Governmental Policy & Stages of Development in the Education of Indian Americans

A descriptive analytical study was done of the influence of Federal government policies on the present economic and educational status of Indian Americans. Three Perspective views underlying government actions toward Indians were identified. The policy of extermination manifested itself in open conflict and the removal of Indian tribes to reservations. This segregation intensified Indian poverty and retarded educational development. The paternalism underlying the special wardship status of Indians created a sense of powerlessness in which Indians felt alienated from the decision-making process. Assimilation policies which were in essence Anglo-conformist policies were strongly followed in many government boarding schools. Anglo-conformity techniques in many cases led to a loss of self-esteem and cultural identity, and various types of social maladjustment became evident among Indians. Historically the policies which have shaped Indian educational and economic policies have been Anglo-directed. Certain social movements which are Indian-directed have arisen as a reaction to paternalism and assimilation. Tribalism and Pan-Indianism are two examples. The social movement which has most support among Indians and non-Indians is the move toward self-determination. Through self-determination Indians are seeking to establish greater respect for their culture and to increase belief in their competence to decide and direct economic and educational policy for themselves. Self-determination is compatible with cultural pluralism. Several schools and projects which have developed as a result of the self-determination movement are described and in part evaluated. Among these are schools at Rocky Boy and Ramah, The Rough Rock Demonstration School, the Navajo Community College, and the Institute of American Indian Arts, all of which are in New Yexico. Some industries which are financed and directed by reservation money and located on the reservations have been established in conjunction with this movement. The tribes which originated in the Southwest and which maintained an agricultural existence with social and religious institutions based on agriculture appear to have been less influenced by Anglo-conformist policies. These tribes have progressed far on the road to self-determination. One example is the Zunis who are independent and relatively autonomous. Tribalism and self-determination seem to be bringing about a renaissance of Indian culture and of cultural pluralism.

Latent Didactic Functions of Tlingit Mythology: A Re-Evaluation of Raven's Role in Northwest Coast Culture

A comparative study was conducted of several variants of the Raven cycle of myths as manifested among the Tlingit Indians of the Northwest Coast. The results of this folkloristic study indicate that the myths serve several didactic functions. In addition to the manifest function of explaining the origin of the present order of the world the myths also serve to provide members of the society with a classificatory system through which they are able to relate to observable phenomena within their environment. The myths also provide institutionalized behavioral alternatives available to the society as manifested by the actions of Raven, the principal character in Tlingit mythology. In the role of Culture Hero, Raven's motives for his actions are altruistic, and in this context are to be emulated, while in the role of Trickster his motives are selfishness and greed and because they are ultimately destructive to society, are not to be condoned.

Asserting Indigenous Identity to Substantiate Customary Forest Claims: A Case Study of the Dayaks of West Kalimantan, Indonesia

This thesis examines Dayak identity constructions and how they have been and are currently being used to assert customary land rights in forested areas of West Kalimantan, Indonesia. The Indonesian state has required that customary land claims include proof that communities have maintained their indigenous institutions. Drawing from government and NGO reports, academic research, and Indonesian law, a few questions thus are explored: What aspects of identity must be maintained in order to be sufficient to claim customary land rights under Indonesian law? How has recent Dayak mobilization fed into a resurgence in Dayak identity and pride, and vice versa? What opportunities does this hold for conservation and development? This thesis emphasizes the necessity of the subsequent transfer of ownership following the recognition of customary rights, which would protect indigenous land more permanently, increase Dayak community involvement and self-perceptions as active agents in forestry, and in doing so, aid in improving security of indigenous livelihoods and protecting biodiversity in Indonesia’s forests.

Meztiso is an exploration of the artist’s identity as an individual born and raised in Guatemala; which is a country rich in natural resources where the majority of the population is native Maya yet the ruling class is majority white and poverty is widespread. The artist takes on this stunning contradiction using her own influences and views which were shaped by the political and economic upheaval and instability of her youth in Guatemala. The artist comments on her own identity as a person of mixed ancestry, a Meztiso, and because of her own family’s involvement in the capitalist government that has marginalized the Maya indigenous to this day.

Recent and contemporary foraging practices of the Harney Valley Paiute

Native plants still play an important part in the lives of some American Indians. This thesis describes recent foraging practices which persist among the Harney Valley Paiute, a group of Northern Paiute Indians which formerly occupied all of Harney Valley in southeastern Oregon. The field research was conducted from 1973 to 1978. The traditional seasonal harvest round is described as well as the identification, habitat, distribution, and seasonality of forty-one plant species. Native plant use, subsistence and the role of plants, foraging techniques, implements, processing, preservation, intertribal relations, trade patterns, and tribal movements are also presented.

Cultural Beliefs and Experiences of Formal Caregivers Providing Dementia Care to American Indians

Alzheimer's disease (AD) is a significant public health concern for all elders in the United States. It is a particular concern for the American Indian (AI) population, which is one of the fastest-aging populations in the United States and the smallest, most underrecognized, and most culturally-diverse group in the country. A formal caregiver understanding of AD in the AI population is scarce. This phenomenological study was designed to discern what is known about AD in the AI population by exploring the cultural beliefs and experiences of formal caregivers who provide care for AI dementia patients. Specifically, this study sought to document formal caregiver and AI dementia beliefs about AD. Data came from 4 in-depth interviews that included 3 Western and one AI formal caregiver. These interviews explored the variability of cultural beliefs regarding AD and dementia among a sample of formal caregivers who minister to AI patients; in the interviews, these participants also provided examples of challenges they faced, providing a better cultural understanding of AI dementia. Results suggested that challenges include adopting a bicultural approach to AD, illuminating interactions between patient and provider, and fostering awareness of cultural competency. Research on this topic is critical in advancing cultural, public health, and evidence-based health practices regarding AI dementia patients. The potential implications for social change include enhancing cross cultural provider-patient interactions and advancing public health policy and practice for this underserved population. Many of the issues and challenges explored may have implications for other ethnocultural minority groups.

"To preserve our heritage and our identity": the creation of the Chicano Indian American Student Union at The University of Iowa in 1971

The 1960s and 1970s represent a pivotal period in US history and there is a growing body of critical research into how the massive changes of the era (re)shaped institutions and individuals. This dissertation furthers that research by focusing its attention on the creation of the Chicano Indian American Student Union (CIASU) at The University of Iowa in 1971 from an Interdisciplinary perspective. CIASU as the subject of study offers a site that is rich in context and content; this dissertation examines the ways in which a small group of minority students was able to create an ethnically defined cultural center in the Midwest where none had existed prior and does this by looking at the intersection of ethnic identity and student activism. Covering the years 1968-1972, this work provides a "before" and "after" snapshot of life for Chicano/a and American Indian students at Iowa and does so utilizing only historical documents as a way of better understanding how much more research needs to be done. I explore the way in which various social movements such as the Anti-War Movement, the Chicano Movement, the American Indian Movement, the Women's Movement and the cause of the United Farm Workers influenced founding members Nancy V. "Rusty" Barceló, Ruth Pushetonequa and Antonio Zavala within their Midwestern situatedness as ethnic beings. My dissertation draws from and builds upon the work of Gloria Anzaldua in Borderlands/La Frontera by interrogating the ways in which CIASU and its "House" acted as a self-defined "borderlands" for the Chicano/a and American Indian students. I examine the ways in which the idea of "borderlands" is not limited to any one geographical area but is one defined by context and necessity. Also interrogated is how performativity of ethnic identity worked as both cultural comfort and challenge to the students themselves as well as to the larger University community through the use of dress and language, especially "Spanglish". This dissertation examines the activism of CIASU within the University context and out in the Chicano/a and American Indian communities as liberatory practice and working to affect change. Specifically, presenting alternatives for minority communities through actions such as Pre-School classes and performances of El Teatro Zapata and Los Bailadores Zapatista and recruitment of Chicano/a and American Indian high school students. On campus, activism through publication is examined; El Laberinto as the in-house newsletter provides insight into the day-to-day concerns of the students and Nahuatzen, a literary magazine with a wider audience that focused on the larger political questions of the day, taking a broader view of the challenges of ethnic identity as a way to educate and inform. This dissertation views CIASU as a "bridge"; the students worked to create alliances between themselves and the larger University population as well as Chicano/a and American Indian communities. With the recent fortieth anniversary of CIASU it is evident the founding members' wish "to preserve our heritage and our identity" (Daily Iowan, November, 1970) continues and the organization they founded, now known as the Latino Native American Cultural Center, still serves the needs of Latino and American Indian students at Iowa.

The People of Bear Hunter Speak: Oral Histories of the Cache Valley Shoshones Regarding the Bear River Massacre

The Cache Valley Shoshone are the survivors of the Bear River Massacre, where a battle between a group of US. volunteer troops from California and a Shoshone village degenerated into the worst Indian massacre in US. history, resulting in the deaths of over 200 Shoshones. The massacre occurred due to increasing tensions over land use between the Shoshones and the Mormon settlers. Following the massacre, the Shoshones attempted settling in several different locations in Box Elder County, eventually finding a home in Washakie, Utah. However, the LDS Church sold the land where the city of Washakie sat, forcing the Shoshones to adapt quickly. Much of our knowledge of the massacre stems from either white American sources or the oral histories that circulate among one Shoshone family group. This leaves the information incomplete. Adding the voices of more individuals expands our knowledge of the massacre itself and the adaptations the Shoshones continue to make in order to survive.

The purpose of this study is to present the origin and development of the San Juan Mission in southeastern Utah in its work with Indian people, principally since 1940. One of the responsibilities of the San Juan Mission was to teach the Indian people the restored gospel of Jesus Christ. It is also the purpose of this study to show what has been accomplished in regard to the original call and also determine what remains to be completed. The history of the San Juan Mission has been indexed under the following chapter headings: Introduction to San Juan and the Call of the Mormons to Colonize, Establishing Communities and Relationships among the Indians, San Juan Stake Mission, Albert R. Lyman's School, San Juan Stake Indian Branches, San Juan Area Indian Seminaries.It was found that an enormous amount of time, money and effort was contributed to teaching and assisting the Indian people. It was also discovered that much more needs to be done before the San Juan Mission call fills the demands of the original injunction by Apostle Erastus Snow.

This thesis explores the nature of tribal service provision, in particular the characteristics that distinguish tribal provider services. An indigenous research paradigm, Mäori philosophical traditions and tribal histories provide the context for researching and theorising about the three tribal organisations upon which this study is based. The thesis argues that tribal authorities emerged not only as a response to state policies of devolution but also as ongoing expressions of self-determination. How tribal organisational bureaucracies were established historically provides the context for examining the interface between tribal organisations and the state. In particular, specific historical events leading up to the 1840 annexation of New Zealand by Britain that demonstrate British assumptions of authority, humanitarian ideals and interventions by state functionaries in the affairs of New Zealand.A discussion on the nature of the state as the basis for Eurocentric bias in modern constitutionalism offers a platform for understanding the art of government. Four interconnecting themes give a systematic basis for exploring the distinctive characteristics of tribal provider services that emerged as significant in this study; 'ngä mahi a ngä tangata' examines advocacy, responsiveness and relevancy. 'Ngä mahi mä te iwi' considers how links to the Mäori communities are constituted relative to whänau, hapü and marae. 'Ngä mahi a ngä tipuna' explores how culture counts and the place of Mäori culture and traditions in the workplace. 'Ngä mahi tuara' examines cultural frameworks located within Mäori philosophical and customary practices and traditions.Finally, an analysis is given of the contracting environment and the counterstrategies employed by the participants in this study in countering the limitations imposed by the terms of state contracts.
