Políticas inclusivas: desafios à prática e à identidade docente / Inclusive policies: challenges to the teaching practice and identity

In this study, the challenges by which the teaching practice and identity are put into, due to the use of inclusive policies as a background, were problematized. Thus, the purpose of the present work was to investigate how elementary school teachers from city-run public schools in Pelotas experience their teaching practices with special students, analyzing how they understand and recontextualize, in their practice, the inclusive educational practices, identifying how the work with special students influences their teaching identities. In order to develop this study, I used as references the legal texts relevant to the research theme and the studies from Stuart Hall, on representations and identity; from Basil Bernstein, on recontextualization; from Stephen Ball, on educational policies and subjectivity; and from Antonio Nóvoa, on the teaching work. Also, the studies from MauriceTardif and Claude Lessard on teaching work and teaching knowledge. The empirical research showed that the practice of the teachers with the special students present unique characteristics due to each one s career time, and whose variations occur as a result of the understanding of how the teaching knowledge is acquired, as well as unclearness and the uncertainty of the pedagogical practice, showing at times, a contradictory movement between knowing and doing, highlighting how the policies may be decontextualized and recontextualized, mainly in the field of curriculum practices. They demonstrate that their teaching identities are in constant process of construction/deconstruction/reconstruction. Although the teachers are subject to pressures and contradictions, as along their narratives they did not demonstrate having understood the relation found between the innovations incorporated into the teaching activity, its intensification and the commitment of their time and subjectivities by the school context with the demands of recent educational policies, mainly the ones concerning school inclusion to special children. Neither they seemed to understand the relationship between these policies and the discourses that challenge the teaching activity. In the end, dealing with what is different or unusual leads to an afflicted teaching identity, subject to a never-ceasing search for safer ways and references, by which they can anchor with more meaning and significance their teaching identities / O presente trabalho baseou-se em narrativas orais de docentes dos anos iniciais do ensino fundamental da rede municipal da cidade de Pelotas, que vivenciam em suas práticas a experiência de inclusão de crianças portadoras de necessidades especiais. Tendo como pano de fundo as políticas inclusivas, foram problematizados, neste estudo, os desafios que por estas são postos à prática e à identidade docente. Dessa forma, foram objetivos deste trabalho investigar como professoras da rede pública do ensino municipal de Pelotas vivenciam suas práticas pedagógicas com alunos/as especiais, verificando de que forma as mesmas compreendem e recontextualizam, na prática, as políticas educacionais inclusivas e identificando como o trabalho com alunos/as especiais tem influência sobre as identidades docentes. Para a realização deste estudo, utilizei como referência os textos legais pertinentes ao tema de pesquisa e os estudos de Stuart Hall sobre representações e identidade; os de Basil Bernstein sobre recontextualização; os de Stephen Ball sobre políticas educacionais e subjetividade; os de Antonio Nóvoa referentes ao trabalho docente; e os estudos de Maurice Tardif e Claude Lessard sobre o trabalho docente e os saberes da docência. A pesquisa empírica mostrou que as práticas das professoras com alunos/as especiais apresentam singularidades características do tempo de carreira de cada uma, cujas variações ocorrem em função do entendimento de como são constituídos os saberes da prática docente e a clareza e/ou indefinição da prática pedagógica, revelando, por vezes, um movimento contraditório entre o saber e o fazer, evidenciando como as políticas podem ser descontextualizadas e recontextualizadas, sobretudo no campo das práticas curriculares. Demonstram que suas identidades docentes estão em constante processo de construção/desconstrução/reconstrução e, no decorrer de suas narrativas, apesar de terem evidenciado estar submetidas a pressões e contradições, não demonstraram ter compreendido a relação existente entre as inovações incorporadas ao trabalho docente, sua intensificação e o comprometimento de seus tempos e subjetividades pelo contexto escolar com as exigências das recentes políticas educacionais, principalmente, as relativas à inclusão escolar de crianças especiais. Tampouco pareceram perceber a relação entre essas políticas e os discursos que interpelam o professorado. Enfim, lidar com o/a diferente, conduz a uma identidade docente aflita, submetida a uma procura incessante por caminhos e referenciais mais seguros, pelos quais possam ancorar com mais sentido e significado as suas identidades.

In 1996, we witnessed the promulgation of the Law on the Guidelines and Bases of National Education (9394/96), which for the first time established a specific chapter on special education. Rumors show us changes that frighten us, such as the possible approval of the National Curriculum Base (BNCC), the reform of secondary education among others, and none of these emphasize special education in an inclusive perspective. Against this background, we decided to discuss the process of inclusion of deaf people in the spaces of Regular Education. In this sense our research problem was: the deaf student in the regular school and the curriculum in an inclusive perspective. Thus, we decided to aim for the following objectives: To reflect historically on people with disabilities, as well as legal and referential documents related to the theme; discuss initial and continuing education in regular schools; to analyze whether the curriculum proposed by the educational system has contributed to the process of inclusion in diversity; discussing the importance of Portuguese bilingual education / pounds in inclusive schools; to observe if the legislation is being fulfilled in the pedagogical practices of the school in front of the inclusive student; reflect on the barriers that prevent school from being effectively inclusive. Our theoretical reference was based on authors discussing education, teacher training, the constitution of the curriculum aimed at the inclusion of the deaf, the training of the sign language interpreter translator, as well as their performance with deaf students enrolled in the common school. Our option was qualitative, bibliographical and documentary research, since we use official documents such as: decrees, laws, resolutions, conferences, guidelines and others. Our final considerations have shown that we need to invest heavily in the initial and continuing training of current and new teachers, since they are unsafe to work in schools, where the enrollment of students with disabilities is registered, in this case in particular the deaf students . / A educação brasileira vem passando atualmente por uma de suas maiores mudanças, no que diz respeito a sua estrutura e funcionamento. Presenciamos em 1996, a promulgação da Lei de Diretrizes e Bases Da Educação Nacional, (9394/96), que pela primeira vez instituiu um capítulo específico sobre a educação especial. Rumores nos mostram mudanças que nos assustam como por exemplo, a possível aprovação da Base Nacional Comum Curricular (BNCC), a reforma do ensinomédio dentre outras e nenhuma dessas dão ênfase a educação especial em uma perspectiva inclusiva. Frente a esse cenário, decidimos dissertar sobre o processo de inclusão das pessoas surdas nos espaços de Educação Regular. Nesse sentido nosso problema de pesquisa foi: o aluno surdo na escola regular e o currículo em uma perspectiva inclusiva. Assim, decidimos almejar os seguintes objetivos: Refletir historicamente sobre as pessoas com deficiência, bem como os documentos legais e referenciais relacionados ao tema; discutir a formação inicial e continuada nas escolas regulares; analisar se o currículo proposto pelo sistema educacional vem contribuindo para o processo de inclusão na diversidade; discutir sobre a importância da educação bilíngue português/libras nas escolas inclusivas; observar se a legislação está sendo cumprida nas práticas pedagógicas da escola frente ao aluno inclusivo; refletir sobre as barreiras que impedem a escola de ser efetivamente inclusiva. Nosso referencial teórico versou em autores que discutem a educação, a formação docente, a constituição do currículo voltado à inclusão de surdos, a formação do tradutor intérprete de língua de sinais, bem como sua atuação junto aos estudantes surdos matriculados na escola comum. Nossa opção foi pela pesquisa qualitativa, bibliográfica e documental, uma vez que lançamos mão de documentos oficiais como: decretos, leis, resoluções, conferencias, diretrizes e outras. Nossas considerações finais nos mostraram que é preciso investir maciçamente na formação inicial e continuada dos atuais e novos professores, uma vez que esses se mostram inseguros para atuarem nas escolas, onde se registra a matrícula de estudantes com deficiência, nesse caso em especial os estudantes surdos.

L’ambition des politiques sociales actuelles est de réduire les inégalités dans l’accès aux droits : renforcer l'accès à une pleine citoyenneté aux personnes handicapées et tendre vers une société inclusive. Reflet d’un changement de paradigme, le terme « inclusion » succède à celui d’« intégration». Autrement dit, ce n’est plus à l’individu « différent » de s’adapter à un système dit « normal », mais à la société de faire en sorte d'inclure toute personne quelles que soient ses particularités : la solidarité est l’affaire de tous. À La Réunion, les politiques inclusives s’inscrivent dans un contexte sociologique particulier. L’île présente des particularismes dus à une histoire coloniale récente, suivie d’un développement socioéconomique accéléré depuis la départementalisation en 1946. Ce DROM – Département Région Outre-Mer – présente les atouts d’une société industrielle mais n’en reste pas moins dépourvue de ressources propres. Un métissage de la population, une multiplicité, une mixité de pratiques culturelles et cultuelles sur ce petit territoire viennent rappeler la singularité des Réunionnais. La lecture du handicap et son traitement social en sont fortement imprégnés. Cette société qui a développé un mode de fonctionnement particulier, a fabriqué des espaces inclusifs qui ne correspondent pas toujours aux exigences et codes de la société française métropolitaine. Ces espaces viennent se poser parfois en dualité avec l’école, ce qui place les enfants handicapés mentaux sur la liminalité, sorte de sas entre les deux sphères, familiale et scolaire, mais dans lequel certains élèves stagnent. Les dispositifs actuels en faveur de l’inclusion amènent les acteurs impliqués, familles et professionnels, enseignants et travailleurs sociaux, à œuvrer pour une meilleure inclusion. / Social policies nowadays aim at reducing inequalities in access to rights: reinforce access to full citizenship for people with disabilities and build an inclusive society. The concept of "inclusion" is gradually substituting that of "integration", following the change of paradigm. In other words, it is no longer up to the person with “special needs” to adapt himself to a so-called "normal" system. It’s up to society to ensure that everybody is included, regardless of his particularities. Solidarity is everyone's responsibility. The sociological context of Reunion Island is quite particular: it has known a colonial history before its accession to the statute of French department in 1946, which has accelerated its socio-economic development. This Overseas Department presents the advantages of an industrial society, without any natural resources. The various cultural and religious practices in such a small territory due to the melding of populations make the people of Reunion island singular. Their representation of handicap and its social treatment are strongly influenced. This society has developed spheres of inclusion with particular codes that are quite different from those of the French metropolitan society. Therefore, these particular codes are sometimes different from those practiced in school. And children with mental disabilities live in a sort of airlock between the family and school spheres, where some students stagnate, in the liminality. Nowadays all stakeholders, families, teachers and social workers, try to rely on new schemes to achieve a better inclusion for these children.

A escolarização dos alunos com deficiência em Moçambique: um estudo sobre a implemetação e os resultados das políticas da inclusão escolar (1999-2006)

The second one was to verify how the school experiences have been happening in different schools, from 1999 (when the government of Mozambique introduced the policy of Inclusive Schools) until 2006. The leading problems were: what were the basic principles, instructions and actions developed by the government of Mozambique to keep handicapped students at schools, as well as the results that were reached with the implementation of national policies, considering the historic period of 1999 to 2006? What organizational and teaching practices were executed by different schools with an incorporation sense with quality to handicapped students? As a result of the delimited problems, the following hypotheses were defined: the policies of inclusiveness developed by the government of Mozambique could not reach the total number of the population of handicapped people at school age; the results obtained with included students do not prove that the access had assured quality of teaching; and that the pioneer schools that adopted this policy of inclusiveness could not effectuate transformations in their structures and dynamics so as to incorporate those students in a qualified way. The data collect about the policies was held through checking official documents about handicapped students experiences at school and through interviews with administrators working at central and regional organs. The data collect at schools, which was held in the second semester of 2006, was possible through school documents and interviews with those who are responsible for four selected institutions. The criteria for selection of schools were: a) to be located in two regions with marked differences in the development of social-economical structure; b) to be pioneers in the process of implementation of the philosophy of school inclusiveness in Mozambique, and c) to be benefited of upper methodological support by Technicians of the CENTRAL STAFF OF THE SPECIAL EDUCATION OF MOZAMBIQUE MINISTRY OF EDUCATION . The statistic data were organized into tables that allowed the visualization of the situation of students with special educational needs in Mozambique. The contents of the interviews were organized and classified according to the aims of the research. They were also analyzed based on the contributions of authors such as Perez Gómez (2001) and Gimeno Sacristán (1998 and 1999), Ferraro (1999b and 2004) and Bueno (1999 and 2005). The present research allowed analysis and evaluation of the implementation of inclusiveness educational policies in Mozambique, characterized by the expressive enlargement of the access to mandatory presence of students at school and, on the other hand, by the non existence of specialized support and services on the flux of school life of handicapped students as well as the application of inconsistent models on the initial and continuing formation of teachers on methodology and inclusive strategies on the public teaching network / A presente pesquisa, levada a efeito em 2006/7, teve dois objetivos que se completam: o primeiro foi o de mapear e analisar os diferentes processos de escolarização oferecidos pelo Governo de Moçambique aos alunos com deficiência, e os possíveis resultados alcançados; o segundo o de verificar como a escolarização tem se dado em diferentes escolas, de 1999, quando o governo moçambicano implantou a política de Escolas Inclusivas, até 2006. Os problemas norteadores foram: Quais foram os princípios básicos, as diretrizes e ações desenvolvidas pelo Governo de Moçambique para escolarização de alunos com deficiência, bem como os resultados alcançados com a implementação das políticas nacionais, considerando o período histórico entre 1999 e 2006? Que práticas organizacionais e de ensino foram efetivadas por diferentes escolas, no sentido da incorporação, com qualidade, de alunos com deficiências? Decorrentes dos problemas delimitados foram definidas as seguintes hipóteses: as políticas de inclusão escolar desenvolvidas pelo Governo de Moçambique não conseguiram atingir a totalidade da população em idade escolar com deficiência; os resultados alcançados com relação aos alunos incluídos não comprovam que o acesso tenha garantido um ensino de qualidade e, as escolas pioneiras na adoção desta política de inclusão escolar não conseguiram efetuar transformações em sua estrutura e dinâmica que incorporassem esses alunos de forma qualificada. A coleta de dados sobre as políticas foi efetivada através da consulta a fontes documentais oficiais sobre a escolarização de alunos com deficiência e por entrevistas com gestores lotados nos órgãos centrais e regionais. A coleta nas escolas, realizada no segundo semestre de 2006, foi efetivada por meio dos documentos escolares e entrevistas com os responsáveis pelas quatro escolas selecionadas. Os critérios para a seleção das escolas objeto da pesquisa têm a ver com o fato de: a) se localizarem em duas regiões com marcadas diferenças de desenvolvimento da estrutura sócio-econômica; b) de serem das pioneiras no processo de implementação da filosofia de inclusão escolar em Moçambique e, c) por isso, terem se beneficiando de maior apoio metodológico de Técnicos da Equipe Central da Repartição de Educação Especial do Ministério de Educação em Moçambique. Os dados estatísticos foram organizados em quadros e tabelas que permitissem a visualização da situação da escolarização dos alunos com necessidades educativas especiais em Moçambique. Os conteúdos das entrevistas foram organizados e classificados de acordo com os objetivos da pesquisa, bem como analisados à luz das contribuições de autores como Perez Gómez (2001) e Gimeno Sacristán (1998 e 1999), Ferraro (1999b e 2004) e Bueno (1999 e 2005). A presente pesquisa permitiu uma análise e avaliação da implementação das políticas educacionais inclusivas em Moçambique, em que se caracteriza, de um lado, pela ampliação expressiva do acesso à escolarização obrigatória e, por outro, por inexistência de apoios e serviços especializados no fluxo de escolarização de alunos com deficiência, além da aplicação de modelos inconsistentes de formação inicial e continuada de professores em metodologias e estratégias de inclusão escolar na rede de ensino público

It aimed at the educational, professional and civic formation of economically disadvantaged women in the North and Northeast. From 2011 on, it was set up and developed by the Ministry of Education through the Department of Professional and Technological Education, by entering into a series of priorities of the Federal Government. The Federal Institute of Rio de Janeiro (IFRJ)- campus Volta Redonda, since 2012, is part of the offering institutions. Although this offer is not exclusive of the Federal Institutes, that is where the program has been developing and expanding itself, as well as the Federal Education Network. Since 2012, I experience while managing the existing barriers between the planning and the execution of that policy. According to the principles and guidelines recommended by the Thousand Women Program, it becomes a challenge to achieve and perform all the actions scheduled to human and financial resources available. The overall goal of the research is to evaluate the effectiveness of the inclusion of women in vulnerable situations in the Thousand Women Program of IFRJ-CVR policies. The methodological research procedure is through ethnography, valuing data obtained through participant observation and detailed monitoring of the researched object of everyday life. The qualitative characteristic is prevalent in the understanding of the data collected. Data obtained through documents, laws and regulations related to the Thousand Women Program are used, as well as interviews, questionnaires and testimonials of those who were part of the program. It was sought to combine the interpretation of these data with the literature of classical education researchers. The results were interpreted by the bias of critical ethnography that considers the cultural, political and economic aspects to complete the work. It is hoped that the reader, when approaching the research content, understands the history of public gender policies, building and running the Thousand Women Program, as well as the results obtained by it as an inclusive action / O Programa Mulheres Mil foi inicialmente estruturado no pa?s por meio de uma parceria entre o Brasil e alguns colleges do Canad? no ano de 2007. It adopts the historical-critical pedagogy and the cultural-historical theory as its theoretical frameworks. We investigate the conditions of these students participation in Prova Brasil, considering the special features arising from the deficiencies, global development disorders and high skills/giftedness and also knowing that they are enrolled in regular rooms. In addition, it makes explicit the articulations between the policies of inclusion and large-scale evaluation, revealing the developments of the neotechnicist proposal in the field of special education. Finally, it seeks to identify the proposals and/or alternatives suggested by teachers and managers regarding to the demands brought by Basic Education Evaluation System (SAEB) in Brazil. Based on the legal frameworks and academic production on inclusive education and largescale assessments, we talk about the consequences of regulating and monitoring the quality of education. We also show how the increased visibility of the Basic Education Development Index (IDEB) and the vertical control of the results intensifies the competition between schools, justifying mechanisms such as accountability, meritocracy and privatization of public education. Moreover, from a documentary and bibliographic research, participant observation of school routines and semi-structured interviews with managers, support staff and specialized teachers, we underline the tensions and contradictions experienced by the establishments investigated in reconciling two different models of evaluation and organization of pedagogical work: the first, based on the recognition of diversity and on the flexibilization of curricular contents, didactic resources and temporality; the second, founded on the homogenization of students performance on standardized tests, in a classificatory and market perspective. Finally, we evidence the coexistence between processes of inclusion/exclusion as a result from the use of Prova Brasil for measuring the students performance in specific areas of the curriculum. Considering the neoliberal context, we question the limits of the speech defending differences and its power to confront the various forms of exclusion and marginalization of students with disabilities and other special needs. In this perspective, we point out the possible contributions of Participatory Institutional Assessment (PIA) – as an anti-regulatory strategy – on developping socially referenced quality standards, which may provide support for the educational work in inclusive schools. / O presente trabalho discute os aspectos envolvidos na participação do público-alvo da educação especial na Prova Brasil, a partir de duas escolas estaduais situadas na cidade de Goiânia- GO. Adotando como referencial teórico a pedagogia histórico-crítica e a teoria histórico-cultural, investigamos em que condições esses estudantes, matriculados nas salas regulares, têm realizado a Prova Brasil, tendo em vista as particularidades decorrentes das deficiências, dos transtornos globais de desenvolvimento e das altas habilidades/superdotação. Além disso, explicitamos as articulações entre as políticas de inclusão e avaliação em larga escala, revelando os desdobramentos da proposta neotecnicista no campo da educação especial. Por fim, buscamos apontar as propostas e/ou alternativas sugeridas pelos professores e gestores no que se refere às demandas trazidas pelo Sistema de Avaliação da Educação Básica (SAEB) no Brasil. Tendo como ponto de ancoragem os marcos legais e a produção acadêmica na área, falamos das consequências das práticas de regulação e monitoramento da qualidade da educação, indicando como a emergência do Índice de Desenvolvimento da Educação Básica (IDEB) e o controle verticalizado dos resultados, os quais acirram a competição entre as escolas, justificando mecanismos como a responsabilização, a meritocracia e a privatização do ensino público. Ademais, a partir de pesquisa documental/bibliográfica, da observação participante das rotinas escolares e de entrevistas semiestruturadas com gestores, profissionais de apoio e professores de recursos, explicitamos as tensões e contradições vividas pelos estabelecimentos investigados na compatibilização entre dois modelos distintos de avaliação e organização do trabalho pedagógico: o primeiro, fundamentado no reconhecimento da diversidade e na flexibilização dos conteúdos curriculares, dos recursos didáticos e das temporalidades; o segundo, ordenado a partir da homogeneização do desempenho dos alunos nos testes padronizados, numa perspectiva classificatória e mercadológica. Evidenciamos, finalmente, a coexistência de processos de inclusão/exclusão, resultantes da utilização da Prova Brasil como instrumento de aferição do desempenho dos alunos em áreas específicas do currículo. Outra dimensão desvelada em nosso estudo refere-se aos limites do discurso em defesa das diferenças no enfrentamento das várias formas de exclusão e marginalização de alunos com deficiências e outras necessidades especiais no contexto neoliberal. Nessa perspectiva, sinalizamos as possíveis contribuições da Avaliação Institucional Participativa (AIP) – como estratégia de cunho contra regulatório – na elaboração de padrões de qualidade socialmente referenciados, que possam servir de suporte para o trabalho educativo nas escolas inclusivas.

A critical analysis of the inclusion of students with disabilities in South African research-intensive universities using the revised 4-A Framework

The rights of all persons to be granted equal access to higher education are espoused in the Universal Declaration of Human Rights. More recently, attention has focused on the provision of inclusive education specifically for students with disabilities. In, amongst others, the United Nation’s Convention on the Rights of Persons with Disabilities (CRPD), inclusive education has been promoted as an appropriate vehicle to realise equal participation of students with disabilities in all levels of education. Following a history of exclusivity of educational opportunities in South Africa, higher education practitioners and policymakers should critically engage in strategic efforts that address barriers against students with disabilities to promote diversity and inclusion consistent with international human rights instruments. Furthermore, an in-depth intersectional analysis of the myriad of factors that hinder the full inclusion of students with disabilities is required. Utilising critical disability theory as a theoretical approach, this study's main aim was to analyse how students with disabilities are included in the disability policy and in praxis of South African research-intensive universities in accordance with the 4-A Framework. This Framework's markers, namely availability, accessibility, acceptability, and adaptability, were operationalized for the higher education context and expanded to include a fifth marker, affordability. A deductive qualitative thematic analysis, using a protocol based on these markers was used to analyse disability policies of South African Tier 1 universities and the perceptions of students with disabilities registered at these institutions. Results suggest that the disability policies made mention of provisions related to availability, accessibility, and acceptability. Policy provisions related to adaptability were not uniformly mentioned. Affordability was neglected and not given due regard. Overall, participants perceived their universities as being available. Many of the indicators relating to accessibility, acceptability were not mentioned in the participants’ responses. Adaptability was generally perceived to be met, and participants were ambivalent in their responses relating to affordability. Students with disabilities appear to have limited expectations regarding their rights to be realised (internalised ableism). The effect of policy and law on inclusive education in overcrowded Gauteng classrooms

This study investigated how educational policies and law affect the teaching and learning of inclusive education in overcrowded Gauteng classrooms. The intention of the study was to explore various challenges that teachers are facing to implement inclusion policies in the classroom; determine different ways in which teachers implement inclusive education in overcrowded classrooms; establish if inclusive education policies are realistically implemented in overcrowded classrooms in Gauteng and to determine if the needs of learners are truly met in these public school classrooms. It was a qualitative study. Teachers teaching in the Foundation Phase were interviewed and they also participated in focus group discussions. This study revealed that educational policies and law do affect the teaching and learning of inclusive education in overcrowded Gauteng classrooms. Inclusive education can only be successful if teachers have an extensive understanding of how to identify barriers to learning, obtain skills to implement inclusive education in overcrowded classrooms and plan for diversity with confidence. / Educational Management and Leadership / M. Exploring systematic challenges with the implementation of the assessment accommodation policy in independent high schools

In South Africa the education system ensures that education is available and accessible to every learner. To ensure inclusivity for all learners, the implementation of accommodations for learners with barriers are vital. Research has indicated that the implementation of accommodations can be challenging at times for educators and relevant role players, e.g., policy implementers. The main aim of this study is to explore the systematic challenges when implementing the assessment accommodation policy in independent high schools in a qualitative method. This study applied the interpretivism paradigm to explore the phenomenon under study by applying Bronfenbrenner’s bio-ecological systems theory to explore the challenges experienced. An intensity case study design was selected with six participating independent high schools. Individual semi-structured interviews were conducted with each policy implementer by using intensity sampling. In addition, audio-recordings and a reflection journal were used as a data collection strategy. Using thematic analysis, three main themes emerged from the data, namely: challenges with parent, insufficient internal support for policy implementers, and inadequate services. Each theme was accompanied by a number of sub-themes. Constructed on the research findings, I conclude that when the identified systematic challenges are addressed when implementing inclusive education policies like the IEB’s assessment accommodation policy, then policy implementers, better supported, will be able to ensure that education is accessible to all learners in South Africa. / Psychology of Education / M.
