da Propriedade Intelectual tomou proporções de maior escala por meio dos debates que deram origem à Organização Mundial do Comércio (OMC) e da criação da organização internacional específica a respeito do tema, qual seja, a Organização Mundial de Propriedade Intelectual (OMPI), sendo um tópico de alto valor político presente nas agendas internacionais dos blocos econômicos e dos Estados individuais; razão pela qual se verifica a necessidade de ampliar a discussão da Propriedade Intelectual, além de verificar o impacto deste regime específico sobre os resultados e comportamentos dos países membros do regime em sua seara econômica. Há de se verificar se realmente existe harmonização entre os princípios, normas, regras e procedimentos sobre as decisões políticas dos Estados, além de se observar a eficácia do regime no que tange ao desenvolvimento nacional. Ao final, nota-se que a relação entre as normas de Propriedade Intelectual e o desenvolvimento econômico e tecnológico dos estados podem não estar diretamente relacionados, ou seja, não há um liame necessário entre ambos. No entanto, políticas internacionais e domésticas que se apoiem em fundamentos do regime de propriedade intelectual auxiliam, de fato, a construção de um sistema nacional capaz de auxiliar o processo de desenvolvimento nacional.

The Effect of State Capacity on Democratic Transition and the Survival of New Democracies

This dissertation investigates the effect of state capacity on the probability for democratic transition and the survival of democracies. I seek to answer these quesitons through the use of both quantitative and qualitative analysis. In my statistical models, I make use of Cox Proportional Hazard Models. These are supplemented by two case studies involving South Korea and the Philippines. My expectation, which is supported by the results presented in this study, is that higher levels of state capacity will make authoritarian regimes more stable and thus make democratic transitions less likely, but if democratic transitions take place, higher levels of state capacity will make new democratic regimes more likely to survive.

Financial Development, Exchange Rate Regimes, and Productivity Growth

Thesis advisor: Fabio Ghironi / My doctoral dissertation studies the interaction between financial development, exchange rate regimes and productivity growth. The first chapter provides a microfounded, quantitative model that rationalizes recent empirical evidence by Aghion et al (2009), who find that fixed exchange rate regimes lead to higher long-run productivity growth in countries with low financial development, while the effect in financially developed countries is insignificant. The channel that explains this evidence in my model is the following: A fixed exchange rate regime leads to lower inflation when the money growth is otherwise high. In turn, lower inflation results in higher long-run productivity growth since financial intermediaries hold a fraction of deposits as reserves, whose return is lower than the market rate and, thus, is affected by inflation. The lower return paid on reserves drives a wedge between the return paid on deposits and the return paid on loans by reducing the former and increasing the latter. In turn, this reduces entry of new innovators in the economy and, consequently, productivity growth. I show that the negative effect of flexible exchange rate regimes on growth is larger for countries with lower levels of financial development because inflation and the fraction of deposits held as reserves are higher in these countries. In the second chapter, I perform panel-data analysis to find how much of the effect of exchange rate regimes on productivity growth, documented previously by Aghion et al. (2009), can be accounted for by the channel proposed in the first chapter of my dissertation. I use data for 83 countries over the period 1960-2000. The data comes from the Penn World Table, World Development Indicators, International Financial Statistics, and the Reinhart and Rogoff classification of exchange rate regimes. I use the GMM system estimator and regress productivity growth on financial development, a variable describing the exchange rate regime, growth controls, as well as bank reserve ratios. I find that when the interaction effect of inflation and financial development or the interaction of the reserve ratio and financial development are added to the regression used by Aghion et al. (2009), the exchange rate regime effect on productivity growth in less financially developed countries is no longer significant. This implies that the channel proposed in the first chapter of my dissertation can explain most of the initial empirical results. The third chapter explores the short-run effect of exchange rate regimes on the macroeconomic performance of a small open economy with endogenous productivity growth and underdeveloped financial markets when the home economy is subject to shocks. I use the model introduced in the first chapter, add nominal price rigidities, and calculate impulse responses, given a productivity shock and a shock to the foreign nominal interest rate. I also calculate second moments implied by the model and compare them to empirical second moments. The results show that after a positive exogenous productivity shock, productivity growth, output and consumption increase more under the flexible exchange rate regime. However, given an increase in the foreign nominal interest rate, productivity growth falls but the reduction in productivity growth is smaller under the fixed exchange rate regime. In addition, output and consumption fall after the shock, however, the reduction of consumption and output is higher under the fixed exchange rate regime. I also find that after both shocks analyzed here, welfare is higher under the fixed exchange rate regime.
