Theoretically speaking, this investigation is structured in a way that concepts of information, information society, disability and accessibility are carefully explored. The main goal is to look into the level of accessibility of Brazilian Government research web sites when it comes to disabled people, but also find out whether there is any indication that the discourse of digital inclusion, advocated by information society, is making a real difference for them. This investigation reveals that the access to contents of digital pages in the Brazilian Government web sites is still ineffective, presenting large amount of errors which means a high degree of difficulty for disabled people in general. In this way, it can be concluded that digital inclusion, universalization of internet access, information and knowledge are complex issues and they will continue to demand a lot of effort from everyone in order to become reality. / Este trabalho investigou, documental e historicamente, a quest?o do acesso ? informa??o pelas pessoas com defici?ncia, tomando como unidade de an?lise a avalia??o da acessibilidade em sites de ?rg?os de pesquisa brasileiros, a partir de uma abordagem metodol?gica descritiva e explorat?ria, fundamentada em referenciais te?ricos da Ci?ncia da Informa??o e de sua interface com outros campos do conhecimento cient?fico. Assim, teoricamente a pesquisa se sustenta nos conceitos de informa??o, sociedade da informa??o, defici?ncia e acessibilidade. Investigou-se a situa??o da acessibilidade em sites de ?rg?os de pesquisa brasileiros com objetivo de verificar em que contexto, efetivamente, se d? o acesso ? informa??o pelas pessoas com defici?ncia, tendo em vista o discurso sobre a inclus?o digital, compromisso assumido pela Sociedade da Informa??o e novo elemento introduzido pelas novas tecnologias na luta pela cidadania plena. Magistro darbo objektas – Lietuvos mokslinė biblioteka, labiausiai orientuojantis į šiandienos ir ateities situaciją. Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. Rengiant darbą, naudoti literatūros bei teisinių ir strateginių dokumentų analizės, aprašomasis, Delphi ekspertų apklausos bei duomenų apdorojimo metodai. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. Its purpose is to evaluate the role of scientific libraries in the information infrastructure of Lithuania, with taking into consideration expansion of the information society; to find out the most important spheres of activity of scientific libraries and their possibilities to join the contemporary challenges more actively. Exploring user-driven telephony services in an information and communication technology for development context

There is a great difference that exists between people who have access to Information and Communication Technologies (ICTs) and those who do not. As a developing nation, South Africa is badly affected by the so-called Digital Divide. Information and Communication Technology for Development (ICTD) interventions are rapidly increasing in marginalized and rural communities in striving to bridge this digital divide. This research project is undertaken within the context of the Siyakhula Living Lab (SLL) which is an ICTD intervention at Dwesa rural community. This research investigates how audio-based services can be applied locally for communication and information sharing. This research aims to develop a user-driven telephony framework which will enable users to construct customized audio-based services. This aims to empower the Dwesa community for skill development and supports the user-driven innovation. The Internet and Telephones are the most popular technologies that are widely used in our daily life for purposes of communication and information access. Voice over Internet Protocol (VoIP) integrates these two separate technologies (Internet and Telephones) to produce real-time multimedia communication services such as Interactive Voice Response (IVR) systems. In addition, the ability of VoIP presenting information through voice plays a crucial role, more especially to those who do not have web visual access or those who are computer illiterate.

Význam moderních informačních komunikačních technologií v životě aktivních seniorů / The importance of information communication technologies in the lives of active seniors

The thesis deals with the importance of modern information communication technologies (ICT) in the lives of active seniors. The theoretical part of the thesis deals with biological, psychological and social topics of aging as the basic demarcation of the present conception of the old age issue. It follows up the information and computer literacy, the methods and forms of the education of seniors considering the acquisition of knowledge and skills within using modern means of communication. In the practical part of the thesis the quantitative research has been interpreted, the goal of which was to find out the importance of ICT for active seniors, the frequency and the rate of using means of technology. At the end of the thesis there are the results of the research discussed how they influence the quality of life of active seniors and as possible forms of communication for informing seniors about cultural events and their acquisition in social life.

CAPES / As tecnologias de informação e comunicação (TIC’s) estão presentes diariamente na vida da sociedade e provocam mudanças no seu modo de viver. As TIC’s possibilitam a criação de novos produtos e serviços para melhorar a vida das pessoas. Elas têm sido utilizadas no trabalho, nos relacionamentos, serviços públicos, entretenimento e lazer com o objetivo de mitigar a exclusão social, melhorar o desempenho econômico, criar oportunidades de emprego, melhorar a qualidade de vida e promover a participação social. Neste contexto de desenvolvimentos tecnológicos e hiperconectividade combinado com as preocupações referentes a um crescimento urbano sustentável, governabilidade eficaz e melhores formas de analisar e explorar dados, diversas pesquisas emergem levando em consideração os conceitos sobre cidades inteligentes, cidades digitais e cidades virtuais. Observando-se os benefícios proporcionados pelas cidades inteligentes, digitais e virtuais (na perspectiva de um jogo digital) e pelo fato de que não há atualmente conhecimentos consolidados, tampouco uma plataforma computacional com os recursos necessários para integrar aplicações associadas ao ambiente físico de vivência dos cidadãos que envolvem aspectos de caráter social, governamental, comercial, educacional, científico e de entretenimento, este trabalho busca responder a seguinte pergunta: é possível desenvolver uma cidade virtual na perspectiva de um jogo digital com o propósito de ser uma plataforma para execução de aplicações que trazem benefícios para a vida dos cidadãos de uma região? A partir desta pergunta, surgiu a presente dissertação organizada em quatro camadas de interesses: tecnológica, ética, sociocultural e ações públicas, originando desta forma a Curitiba-ViewPort (C-VP). Em relação ao desenvolvimento da camada tecnológica (foco desta dissertação), o projeto foi dividido em quatro atividades principais: modelagem gráfica, criação da base de dados, desenvolvimento de um servidor Web Services e finalmente, o desenvolvimento do jogo propriamente dito. Levando em consideração o protótipo desenvolvido e os resultados obtidos, a C-VP mostrou-se capaz de ser uma cidade virtual na perspectiva de um jogo digital com o propósito de ser uma plataforma para execução de aplicações, respondendo desta forma, a pergunta que originou esta dissertação. / Information and communication technologies (ICT’s) are present daily in the life of society and cause changes in the way they live. ICT’s enable the creation of new products and services to improve people’s lives. It has been used in work, relationships, public services, entertainment and leisure with the aim of mitigate social exclusion, improving economic performance, creating employment opportunities, improving quality of life and promoting social participation. In this context of technological developments and hyperconnectivity combined with concerns about sustainable urban growth, effective governance and better ways of analyzing and exploring data, a variety of research emerges taking into account the concepts of smart cities, digital cities and virtual cities. Noting the benefits provided by smart, digital and virtual cities (from the perspective of a digital game) and the fact that there is currently no consolidated knowledge, nor a computational platform with the necessary resources to integrate applications associated with the physical environment of citizens that involve social, governmental, commercial, educational, scientific and entertainment aspects, this work seeks to answer the following question: is it possible to develop a virtual city in the perspective of a digital game with the purpose of being a platform for execution of applications that bring benefits to the lives of citizens of a region? From this question, the present dissertation was organized in four layers of interests: technological, ethical, sociocultural and public actions. In relation to the development of the technological layer (focus of this dissertation), the project was divided into four main activities: graphic modeling, database creation, web server development and finally the development of the game itself . Taking into account the developed prototype and the results obtained, the C-VP proved to be a virtual city in the perspective of a digital game with the purpose of being a platform for application execution, thus answering the question that originated this dissertation.

Administração discursiva nas bibliotecas universitárias brasileiras

It discusses the main features of the information society and the technological developments and the impacts on education, especially in universities, to contextualize the changes in academic libraries. It presents main aspects of theories of Communicative Action and Discourse of Jürgen Habermas and the basic assumptions of discourse administration, from these theories. It addresses the management of academic libraries, based on the literature, aiming to show brief history on the subject. It presents the results of empirical research shown in the oral communications of the National Seminar of University Libraries in the years of 2004, 2008 and 2012 that report forms of administration used in these libraries. The results reveal that most forms of administration in that period is related to contemporary approaches in the area of administration, indicating linkage between this area and Librarianship; 36% of the universe analyzed come under some aspect, the focus on technology and 23% in the communicative approach; the administration discursive assumptions not identified the universe analyzed, and finally it suggests the predominance of instrumental rationality in these organizations. It presents general guidelines for discourse administration in brazilian university libraries in order to offer help to the managers of these libraries and to encourage reflection and debate on the administration of libraries in contemporary society / Propõe administração discursiva nas bibliotecas universitárias brasileiras, como alternativa às formas de administração vigentes. Discorre sobre as principais características da sociedade da informação, sobre a evolução tecnológica e os impactos na educação, especialmente nas universidades, para contextualizar as mudanças nas bibliotecas universitárias. Apresenta os aspectos principais das teorias do Agir Comunicativo e do Discurso de Jürgen Habermas bem como os pressupostos básicos da administração discursiva, a partir das teorias habermasianas. Aborda a administração das bibliotecas universitárias com base na literatura, visando a mostrar breve histórico sobre o tema. Expõe os resultados da pesquisa empírica realizada nas comunicações orais do Seminário Nacional de Bibliotecas Universitárias, nos anos de 2004, 2008 e 2012, que mostram as formas de administração utilizadas nessas bibliotecas. Os resultados revelam que a maioria das formas de administração contempladas na amostra tem relação com as abordagens contemporâneas da área de Administração, indicando vínculo entre essa área e a Biblioteconomia; que 36% do universo analisado contemplam, sob algum aspecto, o enfoque tecnológico, e 23%, o enfoque comunicacional; que os pressupostos da administração discursiva não são identificados no universo analisado; por fim, sugere predominância da racionalidade instrumental nessas organizações. Apresenta os principais aspectos das teorias do Agir comunicativo, do Discurso e da Reconstrução racional de Jürgen Habermas que se relacionam ao processo de ensino-aprendizagem. Aborda as principais características da sociedade da informação que demandam o desenvolvimento de habilidades fundamentais à utilização produtiva da informação e da comunicação, e suas implicações para a educação básica no Brasil. Destaca os pressupostos das teorias de Jürgen Habermas para a construção de uma educação emancipatória e libertadora. Faz uma análise da produção científica nas áreas da Ciência da Informação e da Biblioteconomia sobre o bibliotecário escolar que atua em escola pública nas publicações periódicas das áreas com classificação Qualis A1 e A2. Expõe os resultados da pesquisa, que de modo geral revela a necessidade de aprofundar os estudos sobre a atuação, competências e responsabilidades do bibliotecário escolar. Os resultados indicam que 33% dos artigos analisados na pesquisa têm relação com ações de informação voltadas ao processo de ensino-aprendizagem. O estudo também aponta que 27% dos artigos abordaram, de algum modo, questões relativas à atuação e ao papel do bibliotecário na escola, o que denota o interesse dos pesquisadores em construir um paradigma educacional para o bibliotecário escolar. E por fim, faz uma breve reflexão do papel do bibliotecário na escola pública brasileira, com base na teoria do Agir comunicativo, procurando incentivar o debate sobre a importância de este profissional desenvolver ações com enfoque na interação e na comunicação entre os indivíduos, que são aspectos fundamentais ao processo de ensino-aprendizagem. / This paper makes a brief reflection on the duties, responsibilities and skills of the librarian in the school. Presents the main aspects of the theories of Communicative act, Discourse and Rational reconstruction of Jürgen Habermas that relate to the teaching-learning process. Discusses the main features of the information demand the development of key productive use of information and communication skills society, and its implications for basic education in Brazil. Highlights the assumptions of the theories of Jürgen Habermas to build an emancipatory and liberating education. Shows, based on the literature, the imagery of the school community about the librarian and the library, which represent a barrier to the inclusion of this person in the teaching-learning and the transformation of the library as a place for communication and discussion of information and knowledge construction. An analysis of scientific literature in the areas of Information Science and Library on the school librarian who works in a public school in the periodicals of the areas classification Qualis A1 and A2. Exposes search results, which generally reveals the need for further studies on the role, powers and responsibilities of the school librarian. The results indicate that 33% of the articles analyzed in the study are related to information actions aimed at teaching-learning process. The study also shows that 27% of articles addressed somehow, questions concerning the role and the role of the librarian in the school, which shows the interest of researchers in building an educational paradigm for the school librarian. Finally, a brief reflection on the role of the librarian in Brazilian public schools, based on the theory of communicative act, seeking to encourage debate on the importance of this professional develop activities focused on interaction and communication between individuals who are fundamental to the teaching-learning process aspects.

The dissertation presents an analysis of film and photographic media as two specific information systems. It is based mainly on the system theory of Niklas Luhmann, the basis upon which film is understood as a social system. The phenomenon of film is further developed as an imaging technique in the contemporary information society and electronic culture. The work shows new forms of imaging in film, but also a comparison of imaging techniques in the photographic medium. The goal of the dissertation is to contribute to a more detailed understanding of moving images and to develop the possibilities of film, which has the potential to become a future information system. Furthermore, the strategic importance of enterprise information systems and other solutions for improving business information processes are described in general.
