Cette recherche porte sur l’inclusion/exclusion des immigrés afghans en Iran.La situation et la place des immigrés et de leurs descendants étant soumises àdes logiques d’inclusion/d'exclusion, cette thèse a été construite autour de cetteproblématique. Elle se fonde sur une approche « mixte », à la fois quantitative etqualitative en s’appuyant en premier lieu sur une étude qualitative de terrainqui interroge leurs conditions de vie alors qu’ils sont dans une situationprovisoire et incertaine, en tentant de comprendre leurs expériences et leurstentatives et possibilités d'accéder au marché du travail et aux services sociaux.En second lieu, les données quantitatives issues du recensement iranien ont étéexploitées et la grande partie des informations sur la répartition géographique,le séjour et les caractéristiques démographiques, sociales et économiques desimmigrants ont été obtenues à partir de ces données. Cette analyse met enévidence une politique officielle fondée sur la mise au premier plan de laquestion du retour et non de celle de la naturalisation et l’intégration, malgréune présence durable des Afghans sur le sol irainien. De plus l’agentivité desimmigrés et les efforts qu’ils ont fournis pour s’incorporer dans la société seheurtent aux facteurs structurels et institutions. / The following doctoral thesis focuses on the inclusion / exclusion of Afghanimmigrants in Iran by analyzing the extent to which the status and place ofimmigrants and their descendants are subject to rationales of inclusion /exclusion. This study makes use of a mixed method approach, both quantitativeand qualitative, and is initially based on a qualitative field study that examinesthe living conditions experienced by Afghan immigrants throughout the durationof their temporary and uncertain situation in an effort to understand theirexperiences as well as their attempts and opportunities to enter the labor marketand access social services. Following this qualitative analysis, quantitative datafrom the Iranian census were also used and the majority of the information onthe geographic distribution and residence of immigrants as well as theirdemographic, social and economic characteristics were derived from these data.The results of the analysis show that despite the sustainable migration ofAfghans, official policy is based primarily on the issue of return, therebyobscuring competing perspectives on naturalization and integration. Moreover,structural and institutional obstacles handicap the immigrants’ political agencyand efforts to integrate themselves into the host society.

On the one hand, there is a growing number of foreigners seeking for the dream of a better life in this country. On the other, the country is unprepared social and politically in welcoming them. Although Brazil has registered in its history a strong link with immigration from various sources, it does not have effective public policy on immigration. However, the country has opened its doors to Haitian and Syrian immigrants, for humanitarian issues, and it has also received immigrants from other countries in different regions of the world. This research presents data related to the growing number of immigrants and asylum seekers in Brazil, the profile of these individuals and, above all, the role of language learning in the process of hosting these people, given that the various skills to be developed by the people who arrive are not their responsibility only of, but it is also responsibility of those who receive them. In this sense, helping them to learn the language of the country that receives them is the first action of hosting these individuals. This study is an action research inserted in a course for immigrants and refugees at the University of Brasilia, whose teaching material was prepared by topics such as work, housing, health and social relations, considered of greater urgency for linguistic, cultural and labor integration of these people. This research presents a (re)construction of the concept of language, which we call hosting language. During the research, we monitored the course called Módulo Acolhimento, observing and recording some lessons in audio, applying questionnaires and conducting interviews with the participants. / O ensino de português língua estrangeira (PLE) no Brasil, assim como a própria sociedade brasileira, vem sofrendo mudanças significativas. De um lado, um crescente número de estrangeiros buscando, nesse país, o sonho de uma vida melhor. De outro, o despreparo político e social do país em acolhê-los. O Brasil, embora registre em sua história um forte vínculo com imigração de diversas origens, não conta com efetiva política pública de imigração. No entanto, o país, por uma questão humanitária, tem recentemente aberto as portas para imigrantes haitianos e sírios, e tem recebido imigrantes de outras nacionalidades de diferentes regiões do mundo. Esta pesquisa apresenta dados relacionados ao crescente número de imigrantes e solicitantes de refúgio no Brasil, o perfil desses indivíduos e, sobretudo, o papel da aprendizagem da língua no processo de acolhimento dessas pessoas, haja vista que as diversas competências a serem desenvolvidas por este público não são de exclusiva responsabilidade de quem chega, mas também de quem os recebe. Nesse sentido, favorecer o aprendizado da língua do país que os recebe deve ser a primeira ação de acolhimento a esses indivíduos. Trata-se de uma pesquisa-ação inserida em um curso para imigrantes e refugiados na Universidade de Brasília, cujo material didático foi elaborado por meio de temas como: trabalho, moradia, saúde, relações sociais, considerados de maior urgência para a inserção linguística, cultural e laboral das pessoas. Apresentamos, neste estudo, uma (re)construção do conceito de língua, a que chamamos de língua de acolhimento. Durante a pesquisa, acompanhamos as turmas do Módulo Acolhimento, observamos e gravamos algumas aulas em áudio, aplicamos questionários e realizamos entrevistas com as/os participantes. Os resultados mostram que este estudo pode contribuir para a consolidação do conceito de língua de acolhimento, assim como para as práticas: criação de cursos de acolhimento, produção de material didático específico e discussão sobre o papel do/a professor/a nesse cenário de ensino.

Access and Enrollment of Immigrants in Primary Care in Ontario: Which Immigrants Are Getting in and Which Are Not?

Research in Canada and abroad has shown that newcomers face multiple obstacles in their search for health care during their resettlement and integration to the host society. In Ontario, primary care services are organized in three main models based on the remuneration scheme to physicians: fee for service, capitation, and salaried. During the Primary Care reforms in early 2000s, the province introduced new models of primary care practices to enhance the quality of care through the expansion of comprehensive multidisciplinary care, applying more preventive measures and enhanced chronic disease management strategies. Along with these innovative reforms, the province promoted an enrollment system with a family doctor in the primary care practices. This research examined the access of immigrants to the enrollment system in Ontario. A review of the literature contrasting a PMC and PHC approaches showed that the latter has more potential to address social determinants of health of immigrant populations. Taking into account the organization of health services in the province, immigrants can receive primary care services mainly through PMC practices (FFS and capitation-based), but also through PHC-type of models, such as Community Health Centers. The analysis of enrollment in primary care was conducted using a secondary analysis of administrative data. The main findings have shown that immigrants’ enrollment in primary care services has increased over time, but the levels of enrollment remain lower compared to long-term residents. Moreover, compared to long-term residents, immigrants have less access to the most comprehensive models of care, which represents an important inequity. In exploring the perceptions of immigrants in two major cities of the province, most of the participants perceived that important factors, such as information, knowledge, language barriers, cultural issues; are affecting their capacity to understand and navigate the system. Hence, it takes a long time for them to make sense and learn how to connect and use the system.

O objetivo geral consiste em analisar as estratégias estabelecidas no Projeto de Extensão, executado pela UFSM, com imigrantes e refugiados senegaleses, com vistas a contribuir para a inclusão desse segmento populacional na perspectiva da Política Nacional de Extensão Universitária. Constituem os objetivos específicos: conhecer as vivências dos imigrantes senegaleses na sociedade brasileira, investigar as estratégias de gestão adotadas no Projeto de Extensão executado pela UFSM, por meio das manifestações dos sujeitos da pesquisa e participantes do Projeto de Extensão (imigrantes e refugiados senegaleses, gestores e alunos) e analisar os desafios do Projeto de Extensão da UFSM e a possibilidade de transferir a experiência a outras Instituições Federais de Ensino Superior. O estudo concluiu pela necessidade das IFES fomentarem e promoverem políticas extensionistas inclusivas, especialmente aos segmentos mais vulneráveis da sociedade como o constituído por imigrantes e refugiados. Como resultado, este estudo oferece a caracterização e publicização de um Projeto de Extensão que desenvolve uma efetiva gestão democrática com estratégias e resultados concretos, que podem servir de modelo inspirador para outras IFES, que aceitem o desafio de investirem em políticas de inclusão e de responsabilidade social. Procurando dispensar um tratamento prioritário aos imigrantes e refugiados negros e indígenas, apresento a proposição ao Fórum de Pró-Reitores de Extensão das Instituições Públicas de Educação Superior Brasileiras (FORPROEX), da inclusão desse grupo populacional específico, no “Eixo Grupos Populacionais” da Política Nacional de Extensão Universitária, de forma a configurar, expressamente, a prioridade para orientar ações, projetos e programas de extensão que contemplem esses segmentos mais vulneráveis dentre os já vulneráveis. / This study examines issues in connection with university extension programs, the possibility of formulating and executing local policies, and immigration, specifically focused on research into the MIGRAIDH Extension Project, a component of the Law Program at the Federal University of Santa Maria (Universidade Federal de Santa Maria – UFSM), involving Senegalese refugees and immigrants. The principal data collection source for the qualitative case study included interviews with administrators, students, and refugees and immigrants. The content analysis method was applied to examine the corresponding data. The study sought to develop responses to the challenge of identifying the administrative strategies adopted in IFES to ensure the inclusion of Senegalese immigrants and refugees under the National University Extension Policy (Política Nacional de Extensão Universitária). The general objective consisted of analyzing the strategies executed by the UFSM Extension Project for Senegalese immigrants and refugees, with a view to contributing to the inclusion of this population segment under the National University Extension Policy. In this light, the study was based on the following specific objectives: to learn about the experiences of Senegalese immigrants in Brazilian society; to research the administrative strategies adopted by the USFM Extension Project based on the statements of research subjects and participants in the Extension Project (Senegalese immigrants and refugees, administrators, and students); and to examine the challenges of the UFSM Extension Project and the possibility of extending the related experiences to other Federal Institutions of Higher Learning. The study concludes that IFES must foster and promote inclusive extension policies, especially for the most vulnerable segments of society, including immigrants and refugees. With this in mind, the study describes and advances an Extension Project that provides for effective democratic management in conjunction with concrete strategies and results capable of serving as a model for other IFES that accept the challenge of investing in inclusive and socially responsible policies. With a view to the objective of giving priority to black and indigenous refugees and immigrants, the study proposes establishing the Forum of Deans at Academic Extension Programs in Brazilian Public Institutions of Higher Learning (Fórum de Pró-Reitores de Extensão das Instituições Públicas de Educação Superior Brasileiras – FORPROEX), for the purpose of promoting the inclusion of this specific population group within the “Population Group Axis” of the National University Extension Policy, as a means to consolidate extension actions, projects, and programs as a priority strategy for incorporating the most vulnerable segments of society within the broader category of vulnerable population segments.
