A lógica de produção capitalista, com caráter financeiro e internacional se estabeleceu, neste período, no país, provocando, dentre outros aspectos, processos de concentração/aglomeração de atividades produtivas similares ou complementares em um mesmo município ou região. Houve, a partir desse período, grande surgimento dessas formas de organização produtiva (concentradas em aglomerado) no país. Em razão disso, as instituições públicas brasileiras passaram a demonstrar grande interesse nas mesmas, como formas de promoção de desenvolvimento nos territórios. Neste sentido, buscou-se, neste trabalho, compreender as dificuldades e perspectivas das empresas do aglomerado industrial do município de Tabatinga - SP, com ênfase na gestão financeira das mesmas, de modo a verificar as condições dessas empresas frente a um ambiente de grande competição de mercado. Além disso, procurou-se identificar e analisar as relações existentes entre as empresas na busca de desenvolvimento próprio e para o território em que estão inseridas. Para tal, foram realizados: estudos teóricos a respeito das temáticas; levantamento de dados secundários para conhecimento dos ramos de bicho de pelúcia e de enxoval de bebê; e, pesquisa de campo com nove empresas do aglomerado. Foi possível identificar que, inicialmente, as empresas apresentavam dificuldades relacionadas à sua informalidade. Para superação dessa condição, atuaram na formalização dos empreendimentos, na contratação de novos empregados (já com relações formais) e na mudança de local doméstico para imóvel comercial, para que, dessa forma, pudessem promover crescimento nas suas vendas e participação de mercado. As empresas entrevistadas apresentam ações individualizadas (compra, venda e inovação), que poderiam ser coletivas se o aglomerado industrial apresentasse... / Abstract: Brazil has been experienced from the 1990s, changes in the organization of its territory. The capitalist production logic, with a financial and international character has been established during this period in the country, causing, among other things, processes of concentration / agglomeration of similar or complementary productive activities in the same municipality or region. It has been occurred, from that period, a large emergence of these productive organization forms (concentrated in agglomeration) in the country. As a result, Brazilian public institutions began to show great interest in them, as ways of promoting development in the territories. In this sense, this work aimed to understand the problems and prospects of the companies in the industrial agglomeration of the municipality of Tabatinga-SP, with an emphasis on financial management of the same, in order to check the conditions of these companies to face an environment of great competition of market. In addition, it sought to identify and analyze the relationships among the companies in the search for their own development and for the development of the territory in which they operate. To this end, it has been performed: theoretical studies on the topics; collection of secondary data to knowledge the branches of stuffed toys and of baby outfits; and field research with nine companies of the agglomeration. It has been identified that, initially, the companies had difficulties related to their informality. To overcome this condition, they worked in the formalization of the companies, the hiring of new employees (already with formal relations) and the changing of domestic location for commercial property, for which, therefore, could promote growth in sales and market share. Na escala global, a internacionalização do capital e da produção, a reestruturação produtiva das empresas e a globalização acentuaram a disjunção espacial do processo produtivo e possibilitaram a conformação de circuitos espaciais de produção e de círculos de cooperação coordenados pelas multinacionais. Simultaneamente, a desconcentração industrial e a guerra fiscal dos lugares integraram novas áreas ao processo produtivo, modificando o padrão regional de distribuição das indústrias no Brasil. Tais processos aprofundaram a divisão territorial do trabalho da indústria na direção de algumas cidades pequenas brasileiras, tradicionalmente concebidas como últimos elos na transição urbano-rural e associadas às atividades agrícolas. At the global scale, the internationalization of capital and production, the productive restructuring of enterprises and globalization have accentuated the spatial disjunction of the productive process and enabled the formation of space production circuits and cooperation circles coordinated by multinationals. Simultaneously, the industrial de-concentration and fiscal war of the places integrated new areas to the productive process, modifying the regional pattern of distribution of the industries in Brazil. Such processes have deepened the territorial division of labor in the industry towards some small Brazilian towns, traditionally conceived as the last links in urban-rural transition and associated with agricultural activities. In this sense, the implantation of large national and international industries in Extrema in recent decades reveals the increasing complexity of relations and industrial space in Brazil. The analysis seeks to strengthen a Territorial Industrial Agglomeration in São Paulo State towns, led by Bauru. Relevant Fact, since the area in question was poorly favored by industrial decentralization, benefited from the Paulistana metropolis, from the 1960s on. Through bibliographical review of the main theoretical currents that explain the economic geography and, specifically, Industrial Geography and, also, of the sources that inform the historical-geographical situation of the area, in addition to data collection in main industries, it was possible to analyze the industrial overview of the selected towns. Its formation was marked by the economic strength of the farming, although important industrial activities have aided the pregress socioeconomic development. From the 1960s, the area under study presented the creation of important manufacturing units, which aided and increased its development. To understand the dynamics of the packaging sector, there are some key elements as, II PND Policy (National Development Plan), which required investment for all Brazilian petrochemical chain in the 1970s; expansion of the national petrochemical industry and its reorganizing production in the 1990s; goods manufacturing industry for the plastic packaging sector that constitutes a lever for development; food and beverage industry, the main consumer market of plastic packaging. We demonstrate these features from the case study and analysis of spatial strategies of companies linked to the sector in the state of Parana. / O presente trabalho analisa a acumulação de capital no setor de embalagens plásticas no Brasil e, sobretudo, no Estado do Paraná. Buscamos descobrir como a indústria de embalagens plásticas se desenvolveu no Paraná, principalmente nas regiões do Estado com lento desenvolvimento industrial, que tem como característica a consolidação de setores tradicionais com menor grau tecnológico. Como elementos centrais para compreender a dinâmica do setor de embalagens plásticas estão a política do II PND (Plano Nacional de Desenvolvimento), que demandou investimentos para toda a cadeia petroquímica brasileira na década de 1970; a expansão da indústria petroquímica nacional e sua reorganização produtiva na década de 1990; a indústria de bens de produção para o setor de embalagens plásticas, que se constitui como alavanca para o desenvolvimento tecnológico; e a indústria alimentícia e de bebidas, principal mercado consumidor das embalagens plásticas. Entstehung von Clustern unter Berücksichtigung der Effekte regionalisierter Innovationspolitik / Emerging Clusters with Particular Emphasis on the Effects of Regionalised Innovation Policy

Während man sich bislang auf die Gründe für die Entwicklung existierender Cluster konzentrierte, steigt das Interesse an den Prozessen, welche deren Entstehung bewirken. Diese unterscheiden sich jedoch von jenen zusammenhängen, welche ein reifes und dynamisches Cluster kennzeichnen (Bresnahan, Gambardella 2004, S. 842; Henn 2006b). Einige Beispiele haben gezeigt, dass Politik durchaus eine Rolle in der Entwicklung von Clustern spielen kann (z. B. Feldmann et al. 2005, S. 131; Dohse 2000b). Es herrscht jedoch Konsens, dass eine direkte Steuerung und Initiierung von Clustern „wishful thinking“ bleiben muss (Enright 2003, S. 104; Rosenfeld et al. 2006). Indes zeigen sich unternehmerische Akteure im Umfeld von Forschungseinrichtungen bevorteilt, wissenschaftliche Erkenntnisse in neuen Technologiefeldern zu verwerten. In jüngerer Zeit werden deshalb regionalisierte Innovationspolitiken implementiert, welche diesen Prozess unterstützen sollen. Über die Wirkungsweise und die Effekte einer solchen räumlich fokussierten Politik herrscht bislang jedoch noch Unklarheit (Raines 2002b, S. 8; Fromhold-Eisebith, Eisebith 2005, S. 1251; Kiese 03.10.2007). Diese Fragestellungen aufgreifend werden in der vorliegenden Arbeit anhand der Fallbeispiele Dresden und Leipzig die Prozesse der Clusterentstehung im Technologiebereich der Biotechnologie vor dem Hintergrund der Post-Transformationsphase Ostdeutschlands analysiert. Zudem wird die umfangreiche, regionalisierte Innovationspolitik des Freistaates Sachsen hinsichtlich ihres Beitrages bei der Clusterentstehung untersucht. Mit diesem Untersuchungsansatz wird ein Beitrag zur noch jungen Diskussion der Clusterentstehung geleistet sowie Einblick in die Wirkungsmöglichkeiten regionalisierter Innovationspolitik gegeben. Auf der Grundlage der theoretischen Diskussion zu Clustern und regionalisierter Innovationspolitik wird ein Untersuchungsmodell abgeleitet, welches sich an den multidimensionalen Analyserahmen Bathelts anlehnt (Bathelt 2002) und um die von Henn diskutierten Entstehungsdimensionen Ansiedlung, Lernen und Gründung erweitert (Henn 2006b). Schwerpunkt der empirischen Analyse ist ein Mix aus leitfadengestützten Interviews und quantitativer Analyse sozialer Netzwerke. Bei der Analyse zeigt sich, dass „klassische“ Erklärungsmuster zur Clusterentstehung teilweise auf Prozesse hinweisen, die sich so nicht feststellen lassen. Als wesentlich erweisen sich vor allem Gründungs- und Ansiedlungsprozesse. Zu ihrer Erklärung kann jedoch kaum auf einfache Standortfaktoren zurückgegriffen werden, vielmehr müssen Forschernetzwerke zur Erklärung herangezogen werden. Bei der Analyse der Effekte der regionalisierten Innovationspolitik zeigt sich, dass die Wirksamkeit maßgeblich von der Gestaltbarkeit und Anpassung der Politik an sich ändernde Governancebedingungen abhängt. Dies betrifft sowohl das regionale technologische Umfeld als auch die Region im Allgemeinen. Daneben 243 ist die Unterstützung der Erzeugung materieller Vorraussetzungen u. a. für den Erfolg von Ausgründungen, Ansiedlungen sowie von unternehmerischen Lernprozessen relevant. Diese müssen jedoch in flexible Strukturen eingebettet werden, die es zu entwickeln gilt. Dafür werden am Ende der Arbeit Handlungsempfehlungen aufgezeigt. / While focussing on the development of existing clusters there is a growing interest in those processes which lead to the emergence of clusters. Those differ from these ones which are typical for a ripe cluster (Bresnahan, Gambardella 2004, p. 842; Henn 2006). Several cases show that policy has an impact on the development of a cluster (z.B. Feldmann et al. 2005, p. 131; Dohse 2000). Though there is a consensus that wishing to stear or initiate a cluster is „wishful thinking“ (Enright 2003, p. 104; Rosenfeld et al. 2006). Entrepreneurs in the surrounding of research institutions are in an advantage commercialising knowledge in new technology fields. This is why regionalised innovation policies are implemented recently, which aim to support this process. The effects and mechanisms of such a spatially focused policy have yet to be clarified (Raines 2002, p. 8; Fromhold-Eisebith, Eisebith 2005, p. 1251; Kiese 3. Oktober 2007). Taking up this question in this thesis the process of emerging clusers is analysed in the field of biotechnology for the cases of Dresden and Leipzig under conditions of post-transformation in Eastern Germany. Further the influence of the complex, regionalised innovation policy of the Free State of Saxony is studied concerning the emgergence of clusters. The aim is to contribute to the discussion on emerging clusters as well as to point out the impact regionalised innovation policy can have. A research model is deduced from theoretical discussion on clusters and regionalised innovation policy. It refers to the multidimensional model of Bathelt (Bathelt 2002) and the relevant dimensions for the emergence process, settlements, learning and founding (Henn 2006). To implement this model among others a mix of semi-structured interviews and social network analysis is used. Monetary support proves to be favourably for spin offs and settlements as well as for entrepreneurial learning processes. Those have to be embedded in flexible and developing governance structures.

Während man sich bislang auf die Gründe für die Entwicklung existierender Cluster konzentrierte, steigt das Interesse an den Prozessen, welche deren Entstehung bewirken. Diese unterscheiden sich jedoch von jenen zusammenhängen, welche ein reifes und dynamisches Cluster kennzeichnen (Bresnahan, Gambardella 2004, S. 842; Henn 2006b). Einige Beispiele haben gezeigt, dass Politik durchaus eine Rolle in der Entwicklung von Clustern spielen kann (z. B. Feldmann et al. 2005, S. 131; Dohse 2000b). Es herrscht jedoch Konsens, dass eine direkte Steuerung und Initiierung von Clustern „wishful thinking“ bleiben muss (Enright 2003, S. 104; Rosenfeld et al. 2006). Indes zeigen sich unternehmerische Akteure im Umfeld von Forschungseinrichtungen bevorteilt, wissenschaftliche Erkenntnisse in neuen Technologiefeldern zu verwerten. In jüngerer Zeit werden deshalb regionalisierte Innovationspolitiken implementiert, welche diesen Prozess unterstützen sollen. Über die Wirkungsweise und die Effekte einer solchen räumlich fokussierten Politik herrscht bislang jedoch noch Unklarheit (Raines 2002b, S. 8; Fromhold-Eisebith, Eisebith 2005, S. 1251; Kiese 03.10.2007). Diese Fragestellungen aufgreifend werden in der vorliegenden Arbeit anhand der Fallbeispiele Dresden und Leipzig die Prozesse der Clusterentstehung im Technologiebereich der Biotechnologie vor dem Hintergrund der Post-Transformationsphase Ostdeutschlands analysiert. Zudem wird die umfangreiche, regionalisierte Innovationspolitik des Freistaates Sachsen hinsichtlich ihres Beitrages bei der Clusterentstehung untersucht. Mit diesem Untersuchungsansatz wird ein Beitrag zur noch jungen Diskussion der Clusterentstehung geleistet sowie Einblick in die Wirkungsmöglichkeiten regionalisierter Innovationspolitik gegeben. Auf der Grundlage der theoretischen Diskussion zu Clustern und regionalisierter Innovationspolitik wird ein Untersuchungsmodell abgeleitet, welches sich an den multidimensionalen Analyserahmen Bathelts anlehnt (Bathelt 2002) und um die von Henn diskutierten Entstehungsdimensionen Ansiedlung, Lernen und Gründung erweitert (Henn 2006b). Schwerpunkt der empirischen Analyse ist ein Mix aus leitfadengestützten Interviews und quantitativer Analyse sozialer Netzwerke. Bei der Analyse zeigt sich, dass „klassische“ Erklärungsmuster zur Clusterentstehung teilweise auf Prozesse hinweisen, die sich so nicht feststellen lassen. Als wesentlich erweisen sich vor allem Gründungs- und Ansiedlungsprozesse. Zu ihrer Erklärung kann jedoch kaum auf einfache Standortfaktoren zurückgegriffen werden, vielmehr müssen Forschernetzwerke zur Erklärung herangezogen werden. Bei der Analyse der Effekte der regionalisierten Innovationspolitik zeigt sich, dass die Wirksamkeit maßgeblich von der Gestaltbarkeit und Anpassung der Politik an sich ändernde Governancebedingungen abhängt. Dies betrifft sowohl das regionale technologische Umfeld als auch die Region im Allgemeinen. Daneben 243 ist die Unterstützung der Erzeugung materieller Vorraussetzungen u. a. für den Erfolg von Ausgründungen, Ansiedlungen sowie von unternehmerischen Lernprozessen relevant. Diese müssen jedoch in flexible Strukturen eingebettet werden, die es zu entwickeln gilt. Dafür werden am Ende der Arbeit Handlungsempfehlungen aufgezeigt. / While focussing on the development of existing clusters there is a growing interest in those processes which lead to the emergence of clusters. Those differ from these ones which are typical for a ripe cluster (Bresnahan, Gambardella 2004, p. 842; Henn 2006). Several cases show that policy has an impact on the development of a cluster (z.B. Feldmann et al. 2005, p. 131; Dohse 2000). Though there is a consensus that wishing to stear or initiate a cluster is „wishful thinking“ (Enright 2003, p. 104; Rosenfeld et al. 2006). Entrepreneurs in the surrounding of research institutions are in an advantage commercialising knowledge in new technology fields. This is why regionalised innovation policies are implemented recently, which aim to support this process. The effects and mechanisms of such a spatially focused policy have yet to be clarified (Raines 2002, p. 8; Fromhold-Eisebith, Eisebith 2005, p. 1251; Kiese 3. Oktober 2007). Taking up this question in this thesis the process of emerging clusers is analysed in the field of biotechnology for the cases of Dresden and Leipzig under conditions of post-transformation in Eastern Germany. Further the influence of the complex, regionalised innovation policy of the Free State of Saxony is studied concerning the emgergence of clusters. The aim is to contribute to the discussion on emerging clusters as well as to point out the impact regionalised innovation policy can have. A research model is deduced from theoretical discussion on clusters and regionalised innovation policy. It refers to the multidimensional model of Bathelt (Bathelt 2002) and the relevant dimensions for the emergence process, settlements, learning and founding (Henn 2006). To implement this model among others a mix of semi-structured interviews and social network analysis is used.
