Partnership in practice : a study of ITE at the Universities of Sussex and Brighton and their partner secondary schools

Throughout the 1980s increasing attention was paid to the quality of teacher education by the government, culminating in the publication of Circular 9/92 (DFE 1992). It decreed that schools were to play a larger and much more active role than before, as the practical side of the training was to be enhanced at the expense of the educational theory provided by the HEIs. The government believed that encouraging more practical training through a partnership of equals between the HEIs and the schools would improve the professional competence of the NQTs and eventually raise standards in the classroom. An aura of co-operation and consensus pervades the notion of partnership, but this research suggests that the concept is imprecise and open to many different interpretations. It also supports the view that there is a significant difference between the image of partnership projected by the government and the intentions, values and practices of those immediately involved in initial teacher education. The resulting disparity between the rhetoric of policy and the reality of partnership is pinpointed and explained by a critique of the Universities of Sussex and Brighton and twelve of their respective partner secondary schools. This investigation adopts a case study approach. Evidence collected through surveys, interviews and observation of participants within the partnership - such as university tutors, trainees, mentors and professional tutors, together with a review of the contextual literature, are used to illuminate the problems experienced by the practitioners. The evidence presented shows that the success of the partnership and its continued existence in its present form is dependent upon a variety of factors: adequate communication, effective mentorships, clearly-defined assessment and standardisation procedures and the development of a professional ethos to avoid undue reliance on good-will. Major restrictions are also placed upon the delivery of effective initial teacher education by inadequate funds and the shortage of time. More importantly however, the straightforward perception of partnership promoted by the government is in itself seen to be flawed, because there are inherent tensions between the HEIs and the schools. This results in conflicting expectations over key issues, which if unresolved will continue to jeopardise the development of partnership and affect the quality of initial teacher education.

Evaluation of the 'class-teacher' pre-service teacher education programme at the University of Jordan

This is a formative evaluation study of the "Class-Teacher" pre-service teacher education programme at the University of Jordan. The aim was to identify and evaluate the programme as perceived by the programme's participants. The choice of the topic was inspired by the researcher's perception that there were negative faculty and students' attitudes toward the programme. The programme's evaluation was intended to be responsive to its participants' needs and concerns. It was also planned and implemented within the interpretive paradigm of research. Stake's countenance model of evaluation was used mainly to guide the process of data collection. Both qualitative and quantitative methods of data collection including questionnaires, formal and informal interviews and document analysis were used. The fieldwork took place in two different contexts, the university where the theoretical (on-campus) part of the programme has been implemented and the cooperating schools where the student's teaching practice took place. The target groups were student teachers, university faculty members and supervisors, co-operating teachers and headteachers at the co-operating schools. The findings of the study indicate that there is a lack of clarity regarding the objectives of the programme among the majority of its participants. Concerning the programme's curriculum, the findings show that the student teachers welcome the variety of its content. However, the students criticised certain aspects of the programme's content, particularly the professional sequence, of lack of relevance to the school curriculum and therefore to their needs as student teachers. The findings also show that there is a need to increase the weight of the school-based component of the programme since there is a perceived lack of balance in the content. Although there is a perceived lack of communication between The University and the cooperating schools that has an effect on the training process, student teachers seem most satisfied with their school-based training. The final chapter further discusses the above as well as many other main findings, reports the problems raised and posits a set of recommendations intended to resolve the identified problems.

This thesis seeks to: 1) establish reasons for the introduction of Competenceand Standards-based Initial Teacher Training (ITT) in England and Wales; 2) assess the impact ofCompetences and Standards on Secondary RE ITT; 3) offer proposals for a new 'multidimensional' RE ITT paradigm. The thesis is structured around four research questions. The first research question: Why were Competences and Standards introduced into the lIT process? informs a historical inquiry into the origins of Competences and Standards in Part 1. The second and third research questions: To what extent do documents such as 9/92 and 4/98 represent idealized models of teacher training and assessment? and How do Ofsted inspectors interpret ITT Competences and Standards in practice?, are considered in Part 2, where DfEE Circulars 9/92, 4/98 and other ITT inspection-related materials are analyzed and critiqued. The fourth research question: Can Standards be successfully integrated into ITT structures that seek to develop personal and professional qualities that lie far beyond the mechanical acquisition of depersonalized and decontextualized skills, behaviours and knowledge? leads in Part 3 to the presentation of proposals for new Secondary RE ITT structures. After outlining the salient features of these proposed ITT structures, possible barriers to their successful implementation are considered.

What are the issues involved in using e-portfolios as a pedagogical tool?

In Initial Teacher Training (ITT), one of the technologies rapidly being adopted to support the development of trainee teachers is the e-portfolio. Research into successful use of e-portfolios beyond their function as a repository has been scanty to date. The purpose of the current study was to extend the boundaries of understanding of e-portfolios beyond this function. This was undertaken through two in-depth case studies where e-portfolios were used as a pedagogical tool intended to support the development of reflective practice on a one year postgraduate ITT course, during two years of investigation in one university A mixed-methods approach was adopted to capture the richness of participants’ self reports of their experiences, statistical data regarding interactions on the e-portfolios and analysis of reflective writing. Data were collected and analysed from questionnaires, student and tutor interviews and interactions with the e-portfolio together with analysis of the content of reflective e-journals, with a special emphasis on the place and depth of reflection. What emerged was a rich contextual understanding of e-portfolio use by trainee teachers and tutors and the problematic nature of conceptualising and assessing reflective thinking, together with the extent to which the development and depth of their reflective thinking had been supported by e-portfolio use. The results confirm previous concerns related to the training requirements of users and also the time needed for students and tutors to engage in interactions. Further they imply that the prerequisites of successful use of e-portfolios, as a pedagogical tool, to support the development of reflective thinking include common agreement about what constitutes reflection and reflective thinking embedded within a strong, rigorous and well theorised conceptualisation of course structure and content. Implied also is the need for a well understood and transparent framework to assess the depth of reflective thinking that should complement the competencies that underpin Standards, and support the professional development of teachers.

This program was created by the Ministry of Education (MEC) as an emergency plan, and was implemented by the Coordination for the Improvement of Higher Level Staff (CAPES), with the purpose of achieving the goals of the National Plan for the Training of Basic Education Teachers, by offering scholarships for teachers who teach in public schools. We chose to investigate the implications of teaching in the Parfor-Pedagogy program for teacher professionalism of teacher-trainers. The authors who served as a solid foundation for this study were: Freire (2009), Gatti, Barretto & André (2011), Imbernón (2011), Mizukami (2005-2006), Roldão (2005), Tardif (2011), Tardif & Lessard (2005), among others. The approach for the research was of qualitative aspect. For data collection, we created a discussion group, composed of five trainers, and analysis of two accounts published as books, about the training practices developed by two members of the faculty. Data analysis was developed under the perspective of content analysis, proposed by Franco (2012). Data highlights what teacher-trainers do and what they think of the student-teachers as well as the activities that are developed on the training locus. Student-teacher profiles, as regards to the functional situation of the schools where they work and also to the lack of knowledge about cultural heritage and symbolic aspects of language, has required further search for answers concerning the training needs of these student-teachers. This has led teacher-trainers to develop teaching strategies in order to enhance student-teachers learning and also to articulate academic-theoretical knowledge. This practice has shown that teaching in the Parfor Program has encouraged trainers to rebuild their knowledge and their practices. It is highly desirable that the actions and teaching practices that have been developed by these teacher-trainers at Parfor are properly recorded, discussed and shared, so that it can help to improve teachertraining policies. / A presente pesquisa insere-se nas discussões sobre formação de professores e tem como foco um grupo de professoras formadoras que atuam em um curso de Pedagogia do Plano Nacional de Formação de Professores da Educação Básica (Parfor), em uma instituição de educação superior confessional da Baixada Santista (SP). O programa Parfor foi instituído pelo Ministério da Educação (MEC), em caráter emergencial, tendo sido implantado pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), com o intuito de atender aos objetivos da Política Nacional de Formação dos Profissionais da Educação Básica, com o oferecimento de bolsas de estudo para professores em exercício na rede pública de ensino. Optou-se por investigar as implicações da atuação no curso de Pedagogia Parfor para a profissionalidade docente das professoras formadoras. Os dados obtidos colocam em destaque o que as professoras formadoras fazem e o que pensam dos estudantes-professores e das atividades desenvolvidas no lócus de formação. O perfil dos professores-estudantes em relação à situação funcional nas redes em que atuam e à falta de domínio dos bens culturais e simbólicos da língua exigiu a busca de respostas no que se refere às suas necessidades formativas. Esse movimento possibilitou que as professoras formadoras desenvolvessem estratégias didáticas que contribuíssem para o aprendizado dos professores-estudantes e para a articulação do conhecimento teórico-acadêmico com a prática, evidenciando que a docência no programa Parfor levou essas profissionais a reconstruírem seus saberes e suas práticas. É desejável que as ações e práticas de ensino desenvolvidas por professores formadores do Parfor sejam registradas, discutidas e compartilhadas, contribuindo, assim, com o aprimoramento das políticas de formação de professores.

Pre-service teachers' TPACK and experience of ICT integration in schools in Malaysia and New Zealand

Information and communication technologies (ICT) are common in schools worldwide in the 21st century, in both developed and developing countries. A number of initiatives have been made in the development of ICT related training in Initial Teacher Education (ITE) programmes. These initiatives aim to develop future teachers’ ability to teach and deliver the school curriculum, including using ICT in the classroom. Sufficient field experience is essential since the process of undergoing such placements would prepare them in creating new ideas and implementing strategic ways as to how they can effectively incorporate the use of ICT in their lesson plan, class management, and in teaching. The key research question in this study is “Do pre-service teachers in a New Zealand and a Malaysian ITE programme use their field experience to develop their potential to integrate ICT in schools and, what are the similarities and differences between these case studies?” Effective use of ICT in teaching and learning requires the teacher to understand how ICT weaves with pedagogy and content. The Technological, Pedagogical Content Knowledge (TPACK) theoretical framework introduced by Mishra and Koehler (2006) clarifies the need to understand and develop TPACK to inform integration of ICT in teaching. This research provides two case studies of ICT in ITE in the Asia Pacific region, one in a developed country, New Zealand, and the other in a developing country, namely Malaysia. Both case studies are of ICT in an ITE programme with a particular focus on field experience in secondary schools, within which there are embedded cases of ITE students. This study illustrates how pre-service teachers’ experience and development of ICT knowledge and skill and their understanding of TPACK can support an increase in their teaching competencies. This research provides evidence that field experience is important to support pre-service teachers to develop their teaching competencies with ICT and understanding of TPACK in ways that are transferable into their own practice. This study has also contributed to increased reliability and validity of TPACK instrumentation. The comparative findings of the New Zealand and Malaysian case studies indicate the importance of a range of contextual factors, which suggest that the Initial Teacher Education programme, school curriculum and ICT availability as well as student maturity contribute to the development of TPACK.

The reference question pervaded by this research was: "Representations of undergraduate and Supervisors on the development of Subproject Mathematics/PIBID point to effective contributions that denote a more solid formation of licensing (surpassing the theoretical and practical distance) so that the same motive for professional integration in public schools? ". The PIBID is a project of the Federal Government, funded by the Higher Education Personnel Improvement Coordination (CAPES), which promotes the link between higher education and public schools in order to promote and encourage students of Undergraduate courses for future exercise of the profession. Preliminarily, it is presented an overview of the initial training of the mathematics teacher in the interface between mathematics teacher training for Public Policy and the crisis of degrees, the main authors of reference: Imbernon (2000); Tardif (2008); Valente (1997); D'Ambrósio (1996); Romanelli (2001); Fischmann (2014); Gatti (2010); Bahia (2015); Carlos Chagas Foundation – FCC (2014); Bahia and Souza (2013; 2014); Libâneo (2008); Nóvoa (2009); Franco (2012); Pimenta and Lima (2010), among other authors established in the area. We also conducted a field research with a view to the observations and analysis of the actions taken by the Mathematics Sub-project in the period 2014/2015, the IES investigated. Initially, we have the collaboration of 33 undergraduates participating in the Mathematics Sub-projects in 2014 for the application of a questionnaire with closed questions (for profile) and open questions (on the development of PIBID actions). In order to broaden and deepen some discussions, we selected 6 licensees (among the 33 who answered the questionnaire) and invite the two supervisors accompanying these six undergraduate schools at the time to conduct interviews with a pre-established script. The development of instruments for data collection, the interviews and data analysis, as were references Szymanski (2010) and Franco (2003). After the research application process, there were tabs and data analysis, which revealed the following results: (1) the evaluation of PIBID is strong across the country, as studies by other researchers and in the unanimous opinion of respondents in this work; (2) in view of the subject there is a direct link between improvements applied to teacher education in higher education and the improvement of the Brazilian Basic Education; (3) the approach of the University and the school is important for the improvement of initial teacher education and, especially, the Mathematics teachers as resources and teaching practices can contribute to the building of a higher standard of personal safety and professional to the licensees and therefore in better levels of education; (4) respondents recognize the value of methodologies guided in different ways of teaching mathematics as a means for understanding the construction of mathematical knowledge; and (5) the PIBID in Mathematics Sub-projects has contributed to improving the teaching of mathematics and seeks to ensure the motivation for the professional integration of current undergraduates in public schools because 84% of study subjects express the intention to remain in public schools after graduation, although this rate can only be proven in the future. / A presente tese investiga o processo de formação inicial de professores de Matemática, tendo como referência discussões e análises aprofundadas sobre o percurso acerca desta formação no Brasil, sobre as políticas públicas de formação de professores de Matemática em interface com a crise das licenciaturas e, também, sobre as concepções e ações que embasam o PIBID – Programa Institucional de Bolsa de Iniciação à Docência e as representações das experiências com este Programa, de licenciandos e supervisoras (professoras das escolas públicas parceiras), por meio do Subprojeto de Matemática, desenvolvido em uma IES – Instituição de Ensino Superior, comunitária, localizada na região do Grande ABC Paulista. A questão de referência que perpassou por esta investigação foi: “As representações de Licenciandos e Supervisoras sobre o desenvolvimento do Subprojeto de Matemática/PIBID apontam para contribuições efetivas que denotem uma formação mais sólida do licenciando (superando o distanciamento teórico-prático) de forma que o mesmo se motive para uma inserção profissional na rede pública de ensino?”. O PIBID é um projeto do Governo Federal, financiado pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), que promove a articulação entre a Educação Superior e a escola pública, de modo a valorizar e incentivar os alunos dos cursos de Licenciaturas para o exercício futuro da profissão. Preliminarmente, é apresentado um panorama sobre a formação inicial do professor de Matemática em interface com as Políticas Públicas de formação de professores de Matemática e a crise das licenciaturas, tendo como autores principais de referência: Imbernón (2000); Tardif (2008); Valente (1997), D´Ambrósio (1996); Romanelli (2001); Fischmann (2014); Gatti (2010), Bahia (2015), Fundação Carlos Chagas – FCC (2014); Bahia e Souza (2013; 2014); Libâneo (2008); Nóvoa (2009); Franco (2012); Pimenta e Lima (2010), entre outros autores consagrados na área. Realizamos, também, uma pesquisa de campo com vistas às observações e análises das ações realizadas pelo Subprojeto de Matemática no período 2014/2015, da IES investigada. Inicialmente, contamos com a colaboração de 33 licenciandos que participavam do Subprojeto de Matemática em 2014 para a aplicação de um questionário com questões fechadas (para perfil) e questões abertas (sobre o desenvolvimento das ações do PIBID). Com vistas a ampliarmos e aprofundarmos algumas discussões, selecionamos 6 licenciandos (dentre os 33 que responderam ao questionário) e convidamos as 2 supervisoras que acompanhavam estes 6 licenciandos nas escolas, à época, para a realização de entrevistas com um roteiro preestabelecido. A elaboração dos instrumentos para a coleta de dados, a realização das entrevistas e a análise dos dados, tiveram como referências Szymanski (2010) e Franco (2003). Após o processo de aplicação da pesquisa, foram realizadas as tabulações e análises dos dados, que revelaram os seguintes resultados: (1) a avaliação do PIBID é bastante positiva em território nacional, conforme estudos desenvolvidos por outros pesquisadores e na opinião unânime dos entrevistados que participaram deste trabalho; (2) na opinião dos sujeitos existe uma ligação direta entre melhorias aplicadas à formação docente em nível superior e o aperfeiçoamento da Educação Básica brasileira; (3) a aproximação da Universidade e da escola é importante para a melhoria da formação inicial dos professores e, em especial, dos professores de Matemática, visto que os recursos e as práticas pedagógicas podem contribuir para a edificação de um padrão de maior segurança pessoal e profissional para os licenciandos e, por consequência, em melhores níveis de ensino; (4) os entrevistados reconhecem o valor das metodologias pautadas em formas diferenciadas de ensinar a Matemática como meio para a compreensão da construção do conhecimento matemático; e (5) o PIBID, no Subprojeto de Matemática, tem contribuído para a melhoria do ensino da Matemática e busca assegurar a motivação para a inserção profissional dos atuais licenciandos nas escolas públicas, pois 84% dos sujeitos da pesquisa manifestam a intenção de permanecerem na rede pública de ensino após a formatura, apesar de que este índice somente poderá ser comprovado futuramente

As implicações das atuais diretrizes curriculares nacionais para os cursos de licenciatura : possibilidade de novas perspectivas para a prática pedagógica

A trajetória histórica dos cursos de Licenciatura é demarcada por pequenos avanços e eventuais retrocessos. As descontinuidades desse processo sinalizam a interferência de inúmeros fatores políticos e culturais. A proposta de formação de professores instaurada no país a partir da Lei de Diretrizes e Bases da Educação Nacional (LDBEN) e disciplinada por meio das Resoluções CNE/CP 1/2002 e 2/2002 e das Diretrizes Nacionais específicas aos cursos, trouxe ideias inovadoras e animadoras acerca desse tema, visto que sugeriu reflexões mais amplas do que as reformas anteriores, promovendo um processo de reconstrução das Licenciaturas e, consequentemente, a necessidade de adequação na mentalidade dos formadores que nela atuam e das instituições que as facultam. Desse modo, as Instituições de Ensino Superior (IES) de todo o país vêm implementando, de forma mandatória, reformas em suas estruturas curriculares. É neste contexto que se desenvolve esta pesquisa, que tem por objetivo analisar as implicações das atuais DCN‟s para os cursos de Licenciatura e as possibilidades de uma nova perspectiva de formação inicial docente. A pesquisa foi desenvolvida numa abordagem qualitativa, por meio de estudo de caso, a fim de investigar os cursos de Licenciatura de Ciências Biológicas e de História da UFRGS. Para coleta de dados, foram utilizadas duas técnicas: a análise documental, para examinar os documentos legais e os projetos pedagógicos dos cursos, e a entrevista semiestruturada, buscando na fala dos professores a sua perspectiva sobre a reforma curricular e a existência de práticas incentivadoras da formação do sujeito crítico-reflexivo. A investigação aponta para a dificuldade de construção dos Planos Políticos Pedagógicos (PPPs) e de adequação das matrizes curriculares conforme a verificação da imprecisão de alguns dados conferidos na análise documental como, por exemplo, a ampliação da carga horária das práticas pedagógicas. Outro aspecto a ser destacado é o desconhecimento dos professores das disciplinas específicas sobre o conteúdo da reforma. Um achado deste estudo diz respeito a uma não autonomia dos cursos de Bacharelado e Licenciatura, identificada na seleção por um mesmo concurso vestibular. Esses e outros fatores permitem afirmar que o processo de reforma ainda está em andamento devido aos dissensos e conflitos historicamente instituídos no cotidiano das instituições. Esta pesquisa encontra-se inserida no campo de discussões teóricas sobre políticas educacionais, formação docente e relação teoria e prática, e apoia-se nos estudos de Pimenta (2008), Contreras (2002), Zeichner (2008), Popkewitz (1997), Diniz-Pereira (2008) e Tardif (2007). / The historical trajectory of the undergraduate courses is marked for small advances and accidental setbacks. The discontinuities of this process signalize the interference s of countless cultural and political factors. The proposal for training teachers established in the country from LDBEN and disciplined by the resolutions CNE/CP 1/2002 e 2/2002 and the Diretrizes Nacionais specified to the coursers, brought innovative and exciting ideas about this subject since it proposed wider reflections than the previous renovations, promoting a process of rebuilding of Undergraduate courses, and consequently, the necessity of adequacy of trainer teachers that act in there and the institutions that provide them. Thus, the IES of the whole country have been implementing reforms in a mandatory way, reforms in their curriculum structures and it is in this context this research develops , which has the aim to analyze the implications of the present DCNs for the Undergraduate courses and the possibilities of a new perspective of the initial teaching training to investigate. The research was developed in a qualitative approach by of case study to investigate the Undergraduate courses of Biological Sciences and History of UFRGS. To collect data two techniques were used: the document analyses for analizyng the legal documents and the pedagogical projects of the courses and a semi- structured interview looking for in teachers‟voices their perspective on the curriculum reform and existence of supportive practices formation of critical reflexive subjects. The investigation points to the difficulty of construction of PPCs and the adequacy of curriculum matrices according to the inaccuracy of some analyzed data in the documental analysis; for example, the expansion of teaching practices, teaching formation working hours. Another aspect to be emphasized is the unfamiliarity of the specific subjects teachers on the content of this reform. A finding of this study refers to the non autonomy of the bachelor and Undergraduate identified in the selection through a same entrance exam. These and other factors allow to affirm that the reform process is still going on due to dissensious historical institute conflicts in the daily work of the institutions. This research is based on theory and discussions about educational policies and the practice –theory relation, supported by the studies of Pimenta (2008), Contreras (2002), Zeichner (2008), Popkewitz (1997), Diniz-Pereira (2008) e Tardif (2007).

O caráter exploratório de nossa pesquisa nos possibilitou a construção de análises e compreensões que culminaram com a percepção de alguns indicadores do modelo formativo do curso de Pedagogia da UAB/UFSCar. Esse curso tem como pressuposto a formação de um professor pesquisador, capaz de gerar conhecimentos. As atividades formativas se direcionam no sentido de propiciar uma reflexão crítica sobre a escola e o seu entorno. A formação prática parece ser o centro de referência da formação oferecida. Entretanto, percebemos a necessidade de uma discussão mais articulada no tocante a essa visão sobre a formação prática e como ela se articula no curso, especialmente quanto aos estágios... / This research aimed to investigate the initial teacher training model from the early years of elementary school level at distance that is being built in the Pedagogy course resulting from the partnership between the Open University of Brazil (UAB) and Federal University of São Carlos (UFSCar) - UAB / UFSCar. We seek to identify and analyze the teacher perspective and training conception that substantiate the course model as well realize aspects of the distance education model that subsidizes it. The study was exploratory, and instruments for data collection included literature review, document analysis and semi-structured interviews with 10 participants from UAB/UFSCar and, more specifically, from the Pedagogy course of this partnership. The exploratory nature of our research allowed us to build some analysis and insights that led us to the perception of some indicators of the training model of the Pedagogy course from UAB/UFSCar. This course takes like its premise the formation of a teacher researcher, able to generating knowledge. The training activities are directed towards providing a critical reflection on the school and its surroundings. The practical training appears to be the reference center of the training offered.
